Coastal coral reefs, especially in the Florida Keys, are declining at a disturbing rate. Marine ecologists and reef scientists have emphasized the importance of establishing nonmarket values of coral reefs to assess the cost effectiveness of coral reef management and remediation programs. The purpose of this paper is to develop a travel cost-contingent valuation model of demand for trips to the Florida Keys focusing on willingness to pay (WTP) to preserve the current water quality and health of the coral reefs. The stated and revealed preference models allow the marginal valuation of recreationists to adjust depending on current and planned trip commitments in valuing nonmarginal policy changes in recreational opportunities. The integrated model incorporates key factors for establishing baseline amenity values for tourist dive sites, including perceptions of reef quality and dive conditions, the role of substitute sites, and the quality and availability of tourist facilities and recreation opportunities. The travel cost and WTP model differ in identifying critical variables and provide insight into the adjustment of trip decisions across alternative destination sites and the valuation of trips. In contrast to the travel cost model, a measure of the availability of substitute sites and total recreation activities does not have a significant impact on WTP valuations reported by snorkelers. Snorkelers engage in a relatively focused set of activities, suggesting that these recreationists may not shift expenditures to other sites or other recreation activities in the Florida Keys when confronted with increased access costs for the snorkeling experience.  相似文献

We present a decision support framework for science-based assessment and multi-stakeholder deliberation. The framework consists of two parts: a DPSIR (Drivers–Pressures–States–Impacts–Responses) analysis to identify the important causal relationships among anthropogenic environmental stressors, processes, and outcomes; and a Decision Landscape analysis to depict the legal, social, and institutional dimensions of environmental decisions. The Decision Landscape incorporates interactions among government agencies, regulated businesses, non-government organizations, and other stakeholders. It also identifies where scientific information regarding environmental processes is collected and transmitted to improve knowledge about elements of the DPSIR and to improve the scientific basis for decisions. Our application of the decision support framework to coral reef protection and restoration in the Florida Keys focusing on anthropogenic stressors, such as wastewater, proved to be successful and offered several insights. Using information from a management plan, it was possible to capture the current state of the science with a DPSIR analysis as well as important decision options, decision makers and applicable laws with a the Decision Landscape analysis. A structured elicitation of values and beliefs conducted at a coral reef management workshop held in Key West, Florida provided a diversity of opinion and also indicated a prioritization of several environmental stressors affecting coral reef health. The integrated DPSIR/Decision landscape framework for the Florida Keys developed based on the elicited opinion and the DPSIR analysis can be used to inform management decisions, to reveal the role that further scientific information and research might play to populate the framework, and to facilitate better-informed agreement among participants.  相似文献

/ The Florida Keys National Marine Sanctuary (FKNMS), created by Congress in 1990, addressed the issue of resource protection partly by proposing 26 "no-take" zones. These areas, discussed in the 1995 Draft Management Plan, disallowed all extractive activities, and four of the zones also prohibited diving and snorkeling. Furthermore, the Draft Management Plan considered recreational carrying capacity, proposing that use densities be studied and eventually limited in high-use and sensitive areas. Conducted with 62 commercial dive operators from the Florida Keys in 1995-96, this study uses geographic information systems (GIS) to determine the extent of FKNMS zone use by dive operators, assess the regional importance of FKNMS zones to operators, and compare management strategies by which to allow use while minimizing impacts to the coral reef resource. Dive operators took almost 70% of their total trips and 77% of their total divers to FKNMS zones in 1995. Although zone use is generally related to the proximity of dive locations, dive operators do rely disproportionately on single sites in certain regions. The resulting profiles demonstrate that management strategies need to consider disproportionate use, as well as the average number of users per trip, to effectively protect the region's environmental resources. In addition to implementing a carrying capacity plan, the FKNMS should consider a limited-entry system for dive operators.  相似文献

