Based on some 60 years of consulting practice in the field of environmental/sanitary engineering, about half in the USA and other affluent industrialized countries (ICs) and half with non-affluent developing countries (DCs), the Consultant summarizes the lessons leaned on why the technology transfer (TT) operation of the Multilateral Development Banks (MDBs) and other International Assistance Agencies (IAAs) have failed to achieve effective transfer of appropriate technology to DC practicioners in the environmental/sanitary engineering field, and presents the Consultant’s recommendations on feasible measures by which MDBs can significantly improve their TT operations. Eleven specific measures are recommended, all believed to be feasible for use by MDBs, as follows: (i) post-construction monitoring of project performance, (ii) develop appropriate design criteria for key infrastructure sectors, (iii) be realistic on O&M expectations, (iv) increase infrastructure project budgets to support TT, (v) prepare appropriate technology textbooks, (vi) sponsor graduate university programs in appropriate TT, (vii) sponsor appropriate TT professional journal, (viii) furnish copies of selected 1C references to DC-ers, (ix) sponsor work-type training assignments in ICs, (x) plan TT projects as series of steps, (xi) utilize ratired IC-ers for peripatetic training in DCs.  相似文献

Governments of developing countries may obtain ownership participation in national mining projects in the hope of receiving greater policy control over, financial rewards from, and information about such projects. These objectives could be achieved by using their sovereign authority to tax, regulate and monitor projects more effectively. The principal problem is likely to be the administrative inability fully to enjoy rights that they lawfully possess. As such projects are nearly always controlled by foreign entities, and involve the exploitation of irreplaceable mineral wealth, they may engender feelings of suspicion and hostility. Government participation may sometimes be necessary to mitigate those feelings and to lead to more stable and successful projects. If these political objectives are fully recognized, then government participation may be structured so as to minimize any detrimental effect it might have on the fiscal and financial structure of the project. It may also prove to be a vehicle for future participation by private local interests, thereby eliminating the alien enclave feature generally characteristic of such projects.  相似文献

The main purpose of this paper is to review opportunities for the use of windpower in remote areas where there is no electricity grid, which of course is a common feature of the rural areas of many of the poorer developing countries. It should also be mentioned that similar situations arise in the remoter areas of some of the larger and richer developed countries such as the USA, Canada, Australia, the USSR and even parts of Western Europe. Hence, generally speaking the wind systems appropriate in the remoter parts of the developing countries are equally applicable in the remoter parts of the industrialized countries for similar purposes. Therefore, this paper will deal exclusively with small stand-alone windpower systems and will also highlight one or two significant factors of special importance for the use of the technology in developing countries, such as the potential importance of local manufacture of equipment.  相似文献

ABSTRACT: With implementation of the Flood Insurance Act of 1968 many additional local flood protection projects are being considered. Consulting engineers and local agencies need consistent methods to estimate flood damage in order to perform feasibility studies. Federal agencies have a great deal of data and long experience in making damage estimates but no comprehensive guides are available at the local level. Curves of flood damages to different residential structure types are presented. The relationships in use by the U. S. Federal Insurance Administration are shown to be reasonable and are recommended for use as approximate guides. Additional research is recommended and discussion of the paper is invited in order to make additional data available in the literature.  相似文献

