Population growth in the Southeast has driven withdrawals for municipal water beyond the limits of local supplies. With few options left for development of virgin sources, a number of urban areas are looking toward demand management and additional supplies by reallocating storage in reservoirs that were built primarily or in part for hydropower. Hydropower has become a lesser part of the mix of energy sources, and the question arises as to value of water for that purpose relative to its value for municipal use. Three cases are used to examine the issue. Effects of withdrawal for municipal water supply on output of electric energy are estimated. Benefits of foregone energy are evaluated using the least cost alternative for replacement, and benefits for municipal water are estimated using costs for development of new sources. Benefits for use as municipal water are found to be considerably higher than benefits for hydroelectric energy at existing prices, even higher than the least cost alternative for replacement. Given the spatial distribution of the cases, that finding would appear to hold in general across the region.  相似文献

ABSTRACT: Increasing costs and competition for water have resulted in pressure to manage urban water demand through conservation programs. Metering, pricing, devices, restrictions, building code changes, and horticultural practices have all been effective in reducing average residential water use. Some conservation means are specifically aimed at reducing peak demands but these usually reduce average usage as well. Combined programs of conservation can be expected to reduce urban demand by as much as 25–30 percent over the long term. Restrictions can reduce water usage on the short term even further. The success of conservation programs is as dependent on the effectiveness of public education and information dissemination as on the conservation practices themselves.  相似文献

Abstract: The Rio Grande basin shares problems faced by many arid regions of the world: growing and competing demands for water and river flows and uses that are vulnerable to drought and climate change. In recent years legislation, administrative action, and other measures have emerged to encourage private investment in efficient agricultural water use. Nevertheless, several institutional barriers discourage irrigators from investing in water conservation measures. This article examines barriers to agricultural water conservation in the Rio Grande basin and identifies challenges and opportunities for promoting it. Several barriers to water conservation are identified: clouded titles, water transfer restrictions, illusory water savings, insecure rights to conserved water, shared carry‐over storage, interstate compacts, conservation attitudes, land tenure arrangements, and an uncertain duty of water. Based on data on water use and crop production costs, price is found to be a major factor influencing water conservation. A low water price discourages water conservation even if other institutions promote it. A high price of water encourages conservation even in the presence of other discouraging factors. In conclusion, water‐conserving policies can be more effectively implemented where water institutions and programs are designed to be compatible with water’s underlying economic scarcity.  相似文献

: Substantial reductions in municipal water use are feasible without reducing the quality of life. If conservation measures are preplanned, properly engineered, and coordinated, reductions in utility bills for water, waste water, and energy are estimated at $30+per person per year. Installation of devices to reduce water use, engineering plans to prevent malfunctioning of collecting sewers, and engineered process modifications of treatment facilities must be coordinated to achieve full benefits of water conservation. Pollutant discharges to the aquatic environment are reduced in direct proportion to the reduction in water use.  相似文献

Farmers from four irrigation districts in Texas and California were questioned about water conservation practices they are now using, those they plan to adopt, and potential incentives that government might offer to induce still further water conservation on their part. While responses differed somewhat from place to place and among individual farmers, the general results were: a) farmers reported that “water conservation” is not new to them, it is something they practice regularly; b) recent innovations such as laser controlled land leveling devices have permitted some substantial water use reductions in recent years; and c) even greater incentive mechanisms that government could provide and that farmers would accept as useful incentives, such as long term low interest loans for water saving equipment, would probably not be able to reduce water use in agriculture much further than 15 percent below current levels. It is recommended nonetheless that Federal agencies and local water districts and individuals should nonetheless pursue water conservation training and education programs, demonstrations of conjunctive use and water banking opportunities for water saving, and increased loan programs for installation of water saving equipment.  相似文献

ABSTRACT. Experimental results of cloud seeding in Southwestern Colorado suggest that runoff can be increased by 25 percent over a 3,300 mile area. There is a need to estimate the economic consequences in the Colorado River Basin. The evidence presented suggests that weather modification is an economically feasible means to provide additional water for the basin. Compared with other proposed means of augmenting water supplies, weather modifications appear to be one of the least cost alternatives. A very low proportion of weather modification costs are fixed; thus the program is easily reversible. Also, a relatively small increase in daily precipitation covers the direct costs of operation. Benefits of water produced by weather modification included power production and irrigation of forage crops. In the long run, if additional water is used for higher valued fruit and vegetable production, or for domestic and industrial purposes, its value would rise sharply. Preliminary investigation of extra-market costs and benefits suggests that while they have little effect on the benefit-cost ratio, they may be very important to individuals and groups affected. The distribution of costs and benefits is important as the benefits accrue to downstream users and some of the costs are incurred by Coloradoans. There is a need for further research on the long-run economic effects of weather modification programs, particularly with respect to extra-market factors.  相似文献

