ABSTRACT: The economic feasibility of a large scale dual purpose (desalting water and power production) facility were evaluated. Although a site in the Tularosa basin of southern New Mexico was chosen as a case study for this analysis, it is believed that the approach and consequential results would be applicable to alternative sites in the Southwest. The basic project evaluated included: a) a ground water well field; b) a dual purpose, nuclear, desalination plant; c) a mineral recovery plant; and d) a reservoir for recreation and irrigation storage. Principle project outputs included electrical power, minerals, recreation, and water for either irrigated agricultural production or export to an adjoining river basin. Two alternative project designs were developed for detailed analysis. The first alternative encompassed all major project components. The results, in discounted net values used to assess the feasibility of the project, were essentially negative; that is, values were less than zero for full scale development. The net benefits ranged from $-986.57 million at a 5 percent discount rate, to $-1,137.528 million at a discount rate of 10 percent. In the second alternative, exportation of the desalted water from the Tularosa basin to two adjacent rivers was analyzed with somewhat better net benefits, ranging from $-382,527 million to $-478,612 million at the 5 and 10 percent discount rates.  相似文献

The Platte River Basin consists of tributaries largely in Wyoming, Colorado and Western Nebraska, with the main stem in Central Nebraska. Critical wildlife habitat on the main stem requires additional in-stream flows. The watershed is one hosting multiple resources, a variety of users, and managed by an array of state and federal agencies. This study proposes a basis for securing in-stream flows for the Platte River. Candidate water supply mechanisms are suggested based on the way in which Casper, Wyoming secured water for its municipal needs. Canal lining is compared to a dam project, increasing reservoir storage, and purchasing water rights, with consideration also made for water pricing to reduce municipal use. Comparisons are based on economic efficiency, potential water conservation, and property rights criteria. Canal lining, coupled with demand management, is shown to conserve water best, given the set of efficiency and cost criteria for in-stream flow enhancement. The approach offers an opportunity to organize the water supply choice context in a transboundary watershed when quantitative information is limited.  相似文献

ABSTRACT: Wise interbasin management of Southeastern U.S. water resources is important for future development. Alabama‐Coosa‐Tallapoosa and Apalachicola‐Flint‐Chattahoochee River basins' water usage has evolved from power generation to multiple uses. Recreation and housing have become increasingly valuable components. Changing use patterns imply changing resource values. This study focused on six Alabama reservoirs, using contingent valuation questions in on‐site, telephone, and mail surveys to estimate impacts on lakefront property values, recreational expenditures, and preservation values for scenarios of permanent changes to reservoir water quantity. As summer full‐pool duration decreased, lakefront property value decreased, and as duration increased, property values increased, but at a lesser rate. Similar findings occurred for winter draw down alternatives. Permanent one‐foot reductions in summer full‐pool water levels resulted in a 4 to 15 percent decrease in lakefront property values. Recreational expenditures decreased 4 to 30 percent for each one‐foot lowering of reservoir water levels. Current nonusers of the six reservoirs showed strong preferences for protecting study reservoirs with willingness to pay values of 47 per household or approximately 29 million for the entire six‐reservoir watershed basin area. Resource management based on historic use patterns may be inappropriate and more frequent and comprehensive valuation of reservoir resources is needed.  相似文献

ABSTRACT: The Chicago Metropolitan Floodwater Management Plan is a cooperative planning program under Public Law 566 of the 83rd Congress (The Watershed Protection and Flood Prevention Act). The planning effort was jointly sponsored by the U.S. Department of Agriculture, Soil Conservation Service, and the Metropolitan Sanitary District of Greater Chicago. The project is unique in that it studies a 1260 square mile (3266 sq. kilometer) watershed, which is approximately 35 percent urbanized and contains approximately 7.5 million people. At present, approximately 4.4 percent or 330,600 people live in a floodplain. It is presently estimated that 80,000 acres (32,000 ha.) of the study area are subject to flooding with a current average annual damage estimated at approximately $10 million. The Plan which has been developed to reduce or eliminate these damages is divided into six separate watershed plans, and has been developed through extensive use of local citizen watershed steering committees. The paper discusses the planning process, public participation and implementation both at an overall river basin level and watershed case study level.  相似文献

