Foreign-owned industry in the form of assembly plants, termed maquiladora, has become very important in Mexico to the extent that it represents the second largest source of foreign exchange and is a valuable source for employment and regional development. The economic prosperity gained from the rapid growth of the maquiladora industry has been accompanied by increased environmental and human health risks associated with generation of hazardous waste. Diversification of industry has resulted in the predomination of those sectors that likely use hazardous substances. The Mexicali-Calexico border region was selected to demonstrate the potential for environmental and health risks associated with the generation of hazardous waste. Estimates for the generation of hazardous waste were obtained from 34 maquiladora plants in Mexicali, represented by the electronic and electrical equipment and parts, mechanical and transportation equipment, and toys and sporting equipment sectors. Repeated detection of volatile organic compounds in the New River at the US-Mexico border suggests that hazardous waste from the printed circuit board industry in Mexicali is not being disposed of in a proper manner. Potential adverse health effects, such as carcinogenic and mutagenic responses associated with the detected volatiles, are discussed. US and Mexico national legislation and the Binational Environmental Agreement were examined for their adequacy to ensure proper management of hazardous waste generated by the maquiladora industry. Environmental policy options are presented that focus on: (1) increased environmental accountability of US parent companies for their maquiladora assembly plants in Mexico; and (2) more integration between US Customs and border states with the US Environmental Protection Agency to improve the binational management of hazardous waste generated by the maquiladora industry.  相似文献

The absence of a vaccine and effective treatment for COVID-19 has created public panic and burdened the health systems in most countries. Along with health workers’, sanitation personnel are also working at the frontlines in the war against the disease by keeping cities clean. Sanitation workers are engaged in Drudgery, Dangerous, Dirty and Dehumanising work that makes them vulnerable for developing the chronic respiratory diseases due to the exposure of various hazardous materials and toxic gases that are emitted from the solid waste. The sanitation workers working on a contractual basis are excluded from the labour policies and welfare programs who are playing a vital role in fighting the pandemic. Women sanitation workers are even more vulnerable because most of them are non-literate, poor in financial management and under-represented in the sanitation employee’s union. The local and state governments should protect and safeguard sanitation workers by providing them with adequate protective equipment, ensure payment of paying adequate salaries and provide them with health insurance.  相似文献

Since the publication of Rachel Carson's Silent Spring in 1962 there has been a rapidly growing public concern over widespread contamination of the environment with hazardous wastes. In recent years scientific findings on the ecological effects of various hazardous substances have posed several important questions. What exactly are hazardous wastes? Can these substances be disposed of in a technically feasible, economical, and safe way with assurance that they have been permanently eliminated from the ecosystem? What compositional alterations or movements of the hazardous wastes occur in water, soil, or air systems? What effect will these wastes have on the water, soil, or air systems? What effect will these wastes have on the water, soil, or air properties? Consequently, a University of Louisville study has developed a relevant definition of hazardous wastes for the Environmental Engineering profession together with priority of concern rating systems to delineate the degree of environmental impact imposed on a total ecosystem by a hazardous waste and the feasibility of disposing of hazardous substances at specific landfill sites. It is felt that refinements of the priority of concern rating systems offered here may provide a sound basis from which procedural decisions may be structured to establish future national hazardous waste disposal sites.  相似文献

Relative cancer risks of chemical contaminants in the great lakes   总被引:1,自引:0,他引:1  
Anyone who drinks water or eats fish from the Great Lakes consumes potentially carcinogenic chemicals. In choosing how to respond to such pollution, it is important to put the risks these contaminants pose in perspective. Based on recent measurements of carcinogens in Great Lakes fish and water, calculations of lifetime risks of cancer indicate that consumers of sport fish face cancer risks from Great Lakes contaminants that are several orders of magnitude higher than the risks posed by drinking Great Lakes water. But drinking urban groundwater and breathing urban air may be as hazardous as frequent consumption of sport fish from the Great Lakes. Making such comparisons is difficult because of variation in types and quality of information available and in the methods for estimating risk. Much uncertainty pervades the risk assessment process in such areas as estimating carcinogenic potency and human exposure to contaminants. If risk assessment is to be made more useful, it is important to quantify this uncertainty.  相似文献

