应对气候变化是全球各国共同面临的严峻挑战,而不同国家由于其自身发展阶段、治理水平等存在差异,气候治理模式也呈现不同特征。本文系统梳理了英国、德国、法国、美国、欧盟、日本、韩国、印度、巴西、南非等全球主要经济体和排放体的气候政策体系与机构设置情况,将其气候治理模式分为五类:政策引领型、法律缺失型、整体完备型、部分行业先行型和政策协调双缺失型,并从政治体制和党派态度、资源禀赋和强势部门、战略定位与气候叙事、公众态度与国际事件四个维度进行了影响因素的分析。建议我国未来可在加快推进气候立法、充分发挥制度优势、形成中国特色治理方案、推动建立公平合理互利共赢国际治理体系、落实完善“1+N”政策体系等方面加强工作部署,提升应对气候变化治理水平,促进“双碳”目标尽早实现。  相似文献

在全球治理和国际秩序加速变革等大变局背景下,全球气候治理体系和秩序正在经历深刻变化。全球气候问题需要全球气候治理的主体去认知与改造,主体在全球气候治理进程中有着关键性影响。当前全球气候治理主体的内涵和外延在持续变化,最值得关注的变化就是全球气候治理主体走向共同体化,并且正在形成一种规范。全球气候治理主体间在利益、责任与命运关系的演化,对更大范围的、更深程度的主体关系提出了新要求。本文基于近年来全球气候治理实践,分析了全球气候治理主体共同体及其关系的发展情况与趋势,同时分析人类命运共同体如何引导全球气候治理主体共同体及其关系,以更好聚焦国际社会应对气候变化的首要因素,开启全球应对气候变化新征程。  相似文献

应对气候变化实现碳达峰、碳中和目标需要海量的资金投入并将为中国带来巨大的气候资金缺口,解决这一难题亟须大量的资金投入和高效的投融资手段。2020年以来我国气候投融资顶层文件相继出台,尽管气候投融资体系和试点工作的研究逐渐丰富,但是气候投融资理论研究仍然落后于地方和金融机构的相关实践。本文聚焦于气候投融资体系中存在的标准不统一、机制不灵活、信息不对称、数据不可靠等关键问题,梳理气候投融资加速发展所需的关键要素,讨论气候投融资加速发展的预期目标,提出一套结合数字科技应用的气候投融资加速发展新生态体系及其标准体系、技术体系、数据体系的构建方案,旨在引导和鼓励资金流向技术先进、示范创新、气候效益显著的绿色低碳项目,为气候投融资试点和“双碳”政策落地,提供理论支撑和政策参考。  相似文献

当前落实《巴黎协定》的实施细则谈判中,如何体现气候变化公约和《巴黎协定》的原则,全面、均衡地推进适应、减缓、资金、技术、能力建设和透明度各要素的进展,各缔约方仍存在较大分歧。为缩小各国减排承诺与实现控制温升2℃目标间的差距,2018年将开展"促进性对话",强化各缔约方的承诺和行动,也面临复杂的博弈形势。中国倡导合作共赢、公平正义、共同发展的全球气候治理新理念,把合作应对气候变化作为推动各国可持续发展的机遇,促进各国特别是发展中国家走上气候适宜型的低碳经济发展路径,以实现"发展"与"减碳"的双赢,促进各国加强互惠合作,共同发展,打造人类命运共同体。在国内遵循绿色、循环、低碳发展理念,统筹国内可持续发展与全球应对气候变化国内、国际两个大局,推动能源革命和经济发展方式转型,打造经济、民生、资源、环境与应对气候变化多方共赢的局面。加强国际务实合作,结合"一带一路"建设,秉承生态文明建设和绿色发展理念,与沿线国家可持续发展战略相对接,加强先进能源产业与低碳基础设施的建设和互联互通。中国在全球气候治理变革、能源与经济低碳转型、互惠共赢国际合作等领域,已经并将继续做出重要贡献,发挥引领作用。  相似文献

近年来,欧盟考虑在气候变化立法中引入碳边境调节机制,旨在消除境外企业由于碳排放成本不对称而获得的价格优势。这一机制对于欧盟对冲减排压力、助力工业回流、增强气候领导力以及推动绿色转型大有裨益。作为一种碳关税政策,该机制确有贸易壁垒之嫌,在国际法上存在较大合法性争议。但未来欧盟可通过制度设计使其符合《关税与贸易总协定》(GATT)第20条,进而获得实施可能性。对我国而言,该机制实施必将会在诸多领域对我国产生不利影响,但某种程度上也可倒逼我国出口结构和贸易方式的调整升级。基于此,今后我国应自上而下完善碳市场建设,适时推动“碳交易+碳税”复合政策双轮驱动;积极开展气候外交;促进我国承接国际产业转移和出口的可持续发展。在法律对策上,积极参与国际谈判与规则制定;完善气候治理体系;促进低碳外贸发展;健全可再生能源激励制度。  相似文献

