This paper introduces the concept of environmental racialization to account for how race is socially and spatially organized in large Canadian cities. Drawing on a theoretical analysis of the notion of intentionality as conceived in environmental justice literature, the argument is made that claims of environmental racism must include direct a connection between agent's subjective racist intent and the powerful racist outcomes. In contrast, environmental racialization recognizes that agents' intentional actions can result in unpurposeful racist outcomes, even if these outcomes are systemic. The case study of the community of Mid-Scarborough in Toronto illustrates the relevance of the concept of environment racialization.  相似文献

ABSTRACT

Theory on participatory and collaborative governance maintains that learning is essential to achieve good environmental outcomes. Empirical research has mostly produced individual case studies, and reliable evidence on both antecedents and environmental outcomes of learning remains sparse. Given conceptual ambiguities in the literature, we define governance-related learning in a threefold way: learning as deliberation; as knowledge- and capacity-building; and as informing environmental outputs. We develop nine propositions that explain learning through factors characterizing governance process and context, and three propositions explaining environmental outcomes of learning. We test these propositions drawing on the ‘SCAPE’ database of 307 published case studies of environmental decision-making, using multiple regression models. Results show that learning in all three modes is explained to some extent by a combination of process- and context-related factors. Most factors matter for learning, but with stark differences across the three modes of learning, thus demonstrating the relevance of this differentiated approach. Learning modes build on one another: Deliberation is seen to explain both capacity building and informed outputs, while informed outputs are also explained by capacity building. Contrary to our expectations, none of the learning variables was found to significantly affect environmental outcomes when considered alongside the process- and context-related variables.  相似文献

This article examines the role of economic development agencies in strengthening the environmental performance of industry within rapidly industrialising East Asian economies. Three case-study examples are considered, namely, the role of the Industrial Development Board in reducing industrial pollution in Taiwan, pollution control in the palm oil industry in Malaysia, and the role of the Economic Development Board in influencing environmental performance of industry in Singapore. The concept of embedded autonomy is developed to consider the ways in which agencies of economic development can work with firms and industries while simultaneously remaining autonomous from these firms with respect to setting and enforcing performance standards. The three cases suggest that a form of policy integration that more directly integrates economic and environmental goals within agencies of economic development may be feasible, but only where there exists a strong autonomous government bureaucracy and where there is strong societal commitment to improving the environmental performance of industry.  相似文献

Abstract

The theoretical concept of ‘governmentality’, as developed by French political theorist Michel Foucault, presents three aspects: (a) an analysis of knowledge, (b) a study of the power effects of normalisation and resistance and (c) the possibility of a non‐essentialist ethic. Governmentality has not yet been applied to environmental issues. First, the concept of governmentality is explained briefly. Then, a detailed case study of the controversy surrounding a proposed municipal incinerator in metropolitan Halifax (Canada) provides an evaluation of the relevance and pertinence of the concept. The case study confirms: (1) the importance of discursive categories in the legitimisation process of local environmental policy; (2) the centrality of the tension between attempts by local authorities to normalise the conduct of the population and resistance presented by environmental groups and individuals; (3) the possibility for groups and individuals to articulate an alternative identity—a Green self—which goes beyond the existing boundaries.  相似文献

Abstract

This paper presents the results of a national project investigating Australian local government (LG) attempts to deliver beneficial environmental outcomes. It briefly describes the extensive environmental planning, management and protection roles played by Australian LGs. It notes that these roles are poorly documented within the academic literature, and makes a case for fundamental research to better understand LGs and their work from the inside. It describes this project's use of grounded theory methods in gathering and analysing 34 case studies of Australian LG environmental initiatives. The inside perspectives represented by the papers show that Australian LG environmental work:
  • extends beyond its statutory requirements;

  • is novel and creative;

  • endures by balancing ecological, social and economic values;

  • demonstrates different patterns depending on its planning, management or protection focus; and

  • usually involves environmental strategists with long-term, passionate commitments to local environmental values.

