Sustainability in forestry is a complex amalgam of trade-offs among its various dimensions and there is no easy route to achieve sustainable development. It is important that policy process and implementation strategy of these policies should be based on sound information about these trade-offs. There is a growing consensus amongst key forest decision-makers in Bangladesh that traditional forestry is needed to make the transition to more sustainable forestry, which is likely to involve local people in forest management. As a result, the government has initiated a social forestry program from 1981 with the assistance of the Asian Development Bank (ADB) loan and the United Nations Development Program (UNDP) grant and operated mainly in Sal forest areas. The most important objective of this program is to protect, manage, and develop forests in a sustainable way by involving local communities. Although several studies have focused on the management issues of social forestry, none of these studies has evaluated the indicators of sustainable social forestry. The purpose of this study is to evaluate the criteria of sustainable development of social forestry in Bangladesh. The study is based on primary cross-sectional data collected using the multistage stratified sampling technique. In total, 581 social forestry farmers were selected randomly and interviewed using a pre-tested questionnaire. The study evaluated some important components of sustainable development and identified the following conditions of social forestry in Bangladesh:(i) almost all the components of sustainable development of social forestry, although not at the aspiration level, were at good condition;(ii) participants were interested and committed to work with Forest Department in developing social forestry;(iii) they had been utilizing both hard and soft technology in practicing social forestry, although there exists ample scope of development;(iv) income of participants after involving in social forestry had increased, although not at satisfactory level; and(v) process of producing social and material goods had been under progress.However, there exist plenty of scopes for sustainable social forestry development through improving the sustainable development components more carefully.Readers should send their comments on this paper to: BhaskarNath@aol.com within 3 months of publication of this issue.  相似文献

Environmental change requires adaptive responses that are innovative, forward-looking and anticipatory, in order to meet goals for sustainability in socio-ecological systems. This implies transformative shifts in understanding as conceptualised by the idea of ‘double’- or ‘triple-loop learning’. Achieving this can be difficult as communities often rely on shorter-term coping mechanisms that purport to maintain the status quo. The use of participatory scenario planning to stimulate forward-looking social learning for adaptation was investigated through three contrasting community case studies on natural resource management in Latin America (in Mexico, Argentina and Colombia). Exploratory scenario narratives that synthesised local knowledge and future perceptions were used iteratively to define response options considered robust across multiple futures. Despite its intensive format, participants in each case agreed that scenario planning enabled a more systematic appraisal of the future. Scenarios facilitated innovation by providing scope to propose new types of responses and associated actions. Differences in local context meant that learning about future change developed in diverse ways, showing a need for a reflexive process. Reframing of key issues characteristic of double-loop learning did occur, albeit through different forms of interaction in each location. However, a shift towards transformative actions characteristic of triple-loop learning was less evident. Achieving this would appear to require ongoing use of scenarios to challenge social norms in light of changing drivers. Use of learning loops as a diagnostic to evaluate adaptive responses provided a useful reference framework although in practice both innovation and consolidative approaches can develop concurrently for responses to different issues.  相似文献

This paper presents a theoretical framework that can be used to discuss the question of how context, time and different participatory process designs influence the results of participatory monitoring projects in terms of concrete outputs (such as sustainability indicators) and the more intangible social outcomes (such as learning and stakeholder relations). We will discuss and compare four different cases of participatory monitoring of provincial sustainable development in the Netherlands. The results show sustainability issues selected by the stakeholders reflect the socio-economic and ecological structural characteristics of their region. In a different context, stakeholders not only assign different weights to the same set of issues, but more importantly they select a completely different set of regional aims altogether. Since these regional structural characteristics only change slowly over time, the influence of time on stakeholder preferences is shown to be only of minor importance. However, the dissipation of learning effects is shown to be a fundamental challenge for the cyclical nature of participatory monitoring, especially when its goal is shared agenda building. Another important conclusion is that, in the design of participatory processes, more attention should be devoted to providing stakeholders with the opportunity to comment on an ‘intermediate’ product.  相似文献