现有国际气候制度的目标、公平性和效率方面均存在严重不足,导致各国无足够动力实施减缓行动,进而引发了国际气候制度改革的要求。强调国家减排责任分配的公平与强调减排结果,产生了以合法性为导向和以有效性为导向这两条不同的气候治理路径。合法性根本上联系着"共同但有区别的责任"这一规范,有效性则联系着资金技术政策工具。对中国来说,坚持IPCC方案的同时全力推进资金技术转让,"在有效性中累积合法性"的路径是最佳选择。  相似文献

在保证全球气候安全的前提下,如何公平分配有限的碳排放空间,是全球气候治理与气候谈判关注的焦点问题。对发展中国家而言,国际社会对碳排放权的公平分配不仅涉及到环境问题,更关系到它们的发展权益与成本。在对"气候公平"理论的主流观点、碳排放权分配的若干"公平原则"进行述评的基础上,通过对中外典型的碳排放权分配方案的梳理和剖析,探讨了"气候公平"从"祖父原则"到"人均公平"、从"人均公平"到"人均累计公平"、从"人均累计公平"到兼顾"人均累计公平"与"可持续发展"、从"生产型排放公平"到"消费型排放公平"、从"排放公平"到"发展公平"的发展方向,并从碳排放权公平分配的角度探讨了如何保证未来全球气候安全、满足人类基本需求的碳排放、发展中国家可持续发展的"三赢"。  相似文献

气候变化是全人类面临的严峻挑战,我国受到气候变化的不利影响更为显著,加快采取雄心勃勃的适应气候变化行动显得尤为重要,但资金机制一直是我国适应进程中的主要障碍,亟须借鉴国际经验构建完善适应气候变化的资金机制。基于此,本文首先简要分析国际适应气候变化资金机制的基本情况,然后选取适应进程较为完善的美、英、德、日等典型发达国家,分别从适应政策体系、国内适应资金和国际援助资金等三个方面梳理总结各国适应气候变化资金机制,最后分析我国适应气候变化资金机制及存在的问题,并提出对我国适应气候变化资金机制的启示。研究发现,《联合国气候变化框架公约》及其气候变化国际谈判进程是各国推进适应气候变化资金机制的主要动因,发达国家重视适应政策的法制化,但政策力度和运行模式有所不同,公共部门是各国适应资金的主要来源,私人资金潜力尚待挖掘,国际气候援助注重减缓与适应并重,但援助力度有待加强。未来我国应从完善适应气候变化顶层设计、建立适应气候变化资金保障机制、提高适应气候援助力度、加强国际交流与合作等方面完善我国适应气候变化资金机制。  相似文献

气候变化的不确定性决定对于其带来的不良环境影响也不能做出确切的预测。《联合国气候变化框架公约》、《京都议定书》及《关于消耗臭氧层物质的蒙特利尔议定书》的缔结和生效为各国一致行动提供了国际法上的依据。应当加强气候变化的科学研究,制定实施有效的政策法律措施,同时施加我国的大国影响,推动气候变化问题的国际解决进程。  相似文献

This research paper is an attempt to define and analyse the concept of the blue economy (BE) and its implications for achieving Sustainable Development Goals (SDGs). This study covers aspects such as building a blue economy to achieve SDGs, the importance of a healthy ocean for current and future generations, maintaining the momentum to save the ocean, achievements of the United Nations (UN) conference on the Sustainable Blue Economy, and the highlights of the UN World Water Development Report 2020. This study specifically analyses the health effects and threats to biodiversity, adaptation and mitigation, improved wastewater management, prioritizing water, accessing climate funds, water and climate change, and the relationship between the blue economy and UN SDGs as well as identification of key stakeholders. This is achieved through a detailed literature review on the blue economy that identifies global organizations working on creating a blue economy, elements of the blue economy and current development efforts, United Nations Convention on the Law of the Sea, sustainability and equity, ocean governance, international law and frameworks, and improvement in governance frameworks among other issues. The methodology used attempted to develop a macro, comprehensive, and systematic aggregate database at the country level on macro parameters, namely blue economy, blue finance, BE-SDGs linkages, water development, marine sector, SDGs data on SDG-14 (life underwater), SDG-6 (access to safe drinking water and sanitation), SDG-3 (good health and well-being), and optimal management of water resources through scientific techniques, such as building several small reservoirs instead of mega projects, develop small catchment dams and protect wetlands, soil management, micro catchment development, recharging of underground aquifers thus reducing the need for large dams, which has encountered challenges due to data limitations. The results of this research study emphasize broader stakeholder consultations at the global level to resolve the issues relating to blue economy, blue finance, and ocean governance. The most important conclusion and policy implications of the study are that international organizations including the United Nations, the Asian Development Bank, and the World Bank are working towards achieving the SDGs in general, and the blue economy, blue finance, and ocean governance in particular.  相似文献

