This paper examines Indigenous water rights in rural and remote Australia and how water justice seems to be elusive in many of these spaces. The purpose of this literature review is to link water justice theory and practices to the way different water cultures are valued in Australia while simultaneously critiquing the water justice movement. This paper situates the notion of water justice as a specific kind of environmental justice to cater for the unique qualities that define this resource. In doing so, this paper draws on Schlosberg’s (2004) conception of environmental justice with its trivalent approach that describes the following three ‘circles of concern’: recognition of difference, plurality of participation, and finally equitable distribution of resources and costs and benefits. This framework provides that if the first two ‘circles of concern’ are not in existence in a natural resource management process, then inequitable distribution of that resource is a likely outcome. This paper presents two areas where water injustices exist in the context of Indigenous rural and remote Australia. The first relates to how Indigenous rights to water have been inadequately recognized and the second presents empirical data on water supply and sanitation in rural and remote Indigenous communities that demonstrates ongoing dilemmas around securing this basic human right. The undervaluing of cultural differences relating to water is argued to be antecedent to the injustice manifest in poor water supply and sanitation provision for Indigenous rural contexts. This paper does not attempt to survey the body of ethnographic work on society-water relations in rural and remote Indigenous Australian contexts but reviews the gaps in current mainstream acknowledgement of Indigenous water cultures. In exploring water justice in rural and remote Indigenous Australia, this paper offers a novel approach to a dilemma more frequently analysed solely as a health development issue.  相似文献

Water pollution from small rural industries is a serious problem throughout China. Over half of all river sections monitored for water quality are rated as being unsafe for human contact, and this pollution is estimated to cost several per cent of GDP. While China has some of the toughest environmental protection laws in the world, the implementation of these laws in rural areas is not effective. This paper explains the reasons for this implementation gap. It argues that the factors that have underpinned the economic success of rural industry are precisely the same factors that cause water pollution from rural industry to remain such a serious problem in China. This means that the control of rural water pollution is not simply a technical problem of designing a more appropriate governance system, or finding better policy instruments or more funding. Instead, solutions lie in changes in the model that underpins rural development in China.  相似文献

In recent decades, many changes have occurred in the approach to financing and operating water services in developing countries. The demand‐responsive approach is now adopted in many countries in a context of donor‐supported decentralization processes, which gives more responsibility to end users. However, the government's responsibility at different levels is enforced by the international recognition of the human right to water. This paper examines specific actions that build the role of local government authorities in this scenario. A collaboration between an international NGO and a rural district in Tanzania from 2006 to 2009 is used as an action research case study that is representative of local capacity‐building needs in decentralized contexts and rural areas. Three main challenges were detected: i) lack of reliable information; ii) poor allocation of resources in terms of equity; and iii) lack of long‐term community management support from the district. Two mechanisms were established: i) water point mapping as a tool for information and planning; and ii) a District Water and Sanitation Unit Support (DWUS) for community management. The results show how the framework provided by the goal of human right to water helps to define useful strategies for equity‐oriented planning and post‐project support at the local level.  相似文献

We analyzed the effects of changes in land cover on the water balance in Spain’s Marina Baixa County, on the Mediterranean coast. To reveal how different land management strategies have affected the area’s environment, four municipalities within the same catchment were studied: Benidorm, Callosa d’en Sarrià, Beniardà, and Guadalest. In the municipalities of Callosa and Benidorm, the proportion of the area covered by woodland declined by 4.2% and 30.2%, respectively, and woodland was replaced by agriculture and urban development. The abandonment of farmland produced a 17% increase in the proportion of the area covered by vegetation in Guadalest and Beniardá, where frequent forest fires have exacerbated a decrease in the area of pine woodland. Tourism development in Benidorm has been accompanied by an increase in the transportation infrastructure and by an expansion of areas with an impermeable surface, with the lowest level of infiltration into the aquifer system. These changes have generated a net water deficit in Callosa and Benidorm of more than 6 Mm3/year, creating a high demand for water imported from other municipalities (Guadalest and Beniardá) or from outside of the county to maintain the sustainability of the current water management strategies. The Marina Baixa case study is representative of many of the world’s coastal areas that are undergoing rapid urban development based on an inappropriate understanding of human progress based mainly on economic development and thus provides insights into water management in other areas.  相似文献

Using information on a basic or “lifeline” level of domestic water use obtained from a water demand function based on a Stone–Geary utility function, a minimum water threshold of 128 m3 per household per year was estimated in a sample of municipalities in Southern Spain. As a second objective, water affordability indexes were then calculated that relate the cost of such lifeline to average municipal income levels. The analysis of the factors behind the differences in that ratio across Andalusian municipalities shows that the relative cost of purchasing the lifeline appears inversely related to average income levels, revealing an element of regressivity in the component of water tariffs affecting the least superfluous part of the household’s consumption. The main policy recommendation would involve redesigning water tariffs in order to improve access for lower income households to an amount of water sufficient to cover their basic needs. The proposed methodology could be applied to other geographical areas, both from developed and from developing countries, in order to analyze the degree of progressivity of the water tariffs currently in effect and in order to guide the design of more equitable regulatory policies.  相似文献