ABSTRACT: Average-annual volumes of runoff, evapotranspiration, channel loss, upland (interchannel) recharge, and total recharge were estimated for watersheds of 53 channel sites in the Amargosa River basin above Shoshone, California. Estimates were based on a water-balance approach combining field techniques for determining streamflow with distributed-parameter simulation models to calculate transmission losses of ephemeral streamflow and upland recharge resulting from high-magnitude, low-frequency precipitation events. Application of the water-balance models to the Amargosa River basin, Nevada and California, including part of the Nevada Test Site, suggests that about 20.5 million cubic meters of water recharges the ground-water reservoir above Shoshone annually. About 1.6 percent of precipitation becomes recharge basinwide. About 90 percent of the recharge is by transmission loss in channels, and the remainder occurs when infrequent storms yield sufficient precipitation that soil water percolates beyond the rooting zone and reaches the zone of saturation from interchannel areas. Highest rates of recharge are in headwaters of the Amargosa River and Fortymile Wash; the least recharge occurs in areas of relatively low precipitation in the lowermost Amargosa River watershed.  相似文献

The Sierra Nevada produces over 50 percent of California's water. Improvement of water yields from the Sierra Nevada through watershed management has long been suggested as a means of augmenting the state's water supply. Vegetation and snowpack management can increase runoff from small watersheds by reducing losses due to evapotranspiration, snow interception by canopy, and snow evaporation. Small clearcuts or group selection cuts creating openings less than half a hectare, with the narrow dimension from south to north, appear to be ideal for both increasing and delaying water delivery in the red fir-lodgepole pine and mixed-conifer types of the Sierra west slope. Such openings can have up to 40 percent more snow-water equivalent than does uncut forest. However, the water yield increase drops to 1/2-2 percent of current yield for an entire management unit, due to the small number of openings that can be cut at one time, physical and management constraints, and multiple use/sustained yield guidelines. As a rough forecast, water production from National Forest land in the Sierra Nevada can probably be increased by about 1 percent (0.6 cm) under intensive forest watershed management. Given the state of reservoir storage and water use in California, delaying streamflow is perhaps the greatest contribution watershed management can make to meeting future water demands.  相似文献

Abstract: The purpose of this article was to show how the value of recreational boating can be assessed and how that value can be linked to water levels. Data were gathered via a survey of recreational boaters to determine days boated and willingness‐to‐pay (net economic value) for boating on Lake Ontario and on the St. Lawrence River in 2002. Depth measurements were taken at marinas and yacht clubs, boat launch ramps, and private docks. Stage‐damage curves were used to pinpoint at what water levels and to what extent boaters would be impacted. Boaters recreated an estimated 1.3 million days in 2002 and spent an estimated US$178 million in New York counties bordering Lake Ontario and the St. Lawrence River. The mean net economic value per day per boat (above current expenditures) was $69.36, with an estimated total net economic value of US$90 million. Using Lake Ontario as an example, the stage‐damage curves show that the overall negative impact would be small, between 245 and 248 ft. Maintaining water levels within that range for the entire boating season would be ideal for Lake Ontario boaters and associated businesses.  相似文献

ABSTRACT: Land use and surface water data for nitrogen and pesticides (1995 to 1997) are reported for the Walnut Creek Watershed Monitoring Project, Jasper County Iowa. The Walnut Creek project was established in 1995 as a nonpoint source monitoring program in relation to watershed habitat restoration and agricultural management changes implemented at the Neal Smith National Wildlife Refuge by the U.S. Fish and Wildlife Service. The monitoring project utilizes a paired‐watershed approach (Walnut and Squaw creeks) as well as upstream/downstream comparisons on Walnut for analysis and tracking of trends. From 1992 to 1997, 13.4 percent of the watershed was converted from row crop to native prairie in the Walnut Creek watershed. Including another 6 percent of watershed farmed on a cash‐rent basis, land use changes have been implemented on 19.4 percent of the watershed by the USFWS. Nitrogen and pesticide applications were reduced an estimated 18 percent and 28 percent in the watershed from land use changes. Atrazine was detected most often in surface water with frequencies of detection ranging from 76–86 percent. No significant differences were noted in atrazine concentrations between Walnut and Squaw Creek. Nitrate‐N concentrations measured in both watersheds were similar; both basins showed a similar pattern of detection and an overall reduction in nitrate‐N concentrations from upstream to downstream monitoring sites. Water quality improvements are suggested by nitrate‐N and chloride ratios less than one in the Walnut Creek watershed and low nitrate‐N concentrations measured in the subbasin of Walnut Creek containing the greatest amount of land use changes. Atrazine and nitrate‐N concentrations from the lower portion of the Walnut Creek watershed (including the prairie restoration area) may be decreasing in relation to the upstream untreated component of the watershed. The frequencies of pesticide detections and mean nitrate‐N concentrations appear related to the percentage of row crop in the basins and subbasins. Although some results are encouraging, definitive water quality improvements have not been observed during the first three years of monitoring. Possible reasons include: (1) more time is needed to adequately detect changes; (2) the size of the watershed is too large to detect improvements; (3) land use changes are not located in the area of the watershed where they would have greatest effect; or (4) water quality improvements have occurred but have been missed by the project monitoring design. Longer‐term monitoring will allow better evaluation of the impact of restoration activities on water quality.  相似文献

