During the Fifth Framework Programme (FP5) of the European Commission--according to an institutional programme in support to the policy of the European Commission for the implementation of Art. 35 and 36 of the Euratom Treaty as well as in the framework of the OSPAR Convention for the protection of marine environment of the north-east Atlantic--at the Institute for Transuranium Elements (ITU--General Directorate Joint Research Centre--European Commission), a reference laboratory for the measurement of radioactivity in the environment (MaRE laboratory) has been set up. In this paper, the principles and philosophy in order to improve the quality and reliability of analytical data for the measurement and monitoring of radioactivity in the environment under a quality assurance (QA) programme are presented. Examples of how a QA programme at the MaRE laboratory is developed and applied are given. Internal and external quality control (QC) programmes are also discussed.

The implementation of the Comprehensive Test Ban Treaty is resulting in the construction of a world-wide system of 80 monitoring stations that will be able to detect air-borne radioactivity, not only from atomic bombs but also from other anthropogenic and natural sources. A prototype monitoring station has been operating since April 1996 in Vancouver, BC, Canada. This station provides daily reports of natural radioactivity, including 7Be and decay products of 220Rn (thoron). Data for 212Pb concentrations have been analyzed over a 6-month period. The concentration is reduced by rainfall, high wind velocity, and low temperatures and it also depends on the wind direction, but atmospheric inversions appeared to have little impact. We present a relatively simple model, which is easy to use and which offers predictive powers that can be applied to other similar environmental situations.

A close link exists between environmental radioactivity and thermoluminescence (TL) and this connection can be gainfully employed in (i) environmental radiation surveillance, (ii) radioactive prospecting and (iii) dating. The science of thermoluminescence dosimetry (TLD) is very well established for use in routine radiation monitoring. With the increased public awareness of health effects due to radioactivity releases from nuclear operations. TLDs have become indispensible ‘watchdogs’ in environmental surveillance; in high natural background areas such as the monazite regions, TLDs have yielded invaluable dosimetric data. Over large areas where the cosmic background can be assumed constant, the TLD-recorded radiation profiles can reflected the terrestrial gamma radioactivity distribution pattern and even seasonal variations in the radiation levels above ground may be delineated. A variety of natural materials like minerals, rocks, soils, sands, sediments, fossils, etc., as well as ancient artefacts like potteries and ceramic wares, yield TL even without any irradiation in the laboratory: the natural radioactivity in these materials, together with the radiation incident on them from the environment, causes a TL build-up during antiquity. It is possible to measure this natural TL and relate it to the natural radioactivity of the sample and hence to its age. In contrast, observations of a kind of anticorrelation between TL and a sample's radioactivity have also been made in recent times and the effect is mostly ascribable to alpha-radioactivity-induced damage effects.Typical results from recent investigations of the various aspects mentioned above are presented in this review, with particular emphasis on applications in India.

A new system has been developed for the detection of low radioactivity levels of fission products and actinides using coincidence techniques. The device combines a phoswich detector for alpha/beta/gamma-ray recognition with a fast digital card for electronic pulse analysis. The phoswich can be used in a coincident mode by identifying the composed signal produced by the simultaneous detection of alpha/beta particles and X-rays/gamma particles. The technique of coincidences with phoswich detectors was proposed recently to verify the Nuclear Test Ban Treaty (NTBT) which established the necessity of monitoring low levels of gaseous fission products produced by underground nuclear explosions. With the device proposed here it is possible to identify the coincidence events and determine the energy and type of coincident particles. The sensitivity of the system has been improved by employing liquid scintillators and a high resolution low energy germanium detector. In this case it is possible to identify simultaneously by alpha/gamma coincidence transuranic nuclides present in environmental samples without necessity of performing radiochemical separation. The minimum detectable activity was estimated to be 0.01 Bq kg(-1) for 0.1 kg of soil and 1000 min counting.

A global monitoring system for atmospheric xenon radioactivity is being established as part of the International Monitoring System to verify compliance with the Comprehensive Nuclear-Test-Ban Treaty (CTBT). The isotopic activity ratios of (135)Xe, (133m)Xe, (133)Xe and (131m)Xe are of interest for distinguishing nuclear explosion sources from civilian releases. Simulations of light water reactor (LWR) fuel burn-up through three operational reactor power cycles are conducted to explore the possible xenon isotopic signature of nuclear reactor releases under different operational conditions. It is studied how ratio changes are related to various parameters including the neutron flux, uranium enrichment and fuel burn-up. Further, the impact of diffusion and mixing on the isotopic activity ratio variability are explored. The simulations are validated with reported reactor emissions. In addition, activity ratios are calculated for xenon isotopes released from nuclear explosions and these are compared to the reactor ratios in order to determine whether the discrimination of explosion releases from reactor effluents is possible based on isotopic activity ratios.