The significant progress made during the UN International Water Decade is reviewed, eight years after its inception in 1981. Major issues remain, especially in rural areas. The advantages of an integrated water resource planning framework (IWRP) are explained, including the use of this process to develop a flexible strategy for the water and sewerage sector to meet national policy objectives. Economic efficiency in supply implies optimal service quality and least cost planning, while efficient pricing policy requires the implementation of long-run marginal cost based tariffs. Better sector organization, management, accountability, options for decentralization and innovative financing methods are also discussed.  相似文献

Through interpreting Landsat TM images, this study analyzes the spatial distribution of rural settlements in China in 2000. It calculates rural residential land percentage for every 1-km2 cell. The entire country is divided into 33 regions to investigate the spatio-temporal dynamic patterns of rural residential land during the 1990s. According to the remote sensing survey, the rural residential land increased by 7.88 × 105 ha in the 1990s. The increment of rural residential land was 0.55 million ha in 1990–1995 and 0.23 million ha in 1995–2000. In 1990–1995, rural residential land increased dramatically in the eastern regions such as the Yangtze River Delta, Pearl River Delta, and North China Plain, accounting for 80.80% of the national growth; the expansion in the western regions was much more moderate. In 1995–2000, the expansion of rural residential land in eastern regions slowed, accounting for only 58.54% of the increase at the national level, whereas the expansion in the western regions accelerated. Rapid rural residential development resulted from increasing home construction and the limited control on rural land. The great regional disparity reflected the regional economic development and land-use policy change. Our finding shows that nearly 60% of the rural residential area came from cropland.  相似文献

Presently in Australia there are no mandatory drinking water standards. Here we argue that the risk associated with drinking water in Australia is of a dimension discernible to warrant mandatory regulations. The catchments that supply the major metropolitan areas of Sydney and Adelaide, and the groundwater for the city of Perth have been seriously compromised by the encroachment of development and activities. Melbourne in the past has generally relied on a closed catchment reservoir system; however, population growth in the near future will sequester the full online operation of additional reservoirs, which have multiple land use catchments. In addition to the current landscape circumstances, the management of a water system in itself proposes significant issues of risk. Two critical assumptions that are unique to a mass medium substance like water and dramatically alter the appraisal of risk are: (1) very large numbers of people are potentially exposed, and (2) small changes in contaminant levels may have adverse population outcomes. It is also known that water reticulation systems frequently suffer from contamination problems caused solely by the distribution system, and optimal management of these facilities would best be served by statutory protected transparency and dedicated water quality programs. In 1979, an Australian parliamentary committee stated that an “uncontaminated water supply is” a “basic requirement for the obtainment of good health”; however, recent surveys of Australian water systems show many are not meeting basic water quality criteria, and many communities are not receiving regular monitoring or testing as required by government authorized Australian drinking water guidelines. Exacerbating this situation is the lack of reporting and statutory endorsed standardized procedures to ensure information is properly and promptly recorded and that data are centralized for maximum benefit. The evaluation of risk associated with drinking water in Australia is often hampered by inadequate or incomplete data. Lastly, regional and rural water supplies face a vast array of contemporary problems and experiences that include widespread usage of pesticides and agricultural chemicals. In recent years, the Darling River has experienced the worst algal bloom known to man, and this river system not only supplies a number of regional and rural towns with water, but eventually connects with the River Murray, which supplies the State of South Australia with approximately 50% of its water requirements.  相似文献

In the late 1990s China started to expand its market economic reform to the public sector, such as water services. This reform led to major changes in urban water management, including water tariff management. The reforms in water tariff management relate not only to tariffs, but also to the decision-making on tariffs. Water tariff decision-making seems to move away from China's conventional mode of highly centralized and bureaucratic policy- and decision-making. The legalization, institutionalization and performance of public hearings in water tariff management forms a crucial innovation in this respect. This article analyzes the emergence, development and current functioning of public hearings in water tariff setting, and assesses to what extent public hearings are part of a turning point in China's tradition of centralized bureaucratic decision-making, towards more transparent, decentralized and participative governance.  相似文献

