The recognition of the significance of the residential environment in contributing to non-point source (NPS) pollution and the inherently dispersed nature of NPS pollution itself that presents significant challenges to effective regulation has led to the creation and dissemination of best management practices (BMPs) that can reduce the impacts of NPS pollution (Environmental Protection Agency US, Protecting water quality from urban runoff, http://www.epa.gov/npdes/pubs/nps_urban-facts_final.pdf, 2003). However, very few studies have examined the factors that influence the adoption of BMPs by residential homeowners, despite the fact that residential environments have been identified as one of the most significant contributors to NPS pollution. Given this need, the purpose of this project was to explore how demographic and knowledge-based factors predict adoption of residential BMPs in an urbanizing watershed in Northern Illinois using statistical analyses of survey data collected as part of a watershed planning process. The findings indicate that broad knowledge of BMPs is the strongest predictor of use for a specific BMP. Knowledge of BMPs is strongly correlated with their use, which reinforces the need for educational programs, even among those assumed to be knowledgeable about BMPs.  相似文献

We present a conceptual framework that relates agricultural best management practice (BMP) effectiveness with dominant hydrological flow paths to improve nonpoint source (NPS) pollution management. We use the framework to analyze plot, field and watershed scale published studies on BMP effectiveness to develop transferable recommendations for BMP selection and placement at the watershed scale. The framework is based on the location of the restrictive layer in the soil profile and distinguishes three hydrologic land types. Hydrologic land type A has the restrictive layer at the surface and BMPs that increase infiltration are effective. In land type B1, the surface soil has an infiltration rate greater than the prevailing precipitation intensity, but there is a shallow restrictive layer causing lateral flow and saturation excess overland flow. Few structural practices are effective for these land types, but pollutant source management plans can significantly reduce pollutant loading. Hydrologic land type B2 has deep, well‐draining soils without restrictive layers that transport pollutants to groundwater via percolation. Practices that increased pollutant residence time in the mixing layer or increased plant water uptake were found as the most effective BMPs in B2 land types. Matching BMPs to the appropriate land type allows for better targeting of hydrologically sensitive areas within a watershed, and potentially more significant reductions of NPS pollutant loading.  相似文献

ABSTRACT: We evaluated the effectiveness of watershed‐scale implementations of best‐management practices (BMPs) for improving habitat and fish attributes in two coldwater stream systems in Wisconsin. We sampled physical habitat, water temperature, and fish communities in multiple paired treatment and reference streams before and after upland (barnyard runoff controls, manure storage, contour plowing, reduced tillage) and riparian (stream bank fencing, sloping, limited rip‐rapping) BMP installation in the treatment subwatersheds. In Spring Creek, BMPs significantly improved overall stream habitat quality, bank stability, instream cover for fish, abundance of cool‐ and coldwater fishes, and abundance of all fishes. Improvements were most pronounced at sites with riparian BMPs. Water temperatures were consistently cold enough to support coldwater fishes such as trout (Salmonidae) and sculpins (Cottidae) even before BMP installation. We observed the first‐time occurrence of naturally reproduced brown trout (Salmo trutta) in Spring Creek, indicating that the stream condition had been improved to be able to partially sustain a trout population. In Eagle Creek and its tributary Joos Creek, limited riparian BMPs led to localized gains in overall habitat quality, bank stability, and water depth. However, because few upland BMPs were installed in the subwatershed there were no improvements in water temperature or the quality of the fish community. Temperatures remained marginal for coldwater fish throughout the study. Our results demonstrate that riparian BMPs can improve habitat conditions in Wisconsin streams, but cannot restore coldwater fish communities if there is insufficient upland BMP implementation. Our approach of studying multiple paired treatment and reference streams before and after BMP implementation proved effective in detecting the response of stream ecosystems to watershed management activities.  相似文献

