Human actions can contribute to degradation of coastal environments or they can increase the likelihood that these environments
will be restored. Beach nourishment provides a basis for restoration, but ways must be found to add habitat improvement to
projects designed for shore protection. This study examines how beach nourishment projects can help reinstate dune landscapes
in locations where beaches and dunes had been replaced by static shore protection structures. Dune topography and vegetation
on three nourished sites on the northern Adriatic Coast of Italy are compared to a reference site to evaluate changes after
beach fill was emplaced. Results reveal how nourishment projects used for shore protection can restore the space available
for dunes to form, increase the likelihood of sediment transfers inland and increase the diversity of topography and vegetation.
Beach raking prevents formation and growth of hummocky, incipient backshore dunes that would otherwise evolve into a naturally
functioning foredune. Sand-trapping fences can speed the process of foredune development but can be counterproductive if they
interfere with transport to beach grass (Ammophila littoralis) planted landward of them. Shore protection structures can provide stability and more time for dune evolution on eroding
shores, resulting in greater species richness and longer retention of ecological niches. These structures need not be required
if re-nourishment occurs frequently enough to provide a beach wide enough to protect against storm wave uprush. 相似文献

Under the United States Oil Pollution Act of 1990, natural resource trustees are charged with assessing natural resource impacts
due to an oil spill and determining the type and amount of natural resource restoration that will compensate the public for
the impacts. Habitat equivalency analysis is a technique through which the impacts due to the spill and the benefits of restoration
are quantified; both are quantified as habitat resources and associated ecological services. The goal of the analysis is to
determine the amount of restoration such that the services lost are offset by services provided by restoration.
In this paper, we first describe the habitat equivalency analysis framework. We then present an oil spill case from coastal
Louisiana, USA, where the framework was applied to quantify resource impacts and determine the scale of restoration. In the
Louisiana case, the trustees assessed impacts for oiled salt marsh and direct mortality to finfish, shellfish, and birds.
The restoration project required planting salt-marsh vegetation in dredge material that was deposited on a barrier island.
Using the habitat equivalency analysis framework, it was determined that 7.5 ha of the dredge platform should be planted as
salt marsh. The planted hectares will benefit another 15.9 ha through vegetative spreading resulting in a total of 23.4 ha
that will be enhanced or restored as compensation for the natural resource impacts. 相似文献

Sandy beaches are the prime sites for human recreation and underpin many coastal economies and developments. In many coastal
areas worldwide, beach recreation relies on the use of off-road vehicles (ORVs) driven on the shore. Yet, the use of ORVs
is not universally embraced due to social conflicts with other beach user groups and putative environmental consequences of
vehicle traffic on sandy shores. Such ecological impacts of ORVs are, however, poorly understood for endobenthic invertebrates
of the intertidal zone seawards of the dunes. Consequently, this study quantified the degree to which assemblages of intertidal
beach invertebrates are affected by traffic. The study design comprised a series of temporally replicated spatial contrasts
between two reference sites (no ORVs) and two beaches with heavy ORV traffic (in excess of 250,000 vehicles per year) located
in South-East Queensland, Australia. Macrobenthic assemblages on ORV-impacted beaches had significantly fewer species at substantially
reduced densities, resulting in marked shifts in community composition and structure. These shifts were particularly strong
on the middle and upper shore where vehicle traffic was concentrated. Strong effects of ORVs were detectable in all seasons,
but increased towards the summer months as a result of heavier traffic volumes. This study provides clear evidence that ORVs
can have substantial impacts on sandy beach invertebrates that are manifested throughout the whole community. Demonstrating
such an ecological impact caused by a single type of human use poses a formidable challenge to management, which needs to
develop multi-faceted approaches to balance environmental, social, cultural, and economic arguments in the use of sandy shores,

The objective of this article is to propose a program for the integrated coastal zone management that is required to stimulate
and guide sustainable development of the Mediterranean coastal zone of Turkey.
Improved data collection, quality control, analysis, and data management will provide a firm basis for future scientific understanding
of the East Mediterranean coast of Turkey and will support long-term management. Various innovative procedures were proposed
for a promising ecosystem-based approach to manage coastal wetlands in the Mediterranean: remote data acquisition with new
technologies; environmental quality monitoring program that will provide a baseline for monitoring; linking a Geographic Information
System (GIS) with natural resource management decision routines in the context of operational wetlands, fisheries, tourism
management system; environmental sensitivity analysis to ensure that permitted developments are environmentally sustainable;
and use of natural species to restore the wetlands and coastal dunes and sustain the system processes. The proposed management
scheme will benefit the scientific community in the Mediterranean and the management/planning community in Eastern Turkey. 相似文献