We characterize and compare water challenges confronting the 28 megacities of the world in 2014. Relying on existing literature and diverse primary data sources, we present a unique portrait at a global scale of the water implications of the rapid growth in megacities. We find that differentiating and analyzing the complexity of megacities' water problems based on geographic contexts, historical development trajectories, urban population growth rates, and forms of urban expansion helps explain the nature of the various water management problems they confront. Two governance features also shed light on megacity water challenges: fragmentation resulting from forms of megacity urban expansion; and, urban dualism resulting from contradictions between historical and cultural legacies and the rise of global engineering and technological norms for water management. The increasing vulnerability of megacities to climate change poses risks as well as opportunities for a more collective response to address this global phenomenon. Our analysis raises important questions and offers guidance about the future trajectories of many more large cities around the world that are on their way to becoming megacities.  相似文献

Cities have increasingly become the focal point for climate change initiatives. However, how cities respond to climate change challenges and through what mechanisms have remained largely unexplored. This paper develops a framework for local governance to examine and explain climate change initiatives in cities. Based on the analysis of 20 climate change initiatives in major cities and a detailed case study of Hong Kong, this paper has two main findings. First, local governments at the city level have an important role to play in climate change policies by embracing some key strategies (such as deliberation and partnership) and values (such as equity and legitimacy) of good governance. Second, by comparing and contrasting the experience in other cities, our case study of Hong Kong provides insights about the barriers that may limit a city's ability to adapt to new forms of governance that would enable it to better respond to climate change. The paper concludes by exploring the potential role of local governance as a model to strengthen climate change initiatives at the city level.  相似文献

为了实现碳排放达峰目标和碳中和愿景,明确应对气候变化的法律地位、工作目标和法律要求,规定部门职责及温室气体排放权的法律属性与交易机制,分解工作目标并开展评价考核,彰显国家应对气候的法治决心,亟须制定综合性基础法律——应对气候变化法。该法的制定已具备充足的研究起草基础和下位法支撑,建议尽快纳入全国人大常委会立法计划,并启动《环境保护法》等相关法律的修改。本文建议,将低碳发展和碳排放达峰、碳中和等纳入立法目的,设立总则、规划与标准、气候变化减缓、气候变化适应、管理和监督、国际合作、法律责任、附则八章,合理设立规范重点。健全统一监管与部门分工负责的体制和基金筹集、市场交易、社会共治等机制,全面构建国内应对气候变化管理制度体系,部署国际协商与合作措施,设置地方政府工作目标责任,对违法行为规定罚则。  相似文献

This special issue contributes to scholarly debates about the role of cities in global climate governance, reflecting on the promise, limits, and politics of cities as agents of change. It takes an empirically-informed approach drawing on multiple diverse geographical and political contexts. Overall, the special issue aims to stimulate reflection and debate about where understanding and practice needs improvement to advance the role of cities in global climate governance. Key questions that are addressed in the special issue include: To what extent do real world experiences confirm or disconfirm the high expectations of cities as agents and sites of change in addressing global climate change as expressed in urban climate governance literature? In what ways do internal political dynamics of cities enable or constrain urban climate governance? How is climate governance in cities enabled and constrained by interactions with broader governance levels? In this article, we evaluate to what extent the Climate Justice discourse has been associated by the press to extreme climate events in Brazil. The text is based on the examination of articles published by important newspapers in Rio de Janeiro and São Paulo, after two major rain events which produced floods and landslides in these two cities. Based on these findings, we suggest that the adoption of the Climate Change discourse in Brazil could produce three main positive outcomes: improve the discourse's acceptance in the international arena, increase the chances that the claims of affected groups are heard by Brazilian government, and turn current policies designed to correct effects of extreme climate events into structural policies designed to reduce vulnerability and to adapt to Climate Change.  相似文献