This article assesses the role of local institutions in managing irrigation water use. Fifty irrigation systems in each country were studied in Nepal and Thailand to compare the influence of local institutions on performance of irrigation systems amid changes in external policy and market pressures. Nepal’s new irrigation policy after the re-instatement of multiparty democracy in 1990 emphasized participatory irrigation management transferring the management responsibility from state authorities to water users. The water user associations of traditional farmer-managed irrigation systems were formally recognized by requiring registration with related state authorities. In Thailand also government policies encouraged people’s participation in irrigation management. Today water users are directly involved in management of even some large irrigation systems at the level of tertiary canals. Traditional communal irrigation systems in northern Thailand received support for system infrastructure improvement but have faced increased interference from government. In Thailand market development supported diversification in farming practices resulting in increased areas under high water-demanding commercial crops in the dry season. In contrast, the command areas of most irrigation systems in Nepal include cereal-based subsistence farming with only one-third having commercial farming. Cropping intensities are higher in Nepal than in Thailand reflecting, in part, differences in availability of land and management. In both countries local institutions play an important role in maintaining the performance of irrigation systems as external drivers and local contexts change. Local institutions have provided alternative options for irrigation water use by mediating external pressures.  相似文献

ABSTRACT: Federal planners, in proposing the massive main stem Missouri River water developments in Montana and North Dakota, promised economic and social benefits to the local residents. Five main stem dams, Fort Peck, Garrison, Oahe, Big Bend and Fort Randall, were evaluated for community and rural development effectiveness. Thirty-seven development factors were examined and improvements noted. Only small differences were noted between areas with water developments and the control area. Further analysis revealed that water development benefits moved downstream and to existing urban areas. The Missouri River's rural areas and small communities were not developed significantly by the water projects. Several problems associated with water development policy were illustrated by the study. Cultural differences between planners and the population impacted were ignored. Second, the allocation of social costs was not considered and related to this, serious geographic maldistribution of benefits and costs resulted. The differences between pre-development promises and development performance was dramatic. While the large dams remain as landmarks to engineering prowess, the projects need to be evaluated for their success in meeting humanistic development objectives. Major redevelopment may be warranted by such an ex-post evaluation.  相似文献

ABSTRACT: The importance of water conservation was emphasized by a proposed National Water Policy which was established during the previous Carter Administration. This policy stressed water conservation on a national scale. Such a policy sought to apply one program to all water resources problems. Before implementation of this or another such policy, consideration must be given to those vast areas of the country which in reality do not have a shortage of water. One of these areas is the French-Broad River basin in Tennessee. This report was formulated in an effort to describe both the positive and negative effects of water policies which would bring about either a 10 percent or 30 percent reduction in water usage in this basically water rich area. The parameters used in the evaluation included selected economic, sociological, legal, and environmental impacts.  相似文献

The EPA’s new nonpoint source pollution control requirements will soon institutionalize urban erosion and sediment pollution control practices nationwide. The public and private sector costs and social benefits associated with North Carolina’s program (one of the strongest programs in the country in terms of implementation authority, staffing levels, and comprehensiveness of coverage) are examined to provide general policy guidance on questions relating to the likely burden the new best management practices will have on the development industry, the likely costs and benefits of such a program, and the feasibility of running a program on a cost recovery basis. We found that urban erosion and sediment control requirements were not particularly burdensome to the development industry (adding about 4% on average to development costs). Public-sector program costs ranged between $2.4 and $4.8 million in fiscal year 1989. Our contingent valuation survey suggests that urban households in North Carolina are willing to pay somewhere between $7.1 and $14.2 million a year to maintain current levels of sediment pollution control. Our benefit-cost analysis suggests that the overall ratio is likely to be positive, although a definitive figure is elusive. Lastly, we found that several North Carolina localities have cost recovery fee systems that are at least partially self-financing. Severe drinking water shortage affects all resident of the Kabul river basin. Two and a half decades of civil war in Afghanistan (it began in late 1978) have resulted in widespread environmental degradation and water resource development throughout the country. The war has already finished and, therefore, water resource management for supplying water is one of the most important tasks for Afghanistan’s government. The Kabul river basin which is the most populated area in the country is located in the eastern part of Afghanistan. This article deals with the water resource properties of the Kabul river basin and also water demand in the important cities of the basin, such as Kabul, the capital and the largest city in the country. Also a few suggestions for providing water for domestic and agriculture purposes in short term, medium time and long term have been discussed.  相似文献

As a result of the UK Government's waste policy, which increasingly encourages sustainable development, and the realisation that water in the UK cannot be treated as an unlimited resource, there is growing interest in reducing the demand for water by industry. A series of industrial waste minimisation clubs have been set up within the country. This paper identifies the effectiveness of these clubs in reducing the demand for water. An overview of some of the clubs show how there is a major discrepancy between potential and implemented water savings, whilst a more detailed analysis of three specific examples show how water demand and cost to the company can be reduced, with the project paying for itself within around 1 year. It appears that companies are able to reduce water consumption by approximately 30%. If this level of saving was taken up by the entire industrial sector in England and Wales, water consumption could be reduced by approximately 1500 Ml/day. This reduction would be more significant in regions of lower rainfall, for example East Anglia and Southeast England.  相似文献

