A linkage between the condition of watersheds and adjacent nearshore coral reef communities is an assumed paradigm in the concept of integrated coastal management. However, quantitative evidence for this "catchment to sea" or "ridge to reef" relationship on oceanic islands is lacking and would benefit from the use of appropriate marine and terrestrial landscape indicators to quantify and evaluate ecological status on a large spatial scale. To address this need, our study compared the Hawai'i Watershed Health Index (HI-WHI) and Reef Health Index (HI-RHI) derived independently of each other over the past decade. Comparisons were made across 170 coral reef stations at 52 reef sites adjacent to 42 watersheds throughout the main Hawaiian Islands. A significant positive relationship was shown between the health of watersheds and that of adjacent reef environments when all sites and depths were considered. This relationship was strongest for sites facing in a southerly direction, but diminished for north facing coasts exposed to persistent high surf. High surf conditions along the north shore increase local wave driven currents and flush watershed-derived materials away from nearshore waters. Consequently, reefs in these locales are less vulnerable to the deposition of land derived sediments, nutrients and pollutants transported from watersheds to ocean. Use of integrated landscape health indices can be applied to improve regional-scale conservation and resource management.  相似文献

This article demonstrates why it is necessary to have the restoration of marine coastal ecosystem health as a new goal for integrated catchment management in the coastal area of Tolo Harbor. The present goal of integrated catchment management (ICM) in the Tolo Harbor is based on water quality objectives. The performance of the ICM plan, the Tolo Harbor Action Plan (THAP), was evaluated using marine coastal ecosystem health indicators including both stress and response indicators. Since the implementation of THAP in 1988, some significant reductions in pollution loading have been observed: reduction of 83% of biological oxygen demand load and 82% of total nitrogen between 1988 and 1999. There has also been an improvement in the health of Tolo Harbor’s marine coastal ecosystem as evidenced by trends in physical, chemical, and biological indicators, although reverse fluctuations in some periods exist. However, such improvement can only be considered as the first sign of complete ecosystem health restoration, because ecosystem health covers not only physical, chemical, and biological aspects of an ecosystem, but also ecosystem service functions. The findings support the need to take the restoration and protection of marine coastal ecosystem health as a new goal rather than using water quality objectives. Steps necessary to further improve Tolo Harbor’s marine coastal ecosystem health are also discussed.  相似文献

The effects of trampling on the coral communities of the outer reef flat and reef crest were investigated at Heron Island at the southern end of the Great Barrier Reef. Eighteen months of trampling at various intensities increased the percentage cover of unoccupied substrate and the cover of mobile rubble. The morphology of the coral was the most important feature relating to trampling resistance. Branching corals were reduced on the outer reef flat, and most broken branches were recorded in the initial phases of the experiment. The reef crest was much more resistant.A short-term trampling experiment showed that trampling detached a greater mass and larger fragments of coral on the outer reef flat than on the reef crest. Further trampling reduced the sizes of the detached fragments on the outer reef flat. A drift experiment indicated that greatest movement of fragments occurred on the reef crest and here the largest fragments moved greater distances.We concluded that all habitats would be changed by reef walking and that by one measure the outer reef flat was 16 times more vulnerable than the reef crest. The routes taken by reef walkers need to be chosen in relation to the trampling resistance of the habitat.  相似文献

The frequency and severity of mass coral bleaching events are predicted to increase as sea temperatures continue to warm under a global regime of rising ocean temperatures. Bleaching events can be disastrous for coral reef ecosystems and, given the number of other stressors to reefs that result from human activities, there is widespread concern about their future. This article provides a strategic framework from the Great Barrier Reef to prepare for and respond to mass bleaching events. The framework presented has two main inter-related components: an early warning system and assessment and monitoring. Both include the need to proactively and consistently communicate information on environmental conditions and the level of bleaching severity to senior decision-makers, stakeholders, and the public. Managers, being the most timely and credible source of information on bleaching events, can facilitate the implementation of strategies that can give reefs the best chance to recover from bleaching and to withstand future disturbances. The proposed framework is readily transferable to other coral reef regions, and can easily be adapted by managers to local financial, technical, and human resources.  相似文献