Industrial and medical wastes constitute a larger part on what is known as ‘hazardous wastes’. The production of these wastes is and will continue to be an on going phenomenon as long as human civilization persists. The health impacts of direct and indirect exposure to hazardous wastes include carcinogenic effects, reproductive system damage, respiratory effects, central nervous system effects, and many others. Today, many developed countries have legal provisions with regard to proper management of hazardous wastes. Tanzania, like many developing countries, has little emphasis on the proper handling and disposal of hazardous wastes. There is a serious inadequacy in handling industrial and medical solid wastes in the Dar es Salaam City. Improper waste deposition is increasingly becoming a potential public health risk and an environmental burden. Due to poor control of waste, industrialists and hospital owners are not well checked on how they handle and dispose of the wastes they produce with the result that many hazardous wastes reach the Vingunguti dumpsite without notice. Data on waste generation in Dar es Salaam is also inadequate, making it difficult to plan an efficient solid waste system. Promotion of public awareness, legislation and regulations enforcement and establishment of a proper sanitary landfill are considered to be principal remedial measures to ensure sound environmental maintenance. This paper summarizes the findings of the study on the practices of industrial and medical waste management in Dar es Salaam. The author aims to express the inadequacy in hazardous waste management and suggests possible measures to be applied in order to rectify the situation.  相似文献

Mandatory insurance requirements and/or mitigation fees (royalties) for mining companies may help reduce environmental risk exposure for the federal government. Mining is examined since the Environmental Protection Agency (EPA) Toxic Release Inventory reveals that this sector produces more hazardous waste than any other industrial sector. Although uncommon, environmental expense can exceed hundreds of millions of dollars per development. Of particular concern is the potential for mines to become unfunded Superfund sites. Monte Carlo simulation of risk exposure is used to establish a plausible range of unfunded federal liabilities associated with cyanide-leach gold mining. A model is developed to assess these costs and their impact on both the federal budget and corporate profitability (i.e., industry sustainability), particularly if such costs are borne by offending firms.  相似文献

In recent years there has been considerable interest in the health of humans and the environment, restoration of contaminated or otherwise degraded lands, and in long-term stewardship of public lands. Unfortunately, it is unclear whether governmental agencies and the public hold similar views about the meanings of these concepts, making policy decisions about restoration and stewardship difficult. In this paper, I explore how the public conceptualizes restoration and stewardship by examining the relative rating of several attributes of restoration, stewardship, environmental health, ecological health, environmental restoration, and ecological restoration. People were interviewed in Santa Fe, New Mexico, USA, near the Department of Energy's Los Alamos National Laboratory. The ratings of attributes of environmental health and ecological health reported in this paper can be used to understand how the public understands these concepts. The attributes rated most highly by the subjects were more similar to definitions in the scientific literature for these terms than they were to those used by the Department of Energy. For environmental health, the highest rating related to human sanitation, while for ecological health the highest rating was for maintaining functioning ecosystems. Reduction of exposure to hazardous substances was rated the second highest for both environmental and ecological health. The wise use of natural resources, preservation of natural resources, and hazardous waste site cleanup were rated the highest attributes of stewardship. These data suggest that both expert and nonexpert perceptions about restoration and stewardship should be incorporated into environmental management decisions.  相似文献

Habitat equivalency analysis (HEA) was developed as a tool to scale mitigation or restoration when habitat is contaminated by hazardous substances or has been otherwise harmed by anthropogenic activities. Applying HEA involves balancing reductions in habitat quality against gains from restoration actions, and quantifying changes in habitat quality in terms of ecological services. We propose a framework for developing ecological service definitions and measures that incorporate knowledge about the impacts of chemical contaminants on biota. We describe a general model for integrating multiple lines of evidence about the toxicity of hazardous substances to allow mapping of toxicological inputs to ecological service losses. We provide an example of how this framework might be used in a HEA that quantifies ecological services provided by estuarine sediments contaminated with polycyclic aromatic hydrocarbons.  相似文献

