Over the past decade the water supply and sanitation sector has seen the development of several appropriate low-cost technologies which are now being successfully introduced in many full-scale projects worldwide. The principal difficulties facing this sector relate to institutional development and project implementation strategies. This paper takes up questions of: (1) incompatibilities between the appropriate technologies and the institutions trying to implement them in the field, (2) tied-aid policies and their effect on the sector and (3) integration of the community participatory approach into government programmes. It also recommends measures for improving technology management and implementation strategies in low-income communities of the developing world.  相似文献

There is still serious impact of inadequate and unsafe water supply on human health in many countries, and not only in developing ones. Waterborne diseases, such as diarrhoea, are responsible for more than 3 million deaths per year. Vector-borne diseases, such as malaria and schistosomiasis, are still rampant in the tropics causing severe human suffering and economic losses. Chemical hazards related to water are not only due to the presence of toxic substances, such as pesticides or heavy metals, but also due to excessive or deficient amounts of natural substances such as fluoride or iodine. Chemical risks have to be balanced with biological risks, and disinfection practices enforced without compromises. There is a long way to go, however, to fill the gaps in service coverage for water supply and sanitation, particularly in the rural areas and in the impoverished periurban areas. Various international programmes are in place or being initiated to this end.  相似文献

Non-sustainability of programmes and projects has become an overriding concern for the water supply and sanitation sector. Poor programme conceptualization, unimaginative planning, use of inappropriate technologies and rigid management approaches have contributed to high rates of programme failure. Five major water supply programmes undertaken during the UN Water Decade in the Western Sudan were analysed for their management approaches, appropriateness and sustainability. Results prompt the conclusion that sustainable projects need to adopt an adaptive and flexible management approach and to employ a conceptual framework which emphasizes community management, the empowerment of women, selection of appropriate low cost technologies, built in operation and maintenance strategies, cost recovery and institutional support to government.  相似文献

Summary In the past, the water supply and sewage services for the urban regions of developing countries have been provided, in the main, only for the more affluent areas of these cities. This paper, dealing especially with those countries with tropical monsoon climates, advocates the construction of more comprehensive systems.Experience drawn from a wide range of projects and a review of the relevant literature provokes the authors to emphasise the need for suitable manuals of appropriate technology for use in these developing countries. These manuals should provide a full set of environmental guidelines for the design of water supply and sewage/sanitation systems for use in these countries.Dr Harvey F. This article develops a model of cost and financing strategies for rural and peri-urban water supply and sanitation. It suggests that significant progress towards the World Summit for Children's goal of universal access to water supply and sanitation can be made if a combination of strategies is adopted. On the cost side, significant cost reductions should be possible through efficiency in resource use and reduction of system management costs. On the financing side, it suggests restructuring the financing of the sector with improved efficiency and greater cost recovery in urban services; full recovery of operation and maintenance costs; cost sharing through community contributions in kind such as local labour and financially in rural and peri-urban water supply for basic levels of service depending on willingness and ability to pay and full cost recovery for higher levels of service; a high degree of cost recovery in rural and peri-urban sanitation; development of institutional structures for both collection and management of revenues; development of alternate financing mechanisms such as rural credit schemes and revolving funds, adapted in specific country contexts, including the required institutional mechanisms; and additional allocations from governments and external support agencies. Additional government or external financing alone, while critical, will not of itself lead to effectiveness in the use of resources. Equally, cost recovery alone cannot lead to universal access and sustainable solutions. A composite set of actions is needed within which building capacities of institutions and people is necessary for sustainability .  相似文献

This paper assesses the financing challenges which have to be met by developing countries if water resources are to be managed efficiently, if the quality of the aquatic environment is to be improved and if water related services are to be delivered in a responsive, efficient and equitable way. This paper takes the view that attaching 'price tags' to water supply and sanitation, as was tentatively done in Agenda 21, is a misguided approach and that what is needed is articulation of clear principles which should underpin the financing of water supply and sanitation investments. To illustrate the approach the paper focuses heavily on experiences from World Bank water supply, sanitation and urban development projects over the past 30 years. The challenge is to develop appropriate institutional and financial arrangements. The essence of such arrangements is that they ensure that societies mobilize appropriate levels of resources for providing water related environmental services and that these resources are used in the most efficient and effective way possible .  相似文献