Economic costs, water quantity/quality benefits, and cost effectiveness of agricultural best management practices (BMPs) at a watershed scale are increasingly examined using integrated economic‐hydrologic models. However, these models are typically complex and not user‐friendly for examining the effects of various BMP scenarios. In this study, an open source geographic information system (GIS)‐based decision support system (DSS), named the watershed evaluation of BMPs (WEBs), was developed for creating BMP scenarios and simulating economic costs and water quantity/quality benefits at farm field, subbasin, and watershed scales. This DSS or WEBs interface integrated a farm economic model, the Soil and Water Assessment Tool (SWAT), and an optimization model within Whitebox Geospatial Analysis Tools (GAT), an open source GIS software. The DSS was applied to the 14.3‐km2 Gully Creek watershed, a coastal watershed in southern Ontario, Canada that drains directly into Lake Huron. BMPs that were evaluated included conservation tillage, nutrient management, cover crop, and water and sediment control basins. In addition to assessing economic costs, water quantity/quality benefits, and cost effectiveness of BMPs, the DSS can be also used to examine prioritized BMP types/locations and corresponding economic and water quantity/quality tradeoffs in the study watershed based on environmental targets or budget constraints. Further developments of the DSS including interface transfer to other watersheds are also discussed. Best management practices (BMPs) are widely promoted in agricultural watersheds as a means of improving water quality and ameliorating altered hydrology. We used a paired watershed approach to evaluate whether focused outreach could increase BMP implementation rates and whether BMPs could induce watershed-scale (4000 ha) changes in nutrients, suspended sediment concentrations, or hydrology in an agricultural watershed in central Illinois. Land use was >90% row crop agriculture with extensive subsurface tile drainage. Outreach successfully increased BMP implementation rates for grassed waterways, stream buffers, and strip-tillage within the treatment watershed, which are designed to reduce surface runoff and soil erosion. No significant changes in nitrate-nitrogen (NO-N), total phosphorus (TP), dissolved reactive phosphorus, total suspended sediment (TSS), or hydrology were observed after implementation of these BMPs over 7 yr of monitoring. Annual NO-N export (39-299 Mg) in the two watersheds was equally exported during baseflow and stormflow. Mean annual TP export was similar between the watersheds (3.8 Mg) and was greater for TSS in the treatment (1626 ± 497 Mg) than in the reference (940 ± 327 Mg) watershed. Export of TP and TSS was primarily due to stormflow (>85%). Results suggest that the BMPs established during this study were not adequate to override nutrient export from subsurface drainage tiles. Conservation planning in tile-drained agricultural watersheds will require a combination of surface-water BMPs and conservation practices that intercept and retain subsurface agricultural runoff. Our study emphasizes the need to measure conservation outcomes and not just implementation rates of conservation practices.  相似文献

ABSTRACT: Driven by increasing concerns about bacterial pollution from agricultural sources, states such as Virginia have initiated cost sharing programs that encourage the use of animal waste best management practices (BMPs) to control this pollution. Although a few studies have shown that waste management BMPs are effective at the field scale, their effectiveness at the watershed scale and over the long term is unknown. The focus of this research was to evaluate the effectiveness of BMPs in reducing bacterial pollution at the watershed scale and over the long term. To accomplish this goal, a 1,163 ha watershed located in the Piedmont region of Virginia was monitored over a ten‐year period. Fecal coliforms (FC) and fecal streptococci (FS) were measured as indicators of bacterial pollution. A pre‐BMP versus post‐BMP design was adopted. Major BMPs implemented were manure storage facilities, stream fencing, water troughs, and nutrient management. Seasonal Kendall trend analysis revealed a significant decreasing trend during the post‐BMP period for FC concentrations at the watershed outlet, but not at the subwatershed level. Implementation of BMPs also resulted in a significant reduction in the geometric mean of FS concentrations. FC concentrations in streamflow at the watershed outlet exceeded the Virginia primary standard 86 and 74 percent of the time during pre‐BMP and post‐BMP periods, respectively. Corresponding exceedances for the secondary standard were 50 and 41 percent. Violations decreased only slightly during the post‐BMP period. The findings of this study suggest that although BMP implementation can be expected to accomplish some improvement in water quality, BMP implementation alone may not ensure compliance with current water quality standards.  相似文献

ABSTRACT: Forest land managers are concerned about the effects of logging on soil erosion, streamflow, and water quality and are promoting the use of Best Management Practices (BMPs) to control impacts. To compare the effects of BMP implementation on streamwater quality, two of three small watersheds in Kentucky were harvested in 1983 and 1984, one with BMPs, the other without BMPs. There was no effect of clearcutting on stream temperatures. Streamflow increased by 17.8 cm (123 percent) on the BMP watershed during the first 17 months after cutting and by 20.6 cm (138 percent) on the Non-BMP watershed. Water yields remained significantly elevated compared to the uncut watershed 8 years after harvesting. Suspended sediment flux was 14 and 30 times higher on the BMP and Non-BMP Watersheds, respectively, than on the uncut watershed during treatment, and 4 and 6.5 times higher in the 17 months after treatment was complete. Clearcutting resulted in increased concentrations of nitrate, and other nutrients compared to the uncut watershed, and concentrations were highest on the non-BMP watershed. Recovery of biotic control over nutrient losses occurred within three years of clearcutting. The streamside buffer strip was effective in reducing the impact of clearcutting on water yield and sediment flux.  相似文献

