The common effluent treatment plants (CETPs) are being propagated as the policy response to circumvent the pollution problem from the small-scale industries (SSIs), which abound in developing countries. The formation of the CETPs has been hailed as a collective action or co-operative solution to a common problem involving all the agents responsible for pollution. This paper investigated the desired criteria for designing an institution aimed at solving a common resource problem and factors ensuring the smooth functioning or sustainability of the institution. The design criteria and factors are then tested on a CETP set up in the Indian state of Haryana. The CETP, which was commissioned in 1997 had to be converted to a sewage treatment plant (STP) as the collective arrangement collapsed. The criteria used in the present analysis are that of Ostrom’s [Governing the Commons. Cambridge, UK, Cambridge University Press, 1990] design principles, whereas the factors considered for sustainability are the one suggested by Rawls [A Theory of Justice. USA, Harvard University Press, 1971]. The analysis indicates that the Kundli CETP failed in both counts as neither all the design principles were met nor did the institution fulfil different sustainability criteria. The paper concludes with the lessons that can be learnt from Kundli’s failure. The implementation of sustainable development may seem a simple concept when written on paper. However to carry-out long term actions put forward by the Agenda 21 (AG21) at the local level represents one of the main challenges as municipal governments in general do not have the capacity to effectively implement the process. Regional environmental assessment (REA) has shown to be effective in supporting decision-making not only to correct environmental problems due to past unsustainable social-economic developments but also help local governments to implement sustainable actions. However this requires long-term investments of AG21 plans and projects. The allocation of regular and consistent financial resources is one of the main ingredients for the sustainable development process. But traditional plans and projects financed by national and/or international funds may not be sustainable in the long-term because they become dependent on external funding. Research demonstrate that innovative economic instruments such as ecotaxes represent a feasible alternative to sponsor local sustainability because taxes are collected permanently by the government and could be invested in continuous actions. Ecotaxes experiences have provided important reference to structure a municipal incentive model (MIM) to sponsor AG21’s environmental plans and projects on a long-term (permanent) basis. However sustainable development cannot be solely through economic investments. A comprehensive municipal environmental management scheme (MEMS) has been established to support the incentive model. The scheme seeks not only to improve local institutional framework but also incentive continuous participation of local stakeholders at all levels of society. Participatory events and the provision of incentives (educational and financial) are key to motivate society to protect the environment and support actively the sustainable development process as emphasised in the RIO-92 Conference.  相似文献

Sustainability is not a new concept but rather a prominent concept at the present time. Researchers have categorized sustainability indicators into economic, social, and ecological aspects. Sustainability of agriculture in the context of development efforts has to meet production efficiency, resilience of ecosystems, appropriate technology, maintenance of the environment, cultural diversity, and satisfaction of the basic needs. The research objective of this study is to determine the critical indicators of agricultural sustainability in the Mae Chaem Catchment, northern Thailand. In assessing sustainability, the authors applied the sustainability indicator analysis developed by FAO. The results of the study show that food sufficiency in the Wat Chan subcatchment is the most sustainable aspect of agriculture. The least sustainable facets of agriculture in the Wat Chan subcatchment are land holding size, land tenure, and water shortage. While expansion of agricultural land in the watershed area is not legally permitted, a practice of agroforestry is recommended. Insecure land tenure may result in reduced incentives to improve land productivity. Thus, official recognition of land ownership is required. As the problem of water shortage is most critical in the lower reaches, increased participation in the allocation scheme by downstream villagers should be encouraged. Finally, the construction of a small-scale water storage in the lower part of the catchment to increase water supply should be considered.  相似文献