A contingent valuation study was conducted with adult Kenyan citizens and foreign tourists to estimate the value of recreational benefits arising from coral reefs at Mombasa Marine National Park and Reserve (MMNPR), and to assess the implications for local reef management. Citizen and foreign visitors to MMNPR were willing to pay an extra $2.2 (median = $2.2 (median = 1.6) and $8 (median = $8 (median = 6.7) per visit respectively, in addition to current park entrance fees, to support reef quality improvements. By aggregating visitors’ willingness to pay bids over the number of visitors to MMNPR in 2006–2007 the value of benefits was estimated at 346,733, which was more than twice the total annual operational expenditure of346,733, which was more than twice the total annual operational expenditure of 152,383 for MMNPR. The findings indicate that annual revenues from citizen and foreign visitors may be increased by 60% to 261,932 through the implementation of proposed higher park fees of261,932 through the implementation of proposed higher park fees of 3.10 for citizens and $15 for foreign visitors. However, any fee increase would serve to intensify concerns among citizens that only relatively affluent Kenyans can afford to visit MMNPR. Park managers need to demonstrate that the extra revenue would be used to fund the proposed conservation activities. This valuation study demonstrates that visitors are prepared to pay higher user fees for access to the marine protected area revealing considerable untapped resource to finance reef quality improvements.  相似文献

We present a new approach for characterizing the potential of scientific studies to reduce conflict among stakeholders in an analytic-deliberative environmental decision-making process. The approach computes a normalized metric, the Expected Consensus Index of New Research (ECINR), for identifying where additional scientific research will best support improved decisions and resolve possible conflicts over preferred management actions. The ECINR reflects the expected change in agreement among parties over preferred management actions with the implementation and consideration of new scientific studies. We demonstrate the ECINR method based on a preliminary application to coral reef protection and restoration in the Guánica Bay Watershed, Puerto Rico, focusing on assessing and managing anthropogenic stressors, including sedimentation and pollution from land-based sources such as sewage, agriculture, and development. Structured elicitations of values and beliefs conducted at a coral reef decision support workshop held at La Parguera, Puerto Rico, are used to develop information for illustrating the methodology. The ECINR analysis was focused on a final study group of seven stakeholders, consisting of resource managers and scientists, who were not in agreement on the efficacy and respective benefits of reducing loadings from three sources: sewage, agriculture, and development. The scenario assumed that loadings would be reduced incrementally from each source through a series of management steps, which would be ranked in order of maximizing anticipated benefits. An examination of whether beliefs exhibited greater confidence and coherence between stakeholders when informed by plausible study results followed. The results suggest that new scientific research would be generally likely to bring people who initially disagreed to agree. Seventy-five percent of the hypothetical research results were projected to result in more agreement among the stakeholders. However, there can be situations where prior beliefs may be too different from the study results to shift perspectives enough to result in more agreement. Furthermore, in a few cases, hypothetical research results were projected to lead to more conflict among stakeholders. Priority research, according to the seven stakeholders, would be to quantify loadings from agriculture and sewage, and not loadings from development, since it is predicted to make little difference in the outcome. Assuming the stakeholders are conflict-averse, they would likely opt for research on sewage loadings as the highest priority. Though preliminary, these results suggest that ECINR can provide useful insights into the social implications of a research program.  相似文献

Predicted increases in coral disease outbreaks associated with climate change have implications for coral reef ecosystems and the people and industries that depend on them. It is critical that coral reef managers understand these implications and have the ability to assess and reduce risk, detect and contain outbreaks, and monitor and minimise impacts. Here, we present a coral disease response framework that has four core components: (1) an early warning system, (2) a tiered impact assessment program, (3) scaled management actions and (4) a communication plan. The early warning system combines predictive tools that monitor the risk of outbreaks of temperature-dependent coral diseases with in situ observations provided by a network of observers who regularly report on coral health and reef state. Verified reports of an increase in disease prevalence trigger a tiered response of more detailed impact assessment, targeted research and/or management actions. The response is scaled to the risk posed by the outbreak, which is a function of the severity and spatial extent of the impacts. We review potential management actions to mitigate coral disease impacts and facilitate recovery, considering emerging strategies unique to coral disease and more established strategies to support reef resilience. We also describe approaches to communicating about coral disease outbreaks that will address common misperceptions and raise awareness of the coral disease threat. By adopting this framework, managers and researchers can establish a community of practice and can develop response plans for the management of coral disease outbreaks based on local needs. The collaborations between managers and researchers we suggest will enable adaptive management of disease impacts following evaluating the cost-effectiveness of emerging response actions and incrementally improving our understanding of outbreak causation.  相似文献