Coastal subsystems formed by interaction of various processes, impacted by natural hazards like tsunami and storms, pose irreversible morphological changes. Vellar estuary, located on the southeast coast of India, with huge sand dunes (of 3-6m height and spread to 560ha) and barrier islands, has undergone extensive morphological changes due to the giant Indian Ocean tsunami that occurred on 26th December 2004. The damage caused by the tsunami has been quantified using extensive field data collected during pre- and post-tsunami periods through Real Time Kinematic GPS (for mapping coastal features and beach profiles) and Geographic Information System (GIS) couple. The tsunami with a wave height as high as 4m not only inundated the entire coastal land up to a maximum of 2km but also eroded the sand dunes and deposited the eroded material at the inlet, which ultimately formed as a vast tidal flat spread over 31ha. The estuary has suffered immensely due to the tsunami especially in terms of (i) loss of natural protection barriers (sand dunes), which made this coastal area more vulnerable to storm attack, and (ii) shallowness of inlet creating hindrance to navigation of fishing vessels. Based on the observations made at Vellar coast and past recovery experiences of tsunami/hurricanes elsewhere in the world, we contend that the morphological loss might take at least two annual cycles to regain its original form and the rebuilding of sand dunes may even take a decade. 相似文献

Extensive acreage loss of coastal sage scrub (CSS), isolation of surviving stands, and the federal listing of several animal species with obligate relationships to this plant community, particularly the threatened California gnatcatcher (Polioptila californica), have led to attempts to create CSS to mitigate habitat lost to urban development and other causes. Many of these creations lie within habitat conservation plan (HCP) sites, and they could play a more prominent role by being repositories for plants taken from a single site having site-specific genetics. Among others, one technique that increases initial resemblance to natural stands uses digitized, to-scale photography, which has been ground-truthed to verify vascular plant associations, which appear as mosaics on a landscape. A combination of placing patches of salvaged, mature canopy plants within larger matrices of imprinted or container plant plots appears to significantly enhance immediate use by CSS obligate bird species, accelerate "spread" or expansion of CSS, and can also introduce many epiphytic taxa that otherwise would be slow or unable to occupy developing CSS creations. Reptile, amphibian, butterfly, and rodent diversity in a salvaged canopy restoration case study at the University of California, Irvine, showed CSS species foraging and inhabiting transplanted canopy patches. Using restoration techniques to expand existing CSS stands has more promise than creating isolated patches, and the creation of canopies resembling CSS mid-fire cycle stands is now common. Gnatcatchers and other birds use restorations for foraging and occasional nesting, and in some cases created stands along "biological corridors" appear to be useful to bird movement. Patches of transplanted sage scrub shrubs along habitat edges appear to break up linear edge effects. There are no data on which long-term survival, succession, or postfire behavior can be predicted for CSS restoration sites, and postfire community changes are not part of either mitigation or restoration planning at present. Long-term planning including burning is needed so that a fire-adapted habitat will develop. Restoration is important in retaining genetic resources, for ameliorating edge effects, as habitat extenders in buffer zones around HCP sites, and by providing areas into which natural stands can expand. 相似文献

An evaluation of coastal processes, shoreline erosion, and shore management options for Conference House Park, New York, USA,
reveals the problems associated with lack of congruence between jurisdictional boundaries and boundaries required for maintenance
of beaches and shorefront park land. Rates of shoreline change are high despite low wave energies because bay beaches contain
small amounts of sand. The park is so narrow in places that the shoreline will soon move out of park boundaries. This condition
will eliminate natural beach resources, restrict access, and create political and administrative problems. Management strategies
include revetment construction, beach nourishment, and acquisition of additional land. Obtaining the maximum length of shorefront
to create a park may be less cost effective in maintaining natural beach resources than obtaining a shorter frontage and more
compact shape that allows for shoreline movement. The problems of managing eroding shorelines in urban estuaries are acute
because space is lacking, the cost of land is high, and the critical nature of shoreline erosion is disguised by low wave
energies and lack of daily beach change. 相似文献

Vehicles on beaches cause numerous deleterious effects to coastal wildlife. These impacts may, hypothetically, be lessened if drivers act to reduce disturbance. Since it is unknown to what extent such behavior occurs, and whether it can reduce disturbance, we quantified the behavior of drivers who encountered birds on open-coast, sandy beaches in eastern Australia and the consequent bird responses. Drivers of commercial tourist buses never slowed or altered course (“evaded birds”) to avoid disturbing birds; conversely, 34 % of drivers of private cars did evade birds. Drivers of vehicles with fishing rod holders tended (P = 0.09) to evade birds more frequently than non-fishing vehicles. Evasion, when it occurred, was modest, and did not significantly decrease the intensity of bird response or the probability of escapes on the wing. Voluntary behavioral adjustments to alleviate impacts on wildlife may be unworkable, suggesting that other solutions (e.g., beach closures) might be the only effective and feasible way to reduce disturbance to birds on ocean beaches. 相似文献

