The eminent crisis threatening biological and resource diversity is a global adversity. Global resource diversities are constantly disappearing and deteriorating at quite an alarming proportion, provoking renewed thinking regarding the effectiveness of existing environmental management approaches and practices. For the past four decades, several epochs of environmental management policies and practices disregarded the cultural imperative for safeguarding efficient environmental management outcomes, particularly at the community level. Even in the rouse of this reality, issues of spirituality and how it binds local community people to their natural environment appear to be given only a window dressing attention through the recognition of sacred natural sites. Eight sacred groves and shrines in the Bongo District were investigated based on an endogenous development framework. The data were collected using focus group discussions with stakeholders at the local and district levels and individual interviews with key local natural resource managers from four selected communities. The study revealed that the way indigenous people construct the worldviews and interactions with nature using ancestors and other spirit mediums can safeguard the environment against long periods of human interference and destruction. It also demonstrates that in certain places traditional institutions are becoming malleable and open to the use of external knowledge and resources in order to sustain places of sacred significance. It concludes that cultural imperative and the issues of spirituality are critical for the sustainable management of environmental resources. The study recommends revisiting local practice and cultural values that promote good environmental management practices within the local communities.  相似文献

The current and projected impacts of climate change make understanding the environmental and social vulnerability of coastal communities and the planning of adaptations important international goals and national policy initiatives. Yet, coastal communities are concurrently experiencing numerous other social, political, economic, demographic and environmental changes or stressors that also need to be considered and planned for simultaneously to maintain social and environmental sustainability. There are a number of methods and processes that have been used to study vulnerability and identify adaptive response strategies. This paper describes the stages, methods and results of a modified community-based scenario planning process that was used for vulnerability analysis and adaptation planning within the context of multiple interacting stressors in two coastal fishing communities in Thailand. The four stages of community-based scenario planning included: (1) identifying the problem and purpose of scenario planning; (2) exploring the system and types of change; (3) generating possible future scenarios; and (4) proposing and prioritizing adaptations. Results revealed local perspectives on social and environmental change, participant visions for their local community and the environment, and potential actions that will help communities to adapt to the changes that are occurring. Community-based scenario planning proved to have significant potential as an anticipatory action research process for incorporating multiple stressors into vulnerability analysis and adaptation planning. This paper reflects on the process and outcomes to provide insights and suggest changes for future applications of community-based scenario planning that will lead to more effective learning, innovation and action in communities and related social–ecological systems.  相似文献

Small- and large-scale mining land acquisitions and mining establishments continue to grow in Zimbabwe, but the question about the development of sustainability remains problematic. While mining establishments can be regarded as vehicles for development, the evidence of positive effects in terms of sustainability in this case is weak. The mining-sustainability nexus is characterized by conflicts regarding livelihoods, the environment, culture, and social relations. The paper argues that local sustainability challenges generated by mining activities cannot be resolved as long as there is institutionalized exclusion of local communities, hence, aspects such as revision of the current Mines and Minerals Act, involvement of communities affected by the extraction of granite, opportunities for skills development and training involving traditional leaders, children, youth, and women, extending community driven share-ownership schemes to granite mining and enforcing site remediation should be considered as crucial steps toward the development of sustainability in the mining sector.  相似文献

Environmental restoration projects are commonly touted for their ecological positives, but such projects can also provide significant socioeconomic and cultural benefits to local communities. We assessed the social dimensions of a large-scale coral reef restoration project in Maunalua Bay, O‘ahu, where >1.32 million kg of invasive marine macroalgae was removed from 11 hectares (90,000 m2; 23 acres) of impacted coral reef in an urbanized setting. We interviewed 131 community stakeholders and analyzed both quantitative and qualitative data to assess human uses of the environment, assess perceptions of environmental health, and characterize social dimensions (+/?) associated with the invasive algae removal effort. Results indicate substantial direct economic benefits, including the creation of more than 60+ jobs, benefiting more than 250 individuals and 81 households. The project helped develop a skilled workforce in a local business dedicated to environmental restoration and increased the capacity of community organizations to address other threats to reefs and watersheds. Other major benefits include revitalization of Native Hawaiian cultural practices and traditions and the successful use of harvested invasive algae as compost by local farmers. Our results show the project heightened community awareness and a broader sense of stewardship in the area, creating enabling conditions for collective community action. Our findings show that restoration projects that explicitly incorporate efforts to build community awareness, involvement, and a shared responsibility for a site may ultimately create the long-term capacity for sustainable stewardship programs. We conclude by discussing lessons learned for engaging productively with communities in environmental restoration and stewardship, which remains a central focus in conservation worldwide.  相似文献