Discharge from the Great Barrier Reef Catchment (GBRC) is considered the second most serious threat to the Great Barrier Reef, Australia. Utilising principal component analysis (PCA) and cluster analysis (CA), this research aimed to assess the variability and co-variation of 28 water basins (WBs) within the GBRC, in order to improve the institutional arrangements and regulation of water quality and increase collaboration horizontally between management organisations, and vertically between government tiers. Water basin variability was measured by nine variables: size (ha), population, agricultural land use (ha), number of major water storages, major rivers and major towns, total nitrogen exported (T/yr), total phosphorus exported (T/yr) and herbicide use (ha). The Fitzroy WB, with PC scores of 7.0081, 2.2897 and ?1.6504, was identified as the most dissimilar and therefore needing to be managed differently. Many WBs within the same regions were very dissimilar to each other, indicating that current management practices, based largely on geographic location, are unlikely to be the most efficient and effective. Instead, managing groups of WBs with similar geo-political properties (determined by the CA) could be more effective and efficient. Coordination and collaboration are key to successful ecosystem based management, therefore managing similar WBs together through inter-NRM (natural resource management) agreements, irrespective of their geographical location, facilitates management bodies building strong, cooperative working relationships.  相似文献

Planners are being called on to prioritize marine shorelines for conservation status and restoration action. This study documents an approach to determining the management strategy most likely to succeed based on current conditions at local and landscape scales. The conceptual framework based in restoration ecology pairs appropriate restoration strategies with sites based on the likelihood of producing long-term resilience given the condition of ecosystem structures and processes at three scales: the shorezone unit (site), the drift cell reach (nearshore marine landscape), and the watershed (terrestrial landscape). The analysis is structured by a conceptual ecosystem model that identifies anthropogenic impacts on targeted ecosystem functions. A scoring system, weighted by geomorphic class, is applied to available spatial data for indicators of stress and function using geographic information systems. This planning tool augments other approaches to prioritizing restoration, including historical conditions and change analysis and ecosystem valuation.  相似文献

Beach erosion on Cinnamon Bay in the U.S. Virgin Islands results from storm waves in the North Atlantic. The net trend of erosion, however, is due to local environmental degradation. Reef die-back, initiated during the period of high sedimentation associated with 18th and 19th century sugar cane cropping, has reduced the rate of generation of new coral sands. Sand losses to deep water during periods of storm waves are not replenished. Engineering measures designed to check erosion at Cinnamon Bay have had little effect in this environment of low wave energies, but sand deficiency. The appropriate environmental focus for management of reef-beach systems is reef health and thus, water quality.  相似文献

Herbicide contamination from agriculture is a major issue worldwide, and has been identified as a threat to freshwater and marine environments in the Great Barrier Reef World Heritage Area in Australia. The triazine herbicides are of particular concern because of potential adverse effects, both on photosynthetic organisms and upon vertebrate development. To date a number of bioremediation strategies have been proposed for triazine herbicides, but are unlikely to be implemented due to their reliance upon the release of genetically modified organisms. We propose an alternative strategy using a free-enzyme bioremediant, which is unconstrained by the issues surrounding the use of live organisms. Here we report an initial field trial with an enzyme-based product, demonstrating that the technology is technically capable of remediating water bodies contaminated with the most common triazine herbicide, atrazine.  相似文献

Coastal coral reefs, especially in the Florida Keys, are declining at a disturbing rate. Marine ecologists and reef scientists have emphasized the importance of establishing nonmarket values of coral reefs to assess the cost effectiveness of coral reef management and remediation programs. The purpose of this paper is to develop a travel cost-contingent valuation model of demand for trips to the Florida Keys focusing on willingness to pay (WTP) to preserve the current water quality and health of the coral reefs. The stated and revealed preference models allow the marginal valuation of recreationists to adjust depending on current and planned trip commitments in valuing nonmarginal policy changes in recreational opportunities. The integrated model incorporates key factors for establishing baseline amenity values for tourist dive sites, including perceptions of reef quality and dive conditions, the role of substitute sites, and the quality and availability of tourist facilities and recreation opportunities. The travel cost and WTP model differ in identifying critical variables and provide insight into the adjustment of trip decisions across alternative destination sites and the valuation of trips. In contrast to the travel cost model, a measure of the availability of substitute sites and total recreation activities does not have a significant impact on WTP valuations reported by snorkelers. Snorkelers engage in a relatively focused set of activities, suggesting that these recreationists may not shift expenditures to other sites or other recreation activities in the Florida Keys when confronted with increased access costs for the snorkeling experience.  相似文献