Summary Approaches to teaching about environmental concerns that have been successful either in Western schools or in non-formal Third World projects are unlikely to be effectively implemented in Third World schools. The perceptions of schooling in the Third World, together with the economic, political and social context in which it is conducted, present constraints that are very different. Unless these constraints are recognized, attempted reforms by environmental educators will, at best, remain only at the rhetorical level and, at worst, prove counter-productive. The paper discusses three broad categories of constraint: arising from the socio-political context of schooling, the educational system itself, and issues concerning school-village transfer. The argument is illustrated by reference to research in developing countries on similar educational reforms, such as community schooling, and with examples from the author's research in Papua New Guinea. The paper concludes with some positive lessons for those wishing to see a concern for environmental issues pervade the curriculum of schools in the Third World. The danger of making such reforms over-ambitious is stressed. To be successful, such work must be given high status in the eyes of students and teachers and examination reforms should be introduced to reinforce this.Dr Graham Vulliamy lectures in Sociology in the Department of Education at the University of York. Summary In the past, the water supply and sewage services for the urban regions of developing countries have been provided, in the main, only for the more affluent areas of these cities. This paper, dealing especially with those countries with tropical monsoon climates, advocates the construction of more comprehensive systems.Experience drawn from a wide range of projects and a review of the relevant literature provokes the authors to emphasise the need for suitable manuals of appropriate technology for use in these developing countries. These manuals should provide a full set of environmental guidelines for the design of water supply and sewage/sanitation systems for use in these countries.Dr Harvey F. Improvements in production methods over the last two decades have resulted in aquaculture becoming a significant contributor to food production in many countries. Increased efficiency and production levels are off-setting unsustainable capture fishing practices and contributing to food security, particularly in a number of developing countries. The challenge for the rapidly growing aquaculture industry is to develop and apply technologies that ensure sustainable production methods that will reduce environmental damage, increase productivity across the sector, and respect the diverse social and cultural dimensions of fish farming that are observed globally. The aquaculture industry currently faces a number of technology trajectories, which include the option to commercially produce genetically modified (GM) fish. The use of genetic modification in aquaculture has the potential to contribute to increased food security and is claimed to be the next logical step for the industry. However, the potential use of these technologies raises a number of important ethical questions. Using an ethical framework, the Ethical Matrix, this paper explores a number of the ethical issues potentially raised by the use of GM technologies in aquaculture. Several key issues have been identified. These include aspects of distributive justice for producers; use of a precautionary approach in the management of environmental risk and food safety; and impacts on the welfare and intrinsic value of the fish. There is a need to conduct a comparative analysis of the full economic cycle of the use of GM fish in aquaculture production for developing countries. There is also a need to initiate an informed dialogue between stakeholders and strenuous efforts should be made to ensure the participation of producers and their representatives from developing nations. An additional concern is that any national licensing of the first generation of GM fish, i.e., in the USA, may initiate and frame an assessment cycle, mediated by the WTO, which could dominate the conditions under which the technology will be applied and regulated globally. Therefore, an integrated analysis of the technology development trajectories, in terms of international policy, IPR, and operational implications, as well as an analysis of a broader range of ethical concerns, is needed.  相似文献

The Clean Development Mechanism (CDM) emerged under the Kyoto Protocol to facilitate collaboration between developed and developing countries in order to mitigate greenhouse gases. The CDM allows developed countries to receive credits towards meeting their obligatory targets by investing in emission reduction projects in developing countries. The countries are required to set up a Designated National Authority (DNA) to approve the CDM projects. This paper examines the role of the DNA in ensuring sustainable development, using the empirical case of China and India. Three aspects of the DNA's role are examined: the institutional structure, the policy context and the CDM project market. All three aspects highlight the important role of the DNA in meeting the countries' sustainable development priorities.  相似文献

The Kyoto Protocol provides for the involvement of developing countries in an atmospheric greenhouse gas reduction regime under its Clean Development Mechanism (CDM). Carbon credits are gained from reforestation and afforestation activities in developing countries. Bangladesh, a densely populated tropical country in South Asia, has a huge degraded forestland which can be reforested by CDM projects. To realize the potential of the forestry sector in developing countries for full-scale emission mitigation, the carbon sequestration potential of different species in different types of plantations should be integrated with the carbon trading system under the CDM of the Kyoto Protocol. This paper discusses the prospects and problems of carbon trading in Bangladesh, in relation to the CDM, in the context of global warming and the potential associated consequences. The paper analyzes the effects of reforestation projects on carbon sequestration in Bangladesh, in general, and in the hilly Chittagong region, in particular, and concludes by demonstrating the carbon trading opportunities. Results showed that tree tissue in the forests of Bangladesh stored 92tons of carbon per hectare (tC/ha), on average. The results also revealed a gross stock of 190tC/ha in the plantations of 13 tree species, ranging in age from 6 to 23 years. The paper confirms the huge atmospheric CO(2) offset by the forests if the degraded forestlands are reforested by CDM projects, indicating the potential of Bangladesh to participate in carbon trading for both its economic and environmental benefit. Within the forestry sector itself, some constraints are identified; nevertheless, the results of the study can expedite policy decisions regarding Bangladesh's participation in carbon trading through the CDM.  相似文献