Many current wildlife conservation efforts in Africa focus on providing local communities with economic incentives to utilize wildlife as a form of land use in order to achieve the twin goals of ecological preservation as well as sustainable human economic development. Tanzanian Maasailand is home to some of the greatest concentrations of large mammals remaining outside National Parks and reserves, as well as a uniquely traditional human culture in the form of the Maasai themselves. Both are increasingly threatened by a variety of factors; poaching and habitat loss for wildlife, and the increasing marginalization of their pastoralist economy with regards to the Maasai. The fundamental cause of declining wildlife populations and biodiversity loss is that the Maasai have little economic or social interest in wildlife due to centralized management and financial benefits which are directed primarily to the Tanzanian state. Maasai pastoralism is highly compatible with wildlife, and the potential for the local communities to sustainably manage and benefit from this resource is promising. However, implementation of effective community-based natural resource management in the area faces political, cultural, and economic obstacles which will be critical in determining the outcomes of both conservation and community development efforts in Maasailand.  相似文献

Small island communities are inherently coastal communities, sharing many of the attributes and challenges faced by cities, towns and villages situated on the shores of larger islands and continents. In the context of rapidly changing climates, all coastal communities are challenged by their exposure to changing sea levels, to increasingly frequent and severe storms, and to the cumulative effects of higher storm surges. Across the globe, small island developing states, and small islands in larger states, are part of a distinctive set of stakeholders threatened, not only by climate change but also by shifting social, economic, and cultural conditions. C-Change is a collaborative International Community–University Research Alliance (ICURA) project whose goal is to assist participating coastal communities in Canada and the Caribbean region to share experiences and tools that aid adaptation to changes in their physical environment, including sea-level rise and the increasing frequency of extreme weather events associated with climate change. C-Change researchers have been working with eight partner communities to identify threats, vulnerabilities, and risks, to improve understanding of the ramifications of climate change to local conditions and local assets, and to increase capacity for planning for adaptation to their changing world. This paper reports on the knowledge gained and shared and the challenges to date in this ongoing collaboration between science and society.  相似文献

There is a growing consensus among researchers that social aspects and the involvement of local communities play a critical role in public decision-making processes in the coastal zone. Social capital is a parameter which has recently gained significant attention in this context. It is regarded that it has a significant influence on the adaptation capacity of local communities to climate change impacts. The present paper aims to contribute to this field through an examination of citizens’ perceptions of three coastal zone management policies (hold the line, managed realignment and no active intervention) along with the influence of social capital on the level of social acceptability for these proposed policy options. For this purpose, a quantitative empirical study was conducted for the first time in five coastal areas of Greece that are regarded as high flood-risk areas due to sea-level rise. Respondents demonstrated that they are willing to accept changes in their social and natural environments in order to confront sea-level rise and are more positive towards the managed realignment option, as long as this is accompanied by financial compensation for those whose properties will be affected. Regarding the influence of social capital, through the results of an ordinal regression, it was observed that institutional and social trust influence positively citizens’ level of agreement for the managed realignment policy. Furthermore, respondents who believe that a sense of reciprocity exists in their community are also more willing to accept active intervention policies.  相似文献

Many of the problems faced by international projects intending to create adaptive social–ecological systems for climate change stem from lack of stakeholder engagement, limited understanding of local political, economic, and environmental complexities, and restricted time. Local organizations focused on conservation and development might have an advantage in creating adaptive social–ecological systems because they understand local processes and are involved with communities for extended periods of time. A local non-governmental organization, Asociación Ecosistemas Andinos (ECOAN), works in twenty-one communities in the Andean highlands outside of Cusco to conserve the endangered Polylepis forests. As part of the conservation project, ECOAN supports community-led development projects such as building greenhouses. Data for this project were gathered through interviews (with community members in three different communities, ECOAN staff, and donors) and participant observation. This paper shows that ECOAN’s extensive use of participation has led to community ownership of the conservation and development projects. The communities’ close connections to the Polylepis project contribute to resilience through creating networks, extending the local environmental ethic to the Polylepis trees, supporting projects that diversify and strengthen community sustenance, and contributing to the growth of economic activities. This case study provides a positive example of the potential for local organizations and people to take charge of their own resiliency efforts where international projects and protocols may otherwise prove ineffective.  相似文献

