随着社会经济的发展和城市化进程的推进,我国环境风险事故频发。与此同时,公众对于美好环境的需求日益提升,公众与专家和政府之间的风险判断差异是不同规模的群体性事件发生的主要诱因。为识别公众环境风险接受度的影响因素,本研究基于结构方程模型分析了11种环境风险的客观风险水平和公众感知到的风险影响度、场域了解度、政府信任度、社会经济水平等因素对公众风险接受度的影响。研究结果显示,社会经济水平、风险影响度、场域了解度、政府信任度均直接影响公众的风险接受度;客观风险水平则通过风险影响度的中介作用间接影响风险接受度。因此,为在经济发展过程中降低公众风险感知偏差对生产生活的影响,我国除了通过更严格的风险管控手段降低风险事故发生概率和影响范围外,还需要通过信息公开、公众参与和生态科普等方式增强公众对风险场域的了解度和对政府的信任度以提升风险接受能力。  相似文献

This study explores the politics of distributive fairness in Locally-Unwanted-Land-Uses (LULUs) siting by looking into how a movement in LULU disputes changes its attitude towards a frame of distributive fairness over a long period of time. Some kinds of facilities are often opposed by local residents because of negative side-effects, even as they are claimed to be necessary for the well-being of the wider public. Framing refers to actors’ signifying work, and how to frame distributive fairness plays a significant role in conflicts over such controversial land uses. In the 23 wards of Tokyo, distributive fairness in waste disposal among the wards has been a crucial issue. In the early 1970s, Koto Ward, which suffered a disproportionate burden of waste disposal, launched a campaign to rectify the unfairness. In-Ward Waste Disposal (IWWD), a frame of distributive fairness, played a central role in this movement. However, Koto Ward’s attitude towards this frame of distributive fairness changed over time. By examining why Koto Ward’s advocacy for IWWD varied over time, this study shows how Koto Ward’s stance on IWWD changed in conjunction with economic, policy, and political circumstances, thereby illuminating the importance of integrating socio-politico-economic contexts in framing analysis.  相似文献

This paper describes tools developed through a community consultative process to help decision makers manage electrical and magnetic fields (EMF) health risk. The process involved in‐depth interviews with experts (N=12) and focus group discussions with seven different stakeholder groups. The results reveal commonly held intense public concerns about the long‐term health effects of EMF. These concerns were further reinforced by the lack of public trust in both government and industry with regards to EMF risk management. Overall, the participants wanted tools that can be used to manage EMF information, scientific uncertainty about EMF and the complex environment in which EMF issues are embedded. The findings contributed to a mapping out of response formats to address public concerns related to risk, hazard, trust, accountability and fairness across a range of stakeholder groups. These tools and their roles in the management of complex and variable risks, involving new circumstances (e.g. privatization) and information (e.g. new scientific studies) are presented. The importance of recognizing and working with uncertainty through adaptive management strategies, using qualitative approaches, is also discussed.  相似文献

/ Siting hazardous waste facilities is an extremely complex and difficult endeavor. Public aversion to the construction of these facilities in or near their community often results in concerted opposition, referred to as the NIMBY syndrome. For the most part, siting processes do not fail because of inadequate environmental or technical considerations, but because of the adversarial decision-making strategies employed by the proponents. Innovative siting processes used in the provinces of Alberta and Manitoba offer tangible evidence of the successful application of an innovative siting approach based on the principles of decentralization of decision-making authority and full and meaningful public involvement. The purpose of this paper is to evaluate four Canadian siting processes from the perspective of public participation and access to decision-making authority. Examples of siting processes related to hazardous waste management facilities are provided from the provinces of Alberta, Manitoba, British Columbia, and Ontario. Siting has evolved from approaches dominated by top-down decision making to increasing decentralized and pluralistic approaches. Focusing on social and political concerns of potentially affected communities and on the process of decision making itself are fundamental to achieving siting success. In Alberta initially, and later in Manitoba, this new "open approach" to siting has resulted in the construction of the first two comprehensive hazardous waste treatment facilities in Canada.KEY WORDS: Hazardous waste facilities; Siting methodologies; Public participation  相似文献