With the encouragement of shale gas production in the United States, governments have considered a range of legislative and regulatory proposals to manage health and environmental damages that may accompany extraction activities. Exceptions adopted by Congress to major federal environmental legislation have meant that individual US states have deemed it necessary to provide oversight through regulations to protect people and safeguard environmental quality. In responding, states have legal structures under which drilling firms may not need to disclose the toxic substances used in fracturing wells. Yet, with increasing numbers of drilling sites, more people are at risk from accidents and exposure to harmful substances used at fractured wells. To provide for meaningful health and safety protection, governments may need to reevaluate legal provisions offering trade secret protection for toxic substances used in fracturing.  相似文献

A human health assessment of hazardous air pollutants in Portland, OR   总被引:1,自引:0,他引:1  
Ambient air samples collected from five monitoring sites in Portland, OR during July 1999 to August 2000 were analyzed for 43 hazardous air pollutants (HAP). HAP concentrations were compared to carcinogenic and non-carcinogenic benchmark levels. Carcinogenic benchmark concentrations were set at a risk level of one-in-one-million (1x10(-6)). Hazard ratios of 1.0 were used when comparing HAP concentrations to non-carcinogenic benchmarks. Emission sources (point, area, and mobile) were identified and a cumulative cancer risk and total hazard index were calculated for HAPs exceeding these health benchmark levels. Seventeen HAPs exceeded a cancer risk level of 1x10(-6) at all five monitoring sites. Nineteen HAPs exceeded this level at one or more site. Carbon tetrachloride, 1,3-butadiene, formaldehyde, and 1,1,2,2-tetrachloroethane contributed more than 50% to the upper-bound lifetime cumulative cancer risk of 2.47x10(-4). Acrolein was the only non-carcinogenic HAP with hazard ratios that exceeded 1.0 at all five sites. Mobile sources contributed the greatest percentage (68%) of HAP emissions. Additional monitoring and health assessments for HAPs in Portland, OR are warranted, including addressing issues that may have overestimated or underestimated risks in this study. Abatement strategies for HAPs that exceeded health benchmarks should be implemented to reduce potential adverse health risks.  相似文献

From a historical point of view, man's concern about the health and protection of water supply is the history of the dramatic reduction in acute communicable diseases due to water-borne micro-organisms. Now that these have been essentially eliminated, there has been a great reduction in concern by scientists and the medical profession with the health aspects of contaminated water. This, in spite of the fact that many concerned people and national advisory groups have reminded us that an increasing number of possible chemical and other hazards find their way into our water supplies and expose human populations to contaminants at low concentration levels without reliable knowledge as to their health effects. Too little research is being done on the health effects of chemicals, pesticides, and viruses. The fact that large populations are being exposed to these possible hazards raises legal and public policy questions. Persons who are largely ignorant of the possible harm of these substances are being exposed to them without consent. Often low level exposure to environmental contaminants is not known or not discovered until considerable time has passed. This raises the question concerning the burden which should be imposed on industry and others who introduce new substances in the environment. The best approach in solving this problem is to prohibit the new substance from being introduced into the environment until it has been shown by reliable studies that even low level exposure is not likely to harm human health.  相似文献

ABSTRACT: A method to establish maximum contaminant levels or nondegradation standards for toxic substances in water is described. The method described is based on statistical outlier procedures which distinguish ubiquitous background levels of toxic substances from those concentrations significantly greater than background. Because this approach utilizes environmental data, it can calculate an interim maximum contaminant level which can help protect the public until sufficient health effects data are available to establish human health based maximum contaminant levels.  相似文献

Studies show a direct relationship between occurrence of asthma and increases of particulate matter in the air. Private transportation is found to be a significant contributor to this problem. The objective of this article is to explore this link between air pollution, asthma and vehicular dependency in order to provide recommendations for health and transport policy. This article focuses on the survey of literature on the relationship between vehicular air pollution and asthma; combining it with the literature on vehicular dependency or ‘car culture’ in the global context and in The Netherlands. This article exposes the imbalance of power between patient groups and polluting industries, and the government failure to protect the weaker party can be explained by corporate pressures. It will be argued that since air pollution is tied to the corporate support for the car industry and vested interests in promoting a ‘car culture’, strategic policy that claims to be concerned with public health should explicitly link the present pattern of mobility to public health. This article concludes with a recommendation for raising environmental health awareness by explicitly linking vehicular dependency to respiratory health through a combination of holistic and citizenship education.  相似文献