/ An integrated management plan to create favorable nesting habitat for the world-endangered Dalmatian pelicans, was tested at Kerkini irrigation reservoir, a Ramsar wetland. The lake is the major wintering site of Dalmatian pelicans in Europe, where the species lives year-round without breeding. The rise of water level at the reservoir during spring (exceeding 5 m) has an impact on the whole system, including several birds, which lose their nesting habitat. Although the integrity of the wetland demands ecological restoration with changes in its hydrologic regime, local socioeconomic conditions allow only habitat level interventions. During the planning phase of the management plan, both the ecological and social context of the interventions were considered. Monitoring of all pelican habitats and populations provided the scientific basis, while a socioecological survey on knowledge/attitudes of local fishermen toward wetland identified conflicts with specific resources and planned management. To gain public support, a broad information/education program was implemented. The education program for fishermen was based on the findings of the socioecological survey. The in situ management involved experimental construction of floating rafts, platforms over water, dredged-spoil islands, and platforms at various sites of the wetland. Monitoring of the managed habitats showed that most waterbirds used them for resting and roosting. Common terns nested on the rafts, cormorants on the platforms, and Dalmatian pelicans on the man-made island. Under the prevailing hydrologic and weather conditions, islands seem to be the most suitable habitat for pelican nesting. It is concluded that wildlife habitat management should integrate the ecological component, related to the needs of the species and ecosystem, with the social one, expressed by cooperation and involvement of the local community.KEY WORDS: Integrated management; Pelican; Nesting habitat; Habitat management; Reservoir-wetland; Public participation, Greece 相似文献

Ammophila arenaria (marram or European beach grass) for dune stabilization in South Africa in the past and present, its present distribution
in South Africa, and the perceptions of coastal management agencies and the public about its further use. The planting of
A. arenaria became the most important means of dune stabilization, by human intervention, along the South African Cape coast in this
century. Its modern distribution from the semiarid west coast to the subtropical shores of the Eastern Cape extends through
various climatic zones. Although historical data are missing for some areas, there is no indication of its unaided spread.
A. arenaria occurs at most sites because of its prior planting. The South African climate appears to affect its vigor. However, concern
about the use of the alien grass has been raised since it has proved to be a highly invasive species in other parts of the
world, particularly along the North American west coast and in Tasmania. While the CSIR (Council of Scientific and Industrial
Research) promotes its use, CNC (Cape Nature Conservation) follows a policy that restricts the use of any alien plant, including
A. arenaria, and requests further research on its invasive properties. Although a questionnaire survey shows that stabilization sites
featuring large areas of A. arenaria are accepted by the South African public, current coastal management practices need to be analyzed critically. A thorough
investigation of the potential invasiveness of A. arenaria on South African coastal dunes will be essential and shed new light on the American A. arenaria problem. 相似文献

In recent years there has been considerable interest in the health of humans and the environment, restoration of contaminated
or otherwise degraded lands, and in long-term stewardship of public lands. Unfortunately, it is unclear whether governmental
agencies and the public hold similar views about the meanings of these concepts, making policy decisions about restoration
and stewardship difficult. In this paper, I explore how the public conceptualizes restoration and stewardship by examining
the relative rating of several attributes of restoration, stewardship, environmental health, ecological health, environmental
restoration, and ecological restoration. People were interviewed in Santa Fe, New Mexico, USA, near the Department of Energy's
Los Alamos National Laboratory. The ratings of attributes of environmental health and ecological health reported in this paper
can be used to understand how the public understands these concepts. The attributes rated most highly by the subjects were
more similar to definitions in the scientific literature for these terms than they were to those used by the Department of
Energy. For environmental health, the highest rating related to human sanitation, while for ecological health the highest
rating was for maintaining functioning ecosystems. Reduction of exposure to hazardous substances was rated the second highest
for both environmental and ecological health. The wise use of natural resources, preservation of natural resources, and hazardous
waste site cleanup were rated the highest attributes of stewardship. These data suggest that both expert and nonexpert perceptions
about restoration and stewardship should be incorporated into environmental management decisions. 相似文献