ABSTRACT: Watershed management strategies generally involve controlling nonpoint source pollution by implementing various best management practices (BMPs). Currently, stormwater management programs in most states use a performance‐based approach to implement onsite BMPs. This approach fails to link the onsite BMP performance directly to receiving water quality benefits, and it does not take into account the combined treatment effects of all the stormwater management practices within a watershed. To address these issues, this paper proposes a water quality‐based BMP planning approach for effective nonpoint source pollution control at a watershed scale. A coupled modeling system consisting of a watershed model (HSPF) and a receiving water quality model (CE‐QUAL‐W2) was developed to establish the linkage between BMP performance and receiving water quality targets. A Monte Carlo simulation approach was utilized to develop alternative BMP strategies at a watershed level. The developed methodology was applied to the Swift Creek Reservoir watershed in Virginia, and the results show that the proposed approach allows for the development of BMP strategies that lead to full compliance with water quality requirements.  相似文献

ABSTRACT: To quantify the effectiveness of best management practice (BMP) implementation on runoff, sediment, and nutrient yields from a watershed, the Nomini Creek watershed and water quality monitoring project was initiated in 1985, in Westmoreland County, Virginia. The changes in nonpoint source (NPS) loadings resulting from BMPs were evaluated by comparing selected parameters from data series obtained before, during, and after periods of BMP implementation. The results indicated that the watershed-averaged curve number, sediment, and nutrient (N and P) concentrations were reduced by approximately 5, 20, and 40 percent, respectively, due to BMP implementation. The nutrient yield model developed by Frere et al. (1980) was applied to the water quality parameters from 175 storms, but it failed to adequately describe the observed phenomena. Seasonal changes in nutrient availability factors were not consistent with field conditions, nor were they significantly different in the pm- and post-BMP periods. An extended period of monitoring, with intensive BMP implementation over a larger portion of the watershed, is required to identify BMP effectiveness.  相似文献

Stormwater runoff and associated pollutants from urban areas in the greater Chesapeake Bay Watershed (CBW) impair local streams and downstream ecosystems, despite urbanized land comprising only 7% of the CBW area. More recently, stormwater best management practices (BMPs) have been implemented in a low impact development (LID) manner to treat stormwater runoff closer to its source. This approach included the development of a novel BMP model to compare traditional and LID design, pioneering the use of comprehensively digitized storm sewer infrastructure and BMP design connectivity with spatial patterns in a geographic information system at the watershed scale. The goal was to compare total watershed pollutant removal efficiency in two study watersheds with differing spatial patterns of BMP design (traditional and LID), by quantifying the improved water quality benefit of LID BMP design. An estimate of uncertainty was included in the modeling framework by using ranges for BMP pollutant removal efficiencies that were based on the literature. Our model, using Monte Carlo analysis, predicted that the LID watershed removed approximately 78 kg more nitrogen, 3 kg more phosphorus, and 1,592 kg more sediment per square kilometer as compared with the traditional watershed on an annual basis. Our research provides planners a valuable model to prioritize watersheds for BMP design based on model results or in optimizing BMP selection.  相似文献