Indicators and indices are important tools that assist decision makers to formulate and implement plans for management at local, national and international levels. Four indicators for hazardous waste management are described that have recently been adopted within the United Nations framework of Indicators of Sustainable Development. Although these four indicators will be useful tools, the need for a broader range of policy-relevant qualitative and quantitative indicators, proxy indicators and indices is outlined. The argument is advanced that in order for all nations to better manage the range of hazardous waste issues, including waste generation, export/import and disposal, a set of innovative indicators and indices is required. Useful indicators and indices are described that could be used to link and quantify likely environmental, ecosystem and health impacts and risks especially from hazardous waste disposal. Indicators are also suggested that could be used to illustrate the shift in industrial strategy away from end-of-pipe processes towards waste recycling, cleaner production and integrated life-cycle analysis. It was concluded that until the lack of reliable and harmonized data on hazardous waste is addressed, indicator development and use by national and international decision makers cannot readily be implemented.  相似文献

The Pinelands National Reserve was created in 1978 when private interests and federal, state, and local governments allied to protect 378,000 ha (935,000 acres) of New Jersey's Pine Barrens from encroaching development. An intergovernmental authority, the Pinelands Commission, manages the reserve by implementing a regional plan to guide development away from environmentally sensitive areas and into designated growth centers. Through transferable development rights, financial gains from development in growth centers are used to compensate owners and localities in the reserve who might otherwise have developed their lands. The national reserve strategy contrasts with other federal strategies for preserving unique environments in which the federal government exercises exclusive control (e.g., national parks, monuments, and recreation areas). This article describes the strategy applied in the Pinelands and discusses the conditions in which it may be more or less effective than other strategies used to protect unique or valued landscapes. It then compares the Pinelands model with the strategies and conditions of california's Redwood National Park and Point Reyes National Seashore to develop propositions about the circumstances in which one or another strategy is more likely to be viable. Finally, it applies these propositions to the possibilities for future forest preservation in New England.  相似文献

Solvent-based paint manufacturing plants produce significant quantities of hazardous waste, which must be properly treated before it can be disposed. Since the cost for treating this waste is high, reducing the quantity of waste has become a crucial issue in this industry.Waste minimization options are beneficial for the owner of the plant as well as for the environment. The quantity of hazardous waste can be minimized by changing the plant's technology or by substituting hazardous substances, which are used in the paint manufacturing process, with environmentally friendly ones. Furthermore, separating the various waste streams makes it easier to recover raw materials and enhances the possibility of their reuse within the production process. This will decrease operational costs for the plant.This paper presents a case study of waste minimization in a solvent-based paint manufacturing plant. Source reduction, recovery, and recycling methods are taken into consideration. Its aim is to develop an understanding of the facility's waste generating processes, to suggest ways to reduce the waste production, and finally to select an appropriate waste minimization option to suggest to the plant. Some of the suggested methods are currently being practiced while others are at initial stage of development.  相似文献

No energy technology is risk free when all aspects of its utilization are taken into account. Every energy technology has some attendant direct and indirect health and safety concerns. Solar technologies examined in this paper are wind, ocean thermal energy gradients, passive, photovoltaic, satellite power systems, low- and high-temperature collectors, and central power stations, as well as tidal power. For many of these technologies, insufficient historical data are available from which to assess the health risks and environmental impacts. However, their similarities to other projects make certain predictions possible. For example, anticipated problems in worker safety in constructing ocean thermal energy conversion systems will be similar to those associated with other large-scale construction projects, like deep-sea oil drilling platforms. Occupational hazards associated with photovoltaic plant operation would be those associated with normal electricity generation, although for workers involved in the actual production of photovoltaic materials, there is some concern for the toxic effects of the materials used, including silicon, cadmium, and gallium arsenide.Satellite power systems have several unique risks. These include the effects of long-term space travel for construction workers, effects on the ozone layer and the attendant risk of skin cancer in the general public, and the as-yet-undetermined effects of long-term, low-level microwave exposure. Hazards may arise from three sources in solar heating and cooling systems: water contamination from corrosion inhibitors, heat transfer fluids, and bactericides; collector over-heating, fires, and out-gassing and handling and disposal of system fluids and wastes. Similar concerns exist for solar thermal power systems.