ABSTRACT: Ecologically effective ecosystem management will require the development of a robust logic, rationale, and framework for addressing the inherent limitations of scientific understanding. It must incorporate a strategy for avoiding irreversible or large-scale environmental mistakes that arise from social and political forces that tend to promote fragmented, uncritical, short-sighted, inflexible, and overly optimistic assessments of resource status, management capabilities, and the consequences of decisions and policies. Aquatic resources are vulnerable to the effects of human activities catchment-wide, and many of the landscape changes humans routinely induce cause irreversible damage (e.g., some species introductions, extinctions of ecotypes and species) or give rise to cumulative, long-term, large-scale biological and cultural consequences (e.g., accelerated erosion and sedimentation, deforestation, toxic contamination of sediments). In aquatic ecosystems, biotic impoverishment and environmental disruption caused by past management and natural events profoundly constrain the ability of future management to maintain biodiversity and restore historical ecosystem functions and values. To provide for rational, adaptive progress in ecosystem management and to reduce the risk of irreversible and unanticipated consequences, managers and scientists must identify catchments and aquatic networks where ecological integrity has been least damaged by prior management, and jointly develop means to ensure their protection as reservoirs of natural biodiversity, keystones for regional restoration, management models, monitoring benchmarks, and resources for ecological research. 相似文献

Roads, bridges, causeways, impoundments, and dikes in the coastal zone often restrict tidal flow to salt marsh ecosystems.
A dike with tide control structures, located at the mouth of the Herring River salt marsh estuarine system (Wellfleet, Massachusetts)
since 1908, has effectively restricted tidal exchange, causing changes in marsh vegetation composition, degraded water quality,
and reduced abundance of fish and macroinvertebrate communities. Restoration of this estuary by reintroduction of tidal exchange
is a feasible management alternative. However, restoration efforts must proceed with caution as residential dwellings and
a golf course are located immediately adjacent to and in places within the tidal wetland. A numerical model was developed
to predict tide height levels for numerous alternative openings through the Herring River dike. Given these model predictions
and knowledge of elevations of flood-prone areas, it becomes possible to make responsible decisions regarding restoration.
Moreover, tidal flooding elevations relative to the wetland surface must be known to predict optimum conditions for ecological
recovery. The tide height model has a universal role, as demonstrated by successful application at a nearby salt marsh restoration
site in Provincetown, Massachusetts. Salt marsh restoration is a valuable management tool toward maintaining and enhancing
coastal zone habitat diversity. The tide height model presented in this paper will enable both scientists and resource professionals
to assign a degree of predictability when designing salt marsh restoration programs. 相似文献

The United States and other developed countries are faced with restoring and managing degraded ecosystems. Evaluations of the degradation of ecological resources can be used for determining ecological risk, making remediation or restoration decisions, aiding stakeholders with future land use decisions, and assessing natural resource damages. Department of Energy (DOE) lands provide a useful case study for examining degradation of ecological resources in light of past or present land uses and natural resource damage assessment (NRDA). We suggest that past site history should be incorporated into the cleanup and restoration phase to reduce the ultimate NRDA costs, and hasten resource recovery. The lands that DOE purchased over 50 years ago ranged from relatively undisturbed to heavily impacted farmland, and the impact that occurred from DOE occupation varies from regeneration of natural ecosystems (benefits) to increased exposure to several stressors (negative effects). During the time of the DOE releases, other changes occurred on the lands, including recovery from the disturbance effects of farming, grazing, and residential occupation, and the cessation of human disturbance. Thus, the injury to natural resources that occurred as a result of chemical and radiological releases occurred on top of recovery of already degraded systems. Both spatial (size and dispersion of patch types) and temporal (past/present/future land use and ecological condition) components are critical aspects of resource evaluation, restoration, and NRDA. For many DOE sites, integrating natural resource restoration with remediation to reduce or eliminate the need for NRDA could be a win-win situation for both responsible parties and natural resource trustees by eliminating costly NRDAs by both sides, and by restoring natural resources to a level that satisfies the trustees, while being cost-effective for the responsible parties. It requires integration of remediation, restoration, and end-state planning to a greater degree than is currently done at most DOE sites. 相似文献