ABSTRACT: The use of continuous hydrologic-hydraulic-water quality models is inhibited by their large computer run costs relative to cost incurred with discrete event models. The fixed recurrence interval transfer (FRIT) technique is a means of achieving substantial reductions in computer costs associated with continuous models while retaining their technical advantages. The FRIT technique is applicable where it is reasonable to assume that the recurrence interval of the response of a watershed to a causative meteorologic event is the same for both “before” and “after” conditions. Example applications of the FRIT technique to the hydrologic-hydraulic modeling of floodwater storage, land use changes, and channel modifications are presented to demonstrate the procedure, to suggest the expected accuracy, and to illustrate how computer run costs might be reduced by 99% or more. The FRIT technique is intended for preliminary assessment of the impact of alternative land use conditions and structural water control measures.  相似文献

ABSTRACT: Literatures on price‐based urban water conservation and on market‐based mechanisms to manage natural resources suggest that market‐based management of urban/suburban water use may be feasible. A market‐based proposal that emerged from a water shortage on California's Monterey Peninsula is presented. In the proposal, conservation incentives arise both from an ability among end‐users of water to reduce consumption and sell use‐rights to water, and from a penalty price for consumption in excess of one's use rights. The amount of water associated with use rights is capped and varies according to hydrological, meteorological, ecological, and other criteria. Requirements for further study of the proposal are listed, and the role that similar market‐based mechanisms could play in urban water management is discussed.  相似文献

ABSTRACT: Managing the demand for municipal water supply has become a viable alternative or supplement to traditional supply management responses. Though senior governments in Canada are committed to the concept, there is a lack of knowledge concerning the level of use of the demand management concept and little promotion of water conservation. This paper assesses the extent of the use of this concept as it applies to municipal water supply across southern Ontario and examines factors that influence the variation in use of water conservation strategies. Information from 219 municipalities revealed that the concept is not in wide use in southern Ontario and that existing variation can be partially explained by the extent of problems experienced and the population size served by the municipal water supply system. Suggestions for increasing municipal use of the demand management concept are offered.  相似文献

ABSTRACT: It is contended that water conservation measures that reduce a water system's net revenues are unlikely to be adopted. Pricing policies that induce conservation can be designed to increase net revenues. Management practices that lead to conservation and pure conservation measures may reduce net revenues; consequently, they are unlikely to be adopted. Recent experience in five southwestern cities supports these contentions. It is argued that the managers of a municipal water enterprise are particularly sensitive to short term variation in revenues. Consequently, to increase the likelihood of the adoption of measures that reduce net revenues it is necessary to remove either the decision to adopt measures that reduce net revenue or the adverse revenue effect from the water enterprise. Finally, to make higher rates for conservation palatable, imaginative use for the funds generated must be developed.  相似文献

ABSTRACT: A study was undertaken to determine the effect of water intensive appliances or activities on household water consumption. Activities included in the study were use of the washing machine, dishwasher, swimming pool, and lawn watering. In the majority of cases these activities increased per capita consumption and were statistically significant. Households included in the study were not familiar with water saving devices available in the retail market. Even if tehse appliances were purchased, private economic benefits to the household would be low due to the inexpensive water charges levied. However, aggregate community benefits could be large if new well drilling cost or increase in storage facilities could be avoided. In order to avoid these increased costs, regulation or subsidy programs may be the most efficient policy alternatives available to the communities. Subsidies and regulation could potentially decrease water use and offer alternatives to increasing the water supply.  相似文献

ABSTRACT: In addition to offsetting water supply shortages, water conservation is recognized as serving many purposes, ranging from reduced energy consumption to lower capital costs. Since the discussion of these benefits has been a recent development and has generally excluded local water supply managers, a question arises as to whether supply managers are implementing conservation programs to exploit these benefits. A survey of the managers at 35 Maryland water utilities provides insight into the prevailing attitude toward conservation in a water rich eastern state. The results indicate that most managers continue to view conservation only as a short term response to temporary supply shortages. Only 12 Maryland utilities have undertaken any form of water conservation activity and just two systems have ongoing, comprehensive conservation programs. Institutional, perceptual, economic, political, and time constraints all contribute to the managers’attitudes and general inaction. If water conservation is to be widely practiced, these issues must be addressed and the benefits attributed to conservation must be better documented and articulated to supply managers.  相似文献