Shallow reefs (reef flats <1.5 m) in the northern Red Sea are impacted by growing tourism that includes swimmers, snorkellers and reef walkers but have largely been neglected in past studies. We selected a fringing reef along the lagoon of Dahab (Sinai, Egypt) as a model for a management strategy. Point-intercept line transects were used to determine substrate composition, coral community and condition, and the coral damage index (CDI) was applied. Approximately 84% of the coral colonies showed signs of damage such as breakage, partial mortality or algal overgrowth, especially affecting the most frequent coral genus Acropora. Questionnaires were used to determine the visitors' socio-economic background and personal attitudes regarding snorkelling, SCUBA-diving and interest in visiting a prospective snorkelling trail. Experiencing nature (97%) was by far the strongest motivation, and interest in further education about reef ecology and skill training was high. Less experienced snorkellers and divers--the target group for further education and skill training--were those most prepared to financially support such a trail. We therefore recommend a guided underwater snorkelling trail and restricting recreational use to a less sensitive 'ecotourism zone' while protecting the shallow reef flat. Artificial structures can complete the trail and offer the opportunity to snorkel over deeper areas at unfavourable tide or wind conditions. This approach provides a strategy for the management and conservation of shallow-water reefs, which are facing increasing human impact here and elsewhere.  相似文献

Marine water pollution affects many recreational sites around the world. It has impacts not only on recreational activities but also on health risks for those who come into direct contact with the water. Few economic studies have explicitly considered the health risks of bathing in polluted marine waters and none have attempted to separate health benefits from other benefits of marine water quality improvements. This paper uses stated preference techniques to separately evaluate the multiple benefits of improving the quality of marine recreational waters at the Estoril Coast in Portugal. The results indicate that health risk reductions are only a small fraction of the total social benefits of water quality improvements.  相似文献

ABSTRACT: In order to make economically efficient decisions about water quality improvements, data on both the costs and benefits of these improvements is needed. However, there has been little research on the benefits of reducing phosphorus pollution which implies that policy decisions are not able to make the comparison of costs and benefits that is essential for economic efficiency. This research attempts to ameliorate this situation by providing an estimate of the benefits of a 40 percent reduction in phosphorus pollution in the Minnesota River. A 1997 mail survey gathered information on Minnesota residents'use of a recreational site on the Minnesota River, the Minnesota Valley National Wildlife Refuge, and their willingness to pay for phosphorus reductions in the Minnesota River. The random effects probit model used in this research to investigate household willingness to pay for phosphorus pollution reductions in the Minnesota River incorporates recent innovations in nonmarket valuation methodology by using both revealed and stated preference data. This model estimated annual household willingness to pay for phosphorus reductions in the Minnesota River at $140. These results may be used in combination with cost estimates to determine the economic efficiency of phosphorus clean up.  相似文献