Ornamental marine species (‘OMS’) provide valuable income for developing nations in the Indo-Pacific Coral Triangle, from which most of the specimens are exported. OMS culture can help diversify livelihoods in the region, in support of management and conservation efforts to reduce destructive fishing and collection practices that threaten coral reef and seagrass ecosystems. Adoption of OMS culture depends on demonstrating its success as a livelihood, yet few studies of OMS culture exist in the region. We present a case study of a land-based culture project for an endangered seahorse (Hippocampus barbouri) in the Spermonde Islands, Sulawesi, Indonesia. The business model demonstrated that culturing can increase family income by seven times. A Strengths Weaknesses Opportunities Threats (SWOT) analysis indicated good collaboration among diverse stakeholders and opportunities for culturing non-endangered species and for offshoot projects, but complicated permitting was an issue as were threats of market flooding and production declines. The OMS international market is strong, Indonesian exporters expressed great interest in cultured product, and Indonesia is the largest exporting country for H. barbouri. Yet, a comparison of Indonesia ornamental marine fish exports to fish abundance in a single local market indicated that OMS culture cannot replace fishing livelihoods. Nevertheless, seahorse and other OMS culture can play a role in management and conservation by supplementing and diversifying the fishing and collecting livelihoods in the developing nations that provide the majority of the global OMS.  相似文献

Conflicts between industrial development and environmental conservation can be particularly acute when such development occurs in the vicinity of World Heritage sites. A key example is the Great Barrier Reef World Heritage Area (GBRWHA) in northeastern Australia, where a 2012 review by the World Heritage Council found that rapid port development inshore of the coral reef posed significant risks to local marine ecosystems. Such instances pose pressing challenges for decision‐makers seeking to manage World Heritage sites for multiple values and needs, including those of key stakeholder groups, such as local communities. There is increasingly a societal expectation that public decision‐making takes into account local views and priorities, and that companies seek a ‘social license to operate’. This research explored local community attitudes toward port development associated with the export of liquefied natural gas (LNG) and coal through the GBRWHA. Using data drawn from a survey and interviews, the research examined how a range of geographical factors, including proximity to gas infrastructure and the perceived impacts and risks of development to the local community, economy and environment shape community perceptions of the industry. Findings suggest that local attitudes toward gas and coal terminal development inshore of the GBRWHA are shaped predominantly by community perceptions of environmental impacts and risks associated with such infrastructure, in contrast to a broader public narrative that focuses largely on economic benefits. A complex combination of other factors, including social impacts, personal environmental values, community trust in industry, and equity in decision‐making and distribution of the risks and benefits of industrial development also contribute. Placed in a broader, global context, the findings have important implications for public decision‐making processes in Australia and elsewhere as they suggest that, for local communities, the perceived impacts of gas development on the environment may overshadow the benefits of industry.  相似文献

The quality of the coral reefs in the Florida Keys is essential to sustain nature-based tourism in the Keys. The recently established marine reserves (MR) are expected to improve the reef environment, particularly coral and fish abundance and diversity. In this paper, a combined model of travel cost and contingent behavior was estimated in order to measure the non-market recreational benefits of reef quality improvements. The results indicated that an average visitor would undertake 43-80% more number of trips to the Florida Keys and experience a 69% increase in the use values per trip, as a result of the MR-induced reef quality improvements. The above non-market value estimates were further applied to evaluating alternative management proposals for funding the MR program. It was found that the annual management costs of the MR program would constitute an insignificant portion--only around one to 2%--of the annual recreational benefits that the MR would generate. The results provide a strong economic justification for designing user-based funding mechanisms in order to make the MR program self-sustaining in the future.  相似文献