The subtropical coastal zone of Paraná state in southern Brazil is only 80 km long yet environmentally diverse, with relatively pristine coastal landscapes and high marine and coastal biodiversity supporting important artisanal fishing grounds. However, this region began to change in the early 1970s. The development of industrial harbors, as well as unregulated tourism and urban settlement and pollution caused the loss of natural habitats. In addition, commercial shrimp trawlers began to operate in the adjacent shallow shelf areas. Biodiversity was seriously affected, and local fish stocks have decreased drastically in the last four decades. This article describes a long-term program to protect coastal habitats, recover marine biodiversity and diversify the economic base of fishing communities in order to guarantee fish stocks for future generations, hence preserving the social and cultural identities of these communities. Although it is difficult to change traditional fishing practices, fishing communities may exploit alternate components of the marine biological resources in order to achieve environmental, social and cultural sustainability in the long term.  相似文献

Urban development has important implications for farmland preservation and natural resource management in local peri-urban communities. Social science research on recent changes in rural landscape of mega-cities tends to be limited to case studies in Latin-American nations. This study analyses the socioecomic dynamics of farming land use and the interactions between multiple cultural variables and the environment. Fieldwork was carried out during the 2002–2003 period in rural livelihoods of the five high mountain towns of south Mexico City. Data obtained from participatory survey and ethnographic techniques were integrated to assess changes in rural landscape and resource management and how urbanization, deforestation and market oriented agricultural production result in different livelihoods within a similar urban fringe context. The dynamic of mixture of urban and rural landscapes is based on farm productivity and social capital factors. The study concludes that policy support for regional agricultural production systems through enhancing ecosystems services, environmental protection and economic development is needed for sustainable development of local communities. Botswana is a rapidly developing country in southern Africa. Over the last three decades, diamond mining and tourism have provided double-digit rates of economic growth. Yet most of Botswana’s land is in the Kalahari desert where the climate is subject to sustained periods of severe drought. In this environment, water resources are the most crucial of all environmental resources. Water use directly affects economic development because water utilization impacts all the major national economic sectors. A sustainable water use resource management plan must stretch several decades into the future to assure the availability of adequate supplies of water to future generations while not compromising the ability of the current generation to reasonable rates of economic development. Yet thinking about sustainability is present in Botswana water policy mostly only in rhetoric. A series of cultural traditions and political constraints, coupled with bureaucratic managerial weaknesses, serve to maintain a system of water allocation that is unsustainable in the long run and inefficient in the short-term. Unless sustainable water use patterns are adopted, the results for the short-term, as well as the long-term, will be devastating. Drawing on data obtained through a series of interviews with government officials, leaders of non-governmental organizations (NGOs), and water resource researchers, this paper explores water policy in Botswana within the larger context of sustainable natural resource management practice and the pressures of economic development. The poverty of forestry policy: double standards on an uneven playing field   总被引:1,自引:0,他引:1
Can policies designed to maximize exploitation by elites benefit the people who live in forests? Forestry policy throughout the developing world originates from European “scientific” forestry traditions exported during the colonial period. These policies were implemented by foreign and local elite whose interest was to maximize and extract profit. In spite of reforms since the end of the colonial period, policies on the environment usually remain biased against rural communities. Even when more recent policies are fair, the rural poor face severe biases in implementation. In addition, they must compete on an uneven playing field of ethnic and other social inequities and economic hurdles. This article examines how forestry policy and implementation maintain double standards on this uneven playing field in a manner that permanently excludes the rural poor from the natural wealth around them—producing poverty in the process. Change that would support poverty alleviation for forest-based communities requires a radical rethinking of forest policy so as to counterbalance widespread regressive policies and structural asymmetries.  相似文献

In projects of community development and natural resource management, local residents collaborate with government and NGOs on decisions about forest management and participate in programs designed to improve livelihoods while sustaining natural resources. This paper uses case studies and survey data in Gansu province of northwest China to explore social, ecological, and economic outcomes of community-based co-management (CBCM). Findings show that CBCM appears to have significantly increased livelihoods for local community residents overall. Forest condition and attitudes about forest conservation were also improved. However, economic benefits were not enjoyed uniformly within the communities because, although CBCM projects are nominally available to all, certain subgroups within communities are less likely to participate. Greater education, being married, and access to information are all strongly correlated with participation and thus the economic benefits of CBCM projects. Women, although they frequently participate in household decisions, are infrequent participants in CBCM projects, perhaps because project design does not meet their needs. Future improvements to CBCM project design should include increased access to information, education, and equitable treatment of diverse stakeholders in the decision-making process. Such improvements would likely lead to improvements in livelihoods as well as more sustainable forest management and conservation.  相似文献