There is a consensus that Marine Protected Area (MPA) performance needs regular evaluation against clear criteria, incorporating counterfactual comparisons of ecological and socio-economic performance. However, these evaluations are scarce at the global level. We compiled self-reports from managers and researchers of 78 coral reef-based MPAs world-wide, on the conservation and welfare improvements that their MPAs provide. We developed a suite of performance measures including fulfilment of design and management criteria, achievement of aims, the cessation of banned or destructive activities, change in threats, and measurable ecological and socio-economic changes in outcomes, which we evaluated with respect to the MPA’s age, geographical location and main aims. The sample was found to be broadly representative of MPAs generally, and suggests that many MPAs do not achieve certain fundamental aims including improvements in coral cover over time (in 25% of MPAs), and conflict reduction (in 25%). However, the large majority demonstrated improvements in terms of slowing coral loss, reducing destructive uses and increasing tourism and local employment, despite many being small, underfunded and facing multiple large scale threats beyond the control of managers. However spatial comparisons suggest that in some regions MPAs are simply mirroring outside changes, with demonstrates the importance of testing for additionality. MPA benefits do not appear to increase linearly over time. In combination with other management efforts and regulations, especially those relating to large scale threat reduction and targeted fisheries and conflict resolution instruments, MPAs are an important tool to achieve coral reef conservation globally. Given greater resources and changes which incorporate best available science, such as larger MPAs and no-take areas, networks and reduced user pressure, it is likely that performance could further be enhanced. Performance evaluation should test for the generation of additional ecological and socio-economic improvements over time and compared to unmanaged areas as part of an adaptive management regime.  相似文献

The effects of trampling on the coral communities of the outer reef flat and reef crest were investigated at Heron Island at the southern end of the Great Barrier Reef. Eighteen months of trampling at various intensities increased the percentage cover of unoccupied substrate and the cover of mobile rubble. The morphology of the coral was the most important feature relating to trampling resistance. Branching corals were reduced on the outer reef flat, and most broken branches were recorded in the initial phases of the experiment. The reef crest was much more resistant.A short-term trampling experiment showed that trampling detached a greater mass and larger fragments of coral on the outer reef flat than on the reef crest. Further trampling reduced the sizes of the detached fragments on the outer reef flat. A drift experiment indicated that greatest movement of fragments occurred on the reef crest and here the largest fragments moved greater distances.We concluded that all habitats would be changed by reef walking and that by one measure the outer reef flat was 16 times more vulnerable than the reef crest. The routes taken by reef walkers need to be chosen in relation to the trampling resistance of the habitat.  相似文献

Results indicated that snorkelers who traveled with larger operations (more people and infrastructure) differed from those traveling with smaller operations (few people and little on-site infrastructure) on benefits received and in the way that specific conditions influenced their enjoyment. Benefits related to nature, escape, and family helped to define reef experiences. Conditions related to coral, fish, and operator staff had a positive influence on the enjoyment of most visitors but, number of people on the trip and site infrastructure may have the greatest potential as setting indicators. Data support the potential usefulness of visitor input in applying the LAC concept to a marine environment where tourism and recreational uses are rapidly changing.  相似文献

Because environmental conservation can remove scarce natural resources from competing uses, it is important to gain support for conservation programs by demonstrating that management actions have been effective in achieving their goals. One way to do this is to show that selected significant environmental variables (indicators) vary between managed and unmanaged areas or change over time following implementation of a management regime. However, identifying indicators that reflect environmental conditions relevant to management practices has proven difficult. This paper focuses on developing a framework for choosing indicators in a coral reef habitat. The framework consisted of three phases: (1) information gathering to identify candidate variables; (2) field-testing candidate variables at sites that differ in intensity of human activity, thus identifying potential indicators; and (3) evaluating potential indicators against a set of feasibility criteria to identify the most useful indicators. To identify indicators suitable to measure the success of a management strategy to reduce anchor damage to a coral reef, 24 candidate variables were identified and evaluated at sites with different intensities of anchoring. In this study, measures that reflected injuries to coral colonies were generally more efficient than traditional measures of coral cover in describing the effects of anchoring. The number of overturned colonies was identified as the single most useful indicator of coral reef condition associated with anchoring intensities. The indicator selection framework developed here has the advantages of being transparent, cost efficient, and readily transferable to other types of human activities and management strategies.  相似文献