ABSTRACT: The concentrations of iron and sulfate in community water supplies are a concern for a number of areas in southwestern Minnesota. This study used the contingent valuation method to determine how much consumers would be willing to pay to improve their drinking water quality. On average, individuals were willing to pay US$5.25 per month (in 1995 U.S. dollars) to reduce the level of iron and US$4.33 per month to reduce the level of sulfate in their water to the USEPA's secondary standards for drinking water quality. Respondents with negative perceptions of their drinking water quality were willing to pay more to improve water quality. The aggregate annual willingness to pay (WTP) for all consumers in community water systems in southwestern Minnesota that were out of compliance with water quality standards were estimated to be US$2.4 million and US$2.0 million (in 1995 dollars) for reducing the levels of iron and sulfate, respectively. Yet the total WTP of consumers who use small community water systems may not be enough to pay the full cost of providing improved water in those systems. Economies of scale in water treatment and difficulties in financing improvements mean that technical innovation, government assistance, or institutional changes may be needed to improve water quality in these areas.  相似文献

Environmental problems caused by improper mine tailings disposal in the Baguio district include pollution of the Lower Agno River system and its watershed and siltation of irrigation canals in the Pangasinan plains. Direct economic losses are from reduced agricultural production due to siltation of irrigation works and farmlands. To check the adverse ecological effects of improper mine tailings disposal, government regulations have been imposed on mining firms. Several disposal schemes have been proposed, including the use of the reservoir of a multipurpose project to be sited in the watershed where the mines are located. Because of siltation problems, however, trapping the tailings in the reservoir will diminish the economic benefits that can be derived from the project.  相似文献

ABSTRACT: Buffer strips are undisturbed, naturally vegetated zones around water supply reservoirs and their tributaries that are a recognized and integral aspect of watershed management. These strips can be very effective in protecting the quality of public potable water supply reservoirs by removing sediment and associated pollutants, reducing bank erosion, and displacing activities from the water's edge that represent potential sources of nonpoint source pollutant generation. As part of a comprehensive watershed management protect for the State of New Jersey, a parameter-based buffer strip model was developed for application to all watersheds above water supply intakes or reservoirs. Input requirements for the model include a combination of slope, width, and time of travel. The application of the model to a watershed in New Jersey with a recommended buffer strip width that ranges from 50 to 300 feet, depending upon a number of assumptions, results in from 6 to 13 percent of the watershed above the reservoir being occupied by the buffer.  相似文献

Creating and restoring wetland and riparian ecosystems between farms and adjacent streams and rivers in the Upper Mississippi River Basin would reduce nitrogen loads and hypoxia in the Gulf of Mexico and increase local environmental benefits. Economic efficiency and economic impacts of the Hennepin and Hopper Lakes Restoration Project in Illinois were evaluated. The project converted 999 ha of cropland to bottomland forest, backwater lakes, and flood‐plain wetland habitat. Project benefits were estimated by summing the economic values of wetlands estimated in other studies. Project costs were estimated by the loss in the gross value of agricultural production from the conversion of corn and soybean acreage to wetlands. Estimated annual net benefit of wetland restoration in the project area amounted to US$1,827 per ha of restored wetland or US$1.83 million for the project area, indicating that the project is economically efficient. Impacts of the project on the regional economy were estimated (using IMPLAN) in terms of changes in total output, household income, and employment. The project is estimated to increase total output by US$2,028,576, household income by US$1,379,676, and employment by 56 persons, indicating that it has positive net economic impacts on the regional economy.  相似文献

ABSTRACT: The main purpose of this study is to evaluate the management practice effects on Ming-Hu and Ming-Tan reservoir watersheds during the past 15 years. It is difficult to economically evaluate a watershed project consisting of a number of multisectoral and long term management practices and regulations. However, the reservoirs’ hydropower operations and their associated benefits and costs are highlighted in this study. The estimated management practice value (net present value) of 351 million NT (New Taiwan) dollars and a benefit-cost ratio of 1.189 are obtained for the Ming-Hu subwatershed. Because the Ming-Tan hydropower station only began commercial operation in 1992 the estimated management practice value is negative 103 million NT dollars (net present value) and the benefit-cost ratio is 0.653 in the Ming-Tan subwatershed. If the analysis period is contained to the year 2010, the benefit-cost ratio of Ming-Tan reservoir subwatershed becomes 1.103. Ming-Hu and Ming-Tan subwatersheds together share the benefit-cost ratio of 1.182 and the net present value of 1,589 million NT dollars. The results of the analyses indicate that the Taiwan Power Company, the watershed management agency, has implemented economically efficient watershed practices and regulations in Ming-Hu and Ming-Tan reservoir watersheds and the watershed management practices are worthwhile and should be sustained.  相似文献