Bridging the water infrastructure gap has become a major policy concern. In rural areas of Africa, access to water is as much constrained by territorial coverage as it is by the poor conditions of water points due to the difficulty in mobilizing communities for repairs. This paper examines the equity considerations of a rural water and sanitation programme in a district of Mozambique, and their impacts on the achievement of the programme's objectives. Our analysis underlines the contradictions in the conceptualization of equity in the design, planning and implementation of the programme. Even an explicitly pro‐poor strategy can fall short of delivering equity. Our findings stress the fact that overlooking local perception of equity can have a direct impact on the ability of a community to ensure the maintenance of their water points. They call for a careful definition of equity in the design of water programmes, as well as closer attention to this criterion as a precondition to achieving the long‐term objective of the programme.  相似文献

Financing investments in water supply and sanitation has been a perennial problem in all countries of Latin America and the Caribbean. The contribution to capital funding derived from the income of operating companies has been very small, a direct consequence of unrealistically low tariffs. The situation has worsened with the increasing need to provide sewage treatment to reduce the gross pollution of most water bodies in the vicinity of large cities. This paper, on the basis of recent studies conducted in EC LAC, explores the practicability of the self-financing of water supply and sanitation services, including sewage treatment, through the income derived from tariffs. If this is to be achieved then it is important that the entire population pays for services, an issue of some importance given the unequal distribution of income in most cities of the region. The conclusion reached is that on the basis of the available information on costs, together with the experience of some countries, financing through tariffs is feasible, particularly if subsidies are provided to the poorest households. Tariff based financing is probably the only means of achieving universal coverage by the year 2000 as well as sewage treatment, the rehabilitation of existing systems, maintenance and the necessary institutional development .  相似文献

The Earth may be largely covered with water, but over one billion people are estimated to be without safe drinking water and almost 2.5 billion (40% of the world's population) without adequate sanitation at the outset of the new millennium. The provision of safe water and sanitation for all poses several serious institutional and economic challenges at international, national and local levels. Despite the various political commitments made from the late 1970s onwards, these commitments have remained largely unfulfilled. Even though some efforts to expand coverage have been made over the past two decades, much of those efforts have been undermined by socioeconomic problems and growing population, particularly in the urban areas of developing countries. The water supply and sanitation sector is actually in acute need of new investments for expansion and maintenance of facilities. Nonetheless, some positive trends can be discerned, such as, for example, the increasing recognition of integrated water resources management, environmental sanitation, public-private partnerships and women as a key for improvement and expansion of services.  相似文献

The provision of water supply and sanitation services requires a judicious balance of technological, organizational, managerial and legal measures. National policies should be spelled out and embodied in national sectoral planning, produced under the direction of a co-ordinating central body. Implementation agencies should follow the plan and directives laid down by the sectoral plan. Planning criteria for programme and project assessment should emphasize the need to consider different alternatives for augmentation of available water supplies. Sectoral planning and organization of executing agencies must take into account the active participation and support of users. Operation and maintenance can be improved through appropriate monitoring, rehabilitation and special training. Adequate operation, maintenance and rehabilitation will reduce investment needs. Legal rules should be precise, flexible and objective-orientated. Properly designed education campaigns are the most cost-effective alternative for improving drinking-water supply and sanitation programmes.  相似文献