The involvement of local communities, as well as the private sector and the government in forest management is now an important principle of tropical forestry policy and practice and a major component of most international forestry aid programmes. This paper present an analysis on the Joint Forest Management Project initiated by two timber companies (Ghana Primewood Products Ltd and Dalhoff Larsen & Horneman) in collaboration with local people in Gwira-Banso of Ghana. Conditions required for enhancing responsibility for and commitment to local forest management, and for an effective local participatory process were also analysed. The study began with the premise that incentives and good communication will enhance participation in joint forest management.The assumption was valid and the results from the survey showed that five broad issues prioritised by respondents to be essential for co-partnership in forest management are communication, financial support, tree planting, multiple land use and benefit sharing. The Project enjoys a great deal of support from the local community, but a number of factors make the continued support of local people a challenging task, including questions of immediate livelihood sources and tenure arrangements. Although this participatory forest management has been implemented over a relatively short period, there is evidence that government and private sectors can successfully involve local people in sustainable management of the forests.  相似文献

This study proposes and empirically tests a framework that integrates the concepts of community resilience and social–ecological system (SES) resilience through community forestry case studies. The framework provides a possible approach for assessing community resilience based on the development and allocation of socio-cultural, economic, and natural capital of individual households within a given forest community. Furthermore, aspects of SES resilience and system dynamics are used to define the potential state thresholds of community resilience. This exploratory attempt to quantify community resilience, using the proposed framework, aims to advance understanding of the conceptual overlaps of SES and community resilience as applied to forestry management. We consider community forestry groups as SES examples in which the community is an important stakeholder in managing natural forest capital. We selected pioneer communities under the community-based forest management (CBFM) Program in the Philippines as our case studies. We found that, on average, CBFM group members demonstrated moderate levels of resilience according to their acquired levels of capital. Although economic capital remained the weakest capital, the CBFM program had a positive effect in increasing the socio-cultural and natural capital of an entire community.  相似文献

Transdisciplinary (TD) research is an example of a participatory research approach that has been developed to address the complexity of societal problems through the exchange of knowledge and expertise across diverse groups of societal actors. The concept of knowledge exchange is central to the ability of TD research to produce usable knowledge. There is, however, limited theoretical attention to the processes that enable knowledge exchange, namely learning. In this article, we analyze the “transferability” of knowledge generated in TD research settings from a practice-based approach. In this approach, learning and knowing are seen as situated in social practices, in meaning making processes where the involved participants make sense of what they do and why they do it. We describe and analyze three TD projects, and discuss the role of practitioners’ perspectives in the interpretation of the tasks and realization of TD, and in the consequences this has for the organization of the research process and the usability of its results. The analysis shows that while the project teams were given the same task and framework, they did not understand or enact TD in a similar fashion. The three projects created different goals and organizations. They also resulted in different challenges, which could be identified and analyzed by the use of a practice-based approach to learning. In the conclusions, we identify aspects for both practice and research that are important for creating sufficient conditions for learning in TD research processes so that they can better promote contributions to societal change.  相似文献

Quality of life concerns in rural development planning and management processes at the local level need to be identified and evaluated through participatory bottom–up approaches. This paper provides an overview of the main issues related to the quality of life concept in the context of rural sustainable development and discusses the need for operational governance models in order to identify, evaluate, and incorporate in action planning quality of life concerns at the local level. Civic ecology practices, such as community gardening and citizen-led urban reforestation and wetland restoration, provide opportunities for social learning. Because social learning is an important component of community resilience, we suggest that civic ecology practices can be a strategy for responding to and mitigating environmental disturbances in an era threatened by climate change. Despite the links between civic ecology, social learning and community resilience, empirical research that systematically considers these connections is limited. This study addresses this gap by introducing ‘frames’ as an approach to considering social learning outcomes and process. More specifically, we provide a model for investigating the role civic ecology education programs play in shaping youths’ capacity to understand and respond to environmental disturbance. We used participant observation and cognitive mapping to assess social learning among three youth restoration programs working in the wake of Hurricane Sandy in New York, NY, and after the 2013 floods in Boulder, CO. In all three programs, youth demonstrated social learning and cognitive change by shifting their emphasis from the impacts of disturbance towards a solutions-based framing that focused on community, action, and mitigation. However, the depth of these changes was not uniform across all programs, suggesting that variations in program length, community context, social identity, and opportunities for self-defined action may shape overall impacts of programs and youth capacity for future action.  相似文献