The nature of the technical assistance needed by the energy-importing developing countries to bring energy sector projects up to the implementation stage is discussed. Such projects may be delayed or poorly implemented because the energy-importing developing country lacks the proper infrastructure or the technical/managerial skills to carry them out. ABSTRACT: During the last three decades, developing countries have invested enormous amounts of resources (running into billions of dollars) in the development of large surface irrigation systems. Investment funds were largely spent on the development of the main systems such as dams, canals and distributaries. Very little attention and resources have been spent on the development of below-the-outlet subsystems, in spite of very low levels of water use efficiency due to lack of proper land leveling, high water losses in field channels, and skewed distribution of available water among farmers served by individual water courses. This state of affairs has resulted in a lack of confidence on the part of most farmers in the reliability of surface irrigation systems to deliver water on time and in adequate quantities which, in turn, has resulted in farmers using below optimum levels of all other complementary inputs except labor. Realizing the importance of improving water use efficiency, both the domestic governments and donor agencies are increasingly paying serious attention to these problems. On-Farm Water Management (OFWM) as a strategy to improve water use efficiency and consequently agricultural production in many developing countries has been currently receiving very wide and vigorous consideration among economists, water management experts, policymakers, and donor agencies. A judicious use of the newly allocated funds of OFWM projects obviously needs proper evaluation procedures so that money could be allocated for the most deserving purposes and projects. In particular, recently, private profitability calculations due to public investments in OFWM activities have received attention from economists and decision makers in developing countries’governments and in donor agencies are very much interested in knowing the impacts of their investments in OFWM activities on farmers’income and welfare. However, the evaluation procedures commonly used in empirical studies, using a production function approach, seem to be at variance and sometimes inconsistent with proper comparative-static procedures. Thus, the primary objective of this paper is to develop consistent procedures for evaluating the impacts created by OFWM investments on farmers’income and resource use. In this context, the paper examines the critical relationship between the market price of the agricultural output and production function parameters which are affected by the OFWM investments.  相似文献

Industrialization and urbanization in the developing world have boosted steel demand during the recent two decades. Reliable estimates on how much steel is required for high economic development are necessary to better understand the future challenges for employment, resource management, capacity planning, and climate change mitigation within the steel sector. During their use phase, steel-containing products provide service to people, and the size of the in-use stock of steel can serve as an indicator of the total service level. We apply dynamic material flow analysis to estimate in-use stocks of steel in about 200 countries and identify patterns of how stocks evolve over time. Three different models of the steel cycle are applied and a full uncertainty analysis is conducted to obtain reliable stock estimates for the period 1700–2008.Per capita in-use stocks in countries with a long industrial history, e.g., the U.S, the UK, or Germany, are between 11 and 16 tons, and stock accumulation is slowing down or has come to a halt. Stocks in countries that industrialized rather recently, such as South Korea or Portugal, are between 6 and 10 tons per capita and grow fast. In several countries, per capita in-use stocks of steel have saturated or are close to saturation. We identify the range of saturation to be 13 ± 2 tons for the total per capita stock, which includes 10 ± 2 tons for construction, 1.3 ± 0.5 tons for machinery, 1.5 ± 0.7 tons for transportation, and 0.6 ± 0.2 tons for appliances and containers. The time series for the stocks and the saturation levels can be used to estimate future steel production and scrap supply.  相似文献