Many countries are confronting climate change that threatens agricultural production and farmers’ lives. Farmers’ perceived risks of climate change and factors influencing those perceived risks are critical to their adaptive behavior and well-planned adaptation strategies. However, there is limited understanding of these issues. In this paper, we attempt to quantitatively measure farmers’ perceived risks of climate change and explore the influences of risk experience, information, belief in climate change, and trust in public adaptation to those perceived risks. Data are from structured interviews with 598 farmers in the Mekong Delta. The study shows that perceived risks to production, physical health, and income dimensions receive greater priority while farmers pay less attention to risks to happiness and social relationships. Experiences of the events that can be attributed to climate change increase farmers’ perceived risks. Information variables can increase or decrease perceived risks, depending on the sources of information. Farmers who believe that climate change is actually happening and influencing their family’s lives, perceive higher risks in most dimensions. Farmers who think that climate change is not their concern but the government’s, perceive lower risks to physical health, finance, and production. As to trust in public adaptation, farmers who believe that public adaptive measures are well co-ordinated, perceive lower risks to production and psychology. Interestingly, those who believe that the disaster warning system is working well, perceive higher risks to finance, production, and social relationships. Further attention is suggested for the quality, timing, and channels of information about climate change and adaptation.  相似文献

This paper contributes to the noxious facilities siting literature by exploring some implications of adhering to some recommended principles and practices for competent siting. Through a qualitative case study of a landfill siting process in Peel (Ontario, Canada) three principles are critically assessed: trust; equity; and community participation. While laudable notions in principle, in practice they can impact each other in important ways which can (potentially) undermine the siting process. These impacts result mainly from the failure to achieve meaningful goals associated with one principle (e.g. community participation) which can exacerbate problems achieving goals associated with other principles (e.g. trust). The resulting discord can be further aggravated by the snowballing of adverse effects over time. In particular, practices for achieving trust and equity were adversely linked, as were the relationships between spatial equity and procedural equity and interregional and intraregional equity. These adverse synergisms were linked together with ineffective community participation which brought the process to a halt. Siting inertia (a process momentum difficult to redirect) and an inflexible siting context contributed to these conflicts. Implications for siting and further research are discussed.  相似文献

Public opposition to the siting of waste facilities has been partly explained by a failure to directly involve communities in fundamental policy decisions about waste management. Public participation at the local level is primarily reactive, based upon the premise of consultation on preferred strategies rather than direct involvement in their derivation. This paper presents the findings of a study into the effectiveness of a more proactive community involvement programme adopted by one English county council. The paper suggests some opportunities and barriers to public involvement in waste management strategy development and the potential effectiveness of consensus-building approaches.  相似文献

Odors emitted from US Midwest hog production facilities present farmers, residents, and state regulatory agencies with a set of complex challenges. To predict odor exposure from multiple swine production sources simultaneously, and to determine siting recommendations for proposed new or enlarged hog facilities, researchers at Iowa State University designed the community assessment model for odor dispersion (CAM). A three-county citizen survey conducted in Iowa examined the level of hypothetical social acceptance of the modeling process, and level of trust in CAM results. While 69 % of respondents approved of modeling as a way to determine the most socially appropriate location for production sites, only 35 % would trust the results if potential odor exposure from a new facility were proposed to be built near their home. We analyzed approval of the CAM model, and level of trust, across a number of demographic, attitudinal, and belief factors regarding environmental quality and the hog industry. Overall, trust in CAM was uneven and varied across respondents. Those residents who would not trust CAM tended to be more concerned with environmental quality and less inclined to believe that the hog industry is critically important economically. Those who would not trust CAM results also had significantly more direct experience with odors. Findings point to predominantly positive, yet equivocal acceptance of CAM results among the citizenry, which is not unexpected given conflict typical of siting decisions in industry and waste disposal arenas. Recommendations are offered regarding the interaction of trust, beliefs and attitudes and the utility of CAM.  相似文献