This research surveyed human-impacted littoral forests in southeastern Madagascar to determine (i) how forest structural features, indicative of human impact, are related to total, utilitarian, and endemic tree diversity; (ii) the distribution, abundance, and demographics of tree species groups (i.e., total, useful, endemic) across the landscape; and (iii) the amount of basal area available per human use category. We also use these data to consider issues of sustainable use and how human impact may influence littoral forest tree community composition across the landscape. Within 22 transects of 400 m2 each, we recorded a total of 135 tree species and 2155 individuals. Seventy-nine species (58%) were utilitarian and 56 (42%) were nonutilitarian species. Of the 2155 individuals, 1827 (84%) trees were utilitarian species. We recorded 23 endemic species (17% of the total species) and 17 (74%) of these were utilitarian species. Basal area was significantly correlated with Shannon Weiner Index values for total (r = 0.64, P < 0.01), utilitarian (r = 0.58, P < 0.01), and endemic tree diversity (r = 0.85, P < 0.01). Basal area was significantly correlated with the Simpson’s index values for the endemic species (r = 0.74, P < 0.01). These correlations suggest that endemic tree species, of high global conservation value, may be the species group most influenced by changes in forest structure. Utilitarian species constituted 84% of the total basal area. The use category contributing the highest amount of basal area to the landscape was firewood. The results presented herein demonstrate that the landscape of southeastern Madagascar, commonly perceived as degraded, retains high value for both global conservation purposes and for local livelihoods. Thus, valuable opportunities may exist for developing conservation incentives that leverage both global and local conservation needs.  相似文献

Turton, Donald J., Michael D. Smolen, and Elaine Stebler, 2009. Effectiveness of BMPs in Reducing Sediment From Unpaved Roads in the Stillwater Creek, Oklahoma Watershed. Journal of the American Water Resources Association (JAWRA) 45(6):1343‐1351. Abstract: Erosion from rural unpaved roads is thought to be an important source of sediment in sediment‐impaired streams in Oklahoma and other locations. However, no direct measurements of sediment yields from rural unpaved roads were previously available for Oklahoma. Four rural unpaved road segments in the Stillwater Creek Watershed were instrumented in a paired watershed design to measure sediment yields to streams before and after the installation of Best Management Practices (BMPs). One segment of each pair remained under current management to serve as a control. The second segment received BMPs after a 1‐year calibration period. One BMP consisted of widening the ditches, re‐shaping ditches and cutslopes, putting a proper crown on the road surface, and vegetating disturbed areas with grass. The other BMP consisted of creating a proper crown on the road bed, applying a geo‐synthetic fabric to the road bed and surfacing with 127 mm of crusher run gravel containing 12‐15% fines to serve as a binder. Road segment sediment yields for individual storms varied, depending on factors such as rainfall amount and intensity. During the pre‐BMP year, storm sediment yields ranged from 0 to 4.3 Mg on one pair of segments and from 0 to 2.8 Mg on the other. The storm sediment yields and annual yields were in the same order of magnitude as sediment yields from unpaved rural or forest roads reported in other studies. Sediment yields were significantly reduced on both segments by the installation of BMPs, approximately 80% on one segment pair and 20% on the other. The average sediment yield (across the four segments) for the pre‐BMP year was 138 Mg/ha or 120 Mg/km of road. By extrapolating these average yields across the 479 km of unpaved roads in the Stillwater Creek Watershed and comparing it to estimated sediment yields for other land uses obtained from other sources, we conclude that unpaved roads may contribute up to 35% of the total sediment load to Stillwater Creek.  相似文献

ABSTRACT: The effectiveness of urban Best Management Practices (BMPs) in achieving the No-Net-Increase Policy (NNTP), a policy designed to limit nonpoint nitrogen loading to Long Island Sound (US), is analyzed. A unit loading model is used to simulate annual nitrogen exported from the Norwalk River watershed (Connecticut) under current and future conditions. A probabilistic uncertainty analysis is used to incorporate uncertainty in nitrogen export coefficients and BMP nitrogen removal effectiveness. The inclusion of uncertainty in BMP effectiveness and nitrogen export coefficients implies that additional BMPs, or BMPs with a greater effectiveness in nitrogen removal, will be required to achieve the NNIP. Even though including uncertainty leads to an increase in BMP implementation rates or BMP effectiveness, this type of analysis provides the decision maker with a more realistic assessment of the likelihood that implementing BMPs as a management strategy will be successful. Monte Carlo simulation results indicate that applying BMPs to new urban developments alone will not be sufficient to achieve the NNIP since BMPs are not 100 percent effective in removing the increase in nitrogen caused by urbanization. BMPs must also be applied to selected existing urban areas. BMPs with a nitrogen removal effectiveness of 40–60 percent, probably the highest level of removal that can be expected over an entire watershed, must be applied to at least 75 percent of the existing urban area to achieve the NNIP This high rate of application is not likely to be achieved in urbanized watersheds in the LIS watershed; therefore, additional point source control will be necessary to achieve the NNIP  相似文献