A linkage between the condition of watersheds and adjacent nearshore coral reef communities is an assumed paradigm in the concept of integrated coastal management. However, quantitative evidence for this "catchment to sea" or "ridge to reef" relationship on oceanic islands is lacking and would benefit from the use of appropriate marine and terrestrial landscape indicators to quantify and evaluate ecological status on a large spatial scale. To address this need, our study compared the Hawai'i Watershed Health Index (HI-WHI) and Reef Health Index (HI-RHI) derived independently of each other over the past decade. Comparisons were made across 170 coral reef stations at 52 reef sites adjacent to 42 watersheds throughout the main Hawaiian Islands. A significant positive relationship was shown between the health of watersheds and that of adjacent reef environments when all sites and depths were considered. This relationship was strongest for sites facing in a southerly direction, but diminished for north facing coasts exposed to persistent high surf. High surf conditions along the north shore increase local wave driven currents and flush watershed-derived materials away from nearshore waters. Consequently, reefs in these locales are less vulnerable to the deposition of land derived sediments, nutrients and pollutants transported from watersheds to ocean. Use of integrated landscape health indices can be applied to improve regional-scale conservation and resource management.  相似文献

ABSTRACT: The three basins of Reelfoot Lake, which is located in northwestern Tennessee, were investigated using the Cs-137 tracer technique to determine rates of sediment deposition and to estimate the time before the basins will fill with sediment. Blue Basin, the largest of the three basins with 2922 ha, had an average annual sedimentation rate of 0.9 cm/yr from 1984 to 1984. The basin will become too shallow for most boating and recreational activities in about 200 years. Buck Basin, the central basin with 774 ha, had an average annual sedimentation rate of 1.1 cm/yr and will become too shallow for most recreational uses in about 100 years. Upper Blue Basin, the most upstream and smallest basin with 439 ha, had an average annual sedimentation rate of 1.7 cm/yr and will become too shallow for most recreational uses in about 60 years. Two important sources of sediment to Reelfoot Lake are erosion from a large number of soybean fields and channelization of many of the streams that flow into the lake. Changes in land management that would reduce erosion could increase the time the lake would remain usable for recreational activities.  相似文献

This study employs a benefit-cost analysis framework to estimate market and non-market benefits and costs of controlling future spruce budworm (Choristoneura fumiferana) outbreaks on Crown forest lands in New Brunswick, Canada. We used: (i) an advanced timber supply model to project potential timber volume saved, timber value benefits, and costs of pest control efforts; and (ii) a recent contingent valuation method analysis that evaluated non-market benefits (i.e., changes in recreation opportunities and existence values) of controlling future spruce budworm outbreaks in the Province. A total of six alternative scenarios were evaluated, including two uncontrolled future budworm outbreak severities (moderate vs. severe) and, for each severity, three control program levels (protecting 10%, 20%, or 40% of the susceptible Crown land forest area). The economic criteria used to evaluate each scenario included benefit-cost ratios and net present values. Under severe outbreak conditions, results indicated that the highest benefit-cost ratio (4.04) occurred when protecting 10% (284,000 ha) of the susceptible area, and the highest net present value ($111 M) occurred when protecting 20% (568,000 ha) of the susceptible area. Under moderate outbreak conditions, the highest benefit-cost ratio (3.24) and net present value ($58.7 M) occurred when protecting 10% (284,000 ha) of the susceptible area. Inclusion of non-market values generally increased the benefit-cost ratios and net present values of the control programs, and in some cases, led to higher levels of control being supported. Results of this study highlight the importance of including non-market values into the decision making process of forest pest management.  相似文献

Methodologies for transfer of non-market, natural resource recreation benefits are an active research topic. This arises because of the appeal of modelling the impacts of possible changes in site quality or benefits at unsurveyed sites. However, successful benefit transfer must necessarily rely on development of reliable visitor demand functions that incorporate travel time, demographic and substitute factors. Previous efforts to include all of these elements in a single arrivals model are rare. By integrating data from numerous sources within a geographical information system (GIS) we have developed a model to predict the number of visitors to a recreational woodland in eastern England. Variables were classified into discrete groups that were combined into comparatively homogeneous zones from which to calculate visit rates. Poisson regression techniques were then applied in a stepwise procedure to assess the influence of each determinant. Our analysis highlighted both substantial promise and some caveats in using GIS for future benefit transfer work.  相似文献