Communities neighboring federally protected natural areas regularly weigh the costs and benefits of the administering agency’s programs and policies. While most agencies integrate public opinion into decision making, efforts to standardize and formalize public involvement have left many local communities feeling marginalized, spurring acrimony and opposition. A significant body of research has examined barriers to effective public participation as well as strategies for relationship building in planning processes; many of which point to trust as a key factor. Trust is especially tenuous in local communities. This paper explores perceptions of trust, expectations for management, as well as constraints to building trust. In-depth interviews were conducted with 21 community members and USDA Forest Service personnel at the Midewin National Tallgrass Prairie in northeastern Illinois. The interviews revealed that trust is perceived as important to effective management. Distinct expectations for management outcomes and processes emerged, including the values, knowledge, and capacity demonstrated in management decisions and actions and opportunities provided for communication, collaboration, and cooperation within the agency-community relationship. The case study identified several constraints to building trust, including competing values, knowledge gaps, limited community engagement, and staff turnover.  相似文献

/ Why are some environmental risks distributed disproportionately in the neighborhoods of the minorities and the poor? A hypothesis was proposed in a recent study that market dynamics contributed to the current environmental inequity. That is, locally unwanted land uses (LULUs) make the host communities home to more poor people and people of color. This hypothesis was allegedly supported by a Houston case study, whereby its author analyzed the postsiting changes of the socioeconomic characteristics of the neighborhoods surrounding solid waste facilities. I argue that such an analysis of postsiting changes alone is insufficient to test the causation hypothesis. Instead, I propose a conceptual framework for analysis of environmental equity dynamics and causation. I suggest that the presiting neighborhood dynamics and the characteristics of control neighborhoods be analyzed as the first test for the causation hypothesis. Furthermore, I present theories of neighborhood change and then examine alternative hypotheses that these theories offer for explaining neighborhood changes and for the roles of LULUs in neighborhood changes. These alternative hypotheses should be examined when analyzing the relationship between LULUs and neighborhood changes in a metropolitan area. Using this framework of analysis, I revisited the Houston case. First, I found no evidence that provided support for the hypothesis that the presence of LULUs made the neighborhoods home to more blacks and poor people, contrary to the conclusion made by the previous study. This paper explores issues of governance and decision-making structures associated with the problem of hexachlorobenzene (HCB) waste at Botany in New South Wales. From a government perspective, the problem is ‘downstream’ of a well-known national controversy over whether Australia should have a high-temperature incinerator (HTI) to ‘dispose’ of such scheduled wastes. The 1992 decision not to proceed with HTI followed an extensive process of public consultation, which, against the expectations of industry and government, saw the emergence of Australia-wide community opposition. Alternative national management plans were formulated for the treatment of several types of organochlorine waste, with the scheme of these plans first approved in 1993 by the Australian and New Zealand Environment and Conservation Council (ANZECC). The HCB Management Plan is one of three such plans (the others being for PCBs and organochlorine pesticides). With this, ANZECC established the Scheduled Waste Management Group comprising government officials, and the National Advisory Body (NAB) made up of stakeholders. Officially the NAB had oversight of the HCB problem until 2002 when it was disbanded. As a result of the HTI experience, new community consultation protocols were introduced in association with the alternative management plans. For HCBs, which are confined almost entirely to Orica's Botany site in southeastern Sydney, this led to the establishment of the Community Participation and Review Committee (CPRC), a representative body with review and advisory functions. This paper draws conclusions from this history about government processes of decision making, the role of individual and institutional actors, the central importance of trust, and the democratisation of risk management. Across two decades, government and industry have placed faith in centrally controlled mechanisms for public participation, hoping to garner trust and legitimate privileged technological solutions. On the ‘backswings’, these processes have seen public trust dissipate in the face of government misunderstanding of the opportunities for effective bureaucratic interventions.  相似文献

