This study aims to provide conclusive evidence that information about water from alternative sources increases public acceptance. We conducted an experiment with 1000 Australian respondents asking them about their acceptance of recycled and desalinated water for a range of purposes under two conditions: 1) no information provided and 2) information about the production process provided. Results indicate that – both for desalinated and recycled water – the stated likelihood of use increases significantly if people are provided with information about the production process. This has major implications for public policy makers indicating that providing factual information (as opposed to persuasive campaigns) will increase public support of water augmentation projects.  相似文献

The aim of this paper is to highlight key social and economic drivers crucial to understanding community acceptance and adoption of decentralised water systems. The review focused on social science literature pertaining to alternative forms of household water, with an emphasis on research examining decentralised water acceptance. Researchers consistently reported that most communities were open to alternative water sources for domestic applications; however, this was highly dependent upon the level of personal contact with the water. Acceptance and adoption of alternative water technology, such as decentralised systems, was influenced by risk perception, water culture, and threat perception. Motivational drivers were also identified as potentially influencing adoption of decentralised systems. A clear limitation of the literature was found to be an over-reliance on measuring people's intentions to adopt alternative water systems and building a conceptual understanding of acceptance solely on hypothetical water supply scenarios. Further, within the social science literature there appears to be a skewing towards focusing on acceptance of centralised alternative water, such as recycled and desalinated water systems. Although there are some research outcomes that are generalizable to the decentralised water context, it is clear that there is a significant gap in the knowledge base of social drivers specific to the acceptance of decentralised water systems and the factors contributing to its widespread use. It is recommended that future research focus on examining public attitudes relevant to decentralised water systems, as well as adoption behaviours among current users of these systems. This will assist in developing policies specific to domestic decentralised water use.  相似文献

The extent of social acceptance of carbon capture and storage (CCS) is likely to significantly influence the sustainable development of CO2 storage projects. Acceptance of CCS by the key stakeholders (policy makers, the general public, the media and the local community), linked to specific projects, as well as how the technology is communicated about and perceived by the public, have become matters of interest for the social sciences. This article reports on an investigation of the public perception of CCS technology in Spain. Individuals’ views on CCS are analysed through focus groups with lay citizens using “stimulus materials”. As the analysis shows, lay views of CCS differ significantly from the views of decision-makers and experts. Public concerns and reactions to CCS technology and potential projects, as well as the degree of consensus on its acceptance or rejection are detailed. Implications for the future use of CCS are discussed.  相似文献

The water reuse applications are becoming increasingly important in Turkey due to fresh water scarcity problems. However, the success of reuse practices depends on the public's acceptance. Therefore, this study was designed to determine the public awareness, and the potential for acceptance, of reuse applications in Turkey by way of a survey carried out for this purpose. 500 questionnaires were sent to different regions of Turkey and 375 of them were returned. The study indicated that both women and men have concerns about usage of wastewater, especially regarding the use of treated wastewater as drinking water. Results also showed that the area of greatest concern among the public is the health risks associated with recycled water. Respondents of both genders felt that treated wastewater reuse for applications not involving close personal contact was acceptable, due to reduced health risk concerns. On the other hand, the cost of reclamation is another major public concern.  相似文献

Stakeholder involvement (SI) can include many activities, from providing information on a website to one-on-one conversations with people confronting an issue in their community. For carbon dioxide capture and storage (CCS), there are now quite a few surveys of public attitudes towards CCS that are being used to inform the design of SI efforts. These surveys, focused on the nascent commercial deployment of CCS technologies, have demonstrated that the general public has little knowledge about CCS—yet the surveys go on to collect what are known as “pseudo opinions” or “non-attitudes” of respondents who know little or nothing about CCS. Beyond establishing the lack of knowledge about CCS, the results of these surveys should not be relied upon by the larger CCS community and public and private decision makers to inform the critical task of implementing and executing SI activities. The paper discusses the issues involved in providing information as part of the survey, maintaining that such information is never unbiased and thus tends to produce pseudo opinions that reflect the pollster's or researcher's bias. Other content and methodological issues are discussed, leading to the conclusion that most of the survey results should be used neither as a gauge of public attitudes nor as an indication of public acceptance. Then the framing of SI in CCS is examined, including the assumptions that clear stakeholder acceptance is a realistic goal and that the public has a decisive say in choosing the energy technologies of the present and the future. Finally, a broader suite of SI activities is recommended as more suited to realistic and contextual goals.  相似文献