Much academic research and industrial development explores new ways to create greener and environmentally friendlier chemicals and materials for a variety of applications. A significant part of this work focuses on the development, processing and manufacturing, recycling and disposal of green plastics, adhesives, polymer composites, blends and many other industrial products from renewable resources. Natural fibres offer the potential to deliver greater added value, sustainability, renewability and lower costs especially in the automotive industry. Further research involves the fibre crop production. The ever-increasing volume of scientific literature refers with enthusiasm to the potential of natural fibres in technological, economic and ecological terms. This enthusiasm tends to also expand to the areas of human life and socio-economic development for the fibre crop growers and their communities. However, there is very little debate or evidence to support statements about the assumed advantages for the affected population in rural areas. We argue that despite the predicted new boom in the demand of natural fibres, it is unlikely that this will represent a real improvement in the quality of life of crop fibre growers and their communities. This paper examines the experience of Mexico as a case study and argues that only through consistent political will and co-operation between governments, industry, scientists, consumer groups and local communities, as well as a suitable economic strategy such as local subsidies, a truly sustainable economic development, social equity and improved environmental quality will be achieved for tens of thousands of natural fibre growers.  相似文献

This study is aimed at studying the feasibility of applying the Eco-Industrial concept to community environmental management and then investigating factors and appropriate means. In-depth interviewing of scholars and authorities and surveying of five sample communities representing the four different regions in Thailand is carried out to search for the feasibility of applying the concept. The results show that it is feasible, especially in rural areas, where dependence on the local resources and the community members in doing activities in the communities in accordance with the ecological context still exists. Factors and conditions involved in applying the concept include analysis of resources, participation of the people, community leaders, formulation of community development plans, good communication, sharing of knowledge, and provision of appropriate support to create network of communities. The appropriate means of applying the concept to community environmental management entails promoting involvement in the part of the local people and sustainability in the cooperation, with appropriate channels of communication and under the guidance of the leaders, who are the community’s central figures with the determination and ability to motivate and navigate the people in the community. Importantly, there must be analysis on the economic, social, environmental, and health benefits resulting from such application.

This paper aims to contribute to the ongoing debate on the protection of cultural and biological diversity, and their interconnectedness. It highlights the importance of understanding the dynamic and complex strategies that cultures are developing to protect their biocultural diversity in the face of the ongoing cultural, economic, and social reductionist transformations occurring worldwide. We analyze Totonac society in the present time, and provide evidence on how cultural revitalization processes are emerging from the grass roots, by focusing on the ceremony of the Voladores, a pre-Hispanic ritual performed by several indigenous groups in Mesoamerica. The preoccupation of Totonac communities to safeguard this millenary tradition fostered a process of dialogue, reinforced local institutions, and catalyzed the development of strategies to preserve a tree species and its habitat.  相似文献

Worsening climate change impacts and environmental degradation are increasingly supporting policies and plans in framing a linear understanding of resilience building and vulnerability reduction. However, adaptations to different but interacting drivers of change are unclear in the mix of opportunities and threats related to increasing connections, emerging technologies, new patterns of dependency and possible lock-in effects. This paper discusses a more open-ended understanding of the relationship between resilience and vulnerability, highlighting emerging trade-offs among adaptive capacities and exposures to different (and new) threats as they relate to social–ecological sustainability. The transition of the Southern Bolivian Altiplano, from being a remote rural area of subsistence farming to a global leader in quinoa production and exportation, has been taken as a study case. Results from 18 workshops organised within different communities provide insights about a range of trade-offs between community resilience attributes and social–ecological vulnerability induced from land use changes, livestock strategies, communities’ behavioural change and institutions’ emerging policies. The main theoretical advances of the paper relate to the need for critically framing multiple threat exposures and adaptive capacity trade-offs, contributing to arguing the usually positive meaning of resilience, and taking into account “to whom or to what is positive which adaptation” and “which trade-off should be accepted, and why”. Framing adaptive pathways through these questions would serve as a tool for addressing sustainable development goals, while avoiding lock-ins or unsustainable path dependencies.  相似文献