The supply of safe water is both a necessary condition for human wellbeing and a significant contribution to national production. In reviewing the progress to date, the author finds room for optimism but not complacency. He discusses the elements of success and failure of rural water supply programmes, highlighting the interface which must exist between national planners and local communities. Many countries in sub‐Saharan Africa have adopted similar approaches to tackle the challenges of rural water supply, including community‐based management, community participation and the demand‐responsive approach. These are often combined with nationwide programmes of capacity‐building and decentralization. This paper first shows how Uganda has adopted these approaches in its rural water supply programme. Based on Government documents, we construct an organizational framework that illustrates the overall programme and outlines the roles and responsibilities which actors are expected to fulfil. Second, based on interviews with sector staff and a review of Government documents, the paper examines challenges to successfully “walk the talk”; that is, it provides insight into challenges affecting programme implementation. Among numerous difficulties, two key issues are highlighted: local political interference and the weak capacity of local governments. Concerning local political interference, local planning processes need to be reformed so that local politicians commit more strongly to improving water supply. Regarding local government capacity, the Government department responsible for the programme has established eight regional units that provide support to local governments. This promising strategy, combined with more appropriate engagement and the commitment of local politicians, should help to improve the implementation of the rural water supply programme in Uganda.  相似文献

This paper examines Indigenous water rights in rural and remote Australia and how water justice seems to be elusive in many of these spaces. The purpose of this literature review is to link water justice theory and practices to the way different water cultures are valued in Australia while simultaneously critiquing the water justice movement. This paper situates the notion of water justice as a specific kind of environmental justice to cater for the unique qualities that define this resource. In doing so, this paper draws on Schlosberg’s (2004) conception of environmental justice with its trivalent approach that describes the following three ‘circles of concern’: recognition of difference, plurality of participation, and finally equitable distribution of resources and costs and benefits. This framework provides that if the first two ‘circles of concern’ are not in existence in a natural resource management process, then inequitable distribution of that resource is a likely outcome. This paper presents two areas where water injustices exist in the context of Indigenous rural and remote Australia. The first relates to how Indigenous rights to water have been inadequately recognized and the second presents empirical data on water supply and sanitation in rural and remote Indigenous communities that demonstrates ongoing dilemmas around securing this basic human right. The undervaluing of cultural differences relating to water is argued to be antecedent to the injustice manifest in poor water supply and sanitation provision for Indigenous rural contexts. This paper does not attempt to survey the body of ethnographic work on society-water relations in rural and remote Indigenous Australian contexts but reviews the gaps in current mainstream acknowledgement of Indigenous water cultures. In exploring water justice in rural and remote Indigenous Australia, this paper offers a novel approach to a dilemma more frequently analysed solely as a health development issue.  相似文献

When water supply improvements are coupled with opportunity to create income through micro–enterprises, time released from water collection is converted into income earned. This brings several benefits: reduced drudgery, higher household income, and, consequently, greater women's empowerment through changing gender relations within the household. This article documents the performance of one such scheme in Banaskantha District in the state of Gujarat in India, one of poorest districts in the state and the country. Here, due to the efforts of the Self–Employed Women's Association (SEWA), an Indian NGO, poor women are reaping the social and economic benefits of a government–run regional piped water supply scheme, a project funded by Dutch bilateral aid, focusing on women's development. If government policy–makers took the cue and formulated programmes and schemes that combined these two aspects, viz., actions that release time for rural women from daily chores (e.g., collecting water, fuel wood and fodder)and opportunities for sustainable micro–enterprises to convert time saved into income, this could become a reliable route out of rural poverty into gender–sensitive sustainable development.  相似文献

The United Nations ground water exploration and development programme during 15 years of active life, has resulted in substantial socio-economic benefits to 57 developing countries through some 100 ground water projects. Systematic study, development and use of this important resource have contributed to intensification of agricultural production through supplemental irrigation from ground water; alleviation of water shortages in urban and industrial areas through construction of supply wells; improvement and stabilization of pastoral and rural economies, thereby counteracting in some measure adverse demographic trends of migration to the cities; and other related benefits in training, institutional development, and development of national water policies and plans.  相似文献