ABSTRACT: Long-term land use and reservoir sedimentation were quantified and linked in a small agricultural reservoir-watershed system without having historical data. Land use was determined from a time sequence of aerial photographs, and reservoir sedimentation was determined from cores with 137Cs dating techniques. They were linked by relating sediment deposition to potential sediment production which was determined by the Universal Soil Loss Equation and by SCS estimates for gullied land. Sediment cores were collected from Tecumseh Lake, a 55-ha reservoir with a 1,189-ha agricultural watershed, constructed in 1934 in central Oklahoma. Reservoir sediment deposition decreased from an average of 5,933 Mg/yr from 1934 to 1954, to 3,179 Mg/yr from 1954 to 1962, and finally to 1,017 Mg/yr from 1962 to 1987. Potential sediment production decreased from an average of 29,892 to 11,122 and then to 3,589 Mg/yr for the same time periods as above, respectively. Reductions in deposition and sediment production corresponded to reductions in cultivated and abandoned cropland which became perennial pasture. Together, cultivated and abandoned cropland accounted for 59 percent of the watershed in 1937, 24 percent in 1954, and 10 percent in 1962. Roadway erosion, stream bank erosion, stored stream channel sediment, and long-term precipitation were considered, but none seemed to play a significant role in changing sediment deposition rates. Instead, the dominant factor was the conversion of fields to perennial pastures. The effect of conservation measures on reservoir sedimentation can now be quantified for many reservoirs where historical data is not available.  相似文献

The monetary assessment of biodiversity measures the welfare damages brought by biodiversity losses and the cost-benefit analysis of conservation projects in a socio-economic context. The contingent valuation method could include motivational factors to strengthen economic analysis of nature conservation. This study analyzed Guangzhou residents’ motivations and willingness-to-pay (WTP) for an urban biodiversity conservation program in the National Baiyun Mountain Scenic Area (BMSA). The peri-urban natural site, offering refuge to some endemic species, is under increasing development pressures for recreational and residential use. A questionnaire survey was conducted in the Guangzhou metropolitan area during June to October 2007. We interviewed face-to-face 720 stratified sampled households to probe residents’ attitudes towards the city’s environmental issues, motivations for urban nature conservation, and WTP for biodiversity conservation. Principal component analysis identified five motivational factors, including environmental benefit, ecological diversity, nature-culture interaction, landscape-recreation function, and intergenerational sustainability, which illustrated the general economic values of urban nature. Logistic regression was applied to predict the probability of people being willing to pay for the urban biodiversity conservation in BMSA. The significant predictors of WTP included household income and the factor nature-culture interaction. The median WTP estimated RMB149/household (about US$19.5/household) per year and an aggregate of RMB291 million (approximately US$19.5/household) per year and an aggregate of RMB291 million (approximately US38.2 million) annually to support the urban conservation project. Including public motivations into contingent valuation presents a promising approach to conduct cost-benefit analysis of public projects in China.  相似文献

A Water Quality Index (WQI) is a numeric expression used to evaluate the quality of a given water body and to be easily understood by managers. In this study, a modified nine-parameter Scottish WQI was used to assess the monthly water quality of the Douro River during a 10-year period (1992–2001), scaled from zero (lowest) to 100% (highest). The 98,000 km2 of the Douro River international watershed is the largest in the Iberian Peninsula, split between upstream Spain (80%) and downstream Portugal (20%). Three locations were surveyed: at the Portuguese–Spanish border, 350 km from the river mouth; 180 km from the mouth, where the river becomes exclusively Portuguese; and 21 km from the mouth. The water received by Portugal from Spain showed the poorest quality (WQI 47.3 ± 0.7%); quality increased steadily downstream, up to 61.7 ± 0.7%. In general, the water quality at all three sites was medium to poor. Seasonally, water quality decreased from winter to summer, but no statistical relationship between quality and discharge rate could be established. Depending on the location, different parameters were responsible for the episodic decline of quality: high conductivity and low oxygen content in the uppermost reservoir, and fecal coliform contamination downstream. This study shows the need to enforce the existing international bilateral agreements and to implement the European Water Quality Directive in order to improve the water quantity and quality received by the downstream country of a shared watershed, especially because two million inhabitants use the water from the last river location as their only source of drinking water.  相似文献