The implementation of sustainable development requires several support instruments. One of the major instruments in the Rio Declaration to support this process has been environmental assessment that has been given considerable emphasis as to its potential ability to help achieve more sustainable forms of development. Regional environmental assessment (REA) has shown to be effective in supporting local sustainable development process. Selected environmental assessment methods have been␣used to improve the REA exercise and provide reliable data for decision-making not only to correct environmental problems due to past unsustainable social-economic developments but also help local governments to implement Agenda 21 (AG21) plans and projects.

Environmental monitoring primarily aims through sampling or by the use of direct detection equipment to quantify the levels of radioactive substances and ionising radiation resulting from human activities and natural sources in the different compartments of the environment. Its objectives are very practical and include the quantification of the environmental sources of ionising radiation and the verification of compliance with regulatory requirements and permit limits for industrial, research and medical activities, as stated by their specific licence. Radioecology is a multidisciplinary science, which attempts to understand and to quantify the behaviour of radionuclides in the environment and the processes ruling their transport through natural and agricultural ecosystems to various receptors such as plants, animals and humans. A second facet of this science covers the assessment of the radiological dose to and effects on man and its environment from present, past or future, even hypothetical, nuclear activities. Despite their different immediate objectives, environmental monitoring and radioecology are complementary. Many examples illustrate the connections between these two approaches. For instance, transfer parameters generated by radioecological studies are necessary to estimate through models the radiological exposure of population, derive from the contamination level measured in a bio-indicator the quantity of radioactivity released from a nuclear installation, or identify potentially important pathways to be monitored. On the other hand, monitoring data will confirm important pathways suggested by radioecological modelling and provide site-specific data for the estimation of model parameters or actual data sets for the validation of transfer models.

This report lists the programs for monitoring radiation and radioactivity in the environment that are known to be in operation or to have been in operation recently. It is intended as a guide to be used when seeking information on the programs of other institutions. Sources of the data have been the literature and personal correspondence and discussions. The programs are divided into the categories of weapons test fallout, natural activity and environmental monitoring of releases from specific facilities. Where possible, the types of measurements being made are also listed. While the data are as up to date as possible the field is changing rapidly and there may be ommissions.

The ERICA project (environmental risks from ionising contaminants: assessment and management, EC contract no. FI6R-CT-2004-508847) concluded with the publication of two main outputs: the ERICA Integrated Approach to the assessment and management of environmental risks from ionising radiation, of which also introduces the user to the second main output, the ERICA Tool, which is a software programme with supporting databases, that together with its associated help will guide users through the assessment process. More than 60 European scientists contributed to the ERICA Integrated Approach. In addition, a large number of experts, policy makers, and decision-makers in different areas have contributed views on the ERICA Integrated Approach and its associated Tool from the user's perspective, through participation in the End-Users Group set up under the ERICA project. Databases on transfer, dose conversion coefficients and radiation effects on biota have been developed specifically for the purpose of the Integrated Approach, and incorporated into, or interacting with, the Tool. Species sensitivity distributions of biological effects data have been performed and did not reveal, for chronic exposure, any statistical grounds for separation between terrestrial, marine and freshwater ecosystems in terms of species sensitivity to radiation; on the basis of such analysis a universal screening dose rate criterion of 10 microGy h(-1) incremental dose rate is suggested for exiting the assessment procedure while being confident that environmental risks are negligible. This criterion is used for the two first tiers (conservative assessment with limited data requirement and various possibilities of incorporating user-defined parameter values, including the screening dose rate criterion) of the assessment methodology. Exposure situations of concern are carried through a third tier, making use of all relevant databases and with a number of issues and options listed to support and guide decision-making. This article provides an overview to the ERICA Integrated Approach, whereas further articles of this special issue describe in-depth different vital aspects of the Integrated Approach.