The Nevada Test Site (NTS), north of Las Vegas, was the scene of hundreds of nuclear weapons tests over four decades, both above- and belowground. There is considerable interest, both in neighboring communities and elsewhere, in the risks it poses. Overall, the greatest risks are nonradioactive in origin, with occupational risks to employees and accident risks in transporting low-level nuclear wastes to the NTS from other Department of Energy (DOE) sites ranking highest. For radiation risks, that to workers handling radioactive materials is much higher than that to the surrounding population, either present or future. Overall, annual risks are small, with all fatalities approximately 0.008% of total Nevada deaths. At the NTS, the government spends about 5000 times more on radiation as opposed to nonradiation deaths. This suggests that at least some resources may be misallocated towards cleanup of public risks and that the occupational risk of cleanup may be much higher than the public risk. Thus risk may be multiplied by well-meaning programs.  相似文献

Public participation in decision making is a central component of the planning process; however, implementing effective engagement initiatives to resolve complex planning and policy problems, such as climate change, is challenging for planners. These challenges are particularly acute in coastal communities throughout Australia, where many settlements are at risk of future climate perturbations. Using the International Association for Public Participation framework for public participation, we analyse three local government led public participation initiatives in New South Wales, Victoria and Tasmania, Australia. Our analysis suggests there are three critical factors that can influence the level of public participation in the context of climate change adaptation: the technocratic approach to decision making; absent high order government support; and the lack of evaluation mechanisms for public participation.  相似文献

This article discusses the conditions under which the use of expert knowledge may provide an adequate response to public concerns about high-tech, late modern risks. Scientific risk estimation has more than once led to expert controversies. When these controversies occur, the public at large – as a media audience – faces a paradoxical situation: on the one hand it must rely on the expertise of scientists as represented in the mass media, but on the other it is confused by competing expert claims in the absence of any clear-cut standard to judge these claims. The question then arises, what expertise can the public trust? I argue that expert controversies cannot be settled by appealing to neutral, impartial expertise, because each use of expert knowledge in applied contexts is inextricably bound up with normative and evaluative assumptions. This value-laden nature of expert contributions, however, does not necessarily force us to adopt a relativist conception of expert knowledge. Nor does it imply active involvement of ordinary citizens in scientific risk estimation – as some authors seem to suggest. The value-laden, or partisan, nature of expert statements rather requires an unbiased process of expert dispute in which experts and counter-experts can participate. Moreover, instead of being a reason for discrediting expert contributions, experts' commitment may enhance public trustworthiness because it enlarges the scope of perspectives taken into account, to include public concerns. Experts who share the same worries as (some of) the public could be expected to voice these worries at the level of expert dispute. Thus, a broadly shaped expert dispute, that is accessible to both proponents and opponents, is a prerequisite for public trust.  相似文献

This study examines the attitudinal and demographic determinants of public preferences towards siting solid waste disposal facilities in the United States. Survey data is collected from a random sample of 400 individuals selected from the population of the State of Connecticut. A logit statistical model of public preferences towards siting is created. The results are consistent with previous research indicating the importance of variables reflective of self‐interest motivations, such as perceptions of costs and benefits, in influencing attitudes. However, it is also revealed that more longstanding values, in addition to narrowly defined personal costs and benefits, influence siting preferences. These include widely‐shared norms concerning need for the facility and the appropriate sphere of government influence. Effective, efficient and equitable siting policy must consider and respond to these additional public motivations.  相似文献