ABSTRACT

This article departs from the concept of environmental citizenship. Focus is on the experiences of representatives for Slovenian municipal waste management companies and business sector service companies engaged in the collection and recycling of electronic waste, and their attempts to increase the amount of separately collected municipal waste. They do so by engaging the Slovenian citizens to undertake separate sorting. Theoretically, the focus is on the processes of negotiating citizen engagement and, more specifically, attempts to incentivise the separate sorting of municipal waste which, it is argued, also helps foster the image of a particular kind of citizen. This article understands the informants’ experiences as being intimately linked to, and constitutive of, contemporary waste management discourses where attention is increasingly paid to the activities and behaviours of individual citizens. Noteworthy, while the concept of environmental citizenship can be said to allow citizens to practise sustainability (a concept that is otherwise seemingly quite abstract), the waste management policies of today seem to be increasingly relying on this active citizenship. It is at the intersection of these phenomenon that the negotiation practices of Slovenian waste management authorities happen.  相似文献

ABSTRACT

The concept of reflexive governance has to a large extent emerged from an increasing recognition of the need to consider different meanings of nature in the environmental policy-making process. Yet, so far, little attention has been paid to creating conditions for reflexive governance among different actors in intercultural settings, particularly in the context of environmental conflict and strong cultural change among indigenous peoples. This paper reviews three participatory research projects carried out in the Gran Sabana in Canaima National Park, Venezuela, which facilitated dialogue among indigenous people regarding their conflicting views of fire, in part by developing community-wide critical reflections on processes of cultural change and identity formations. These experiences suggest that once marginalized environmental knowledge is publicly acknowledged within the context of endogenous cultural processes, indigenous people feel more confident to engage in dialogue with other actors, thus allowing the emergence of reflexive environmental governance.  相似文献

ABSTRACT

The concept of an agro-production park combines industrial with environmental and animal friendly agriculture. In The Netherlands, academics and government introduced this idea—what we consider a boundary concept—to align economic and environmental ambitions. In this contribution, we argue that boundary concepts are important in deliberations as they create a sphere of engagement that enables participants to scrutinize their routines and to explore new interpretations and practices that replace their normal ways. In this way we ground the notion of ‘reflexive governance’ in deliberative practices for sustainable agriculture. We explored if and how the concept of an agropark induced frame-reflective conversations about conflicting and overlapping interpretations. We conducted a frame analysis of four Dutch national newspapers from which we derived four possible interpretations of an agropark: Pigs in the City, Surviving Farmers, Pigs in the Mud and Surviving Citizens. Next, we analysed 10 deliberative sessions about agroparks to study if reflectivity occurred. Our findings suggest that to move to more sustainable agriculture, the introduction of innovative boundary crossing concepts invites participants to reflect on conflicting frames and engage in reflective governance. However, facilitators and governmental actors need to support this boundary crossing for it to become tangible.  相似文献

Abstract

Many local authorities use standardized environmental management systems (EMSs) to improve their environmental management. These authorities often find it difficult to manage environmental impact caused by their exercise of authority i.e. indirect environmental impact (IEI) within their EMSs. Since this is connected to their core activities, it is important to understand how IEI could be more efficiently managed with respect to EMS work. The purpose for this paper is to study if and how IEI could be managed within the framework of EMS. In this study we have identified two different approaches to managing IEI. Because managing IEI is complex, it is often ignored when initiating EMSs or managed by explicitly avoid mentioning the concept. Managing IEI is seen as a matter of maturity within the organization. The paper concludes with a discussion regarding a developed definition of IEI and how management of IEI could be facilitated.  相似文献

ABSTRACT

The success of ecological restoration efforts is tightly coupled with the effectiveness of many U.S. environmental policies. Yet scholars have raised questions about the ability of restoration to produce intended results. We use a case study of tidal wetland restoration planning in Oregon to examine how neoliberal environmental governance exercises influence through a set of knowledge politics that produces subpar outcomes. We present three main findings: (1) restoration policies produce a restoration economy based on a conception of wetland as commodity (2) practitioners in this restoration economy exhibit competitive behavior resulting in a piecemeal rather than a landscape approach to restoration; and (3) limited monitoring prevents changes to existing policies. Practitioners offer insight into the challenge of treating wetlands as a commodity and call for more monitoring to challenge the assumptions of hegemonic knowledge practices that reinforce a neoliberal environmental governance regime. The divergent ideas of reflexive practitioners, though not yet manifest as action, show where changes to restoration governance might be possible.  相似文献

