Summary Schools and higher education institutions in Sweden have developed a wide range of innovative and demanding curricula to meet the objectives of Sweden's environmental policy. Environmental education in compulsory schools is taught principally through biological sciences, although social studies are beginning to occupy a substantial component of the environmental curriculum. Upper secondary schools offer more opportunities to develop environmental awareness, understanding and practical skills than comparable sixth form and post-secondary colleges in England. In Sweden there is a strong emphasis on practical work developed through projects based on contemporary environmental issues and their resolution. The development of environmental education has been well supported by a substantial input of new resources, especially materials developed by the Swedish Environmental Protection Agency and Industry. Universities have also begun to adopt new organisational structures to help develop inter-disciplinary teaching and research teams. Several universities are experimenting with common core courses, parts of which comprise environmental elements.Dr P. Summary Human concern for the quality and protection of the natural environment forms the basis of successful environmental conservation activities. The social sciences have considered this concern as an area of research activity. In the present paper environmental concern research is considered and emphasis is placed upon studies which have depicted it in multiple dimensions. The results are then presented from research which has attempted to ask What are the dimensions of this concern? These findings suggest that individuals perceive different environmental issues differentially using multiple concurrent dimensions of evaluation. In general, issues are ascribed to a series of different categories which embody evaluations of; type (or referent) of issue, issue scale, environmental importance and personal importance of the issue.Dr Paul Hackett was until recently a staff member in the Consumer Research Unit of the Department of commerce at the University of Birmingham Business School. Research into global environmental change in the United Kingdom, has sought to influence public policy. It has also served to refashion the social sciences themselves, forcing them to consider sustainability as a dimension of all social and economic behaviour. This paper describes the way in which the principle of enhanced sustainability might become a point of reference in social science research. It discusses, some of the lessons that have been learned from the Global Environmental Change Programme and then considers the relationship between this work and research on the environment undertaken within the natural sciences.This paper was presented as a keynote delivery at the Global Forum '94 Conference Towards a sustainable Future: Promoting Sustainable Development, Manchester, UK.  相似文献

While the oil industry along the Atlantic coast of Cameroon has made important contributions to the national economy, this has been accompanied with adverse environmental impacts. There has been significant pollution from oil drilling, refinery waste, oil spillage, gas and flaring. After discussing these impacts, this paper argues that prevailing regulations are inadequate and need overhauling. It proposes that cleaner production requires:

Climate change has the potential to compromise the sustainability of natural resources in Mediterranean climatic systems, such that short-term reactive responses will increasingly be insufficient to ensure effective management. There is a simultaneous need for both the clear articulation of the vulnerabilities of specific management systems to climate risk, and the development of appropriate short- and long-term strategic planning responses that anticipate environmental change or allow for sustainable adaptive management in response to trends in resource condition. Governments are developing climate change adaptation policy frameworks, but without the recognition of the importance of responding strategically, regional stakeholders will struggle to manage future climate risk. In a partnership between the South Australian Government, the Adelaide and Mt Lofty Ranges Natural Resource Management Board and the regional community, a range of available research approaches to support regional climate change adaptation decision-making, were applied and critically examined, including: scenario modelling; applied and participatory Geographical Information Systems modelling; environmental risk analysis; and participatory action learning. As managers apply ideas for adaptation within their own biophysical and socio-cultural contexts, there would be both successes and failures, but a learning orientation to societal change will enable improvements over time. A base-line target for regional responses to climate change is the ownership of the issue by stakeholders, which leads to an acceptance that effective actions to adapt are now both possible and vitally important. Beyond such baseline knowledge, the research suggests that there is a range of tools from the social and physical sciences available to guide adaptation decision-making.  相似文献

A three-tiered structure of land-use and environmental management is here proposed for Australia. The structure is based on the idea that environment means the environment of people, and that environmental problems arise when a change in the interaction between people and their environment leads to conflicts about the use of land and resources. The heterogeneity of society means that a range of human aspirations and value systems must be satisfied by environmental managers. Existing methods of environmental management fail to achieve these objectives, due to inadequate perception of environmental problems by decision-makers, and the inability of currently available impact assessment techniques to resolve human conflicts associated with the use of land and resources. The main work of planning and managing land use and the environment would be carried out by regional authorities, supported by federal and state policy. Examples are given of moves towards regional administration in England and Wales, Western Australia, Australia and New Zealand. Community participation in the decision-making process is essential and can be achieved by electoral representation to the authoritative bodies and through procedures that ensure informed public comment on planning proposals.  相似文献