This paper reviews key challenges and opportunities addressed by the New York City Environmental Justice Alliance's (NYC-EJA) Waterfront Justice Project, a citywide campaign to promote climate resilience and sustainability in urban industrial waterfront communities of New York City. NYC-EJA is a non-profit membership-driven network linking grassroots organisations from low-income neighbourhoods and communities of colour in their struggle for environmental justice. The Waterfront Justice Project is documenting community vulnerability in the context of climate change impacts, sources of industrial pollution, and demographic and socio-economic trends. This campaign is enabling community-based organisations, environmental justice communities, city planners, local and state government agencies, local business-owners, and other stakeholders to work in partnership to achieve community resilience while advocating for local jobs and promoting best practices in pollution prevention. New York City's waterfront policies ease the siting and clustering of public infrastructure, water pollution control plants, waste transfer stations, energy facilities, and heavy manufacturing uses in six areas designated as Significant Maritime and Industrial Areas (SMIAs). The SMIAs are located in environmental justice communities, largely low-income communities and communities of colour, in the South Bronx, Brooklyn, Queens, and Staten Island. New York City's local waterfront land use and zoning policies create cumulative risk exposure not only to residents and workers in the host waterfront communities, but also, in the event of storm surge or sea-level rise, to neighbouring, upland communities.  相似文献

This paper offers some suggestions on, and encouragement for, how to be better at risk communication in times of agricultural crisis. During the foot and mouth epizootic, the British public, having no precedent to deal with such a rapid and widespread epizootic, no existing rules or conventions, and no social or political consensus, was forced to confront the facts of a perceived "economic disease. Foot and mouth appeared as an economic disease because the major push to eradicate it was motivated exclusively by trade and economic reasons and not because of threats it posed to the lives of human beings and livestock. The British public deferred responsibility to their elected officials for a speedy end to this non-life threatening viral epizootic. The latter, however, did not have a contingency plan in place to tackle such an extensive outbreak. The appeal to an existing policy, i.e., mass eradication, as the exclusive strategy of containment was a difficult pill for the public to swallow well before the end of the 226-day ordeal. Public outcry reflected (in part) serious misgivings about the lack of effective communication of risk-informed decisions between government agents and all concerned. The government's handling of the matter underestimated concerns and values about animal welfare, public trust, and the plight of farmers and rural communities. A general loss of trust by some segments of the public was exacerbated by perceived mismanagement and early fumbles by government agents.Public moral uneasiness during the crisis, while perhaps symbolic of growing discontent with an already fractured relationship with farmed animals and the state of animal farming today, arguably, also reflected deep disappointment in government agents to recognize inherently and conditionally normative assumptions in their argument as well as recognize their narrow conception of risk. Furthermore, broader stakeholder participation was clearly missing from the outset, especially with respect to the issue of vaccination. A greater appreciation for two-way risk communication is suggested for science-based public policy in agriculture, followed by suggestions on how to be more vigilant in the future.  相似文献

This research investigates how trust plays a role in environmental management in North Lebanon, which has suffered repeated episodes of armed conflict in recent times. Previous studies have shown that environmental problems have increased and that the government has been unable to address these, even during periods of relative peace. We examined trust as a factor that contributes to, or hampers, environmental management. Our analysis drew on a survey in 2011 involving 499 citizens. The results demonstrated that, according to citizens, the lack of trust between citizens, and between citizens and the public sector, is a key factor obstructing effective environmental management. The results indicate the level of correlation between how trusting people are; how citizens participate; and how people perceive government legitimacy.  相似文献

Disturbances by insects have considerable effect on the heterogeneity of forested landscapes in North America. Responding to calls for bringing human dimensions of landscape disturbance and heterogeneity into ecological assessments and management strategies, this paper explores linkages between biophysical, socioeconomic, and perceptual aspects of a mountain pine beetle (MPB) (Dendroctonus ponderosae) outbreak in north central Colorado. Findings are presented from surveys conducted with residents of nine Colorado communities and variations in local perceptions of MPB risks and forest management attitudes are compared to indices of tree mortality and amenity characteristics. Findings suggest respondents from lower amenity communities with more recent emphasis on resource extraction and higher tree mortality had significantly higher risk perceptions of some MPB impacts, lower trust in federal forest management, and higher faith in forest industry and specific industry options than those from higher amenity communities with less tree mortality. While not implying these contextual influences fully explain such perceptual dimensions, this paper explores possible implications of heterogeneity across human landscapes for improving the saliency and efficiency of regional forest management and planning.  相似文献