Abstract

This paper presents an evaluation framework that aims to improve the outcomes of triple bottom line (TBL) reporting. Currently, most assessments of TBL reporting focus on report content. Our view is that effective evaluation of TBL reporting should go beyond reports as the outputs of a process and focus on what is being learned through the process, the capacity- and relationship-building that might eventuate, and how this impacts on the development of sustainability. To enable more effective reflection of TBL reporting processes, we developed a set of evaluation criteria focused on the process of reporting. These criteria were identified from case studies of social, environmental and/or sustainability reporting processes documented in the literature. A large number of potential criteria were synthesised into three desired outcomes of TBL reporting and 10 prompts for discussion and reflection during evaluation. This evaluation framework should assist those dedicated to challenging assumptions that inhibit progress towards a sustainable future for society.  相似文献

ABSTRACT

The quest for sustainability signals a departure from industrialist presuppositions about the human capacity to control nature that had hardly been questioned during the modern era. Environmental politics, indeed, entered the public scene with warnings of environmental crisis that disrupted industrialist assumptions and supported a call for a dramatic change in course. As environmental problems became part of an agenda of sustainable development, however, there came a shift from a disruptive politics towards professionalization and a managerial emphasis. A reflexive approach to sustainability needs to reconsider the relevance of politics while also thematizing problems of history and power. The concept of ‘developmental constructs’, which Harold D. Lasswell offered as part of his proposal for a reflexive project of contextual mapping, is advanced here as relevant to that end. Comparing the early interventions of Rachel Carson and Amory Lovins to Lasswell's conception of developmental constructs, the article maintains that such proposals for sustainable futures highlight the importance of a political connection.  相似文献

Abstract

Local authorities are increasingly faced with demands and pressures to become much more responsive to environmental issues. International agreements and national legislation all put an emphasis on the local level as the most appropriate scale for action and on local authorities as the most appropriate bodies to take such action. One area of local authority competence where environmental issues have made a limited impact to date is in economic development. Yet the concept of sustainable development which forms the basis of national and European legislation and policy necessitates the integration of economic development with the environment. In this paper the main features of European policy with regard to the environment are outlined and the implications for European funding of local authority economic development strategies are examined.  相似文献

Rail has an important role to play in the development toward a sustainable transportation system. In this perspective, the European Brite Euram Project RAVEL (Rail Vehicle Eco-Efficient Design) has developed a rail sectorwide Design for Environment system to be used and standardized throughout the full supply chain. At the core of the system, quantitative environmental performance indicators for rail vehicles and components are used to incorporate environmental performance target levels in the product requirements and to measure and communicate achieved environmental performance. The concept of eco-efficiency is used to integrate both environmental and economical considerations. The methodology further builds on a standardized material list, standardized data formats, and proactive design guidance. Abstract

Participatory GIS (geographic information systems) is designed to use community mapping exercises to produce spatial representations of local knowledge. The ideals of Participatory GIS revolve around the concept of public participation in the use of spatial data leading to increased community involvement in policy-setting and decision-making (Weiner et al., Community participation and geographic information systems, in: Craig et al., Community participation and geographic information systems, London: Taylor & Francis, 2002). This paper reports on findings from two case studies, one relating to assessments of air quality and how Participatory GIS has been used in the UK to improve local government policy, and the second on assessments of noise pollution. It concludes by discussing a caveat on the use of Participatory GIS for environmental governance, which is that, ideally, only issues on which participants are likely to have direct experiential knowledge should be targeted.  相似文献

ABSTRACT

Indigenous peoples are among the most affected by environmental injustices globally, however environmental justice theory has not yet meaningfully addressed decolonisation and the resistance of Indigenous communities against extractivism in the settler-colonial context. This paper suggests that informing environmental justice through decolonial analysis and decolonising practices can help transcend the Western ontological roots of environmental justice theories and inform a more radical and emancipatory environmental justice. The Unist’ot’en Resistance and Action Camp blocking pipelines in northwestern British Columbia, Canada, their “Reimagined Free Prior and Informed Consent protocol” and the Delgamuukw case are described to discuss limitations of the state and legal framework for accommodating a decolonial and transformative environmental justice. A decolonial analysis informed by these two moments of Wet’sewet’ten history suggests limits and adaptations to the trivalent EJ framework based on recognition, participation and distribution. It is argued that a decolonising and transformative approach to environmental justice must be based on self-governing authority, relational ontologies of nature and epistemic justice and the unsettling of power through the assertion of responsibility and care through direct action. This discussion is placed in the context of the expansion of the concept of ecological rights, for example through the enshrining of the “Rights of Nature” in the constitutions of countries such as Bolivia and Ecuador, to highlight the Inherent tensions in the translation of Indigenous cosmo-visions into legal systems based on universalist values.  相似文献