While ecological resilience is conceptually established, resilience concepts of social–ecological systems (SES) require further development, especially regarding their implementation in society. From the literature, (a) we identify the need for a revised conceptualization of SES resilience to improve its understanding for informing the development of adjusted mental models. (b) We stress the human capacity of social learning, enabling deliberate transformation of SES, for example of SES to higher scales of governance, thereby possibly increasing resilience. (c) We introduce the metaphor of adaptive waves to elucidate the differences between resilience planning and adaptation, by conceptualizing adaptation and transformation as dynamic processes that occur both inadvertently and deliberately in response to both shocks and to gradual changes. In this context, adaptive waves stress the human and social capacity to plan resilience with an intended direction and goal, and to dampen the negative effects of crises while understanding them as opportunities for innovation. (d) We illustrate the adaptive waves’ metaphor with three SES cases from tourism, forestry, and fisheries, where deliberate transformations of the governance structures lead to increased resilience on a higher governance scale. We conclude that conceptual SES resilience communication needs to clarify the role and potential of human and social capital in anticipating change and planning resilience, for example, on different scales of governance. It needs to emphasize the crucial importance of crises for innovation and transformation, relevant for the societal acceptance of crises as drivers of adaptation and transformation. The adaptive waves’ metaphor specifically communicates these aspects and may enhance the societal capacity, understanding, and willingness for planning resilience.  相似文献

Coastal areas are the focus of intensive urbanisation and tourism and are subject to changing physical processes causing significant natural environment modifications. It is in this context that the European Commission (EC) developed the Integrated Coastal Zone Management (ICZM) Recommendation and invited coastal Member States to produce national implementation strategies. Its general aim of sustainable coastal development was based on policy integration in cooperation with all stakeholders in an informed and participatory context. Portugal responded to the EC request by creating, approving, and adopting the national ICZM strategy. This paper focuses on Portuguese experiences putting the ICZM recommendation into practice and begins with a brief overview of community guidelines, national legislation, and implementation. Subsequently, governance mechanisms are discussed and best practice identified. From an assessment of Portuguese ICZM progress and lessons learned, conclusions and recommendations for improved effectiveness included: strengthening governance; improving sustainable decision-making processes supported by technical and scientific knowledge; and securing financial sustainability.  相似文献

Studies show that NGOs persist in using social media to impart unidirectional messages rather than taking advantage of the participatory nature of networked media. Fear of a loss of message control may be at the heart of NGOs’ desire to keep social media messages on track. The current study examines the success of an environmental NGO in keeping its social media messages under control using quantitative content analysis of an NGO-promoted hashtag, #climatemarch, during a United Nations conference on climate change in 2015. Three dimensions of social media message success – volume, topic/valence, and participants – are proposed.  相似文献

A focus on communication can provide in-depth understanding of public participation in natural resource management. Analysis of empirical material from a participatory process using the theoretical concepts of discursive closure and discursive opening revealed that openings were achieved, but the perspectives represented in the process were also closed down. The reasons for closures are discussed in terms of structural constraints, with participants shown to have many different constraints and different reasons for making closures. The conclusion is that the type of theoretical analysis presented in this paper could be used by a facilitator in meetings as a participatory tool to investigate closures and open them up to achieve a more deliberative process.  相似文献

The current trend in foreign aid is toward small-scale sustainable development projects in partnership with defined communities. However, these projects are subject to the influences of self-interested human behavior, poorly defined community structures and resources and organizational constraints that can prevent full realization of development models. Under these constraints, attempting participatory community development models to the exclusion of other techniques may not be the most effective way to achieve positive change. Instead, development agencies should consider adopting other proven elements of development in combination with the spirit of community development to achieve a positive impact within the community and organizational structures and ensure accountability for success. A small-scale attempted, sustainable development case study in Rwanda is reviewed, as well as a new concept for larger scale development integrating ‘carbon credits’. Additionally, a development accreditation organization is proposed to ensure additional accountability in this field.  相似文献