The announcement of plans for exploratory oil drilling at a number of offshore sites in Belize raised concerns about the risks associated with drilling, particularly given the socio‐economic importance of the marine ecosystem. The current economic value of fisheries and marine ecotourism is estimated, along with the potential revenue from offshore oil and potential economic losses stemming from oil pollution, under various assumptions on risk and uncertainty. Marine fisheries and ecotourism are estimated to generate around US$ 183 million per year. Single‐year estimated maximum revenue is higher for oil extraction initially but quickly declines; during a 50 year (two generation) period, total discounted benefits from marine fisheries and ecotourism are estimated at US$ 5.1 billion, compared to US$ 3.2 billion from offshore oil revenue. Following a hypothetical oil spill, discounted losses in marine fisheries and ecotourism due to perception and ecological impacts are estimated at US$ 912 million, with clean‐up costs and capital losses of US$ 6.1‐10.4 billion. Considering the short extraction life of oil resources compared to fisheries and ecotourism, the difference in benefits increases substantially in favour of the latter with a longer time horizon. A recent public referendum resulted in a 98% vote against oil exploration and a subsequent annulment of oil concessions pending environmental impact assessments.  相似文献

Watershed planning groups and action agencies seek to understand how lake water quality responds to changes in watershed management. This study developed and demonstrated the applicability of an integrated modeling approach for providing this information. An integrated model linking watershed conditions to water-quality of the receiving lake incorporated the following components: (1) an event-based AGNPS model to estimate watershed pollutant losses; (2) annualization of AGNPS results to produce annual lake pollutant loadings; (3) a base flow separation package, SAM, to estimate base flow; (4) estimates of nutrients in base flow and point sources; and (5) linkage of watershed loadings directly to EUTROMOD lake water quality algorithms. Results are presented for Melvern Lake, a 28-km2 multipurpose reservoir with a 900-km2 agricultural watershed in east central Kansas. Reasonable estimates of current lake quality were attained using an average phosphorus availability factor of 31 percent to calibrate model results to measured in-lake phosphorus. Comparison of a range of possible scenarios, including all cropland changed to no-till (best case) and all CRP and good-condition grasslands changed to cropland (worst case), indicated only a (4 percent change for in-lake phosphorus and a (2 percent change for chlorophyll a. These results indicated that this watershed is not sensitive to projected changes in land use and management.  相似文献

Design freeboard is an increment of height added to a dam, floodwall, levee, or channel, above and beyond the design flood height, intended to serve as a safety factor to account for unforeseen errors in design. Current policies of the Corps of Engineers with regard to the handling of design freeboard for local flood protection studies in economic analyses lead to economic inefficiency. An analysis of these policies in the case study of a levee raising plan for Wyoming Valley, Pennsylvania, reveals that a $200 million project which is considered economically justified under anent policies is in fact not justified under strict economic efficiency criteria Congress has directed that water resources development projects be planned for the objective of National Economic Development. DOI: 10.1111/j.1752-1688.2009.00387.x Abstract: Golden alga Prymnesium parvum was first identified in Texas during a fish kill investigation on the Pecos River in 1985. Since then golden alga kills occurred sporadically in a variety of waters in the western part of the state until 2001 when the alga became endemic in the Brazos, Canadian, Colorado, Red, and Rio Grande river systems, including the water supplies of two public fish hatcheries, the Possum Kingdom and Dundee state fish hatcheries. The increasing area adversely affected by the alga and frequent massive fish kills heightened public and political awareness and concerns regarding the ecological and economic impacts of P. parvum blooms. The Texas Parks and Wildlife Department (TPWD), the wildlife conservation agency of the state, responded to these concerns with a program to assess the ecological and economic impacts and to develop management options. To date 33 water bodies have been affected and losses are conservatively estimated at 34 million fish valued at US$13 million. Several sport fisheries, including smallmouth bass Micropterus dolomieu, striped bass Morone saxatilis, channel catfish Ictalurus punctatus, and blue catfish Ictalurus furcatus, have been severely affected. Additionally, 26 imperiled fish species occur in the affected water basins and some have been adversely affected. Economic losses associated with reduced fishing and other water-based recreational activities appear considerable. The combined economic losses to three counties (Palo Pinto, Stephens, and Young) surrounding Possum Kingdom reservoir for 2001 and 2003 were estimated at US$2.8 million and US$1.1 million, respectively. This paper describes how the TPWD responded to public and political concerns relative to the emergence of golden alga, its harmful effects to fisheries, and its historic and current statewide distribution.  相似文献