Recent interest in expanding offshore oil production within waters of the United States has been met with opposition by groups concerned with recreational, environmental, and aesthetic values associated with the coastal zone. Although the proposition of new oil platforms off the coast has generated conflict over how coastal resources should be utilized, little research has been conducted on where these user conflicts might be most intense and which sites might be most suitable for locating oil production facilities in light of the multiple, and often times, competing interests. In this article, we develop a multiple-criteria spatial decision support tool that identifies the potential degree of conflict associated with oil and gas production activities for existing lease tracts in the coastal margin of Texas. We use geographic information systems to measure and map a range of potentially competing representative values impacted by establishing energy extraction infrastructure and then spatially identify which leased tracts are the least contentious sites for oil and gas production in Texas state waters. Visual and statistical results indicate that oil and gas lease blocks within the study area vary in their potential to generate conflict among multiple stakeholders.  相似文献

The concept of “peak oil” has been explored and debated extensively within the literature. However there has been comparatively little research examining the concept of “peak minerals”, particularly in-depth analyses for individual metals. This paper presents scenarios for mined copper production based upon a detailed assessment of global copper resources and historic mine production. Scenarios for production from major copper deposit types and from individual countries or regions were developed using the Geologic Resources Supply-Demand Model (GeRS-DeMo). These scenarios were extended using cumulative grade-tonnage data, derived from our resource database, to produce estimates of potential rates of copper ore grade decline.The scenarios indicate that there are sufficient identified copper resources to grow mined copper production for at least the next twenty years. The future rate of ore grade decline may be less than has historically been the case, as mined grades are approaching the average resource grade and there is still significant copper endowment in high grade ore bodies. Despite increasing demand for copper as the developing world experiences economic growth, the economic and environmental impacts associated with increased production rates and declining ore grades (particularly those relating to energy consumption, water consumption and greenhouse gas emissions) will present barriers to the continued expansion of the industry. For these reasons peak mined copper production may well be realised during this century.  相似文献

Abstract

This paper presents the results of a national project investigating Australian local government (LG) attempts to deliver beneficial environmental outcomes. It briefly describes the extensive environmental planning, management and protection roles played by Australian LGs. It notes that these roles are poorly documented within the academic literature, and makes a case for fundamental research to better understand LGs and their work from the inside. It describes this project's use of grounded theory methods in gathering and analysing 34 case studies of Australian LG environmental initiatives. The inside perspectives represented by the papers show that Australian LG environmental work:
  • extends beyond its statutory requirements;

  • is novel and creative;

  • endures by balancing ecological, social and economic values;

  • demonstrates different patterns depending on its planning, management or protection focus; and

  • usually involves environmental strategists with long-term, passionate commitments to local environmental values.

The composition of drilling muds is based on a mixture of clays and additives in a base fluid. There are three generic categories of base fluid - water, oil, and synthetic. Water-based fluids (WBFs) are relatively environmentally benign, but drilling performance is better with oil-based fluids (OBFs). The oil and gas industry developed synthetic-based fluids (SBFs), such as vegetable esters, olefins, ethers, and others, which provide drilling performance comparable to OBFs, but with lower environmental and occupational health effects. The primary objective of this paper is to present a methodology to guide decision-making in the selection and evaluation of three generic types of drilling fluids using a risk-based analytic hierarchy process (AHP). In this paper a comparison of drilling fluids is made considering various activities involved in the life cycle of drilling fluids.This paper evaluates OBFs, WBFs, and SBFs based on four major impacts—operations, resources, economics, and liabilities. Four major activities—drilling, discharging offshore, loading and transporting, and disposing onshore—cause the operational impacts. Each activity involves risks related to occupational injuries (safety), general public health, environmental impact, and energy use. A multicriteria analysis strategy was used for the selection and evaluation of drilling fluids using a risk-based AHP. A four-level hierarchical structure is developed to determine the final relative scores, and the SBFs are found to be the best option.  相似文献

The exploitation of shale gas resources is a significant issue of environmental justice. Uneven distributions of risks and social impacts to local site communities must be balanced against the economic benefits to gas users and developers; and unequal decision-making powers must be negotiated between local and central governments, communities and fracking site developers. These distributive and procedural elements are addressed in relation to UK policy, planning, regulatory and industry development. I adopt an explicitly normative framework of policy evaluation, addressing a research gap on the ethics of shale gas by operationalising Shrader-Frechette’s Principle of Prima Facie Political Equality. I conclude that UK fracking policy reveals inherent contradictions of environmental justice in relation to the Conservative Government’s localist and planning reform agendas. Early fracking policy protected communities from harm in the wake of seismic risk events, but these were quickly replaced with pro-industry economic stimulation and planning legislation that curtailed community empowerment in fracking decision-making, increased environmental risks to communities, transferred powers from local to central government and created the conditions of distributive injustices in the management of community benefit provisions. I argue that only by “re-localising” the scale of fracking governance can political equality be ensured and the distributive and procedural environmental injustices be ameliorated.  相似文献