In July 2002, The US Department of Energy (DOE) released a new technical standard entitled A Graded Approach for Evaluating Radiation Doses to Aquatic and Terrestrial Biota. DOE facilities are annually required to demonstrate that routine radioactive releases from their sites are protective of non-human receptors and sites are encouraged to use the Graded Approach for this purpose. Use of the Graded Approach requires completion of several preliminary steps, to evaluate the degree to which the site environmental monitoring program is appropriate for evaluating impacts to non-human biota. We completed these necessary activities at the Idaho National Laboratory (INL) using the following four tasks: (1) develop conceptual models and evaluate exposure pathways; (2) define INL evaluation areas; (3) evaluate sampling locations and media; (4) evaluate data gaps. All of the information developed in the four steps was incorporated, data sources were identified, departures from the Graded Approach were justified, and a step-by-step procedure for biota dose assessment at the INL was specified. Finally, we completed a site-wide biota dose assessment using the 2002 environmental surveillance data and an offsite assessment using soil and surface water data collected since 1996. These assessments demonstrated the environmental concentrations of radionuclides measured on and near the INL do not present significant risks to populations of non-human biota.

In situ gamma spectrometry was introduced as part of a national soil and herbage pollution survey of the United Kingdom (UK) in 2002, to evaluate its potential for complimenting or even replacing the conventional soil sampling approach in environmental monitoring. A total of 128 points were measured across the whole of the UK on a 50-km grid, including 11 calibration sites, encompassing a complete spectrum of soil types, geology and depositional environments. Good comparisons are demonstrated between in situ and soil sample derived estimates of environmental radioactivity from spatially matched sampling plans. Air kerma results and the contributions to air kerma rate are also presented and compared with calibrated conventional single parameter GM based instruments. The preliminary results are presented here and show that in situ gamma spectrometry provides a rapid and robust approach, providing spatially integrated estimates for environmental monitoring purposes.

The survey of the environmental radioactivity in Switzerland is the responsibility of the Swiss Federal Radioactivity Surveillance Commission (KUeR).All laboratories specialized in environmental radioactivity measurements in Switzerland take part in the KUeR-sampling and measurement program. This program includes measurements of air, water, soil, grass, important food sources as well as the body radioactivity of human beings. This program and the various measuring methods are based on the experience on fall-out measurements of the KUeR and of various international bodies.Special environmental sampling and measurement programs are implemented in the vicinity of the operating Nuclear Power Stations (NPS) and those under construction. To confirm compliance with the licensing requirements the various activities include all measurements to assess any radiological consequences of NPS operation. Such requirements are drawn up for each power-station by the Nuclear Safety Division of the Swiss Federal Office of Energy (ASK) and the KUeR.They include various measurements and techniques starting from the release-point, to dose estimation from external radiation (plum exposure), dose estimation from internal radiation (ecological pathway) and in some cases whole body counting of persons. In our laboratories and national and international round-robin measurements programs we think it will be useful to include standards developed under the auspices of the ICRM.

Under the Egyptian program for radiation safety and control, airborne radioactivity measurements and radiological dose assessment were conducted in some phosphate and uranium mines. Abu-Tartor mine is one of the biggest underground phosphate mines in Egypt. Airborne radioactivity, radon ((222)Rn) and its short-lived decay products (progenies) and thoron ((220)Rn), were measured in selected locations along the mine. The environmental gamma and workers dose equivalent rate (mSv/y) were measured inside and outside the mine using thermo-luminescence dosimeters (TLD). The results were presented and discussed. The calculated annual effective dose due to airborne radioactivity is the main source of occupational exposure and exceeding the maximum recommended level by ICRP-60 inside the mine tunnels. A number of recommendations are suggested to control the occupational exposures.

It has long been observed that the environmental gamma-ray dose rate increases noticeably during precipitation intervals. This increase, due to the presence of radon progeny in the rain droplets (or snow flakes), can affect the reliability of the monitoring of artificial radioactivity and long term estimates of exposure to ambient natural radionuclides in surveillance network. Predicting the amplitude of the dose increase has been shown to be surprisingly challenging. In this work, standard air mass back trajectory analysis is used to show that the amplitude of the increase can be quantitatively linked to the history of the air mass where the precipitation is occurring. Furthermore, we show how back trajectory analysis, environmental gamma and rain data can be used to obtain estimations of relative radon emanation rates for locations far from the actual point of detection.

Atmospheric radioactivity is monitored for the verification of the Comprehensive Nuclear-Test-Ban Treaty, with xenon isotopes 131mXe, 133Xe, 133mXe and 135Xe serving as important indicators of nuclear explosions. The treaty-relevant interpretation of atmospheric concentrations of radioxenon is enhanced by quantifying radioxenon emissions released from civilian facilities. This paper presents the first global radioxenon emission inventory for nuclear power plants, based on North American and European emission reports for the years 1995–2005. Estimations were made for all power plant sites for which emission data were unavailable. According to this inventory, a total of 1.3 PBq of radioxenon isotopes are released by nuclear power plants as continuous or pulsed emissions in a generic year.