Mining-contaminated sites and the affected communities at risk are important issues on the agenda of both researchers and policy makers, particularly in the former communist block countries in Eastern Europe. Integrated analyses and expert based assessments concerning mining affected areas are important in providing solid policy guidelines for environmental and social risk management and mitigation. Based on a survey for 103 households conducted in a former mining site in the Certej Catchment of the Apuseni Mountains, western Romania, this study assesses local communities’ perceptions on the quality of water in their living area. Logistic regression was used to examine peoples’ perception on the quality of the main river water and of the drinking water based on several predictors relating to social and economic conditions. The results from the perception analysis were then compared with the measurements of heavy metal contamination of the main river and drinking water undertaken in the same study area. The findings indicate that perception and measurement results for the water quality in the Certej Catchment are convergent, suggesting an obvious risk that mining activities pose on the surface water. However, the perception on drinking water quality was little predicted by the regression model and does not seem to be so much related to mining as to other explanatory factors, such as special mineralogy of rock and soils or improper water treatment infrastructure, facts suggested by the measurements of the contaminants. Discussion about the implications of these joint findings for risk mitigation policies completes this article.  相似文献

The United Republic of Tanzania is currently facing energy problems that have seriously affected its socio-economic development and environment. To solve these problems, the country is striving to exploit its renewable energy potential, among other efforts. This publication highlights the prevailing energy situation in Tanzania and provides a short review of potential energy resources. It then discusses current institutional efforts and capabilities in research, development, diffusion and commercialization of renewable energy technologies. The paper also identifies some barriers to promotion of renewable energy technologies. Finally, it outlines the energy policy of Tanzania and actions taken by the government of Tanzania to promote renewable energy technologies.  相似文献

The paper introduces the so-called climate change mainstreaming approach, where vulnerability and adaptation measures are assessed in the context of general development policy objectives. The approach is based on the application of a limited set of indicators. These indicators are selected as representatives of focal development policy objectives, and a stepwise approach for addressing climate change impacts, development linkages, and the economic, social and environmental dimensions related to vulnerability and adaptation are introduced. Within this context it is illustrated using three case studies how development policy indicators in practice can be used to assess climate change impacts and adaptation measures based on three case studies, namely a road project in flood prone areas of Mozambique, rainwater harvesting in the agricultural sector in Tanzania and malaria protection in Tanzania. The conclusions of the paper confirm that climate risks can be reduced at relatively low costs, but the uncertainty is still remaining about some of the wider development impacts of implementing climate change adaptation measures.  相似文献

This article attempts to delineate women's roles in natural resource management by highlighting their roles in management of water, agriculture, livestock, forestry and fishery. The article is based on the findings of case studies in rural areas of India and Nepal done during 2003 and 2004 by the author as well as by other researchers. Taking women as primary respondents, empirical work used participatory techniques, such as in‐depth surveys, focus group discussions and participant observation. Findings suggest that women clearly outdo men in terms of their involvement in use and management of all the studied sectors, i.e., water, agriculture, livestock, forestry and fishery. Yet, they face categorical exclusion and denial of equal sharing of benefits from natural resources. In order to ensure sustainable use of these resources, the article recommends that policy makers, planners and development workers must have a better understanding of the relative and often shifting roles of men and women in natural resource management, including division of labour, access to resources, decision‐making and traditional knowledge and practices. The article concludes with sector‐specific recommendations.  相似文献

Reader in the Department of Geography and Geology at the University of Hong Kong. Despite the rapid urbanization of Hong Kong over the last few decades, until the late 1960s a serene countryside, contrasting with the bustling city close at hand, was left by default. Whereas many of the extra-urban hills have been designated as country parks, which guards them against development, the farmland and villages in the lowland have been intruded upon increasingly by non-conforming uses. The new-town programme initiated in the 1970s accelerated the rural degradation. Agricultural decline and urban-generated forces such as city expansion, land-value appreciation, port development, suburbanization and China trade provided the impetus. Urban-oriented activities, in particular open storage and port back-up, informal factories and village houses, began to encroach indiscriminately. A landmark court judgement in 1983 allowing such uses of farmland initiated a rampant spread and rural blight. The small rural realm has telescoped and accentuated the degradation. The policy of minimum interference in indigenous villagers' affairs accounted partly for the slow response. Belated statutory measures, introduced in 1991, ushered modern planning into the rural areas for the first time. The long-term policy aims at containing the proliferation, discontinuing uses at sensitive locations and opening sites and facilities for orderly accommodation of an inevitable urban overspill.  相似文献