This article reviews the key, cross‐cutting findings concerning watershed‐scale cost‐effective placement of best management practices (BMPs) emerging from the National Institute of Food and Agriculture Conservation Effects Assessment Project (CEAP) competitive grants watershed studies. The synthesis focuses on two fundamental aspects of the cost‐effectiveness problem: (1) how to assess the location‐ and farmer‐specific costs of BMP implementation, and (2) how to decide on which BMPs need to be implemented and where within a given watershed. Major lessons learned are that (1) data availability remains a significant limiting factor in capturing within‐watershed BMP cost variability; (2) strong watershed community connections help overcome the cost estimation challenges; (3) detailing cost components facilitates the transferability of estimates to alternative locations and/or economic conditions; and (4) implicit costs vary significantly across space and farmers. Furthermore, CEAP studies showed that (5) evolutionary algorithms provide workable ways to identify cost‐effective BMP placements; (6) tradeoffs between total conservation costs and watershed‐scale cost‐effective water quality improvements are commonly large; (7) quality baseline information is essential to solving cost‐effectiveness problem; and (8) systemic and modeling uncertainties alter cost‐effective BMP placements considerably.  相似文献

During 1987–1992, a mandatory program to control phosphorus discharges was implemented at dairy operations located to the north of Lake Okeechobee, Florida, USA. Thirty of 48 dairies participated in this program and implemented best management practices (BMPs), which included the construction of intensive animal waste management systems. Eighteen dairies closed their milkproducing operations under a government-funded buyout program. In this paper, we compare trends in runoff total phosphorus (TP) concentrations among the dairies that remained active and implemented BMPs. A central feature of the dairy waste management system is the high intensity area (HIA), defined as the milking barn and adjacent vegetation-free land, encircled by a drainage ditch and dike. Animal waste from the HIA is diverted into anaerobic lagoons and storage ponds, from which water is periodically removed and used for irrigation of field crops. The impacts of BMP construction on runoff TP concentrations were immediate and, in most cases, dramatic. Average TP concentrations declined significantly (P < 0.001), from 9.0 to 1.2 mg TP liter–1 at dairies in one basin (Lower Kissimmee River), and from 2.6 to 1.0 mg TP liter–1 in another (Taylor Creek/Nubbin Slough). Some sites experienced greater declines in TP than others. To elucidate possible causes for the difference in response, a multivariate statistical model was utilized. Independent variables included soil pH, soil drainage characteristics, spodic horizon depth, and the areas of different BMP components (pasture, HIA, spray fields). The analysis significantly separated dairies with the highest and lowest runoff TP concentrations. Lowest TP occurred at dairies having particular soil characteristic (shallow spodic horizon) and certain BMP features (large HIA and small heard pastures).  相似文献

Scientists have long assumed that the physical structure and condition of stream and river channels have pervasive effects on biological communities and processes, but specific tests are few. To investigate the influence of the stream-reach geomorphic state on in-stream habitat and aquatic macroinvertebrate communities, we compared measures of habitat conditions and macroinvertebrate community composition between stable and unstable stream reaches in a paired-study design. We also explored potential associations between these ecological measures and individual geomorphic characteristics and channel adjustment processes (degradation, aggradation, overwidening, and change in planform). We found that habitat quality and heterogeneity were closely tied to stream stability, with geomorphically stable reaches supporting better habitat than unstable reaches. Geomorphic and habitat assessment scores were highly correlated (r = 0.624, P < 0.006, n = 18). Stable reaches did not support significantly greater macroinvertebrate densities than unstable reaches (t = −0.415, P > 0.689, df = 8). However, the percent of the macroinvertebrate community in the Ephemeroptera, Plecoptera, and Trichoptera (EPT) taxa was significantly correlated with the overall habitat assessment scores as well as with individual measures of geomorphic condition and habitat quality. While there is a clear need for more work in classifying and quantifying the responses of aquatic and aquatic-dependent biota to various geomorphic states and processes, this study provides solid preliminary evidence that macroinvertebrate communities are affected by the geomorphic condition of the stream reaches they inhabit and that geomorphic assessment approaches can be used as a tool for evaluating ecological integrity.  相似文献