Summary Planning, the visible hand of government, is the resource allocation sphere that has the potential to prevent destructive conflict over resources, by creating a long term, rational, ethics-based and participatory decision-making process. Other public decision-making systems (the market, legal and political arenas), by their very nature, cannot adequately protect the environment or ensure sustainable development. However, as presently conceived, Planning+ cannot do so either. Reform has been impeded by an ideological bias which defines Planning as diametrically opposed to the market, such that creative alternatives to the two systems of social choice have not been developed.To address this problem, a new tri-partite structure of environmental governance is proposed. Based on an ecofeminist paradigm, it is primarily designed to constrain the potential for the abuse of power, and allow society to address environmental (ethical) as well as social (distributional) and economic (efficiency) issues. In a sense, it rationalises the social decision-making system by re-aligning rights, wants and needs with the appropriate decision-making forum (representative democracy, the market and Planning respectively). The model exposes the need to redesign all these institutions so that they better correspond to their logical functions within the resource allocation system. Summary The problems faced by business as a result of the growth of the environmental agenda are described. The consequence this has on investment decisions is outlined and the trend, largely induced by present day investment appraisal techniques, for adopting end-of-pipe rather than Clean technology solutions is explained. A solution to this reactive investment approach is described by way of the Paras model. This adopts a holistic and practical approach and considers the special nature of environmental investments throughout all stages of the analysis. By objectively incorporating a measure for uncertainty within the analysis it adds considerable value and rationality to the decision-making process. The collaborative research project between the University of Surrey and Paras Ltd is described. This is run under the Engineering Doctorate programme and aims to develop a multicriteria decision tool to support the parallel quantification of the environmental and financial performance of investment projects.Graham Earl is a research engineer with the Engineering Doctorate (EngD) programme and is sponsored by the University of Surrey and Paras Ltd. Exploring cases of gas and coal extraction in Australia and the U.S.A., this paper considers instances in which legal and political frameworks have been used to prioritise development interests and minimise opportunities for community objection. Two case studies illustrate the role of law and the influence of politics on environmental conflict, conflict resolution, and participation in decision-making associated with resource extraction. A range of barriers to meaningful community participation in land-use decision-making are exposed by combining legal and non-legal concepts of equity and justice with ideologies of democracy and representation. These include asymmetry in information and resources available to parties; instances of misrecognition of weaker participants; and examples of malrecognition, where community attempts to engage democratic rights of public participation were thwarted by the strategic and deliberate actions of both industry and government. This paper illustrates the limits of current legal approaches to addressing land-use conflict and contributes to the developing scholarship of environmental justice as an analytic framework for addressing complex environmental and social justice issues.  相似文献

新冠肺炎疫情暴发一年多以来,国际国内形势仍面临极大不确定性。疫情显著降低了短期排放水平,但是经济恢复政策和疫情发展形势的不确定使得对未来经济发展和碳排放的判断变得复杂,碳排放是否会反弹对实现《巴黎协定》目标造成挑战,已经投入运行的全国碳市场能多大程度发挥政策效果等问题值得关注。本文首先定量评估了疫情对经济和环境的短期和长期的影响,基于此分析疫情后全国碳市场政策的实施效果。结果显示:疫情造成中国经济活动以及碳排放短期显著下降,2020年中国全年的GDP增长较基准情景下降3.84%,能源消费和碳排放分别较基准情景下降4.47%和5.12%。但是,接下来的十年内,GDP会逐渐恢复至基准情景,累计碳排放较基准情景增加0.06%。在没有其他气候政策干预的情况下,疫情带来的短期减排效应不足以保障中国各项气候目标的实现,落实碳市场政策十分必要。疫情之后启动全国碳市场,可以促进投资、减少能源使用和碳排放,到2030年,能源消费将下降7.44%,碳排放下降10.49%,碳价为229.73元/t。国外疫情若在2021年还不能得到控制,将会继续影响中国的对外贸易,使得中国GDP损失略有提高,但不会改变国内疫情之后经济恢复的大趋势。  相似文献