The case of Puerto Morelos reef marine protected area (MPA) provides an example of a community-based marine conservation initiative to protect a coral reef ecosystem. The establishment and maintenance of this MPA had five stages: (a) identification of community leaders who would participate in the project; (b) generation of consensus on the need to protect the reef through discussions among local stakeholders, NGOs and reef scientists; (c) involvement of government agencies in establishing the status of a MPA; (d) take-over of decision-making by centralized governmental agencies; and (e) continuous problem-solving process between the government and stakeholders. Over a 9-year period, the control of the MPA was taken over by government and stakeholders' participation downgraded from a decision-making to an advice-giving role. Government shortcomings to manage this MPA could be circumvented via collaborative co-management. Given the small population size of the community and strong sense of ownership, there was a high level of participation in the decision-making processes and scientific advisors are present in the area.  相似文献

Integrated catchment management represents an approach to managing the resources of a catchment by integrating environmental, economic, and social issues. It is aimed at deriving sustainable benefits for future generations, while protecting natural resources, particularly water, and minimizing possible adverse social, economic, and environmental consequences. Indicators of sustainable development, which summarize information for use in decision-making, are invaluable when trying to assess the diverse, interacting components of catchment processes and resource management actions. The Driving-Forces–Pressure–State–Impact–Response (DPSIR) indicator framework is useful for identifying and developing indicators of sustainable development for catchment management. Driving forces have been identified as the natural conditions occurring in a catchment and the level of development and economic activity. Pressures include the natural and anthropogenic supply of water, water demand, and water pollution. State indicators can be split into those of quantity and those of quality. Impacts include those that affect the ecosystems directly and those that impact the use value of the resource. It core indicators are identified within each of the categories given in the framework, most major catchment-based management issues can be evaluated. This framework is applied to identify key issues in catchment management in South Africa, and develop a set of indicators for evaluating catchments throughout the country.  相似文献

Controlled trampling was conducted to investigate the trampling resistance of contrasting high fertility basaltic and low fertility rhyolitic soils and their associated highland tropical rainforest vegetation in north east Australia's Wet Tropics. Although this approach has been taken in numerous studies of trampling in a variety of ecosystem types (temperate and subtropical forest, alpine shrubland, coral reef and seagrass beds), the experimental method does not appear to have been previously applied in a tropical rainforest context. Ground vegetation cover and soil penetration resistance demonstrated variable responses to trampling. Trampling, most noticeably after 200 and 500 passes reduced organic litter cover. Bulk density increased with trampling intensity, particularly on basalt soils as rhyolite soils appeared somewhat resistant to the impacts of trampling. The permeability of the basalt and rhyolite soils decreased markedly with increased trampling intensity, even after only 75 passes. These findings suggest physical and hydrological changes may occur rapidly in tropical rainforest soils following low levels of trampling, particularly on basalt soils.  相似文献

ABSTRACT. Establishment of seagrass‐based pollutant load reduction targets is a major aim of water quality management in the Indian River Lagoon (IRL) estuary. It is believed that light and water clarity are the limiting factors affecting seagrass abundance and distribution in the Lagoon. Thus, targeted reductions of nutrients, dissolved organic matter and for suspended sediments should achieve desired seagrass coverage goals. On an annual average, the Lagoon is receiving external loadings of 5,346, 771, and 54,408 metric tons per year of nitrogen (N), phosphorus (P), and total suspended solids (TSS), respectively. Most of the loadings are stormwater generated; thus, implementation of reduction targets will key in on major urban and agricultural stormwater systems. The process of developing targets requires the establishment of light requirements for seagrass. Two methods are being employed to develop such targets. One method is the application of a predictive, 3‐D model that accounts for the essential interactive processes of the Lagoon: hydrology, hydrodynamics, water quality, nutrient uptake/release, seagrass growth rates, and light attenuation. The other method is based simply on the comparison of loading rates between a developed sub‐basin with associated seagrass impacts and an undeveloped sub‐basin with adjacent healthy seagrass coverages. The latter method will provide the initial and preliminary targets that can be tested, confirmed, or modified by application of the 3‐D model.  相似文献