Continued public support for U.S. taxpayer funded programs aimed at reducing agricultural pollutants depends on clear demonstrations of water quality improvements. The objective of this research was to determine if implementation of agricultural best management practices (BMPs) in the Goodwater Creek Experimental Watershed (GCEW) resulted in changes to atrazine and nitrate (NO3–N) loads during storm events. An additional objective was to estimate future monitoring periods necessary to detect a 5, 10, 20, and 25% reduction in atrazine and NO3–N event load. The GCEW is a 73 km2 watershed located in northcentral Missouri, USA. Linear regressions and Akaike Information Criteria were used to determine if reductions in atrazine and NO3–N event loads occurred as BMPs were implemented. No effects due to any BMP type were indicated for the period of record. Further investigation of event sampling from the long-term GCEW monitoring program indicated errors in atrazine load calculations may be possible due to pre-existing minimum threshold levels used to trigger autosampling and sample compositing. Variation of event loads was better explained by linear regressions for NO3–N than for atrazine. Decommissioning of upstream monitoring stations during the study period represented a missed opportunity to further explain variation of event loads at the watershed outlet. Atrazine requires approximately twice the monitoring period relative to NO3–N to detect future reductions in event load. Appropriate matching of pollutant transport mechanisms with autosampling protocols remains a critical information need when setting up or adapting watershed monitoring networks aimed at detecting watershed-scale BMP effects.  相似文献

Nonpoint source (NPS) pollutants such as phosphorus, nitrogen, sediment, and pesticides are the foremost sources of water contamination in many of the water bodies in the Midwestern agricultural watersheds. This problem is expected to increase in the future with the increasing demand to provide corn as grain or stover for biofuel production. Best management practices (BMPs) have been proven to effectively reduce the NPS pollutant loads from agricultural areas. However, in a watershed with multiple farms and multiple BMPs feasible for implementation, it becomes a daunting task to choose a right combination of BMPs that provide maximum pollution reduction for least implementation costs. Multi-objective algorithms capable of searching from a large number of solutions are required to meet the given watershed management objectives. Genetic algorithms have been the most popular optimization algorithms for the BMP selection and placement. However, previous BMP optimization models did not study pesticide which is very commonly used in corn areas. Also, with corn stover being projected as a viable alternative for biofuel production there might be unintended consequences of the reduced residue in the corn fields on water quality. Therefore, there is a need to study the impact of different levels of residue management in combination with other BMPs at a watershed scale. In this research the following BMPs were selected for placement in the watershed: (a) residue management, (b) filter strips, (c) parallel terraces, (d) contour farming, and (e) tillage. We present a novel method of combing different NPS pollutants into a single objective function, which, along with the net costs, were used as the two objective functions during optimization. In this study we used BMP tool, a database that contains the pollution reduction and cost information of different BMPs under consideration which provides pollutant loads during optimization. The BMP optimization was performed using a NSGA-II based search method. The model was tested for the selection and placement of BMPs in Wildcat Creek Watershed, a corn dominated watershed located in northcentral Indiana, to reduce nitrogen, phosphorus, sediment, and pesticide losses from the watershed. The Pareto optimal fronts (plotted as spider plots) generated between the optimized objective functions can be used to make management decisions to achieve desired water quality goals with minimum BMP implementation and maintenance cost for the watershed. Also these solutions were geographically mapped to show the locations where various BMPs should be implemented. The solutions with larger pollution reduction consisted of buffer filter strips that lead to larger pollution reduction with greater costs compared to other alternatives.  相似文献

Implementing agricultural best management practices (BMPs) is influenced by a balance of desired environmental outcomes, economic feasibility, and stakeholder familiarity, the latter taken to be related to BMP acceptability. To explore this balance, we developed a multi‐objective decision support system for allocating BMP type and placement by coupling the Soil and Water Assessment Tool with a nondominated sorted genetic algorithm that minimizes total phosphorus (TP) yields from agricultural hydrologic response units (HRUs) and costs, while using stakeholder BMP familiarity as a constraint; conventional tillage, no tillage, nutrient management, riparian buffers, and contour cropping were explored. Using constraints representing current conditions, the optimization resulted in 59.6 to 81.0% reduction in agricultural TP yield from HRUs at costs ranging between US $0.8 and US $5.3 million. The constrained optimization tended to select mostly single BMPs or at most two BMPs for a given HRU due to these BMPs having higher acceptability to stakeholders. In contrast, the unconstrained case, representing full familiarity, selected 2‐ and 3‐BMP applications. There was little difference in costs between the constrained and unconstrained cases below an 80% TP yield reduction; however, significant differences were found at larger reductions, supporting the value of stakeholder education and extension efforts.