Our immense national water quality control program has been launched on a wholly empirical basis, much as our ancestors initiated early navigation improvements and flood control. Not only has there been no effort to determine the benefits of water quality control; the theoretical groundwork for optimization has not been developed. Three main national objectives for consideration are national economic efficiency, preserving and improving the national environment for man's use and development (conservation), and regional development. Although popular at present, the regional development objective is not particularly useful from an economic viewpoint. Efficiency objectives other than environmental can be evaluated but are apt to be minor. Other water quality benefits can be broken down appropriately into four main categories: (a) man's recreational environment; (b) man's home environment; (c) man's working environment; (d) intangibles related to scientific, historic, health and cultural values. In management of water quality, various technical relationships must be considered, particularly as to quantity of water needed for waste disposal, and relationship of this use to water supply withdrawals. Advanced waste treatment must be compared with other alternatives, not only of flow augmentation, but also technological process changes, distribution of effluents, and artificial river aeration.  相似文献

Run-off containing increased concentrations of sediment, nutrients, and pesticides from land-based anthropogenic activities is a significant influence on water quality and the ecologic conditions of nearshore areas of the Great Barrier Reef World Heritage Area, Australia. The potential and actual impacts of increased pollutant concentrations range from bioaccumulation of contaminants and decreased photosynthetic capacity to major shifts in community structure and health of mangrove, coral reef, and seagrass ecosystems. A detailed conceptual model underpins and illustrates the links between the main anthropogenic pressures or threats (dry-land cattle grazing and intensive sugar cane cropping) and the production of key contaminants or stressors of Great Barrier Reef water quality. The conceptual model also includes longer-term threats to Great Barrier Reef water quality and ecosystem health, such as global climate change, that will potentially confound direct model interrelationships. The model recognises that system-specific attributes, such as monsoonal wind direction, rainfall intensity, and flood plume residence times, will act as system filters to modify the effects of any water-quality system stressor. The model also summarises key ecosystem responses in ecosystem health that can be monitored through indicators at catchment, riverine, and marine scales. Selected indicators include riverine and marine water quality, inshore coral reef and seagrass status, and biota pollutant burdens. These indicators have been adopted as components of a long-term monitoring program to enable assessment of the effectiveness of change in catchment-management practices in improving Great Barrier Reef (and adjacent catchment) water quality under the Queensland and Australian Governments’ Reef Water Quality Protection Plan.  相似文献

The Conservation Reserve Program (CRP), created in 1985, provides conservation benefits and agricultural supply control through voluntary, long-term retirement of crop land. While the effects of the CRP on the agricultural sector are well understood, the implications of its conservation benefits for rural economies remain largely undocumented. To quantify the effects on rural economies, this study addressed the net economic effects of decreased agricultural activity and increased recreational activity associated with the CRP in six rural areas of North Dakota from 1996 to 2000. Based on the level of economic activity that would have occurred in the absence of the program, net revenues from CRP land if returned to agricultural production in the six study areas were estimated at $50.2 million annually or $37 per acre of land currently enrolled in the CRP. Recreational (hunting) revenues as a result of the CRP in the study areas were estimated at $12.8 million annually or $9.45 per CRP-acre. The net economic effect of the CRP (lost agricultural revenues and gains in recreational expenditures) indicated that several areas of the state are not as economically burdened by the CRP as previous research has suggested. In addition, the net economic effects of the program would appear more favourable if revenues from all CRP-based recreation were included. The degree that recreational revenues offset agricultural losses might be further enhanced by enterprises that capitalize on the economic opportunities associated with expanded recreational activities on CRP lands.  相似文献