At the Earth Summit in Johannesburg in 2002, partnerships were touted as one of the key routes to sustainable development. But can partnerships really deliver improvements to rural livelihoods? This paper reviews one set of claimed partnerships, those between forestry companies and local individuals or communities, to assess the benefits, and the costs, to local livelihoods. Most arrangements between forestry companies and local communities are not equitable enough to be called partnerships, so the term “deal” is preferred. Positive local impacts of company–community deals include sharing of risks, better returns to land than otherwise possible, opportunities for income diversification, access to paid employment, development of new skills, upgrading of local infrastructure and environmental improvement. However, company–community deals have not yet proved sufficient to lift people out of poverty. They remain supplementary rather than central to income generation. Furthermore, while some deals have resulted in greater cohesion and organisation among community groups, there is as yet little evidence of substantial increases in community bargaining power. Ways forward to increase returns to communities (and to their counterpart companies) centre on moving towards more equal partnerships, by raising community bargaining power, fostering the roles of brokers and other third parties, and developing equitable, efficient and accountable governance frameworks.  相似文献

In this study, we have shown the importance of remote sensing applications and community forestry for forest management, discussed as a case study on Cambodian forest management. Curbing deforestation is necessary for the effective implementation of Reducing Emissions from Deforestation and forests Degradation (REDD+) mechanism and management of forest resources to support sustainable forest management plans. The updated information of the forest cover and forest biomass using advanced remote sensing techniques can be useful for selecting the suitable sites for planned thinning, reforestation, community forestry, and concession land, which eventually will help in controlling the deforestation in Cambodia. To overcome the limitations of remote sensing, an integrated approach of remote sensing and community forestry to monitor forests from local to national level has also been discussed.  相似文献

This paper discusses the application of qualitative scenarios to understand community vulnerability and adaptation responses, based on a case study in the Slave River Delta region of the Northwest Territories, Canada. Three qualitative, graphic scenarios of possible alternative futures were developed, focusing on two main drivers: climate change and resource development. These were used as a focal point for discussions with a cross-section of residents from the community during focus groups, interviews and a community workshop. Significant overlap among the areas of perceived vulnerability is evident among scenarios, particularly in relation to traditional land use. However, each scenario also offers insights about specific challenges facing community members. Climate change was perceived to engender mostly negative livelihood impacts, whereas resource development was expected to trigger a mix of positive and negative impacts, both of which may be more dramatic than in the “climate change only” scenario. The scenarios were also used to identify adaptation options specific to individual drivers of change, as well as more universally applicable options. Identified adaptation options were generally aligned with five sectors—environment and natural resources, economy, community management and development, infrastructure and services, and information and training—which effectively offer a first step towards prioritization of “no regrets” measures. From an empirical perspective, while the scenarios highlighted the need for bottom-up measures, they also elucidated discussion about local agency in adaptation and enabled the examination of multi-dimensional impacts on different community sub-groups. An incongruity emerged between the suite of technically oriented adaptation options and more socially and behaviourally oriented barriers to implementation. Methodologically, the qualitative scenarios were flexible, socially inclusive and consistent with the Indigenous worldview; allowed the incorporation of different knowledge systems; addressed future community vulnerability and adaptation; and led to the identification of socially feasible and bottom-up adaptation outcomes. Despite some caveats regarding resource requirements for participatory scenario development, qualitative scenarios offer a versatile tool to address a range of vulnerability and adaptation issues in the context of other Indigenous communities.  相似文献

In projects of community development and natural resource management, local residents collaborate with government and NGOs on decisions about forest management and participate in programs designed to improve livelihoods while sustaining natural resources. This paper uses case studies and survey data in Gansu province of northwest China to explore social, ecological, and economic outcomes of community-based co-management (CBCM). Findings show that CBCM appears to have significantly increased livelihoods for local community residents overall. Forest condition and attitudes about forest conservation were also improved. However, economic benefits were not enjoyed uniformly within the communities because, although CBCM projects are nominally available to all, certain subgroups within communities are less likely to participate. Greater education, being married, and access to information are all strongly correlated with participation and thus the economic benefits of CBCM projects. Women, although they frequently participate in household decisions, are infrequent participants in CBCM projects, perhaps because project design does not meet their needs. Future improvements to CBCM project design should include increased access to information, education, and equitable treatment of diverse stakeholders in the decision-making process. Such improvements would likely lead to improvements in livelihoods as well as more sustainable forest management and conservation.  相似文献