Occupational noise exposure and noise-induced hearing loss (NIHL) has been recognised as a problem among workers in Indian industries. The major industries in India are based on the processing of agricultural products. There are appreciable numbers of pulse processing units spread throughout the country. The purpose of this study was to determine the prevalence of hearing loss among pulse processing workers. As a part of hearing protection intervention, audiometric tests were conducted at the binaural low (250–1,500 Hz), the binaural mid (1,500–4,000 Hz) and the binaural high (3,000–8,000 Hz) frequency averages. The prevalence of hearing loss was determined based on hearing threshold levels (HTLs) with a low fence of 25 dB. Over 50% of pulse processing workers (dana bazaar and dal mill) showed hearing loss in the noise-sensitive higher (binaural mid and high) frequencies. The rate of hearing loss was particularly high among workers in the dal mill. The analyses show a higher risk of prevalence of hearing loss among the dal mill workers compared to the workers associated with the grain preprocessing activities. The study shows alarming signals of NIHL, especially in the dal mill workers. The occupational exposure to noise could be minimised by efficient control measures through engineering controls, administrative controls and the use of personal protective devices. Applications of engineering and/or administrative controls are frequently not feasible in developing countries for technical and financial reasons. A complete hearing conservation programme, including training, audiometry and the use of hearing protection devices, is the most feasible method for the protection of industrial workers from prevailing noise in workplace environments in the developing countries.  相似文献

Full integration of projects and programmes for rural water supply and sanitation has yet to take place in most developing countries, thus contributing to a situation in which long-term success in the sector has been difficult to demonstrate. It is suggested that full integration in individual countries will require reorientation of project planning procedures, and the development of a community support programme (CSP) to provide backup to communities after project completion. Ultimately, full integration of projects and programmes is an iterative process, requiring the evaluation of past efforts in the field. Experience in the International Drinking Water Supply and Sanitation Decade (1981–90) has demonstrated that coverage alone — as the de facto indicator of success — is not sufficient (particularly in rural areas). The 1990s represent a fresh chance to modify indicators for success, and to go beyond coverage by integrating projects and programmes for rural water supply and sanitation.  相似文献

Two decades of uncharacteristically severe wildfires have caused government and private land managers to actively reduce hazardous fuels to lessen wildfire severity in western forests, including riparian areas. Because riparian fuel treatments are a fairly new management strategy, we set out to document their frequency and extent on federal lands in the western U.S. Seventy-four USDA Forest Service Fire Management Officers (FMOs) in 11 states were interviewed to collect information on the number and characteristics of riparian fuel reduction treatments in their management district. Just under half of the FMOs surveyed (43%) indicated that they were conducting fuel reduction treatments in riparian areas. The primary management objective listed for these projects was either fuel reduction (81%) or ecological restoration and habitat improvement (41%), though multiple management goals were common (56%). Most projects were of small extent (93% < 300 acres), occurred in the wildland-urban interface (75%), and were conducted in ways to minimize negative impacts on species and habitats. The results of this survey suggest that managers are proceeding cautiously with treatments. To facilitate project planning and implementation, managers recommended early coordination with resource specialists, such as hydrologists and fish and wildlife biologists. Well-designed monitoring of the consequences of riparian fuel treatments on fuel loads, fire risk, and ecological effects is needed to provide a scientifically-defensible basis for the continued and growing implementation of these treatments.  相似文献

Around 1970 a quiet revolution occurred in several European countries involving the use of naturalistic design approaches and ecological principles in the design and management of urban green spaces. The objective was to bring the qualities of nature into peoples’ daily lives and provide a richer external living environment. Parallel programmes of community participation and environmental education were involved. Successful projects in Holland, Sweden and Britain are described. These indicate that despoiled urban and urban‐fringe land can be quickly and economically transformed into green environments which are attractive for living and commercial investment. This paper examines issues related to increasing the market penetration of renewable forms of energy in developing countries. It particularly focuses on availability and access of financial support for investments relating to renewable energy and a case study is presented illustrating innovative financing. While the main focus of the discussion is on renewable energy (RE) attention is also devoted to energy efficiency (EE) projects and investment. An underlying premise is that, if RE projects are to reach their market potential, they must be fiscally sustainable and the appropriate promotion of such fiscally sustainable RE projects yields multiple environmental and developmental synergies. Commercial viability is not primarily a question of technology. There is a broad range of RE products with proven performance and commercial operation in selected market situations. The challenge of extending this market penetration is to establish the institutional, organizational and financial conditions under which a commercial market for these products can develop, particularly in developing countries. This article reflects current emphasis on increased private participation in the energy sector, as well as policy reform at the national level.  相似文献