ABSTRACT

Community-based monitoring (CBM) activities are becoming increasingly prevalent in response to multiple factors, including reduced governmental capacity and increased public interest in environmental management. This research aims to explore how CBM has evolved in the Oak Ridges Moraine (ORM), southern Ontario, including an examination of strengths and challenges. Interviews with CBM stakeholders, provincial government staff, and conservation authority staff were combined with document analysis to explore the evolution and outcomes of ORM CBM activities. Results indicate that there is active CBM on the ORM and conservation authorities play a role in the shaping of CBM activities, although significant barriers remain to civil society participation in water governance. The case study results from the ORM were also considered in light of research emerging from the Nova Scotia experience of numerous civil society organisations involved in CBM.  相似文献

ABSTRACT

The explanation for the outcomes of environmental policies is often sought either in policy design or in the behaviour of street-level bureaucrats, thus tending to examine only one level of the policy process and neglecting its multi-level nested nature. Specifically, most of the studies omit addressing policy specification, which is located between design and adoption of primary legislation and the actions of public service workers. Considering the policy process as a multi-level nested process of shaping and carrying out legal rules, this paper uses an institutional economics approach and the institutional grammar tool for its analysis. Using the example of the Ukrainian soil protection policy, it examines the way legal rules are being co-created and the policy objectives shaped at the policy specification stage and discusses the implications for the discretion of street-level bureaucrats, behaviour of the policy target group, and soil protection. The results of the study reveal that the desired outcomes of the Ukrainian soil protection policy are undermined because many institutional statements written in primary legislation are not supported by the expectation of remedy in case of non-compliance and are therefore dysfunctional.  相似文献

This paper presents results from a study on the present needs for and management of environmental information in three Swedish municipalities. It was found that there are considerable differences between the municipalities studied, regarding needs for environmental information as well as approaches and tools used for providing the information needed—differences that seem closely related to the structures of the municipalities. The paper ends with a discussion on some general requirements for municipal environmental information management. Besides a need for analytical tools, it is argued that municipalities would have to pay more attention to political aspects of the environmental situation in environmental decision making, and thus in environmental information management.  相似文献

Ecohealth is a process for identifying key environmental determinants causing mortality or morbidity and combating them by mobilizing multiple social sectors. Evolving out of the concept of environmental health, ecohealth provides a framework for long‐term sustainability. The health outcomes anticipated by environmental interventions are part of a long‐term agenda and require fundamental groundwork for the growth of community‐driven development. Building long‐term sustainability requires that two key approaches be developed through ecohealth. The first is the strengthening of local community institutions, whether formal or informal. The second is building financial mechanisms that are more diversified and less reliant on a single donor. As a result, the ecohealth system provides an opportunity for foundations to empower communities, build cross‐cutting cooperation, and gain knowledge through projects. If people's environmental behaviour is to change and be sustained in the long term to produce desired health outcomes, this will require all members of society to be capable of functioning within the existing institutional infrastructure. This means that not only do formal institutions need to become more accessible but also that concepts relating to local informal institutions must be incorporated into ecohealth projects. It is imperative that we identify and understand relevant local institutions and how they can be transformed so that new environmental forms of behaviour can be sustained and result in positive health outcomes. The intersection of environmental and health concerns provides an ideal area in which the gap between government and civil society can be bridged — not only providing solutions to ecohealth concerns, but building government capacity in general and making these positive changes sustainable in the long term. This article is a case study, based on several United Nations Foundation grants. It outlines the significance of traditional community organizations, the breadth of their long‐term relations with communities, their resources, and the adoption of sustained forms of behaviour. In addition, the article highlights the role that international foundations can play in creating innovative financing mechanisms through community‐based foundations.  相似文献