It is estimated that more than half the threats to national park resources originate outside park boundaries, and most threats are attributable to degradation of air and water quality. Atmospheric contaminants are the principal source of external threats to national park ecosystems. This article examines the potential impact to national park resources by anthropic atmospheric inputs and summarizes present research methods and results regarding impacts. Air quality monitoring currently receives much more emphasis and support than effects research. Present research on effects focuses on vegetation impact, biomonitoring, and acid rain. This research and that of other investigators suggest that the most likely impacts will not be direct cause-effect situations, but indirect, incremental, and possibly synergistic effects on the interactions of ecosystem components. Conceptually, such alteration of interactions can be measured through long-term observation of biogeochemical cycles, energy transfer, and community structure and function. But traditional Park Service research has not emphasized the ecosystem and especially ecosystem processes and component interactions. Most research on effects, then, must begin with baseline data acquisition. A research program to mitigate present national data base deficiencies would require a fundamental change in present research priorities, administration, and funding.  相似文献

We present a decision support framework for science-based assessment and multi-stakeholder deliberation. The framework consists of two parts: a DPSIR (Drivers–Pressures–States–Impacts–Responses) analysis to identify the important causal relationships among anthropogenic environmental stressors, processes, and outcomes; and a Decision Landscape analysis to depict the legal, social, and institutional dimensions of environmental decisions. The Decision Landscape incorporates interactions among government agencies, regulated businesses, non-government organizations, and other stakeholders. It also identifies where scientific information regarding environmental processes is collected and transmitted to improve knowledge about elements of the DPSIR and to improve the scientific basis for decisions. Our application of the decision support framework to coral reef protection and restoration in the Florida Keys focusing on anthropogenic stressors, such as wastewater, proved to be successful and offered several insights. Using information from a management plan, it was possible to capture the current state of the science with a DPSIR analysis as well as important decision options, decision makers and applicable laws with a the Decision Landscape analysis. A structured elicitation of values and beliefs conducted at a coral reef management workshop held in Key West, Florida provided a diversity of opinion and also indicated a prioritization of several environmental stressors affecting coral reef health. The integrated DPSIR/Decision landscape framework for the Florida Keys developed based on the elicited opinion and the DPSIR analysis can be used to inform management decisions, to reveal the role that further scientific information and research might play to populate the framework, and to facilitate better-informed agreement among participants.  相似文献

Because environmental conservation can remove scarce natural resources from competing uses, it is important to gain support for conservation programs by demonstrating that management actions have been effective in achieving their goals. One way to do this is to show that selected significant environmental variables (indicators) vary between managed and unmanaged areas or change over time following implementation of a management regime. However, identifying indicators that reflect environmental conditions relevant to management practices has proven difficult. This paper focuses on developing a framework for choosing indicators in a coral reef habitat. The framework consisted of three phases: (1) information gathering to identify candidate variables; (2) field-testing candidate variables at sites that differ in intensity of human activity, thus identifying potential indicators; and (3) evaluating potential indicators against a set of feasibility criteria to identify the most useful indicators. To identify indicators suitable to measure the success of a management strategy to reduce anchor damage to a coral reef, 24 candidate variables were identified and evaluated at sites with different intensities of anchoring. In this study, measures that reflected injuries to coral colonies were generally more efficient than traditional measures of coral cover in describing the effects of anchoring. The number of overturned colonies was identified as the single most useful indicator of coral reef condition associated with anchoring intensities. The indicator selection framework developed here has the advantages of being transparent, cost efficient, and readily transferable to other types of human activities and management strategies.  相似文献

Bioindicators are often more sensitive indicators of both biodiversity and environmental change than abiotic pollution parameters. The responses of selected plants and animals to anthropogenic insults can be used to assess environmental responses at a variety of spatial and temporal scales. This study maps the response of key reptile, mammal, bird and plant species to airborne contaminants around a large mine and mineral processing operation at Olympic Dam in arid Australia. The responses of different bioindicators should ideally be integrated in order to comprehend overall trends in biological integrity adjacent to pollution sources. Assimilation of different bioindicator responses allows greater precision and geographic coverage of the monitored region and reduces potential distortion from unrelated biological or monitoring responses of individual indicator groups. A single, integrated measure of ecosystem health that overlays the responses of otherwise incompatible datasets, is also of more value to industrial operators and environmental regulators than several disparate responses. Biohyets, which are the contours of bioindicator index values derived from multiple biotic measurements, are here used to map variability in ecosystem health and to identify regions, response variables and disturbance parameters for more rigorous analysis.  相似文献