Most large scale resource extraction projects in Papua New Guinea (PNG) require companies to negotiate with customary landowners for access to development sites. In the discussion of process and challenges of development and operation of projects, particularly mines, the paper, basing as a case study of land use arrangements in PNG mining, has several objectives to address. First, it discusses land use arrangements in the mining industry and how they have evolved over the last few decades. Today, most of these arrangements involve pluralistic framework agreements which have been shaped by land tenure debates, civil uprisings, government initiatives and increasingly politically savvy customary landowners. This pluralistic process encourages key stakeholder involvement, particularly customary landowner participation which has been an innovative piece of sustainable mineral policy development in PNG. Second, the paper argues that ‘it is not business as usual’ for mining companies as it would generally be the case in developed and many developing countries because they are increasingly forced to be proactive in addressing landowner and community interests while managing mining projects. A brief overview of land use debates in PNG is summarised at the outset to provide background to mining and development in the country. Third, the significance of the corporate social responsibility (CSR) paradigm and its impact on business, particularly the mining industry is acknowledged intermittently in the discussion to shed light on how it is influencing development of local communities. Finally, the paper argues that the post-Bougainville period has led to a change of the old enclave model of mining development to a broad based community driven form of development around mining. However, it is difficult to predict as to how this model of mining led development in rural PNG will span out in the long run. In the meantime, genuine landowner partnerships with developers and government in the management and operation of mining projects in the country are proving to be a positive outcome for everyone despite some major challenges.  相似文献

ABSTRACT The Office of Saline Water, which has federal responsibility for developing low-cost, saline sources of fresh water, has recognized the need for an improved method of forecasting the future potential of desalting in this country. The magnitude of the role of desalting will influence the plans of federal, state, and local water resource agencies and the research and development programs of manufacturers. A dynamic simulation model has been developed by Arthur D. Little, Inc. under contract by OSW to translate relevant factors of water supply and demand into a forecast of desalting potential. The model projects the needs for desalting in 20 hydrologic regions of the U.S. Model performance has thus far been demonstrated by the development of a forecast and a battery of related sensitivity tests. Current results indicate the following potential desalting capacities: 225 MGD in 1980; 2,250 MGD in 2000; and 7,000 MGD in 2020. Significant improvements in desalting economics promise to increase these potentials by a factor of four or five by 2000-2020. Model inputs and results are continuing to be refined. When completed, OSW will have a dynamic tool with which to guide its R&D program.  相似文献

Today, mine reclamation is a key component to a successful mine plan. Most of the industrialized nations have recognized the need to make mining activities relatively environmentally friendly, if they want to continue to benefit from the economic gains from mineral resource development. Countries such as the United States, Canada, Australia and South Africa are leaders in the field and have implemented relatively sophisticated legislation to ensure environmentally correct mine closure. These countries rely on a combination of strict control strategies and economic penalties to ensure compliance. Yet, from the firm's perspective, reclamation activities are counterproductive as they cut into profits. In order to attract economic development and earn much needed economic capital, most of the rest of the world, particularly the developing countries, lack effective mine closure legislation. The traditional command and control type of legislation that is sometimes used is either vague and therefore avoided, or not enforced appropriately, resulting in an undesirable level of environmental degradation. With the use of case studies from Brazil, this article shows that direct controls are effective in some instances and not in others. It proposes that economic and financial tools may be more effective than the traditional direct controls in getting firms to comply with environmental standards, particularly in developing countries where environmental compliance is more difficult to achieve. It explains the use of performance bonding as one type of economic incentive that has proven to be an effective environmental policy in mine planning and closure. The authors additionally push beyond the typical style of performance bonds to introduce a flexible bonding and insurance system that allows governments to maintain strict environmental standards but limits firms financial exposure during the mining process. Such a system learns from the successes of the industrialized countries that use performance bonding and is sensitive to the needs of developing nations to attract investment yet maintain environmental integrity.  相似文献