Remote island communities in the Caribbean are known to be disproportionately vulnerable to the impacts of climate change. As a result, there is a need to better understand the factors that contribute to increasing local-scale adaptive capacity through large-scale adaptation projects. While it has been argued that strong institutional networks are highly influential in a community’s ability to leverage funds and to implement tailored adaptation projects, limited empirical research has been undertaken. Social Network Analysis was used to retrospectively evaluate the importance of institutional integration for enhancing adaptive capacity in the small island community of Paget Farm in St. Vincent and the Grenadines. Paget Farm successfully adapted to a lack of fresh water through the implementation of a funded solar-powered desalination plant – and as a result the community represents an ideal case study for analysis. Results reveal that while the level of vertical integration varied throughout the temporal phases of the adaptation project, horizontal integration was consistently low. These findings suggest that high integration between institutions may not be required during all project phases in order to ensure success and that more consistent rather than high levels of integration between sectors may be more meaningful for enhancing adaptive capacity.  相似文献

The Global Consultation on Safe Water and Sanitation for the 1990s was an outstanding opportunity for participants from 102 developing countries along with over 60 External Support Agencies (ESA) to assess the experiences of the International Drinking Water Supply and Sanitation Decade 1981–1990 (IDWSSD) and to reach a consensus on strategies and approaches for complete and effective coverage of water supply and sanitation. The resulting New Delhi Statement summarizing the conclusions and recommendations of the Global Consultation was presented to the General Assembly in autumn 1990. As one of the positive results, the New Delhi Consultation agreed that the UN Agencies and other bodies should continue the coordination work of the Steering Committee for Water Supply and Sanitation. It also provided a basis for the restructuring and consolidation of the new Collaborative Council for Water Supply and Sanitation, which will form a continuous consultative body for all UN agencies, NGOs, other external support agencies and developing countries concerned with the water sector.  相似文献

African governments, like most countries in the developing world, face daunting tasks in their attempts to provide effective and equitable water and sanitation services for their ever increasing urban populations. Consequently, the past few years have witnessed increased private sector participation in urban water and sanitation provision, as many African governments strive to improve access to water and sanitation services for their citizens in line with Millennium Development Goal 7 (MDG7). Since the early 1990s, the government of Ghana and many local authorities have entered into various forms of public-private partnerships in urban water and sanitation provision. This article examines the outcome of such partnerships using the Tamale Metropolitan Area (TMA) as a case study with the aim of providing policy guidelines for the way forward. The article argues that the public-private arrangement for water supply and sanitation infrastructure management in the Tamale Metropolis has done nothing that an invigorated public sector could not have possibly achieved. It concludes that there can be no sustainable improvement in water and sanitation provision without political commitment, stakeholder ownership, and strong support for community driven initiatives.  相似文献

Rainwater catchment is a valuable but frequently neglected alternative a domestic water supply in the developing world. In the arid and semi-arid areas of Kenya and Botswana a number of water supply programmes which depend wholly or in part on rainwater catchment are currently being implemented. This paper discusses this experience and describes the various construction techniques being used. It has been found that rainwater catchments has a number of very unique advantages and relatively few disadvantages. It is argued that more consideration should be given to the inclusion of rainwater catchment systems, especially in rural water supply programmes.  相似文献

During the last 20 years Mexico has been fertile ground for rural projects using renewable energy technologies. In many cases, however, sustainability aspects were either improperly handled or essentially ignored. Such was the case, for instance, with solar thermal water pumping projects, solar water desalination, and even complete 'solar towns'. Painful but important lessons were learned from such failed projects. Now, sustainability is the focal point of a current rural electrification programme with renewable energy. As of this writing, over 24000 individual home photovoltaic lighting systems have already been installed in different regions of Mexico; another 12000 systems are estimated to have been installed in rural areas as a result of private commercial activities; seven village-size hybrid systems (photovoltaic–wind and photovoltaic–wind–diesel) have also been implemented. With this, the Mexican renewable energy rural electrification programme stands among the largest programmes of its kind in the world today. The question of the programme's sustainability has been a major concern at the Electrical Research Institute of Mexico (IIE), where activities have been under way since the start to lend it technical support. The lessons learned in the process will be discussed in this article .  相似文献