Water demands in the Aegean Islands have increased steadily over the last decade as a result of a building boom for new homes, hotels, and resorts. The increase in water demand has resulted in the disruption of past sustainable water management practices. At present, most freshwater needs are met through the use of the limited groundwater, desalinated seawater, and freshwater importation. Wastewater reclamation, not used extensively, can serve as an alternative source of water, for a variety of applications now served with desalinated and imported water. Three alternative processes: desalination, importation, and water reclamation are compared with respect to cost, energy requirements and long-term sustainability. Based on the comparisons made, water reclamation and reuse should be components of any long-term water resources management strategy.  相似文献

污水再生利用是减少水体污染、缓解水资源供需矛盾和促进城市经济社会可持续发展的重要途径,但公众的偏见和排斥严重制约再生水处理技术的推广和发展。本文整合技术接受拓展模型和技术准备度理论,构建公众参与再生水回用意愿影响因素模型,运用结构方程模型和人工神经网络进行两阶段实证检验。研究表明:感知有用性和感知易用性对公众参与再生水回用意愿有显著正向影响;便利条件和主观规范分别对感知易用性和感知有用性起显著提升作用;技术准备度的消极因素极大地阻碍了公众再生水回用意愿的提升。基于上述结论,本文提出提升宣传的有效性,完善城市再生水配套设施及相关激励政策,联合社区、学校、企业等平台协同推进再生水处理技术推广工作等对策建议,为政府制定科学有效的干预政策,引导公众使用再生水提供重要的理论参考和实践指导。  相似文献

/ It has been suggested that the general public should be moreinvolved in environmental policy and decision making. It is important forthem to realize that they will have to live with the consequences ofenvironmental policies and decisions. Consequently, policy makers shouldconsider the concerns and opinions of the general public before makingdecisions on environmental issues. This raises questions such as: How can weintegrate the perceptions and reactions of the general population inenvironmental decisions? What kind of public participation should weconsider? In the present study, using a new regional ecosystem model, weattempted to integrate these aspects in its decision making model byincluding the formation of an advisory committee to resolve problems relatedto waste management. The advisory committee requested the activeparticipation of representatives from all levels of the community: economic,municipal, and governmental intervenors; environmental groups; and citizens.Their mandates were to examine different management strategies available inthe region, considering all the interdisciplinary aspects of each strategy,elaborate recommendations concerning the management strategies that are mostsuitable for all, and collaborate in communication of the information to thegeneral population. The results showed that at least in small municipalitiessuch an advisory committee can be a powerful tool in environmental decisionmaking. Although there is a solid body of research on both collaborative decision-making and on processes using models, there is little research on general public attitudes about models and their use in making policy decisions. This project assessed opinions about computer models in general and attitudes about a specific model being used in water planning in the Middle Rio Grande Region of New Mexico, United States. More than 1000 individuals were surveyed about their perceptions of computer-based models in general. Additionally, more than 150 attendees at public meetings related to the Middle Rio Grande planning effort were surveyed about their perceptions of the specific Rio Grande-based model. The results reveal that the majority of respondents are confident in their ability to understand models and most believe that models are appropriate tools for education and for making policy decisions. Responses also reveal that trust in who develops a model is a key issue related to public support. Regarding the specific model highlighted in this project, the public revealed tremendous support for its usefulness as a public engagement tool as well as a tool to assist decision-makers in regional water planning. Although indicating broad support for models, the results do raise questions about the role of trust in using models in contentious decisions.  相似文献

Water is a scarce resource in many parts of the developed world. Two solutions are possible to address water scarcity: conservation of existing resources, or the further production of water from new sources e.g. through recycling of wastewater or desalination of seawater. However, the main hurdle to implementation of many of these solutions is often viewed as a lack of public willingness to adopt these alternative water behaviours. Research in this area is therefore crucial. Yet, and possibly due to the interdisciplinary nature of such research, there is currently no comprehensive overview of what has been done before. This study fills this gap by (1) choosing a general consumer behaviour perspective as a starting point, (2) developing a conceptual model of research required in the area of water-related public acceptance studies, (3) identifying eight key water-related behaviours which require future research attention, and (4) reviewing which areas of the conceptual model have been investigated in the past by conducting an extensive literature review of water-related social science research.The review established that the majority of work which has been conducted is located at the cross-roads of personal characteristics and behavioural intentions. Significant gaps exist in relation to researching the adoption of a wide range of demand-side water behaviours. This indicates a dominance of supply-side solutions in social-research exploration. The review identifies a number of research needs including: the exploration of actual adoption of water-related behaviours (rather than behavioural intentions); and to widen the scope of water behaviour enquiry to include more demand-side solutions. Given the increasing scarcity of water in many areas of the world, addressing these identified gaps will be of significant importance. Thus our model informs the social-research agenda for water policy.  相似文献