Ecological regions are areas of similar climate, landform, soil, potential natural vegetation, hydrology, or other ecologically relevant variables. The makeup of aquatic biological assemblages (e.g., fish, macroinvertebrates, algae, riparian birds, etc.) varies dramatically over the landscape, as do the environmental stresses that affect the condition of those assemblages. Ecoregions delineate areas where similar assemblages are likely to occur and, therefore, where similar expectations can be established. For this reason, ecological regions have proven to be an important tool for use in the process of ecological assessment. This article describes four examples of the use of ecological regions in important aspects of environmental monitoring and assessment: (1) design of monitoring networks; (2) estimating expected conditions (criteria development); (3) reporting of results; (4) setting priorities for future monitoring and restoration. By delineating geographic areas with similar characteristics, ecological regions provide a framework for developing relevant indicators, setting expectations through the use of regional reference sites, establishing ecoregion-specific criteria and/or standards, presenting results, focusing models based on relationships between landscape and surface water metrics, and setting regional priorities for management and restoration. The Environmental Protection Agency and many state environmental departments currently use ecoregions to aid the development of environmental criteria, to illustrate current environmental condition, and to guide efforts to maintain and restore physical, chemical and biological integrity in lakes, streams, and rivers. 相似文献

An environmental perspective of the post-tsunami scenario along the coast of Tamil Nadu, India: role of sand dunes and forests 总被引:1,自引:0,他引:1
An endeavor to feel the pulse of a coast devastated by a powerful oceanographic event is made. Results of field investigations along Tamil Nadu seaside revealed that the tsunami of December 2004 demolished dwellings within strips ranging from 6 to 132m (average width, 41m) from the dune, and flooded up to 862m (average, 247m) from the shore. The event damaged sand dunes, ripped dune vegetation, created new water bodies and shattered high value assets. Comparatively, casuarina forests performed remarkably. Uprooting of trees was exclusively restricted to a frontal strip ranging from 5 to 25m (average width, 14m) nearest to the shore where the maximum wave run-up was 6.5m above sea level. Sand dunes in general, and casuarina forests in particular, posses an innate capacity to dissipate powerful waves. This inference is supported by (a) negligible over wash along belts characterized by high dune complexes, (b) intact villages shielded by dense forests as well as sand dunes, and (c) maximum destruction of open beach front influenced by intense human activity. In this context, the coastal regulation zone (CRZ) Notification of 1991 offers sufficient scientific validity to be endorsed. However, post-tsunami ecosystem management initiatives lack a scientific basis. Therefore, a coastal hazards policy, that considers adaptation, dune restoration and forested buffer zones, is a sustainable long-term option for Indian coasts. 相似文献

The coastal landscapes in southwestern Korea include a diverse array of tidal wetlands and salt marshes. These coastal zones
link the ecological functions of marine tidal wetlands and freshwater ecosystems with terrestrial ecosystems. They are rich
in biological diversity and play important roles in sustaining ecological health and processing environmental pollutants.
Korean tidal wetlands are particularly important as nurseries for economically important fishes and habitats for migratory
birds. Diking, draining, tourism, and conversion to agricultural and urban uses have adversely affected Korean tidal wetlands.
Recent large development projects have contributed to further losses. Environmental impact assessments conducted for projects
affecting tidal wetlands and their surrounding landscapes should be customized for application to these special settings.
Adequate environmental impact assessments will include classification of hydrogeomorphic units and consideration of their
responses to biological and environmental stressors. As is true worldwide, Korean laws and regulations are changing to be
more favorable to the conservation and protection of tidal wetlands. More public education needs to be done at the local level
to build support for tidal wetland conservation. Some key public education points include the role of tidal wetlands in maintaining
healthy fish populations and reducing impacts of nonpoint source pollution. There is also a need to develop procedures for
integrating economic and environmental objectives within the overall context of sustainable management and land uses. 相似文献

The sustainable management of coastal natural resources inevitably involves identifying stakeholder conflicts and developing planning processes that prevent these conflicts from becoming intractable disputes. This study links environmental conflict to specific areas within a large ecological system. Specifically, we use Geographic Information Systems (GIS) to map potentially competing stakeholder values associated with establishing protected areas in Matagorda Bay, Texas. By overlaying multiple values associated with a range of stakeholders across space, we are able to identify hotspots of potential conflict as well as areas of opportunity for maximizing joint gains. Mapping stakeholder conflict is an approach to proactively locate potential controversy in response to a specific environmental management proposal and guide decision makers in crafting planning processes that mitigate the possibility of intractable disputes and facilitate the implementation of sustainable coastal policies. Results indicate that under different management scenarios, protected area proposals will generate more conflict in specific areas. Most notably, regulated uses would produce the greatest degree of conflict on or near shore, particularly at the mouth of the Colorado River. Additionally, of all the management scenarios evaluated, the prohibition of coastal structural development would generate the overall highest level of conflict within the Bay. Based on the results, we discuss the policy implications for environmental managers and provide guidance for future research on location-based conflict management within the coastal margin. 相似文献