Water conservation with water conservation devices is shown to offer many significant advantages over education and pricing and metering as a method of accomplishing water conservation goals. ABSTRACT: To help meet national energy demands, interest has been focused on the coal, oil shale, and uranium deposits of the Upper Colorado River Basin. Several energy output projections for the basin have been presented based upon water availability. Inherent in all these analyses are estimates as to the rate of water use in each energy development. New energy technologies are characterized by parameters extrapolated from small scale energy facilities. The data provide projected costs, conversion efficiencies, and material inputs and outputs. Alternative techniques for process cooling and solids handling provide variable rates of water use which affect other conversion parameters. Results from a mathematical model are used in analyzing the sensitivity of an optimal energy development strategy for the Upper Colorado River Basin. The impacts of alternative water use rates are investigated in terms of net energy output, total cost, and displacements in the development strategy. Similarly, controls and regulations on energy resource development are evaluated.  相似文献

ABSTRACT: Liquid dominated geothermal systems are expected to account for most of the growth in geothermal energy production in the coming decades. Production of water from such systems could significantly augment fresh water supplies. The feasibility of water exploitation is clouded by potential problems related to seismic impacts, land subsidence and the composition of geothermal brines. If these problems can be overcome at little cost, desalination of brines may be feasible. Estimates of water production costs are presented for a variety of desalination technologies, plant sizes and brine water compositions. These estimates show that production costs will range from $139.10/A.F. to $436.00/A.F. at the plant boundary. Economies of scale and brine composition are important determinants of cost. Production costs are substantially in excess of the value of water in alternative uses. However, in certain unique situations, it may be efficient to desalt brines for use in upgrading the quality of municipal water, industrial process water and irrigation water. Unique situations aside, geothermal brines are not likely to provide an economical source of fresh water in the absence of striking changes in the patterns of supply and demand for water.  相似文献

Abstract: There are four known geothermal resource areas in the Imperial Valley that have a combined potential of over 4,000 megawatts of electrical energy for 25 years. Water resources available to support geothermal enerfy development are imprted Colorado River water, agricultural waste waters, Salton Sea water, and groundwater. In addtion, geothermal power plants can produce their own cooling water from steam condensate. Nevertheless, the relatively high water requirements of geothermal facilities along with a series of real and potential constraints may cause water supply dilemmas involving both the acquistion and use of cooling water. Important constraints are institutional policies, water supply costs, technical problems, and impacts upon the Salton Sea. These constranits and related dilemmas are examined in light of relevanty information on the valley's water resources, geothermal resources and energy technologies, cooling water requrements, and water supply options.  相似文献

ABSTRACT Nebraska is well endowed with water, particularly groundwater, but has few fossil fuel reserves. However, it is located adjacent to states which have almost no water but have enormous quantities of coal and oil shale. Recent court cases facilitate the movement of water from water-rich states such as Nebraska to water-short states, such as Colorado and Wyoming. The possibility of an energy-water partnership exists and raise numerous policy questions. Within Nebraska, energy consumption patterns are similar to those of the nation's, with consumption of electricity in the agricultural sector growing fastest. Water consumption in the state is dominated by agriculture, and future development of groundwater for irrigation is expected to be intense. Although water and energy are both factors of economic production, an equivalent amount of water consumption provides more jobs in the energy industries than in agriculture. Water and energy are also interdependent. Each is required to produce the other and conservation of one will cause conservation of the other. If both agriculture and electricity are involved, such as in irrigation, the conservation effects are synergistic. Current water policy in Nebraska is biased toward agriculture relative to the energy industries and provides little incentive for water conservation. Given recent court cases and economic conditions, the advantages and disadvantages of the sale of water for export or the use of water with Wyoming coal for energy development need to be compared systematically with those of using water only for agriculture.  相似文献

This paper reviews progress on urban storm water management and pollution control, with emphasis on non- and low-structurally intensive techniques along with the total system approach encompassing control-treatment. Many of the U.S. Environmental Protection Agency's demonstration-evaluation projects are presented to exemplify: Land Management Techniques, i.e., land use planning, best use of natural drainage, dual use of retention and drainage facilities required for flood control designed concurrently or retrofitted for pollution control, porous pavement, surface sanitation, and chemical use control; Collection Systems Control, i.e., catchbasin cleaning, flow regulators (including swirl and helical devices), and the new concepts of elimination or reduction of unauthorized cross-connections, in-channel/conduit storage and/or other forms of storage for bleed-back to existing treatment plants; Storage including in-receiving water storage; Treatment, i.e., physical/chemical, disinfection, and a treatment-control planning and design guidebook; Sludge and Solids Residue from Treatment; and Integrated Systems, i.e., storage/treatment, dual-use wet-weather flow/dry-weather flow facilities, and reuse of stormwater for nonpotable purposes. Recommendations for the future in the areas of: control based on receiving water impacts, toxics characterization and their control, sewer system cross-connections, integrated stormwater management, and institutional/sociological/economic conflicts are also presented.  相似文献