Sustainability-related issues present significant financial, strategic, compliance and operational risks to manufacturers. Many of these risks directly or indirectly result from the way a product is designed and managed across its life cycle. Assessing sustainability risk (S R) at the product design stage is crucial for the development of products that both minimise sustainability risk exposure and are environmentally sustainable. Managing the costs associated with these risks requires risk management intervention at the design stage before these costs are committed throughout the life cycle (production, use, end-of-life). The goal of the sustainability risk assessment (SRA) methodology is to provide an approach to comparing the financial cost of a ‘sustainable product’ vs. an ‘unsustainable product’, by factoring in the effects of S R on life-cycle cost. The SRA methodology demonstrates that, in some cases, sustainable products cost less than unsustainable products when sustainability risk is considered in the costing analysis. This paper outlines the first step of the SRA methodology, which is a process for identifying S R inherent in the product life cycle. Once key risks are identified, the subsequent steps of the SRA assess and prioritise these risks for treatment through changes to product design and materials composition.  相似文献

Contemporary manufacturing organisations recognise sustainability as an important concept for survival. Environmental awareness and recycling regulations have been compelling manufacturers and consumers to evolve sustainable strategies. The modern customers' voices need to be translated with care into technical requirements. Quality function deployment (QFD) is a technique extensively used for this purpose. In order to cope with the vagueness associated with relationships and correlations in QFD, fuzzy numbers have been integrated within a QFD framework and fuzzy QFD has been used in this study. The study is concerned with the application of fuzzy QFD for enabling sustainability in an Indian modular switches manufacturing organisation. The approach is effective in the identification of sustainable competitive bases, sustainable decision domains, sustainable attributes and sustainable enablers for the organisation. The improvement in sustainability has been measured from three perspectives. The results gained as a result of the study indicated that fuzzy QFD could be used as an enabler of sustainability.  相似文献

Universities have long borne an influential role in sustainability. Nonetheless, the affinity toward eclectic and piecemeal practices has been addressed as oxymoron to the essence of sustainable development, and the need to hone campus members’ buy-in is credited to be cardinal for systemic transformation. Major attributes for systemic campus sustainability are identified, incorporated, and proposed via a conceptual model. Those attributes are key sustainable development areas as well as perception and motivation on the topics that must be taken into consideration by universities to be able to adhere to a more pragmatic and inclusive sustainable development. Thus, the central intent of the authors is to offer a mechanism which may facilitate as well as elevate systemic campus sustainability. An extensive review of the literature in the area of sustainability, perception, and motivation is conducted, which includes articles, journals, conference proceedings, university reports, books, and materials from websites. By extracting and integrating crucial constituents of sustainable development from various studies, this paper contributes to the existing literature on sustainable development providing an input to the implementation of systemic campus sustainability.  相似文献

This paper examines the relationship between the development of the dominant industrial food system and its associated global economic drivers and the environmental sustainability of agricultural landscapes. It makes the case that the growth of the global industrial food system has encouraged increasingly complex forms of “distance” that separate food both geographically and mentally from the landscapes on which it was produced. This separation between food and its originating landscape poses challenges for the ability of more localized agricultural sustainability initiatives to address some of the broader problems in the global food system. In particular, distance enables certain powerful actors to externalize ecological and social costs, which in turn makes it difficult to link specific global actors to particular biophysical and social impacts felt on local agricultural landscapes. Feedback mechanisms that normally would provide pressure for improved agricultural sustainability are weak because there is a lack of clarity regarding responsibility for outcomes. The paper provides a brief illustration of these dynamics with a closer look at increased financialization in the food system. It shows that new forms of distancing are encouraged by the growing significance of financial markets in global agrifood value chains. This dynamic has a substantial impact on food system outcomes and ultimately complicates efforts to scale up small-scale local agricultural models that are more sustainable.  相似文献

Coastal areas are the focus of intensive urbanisation and tourism and are subject to changing physical processes causing significant natural environment modifications. It is in this context that the European Commission (EC) developed the Integrated Coastal Zone Management (ICZM) Recommendation and invited coastal Member States to produce national implementation strategies. Its general aim of sustainable coastal development was based on policy integration in cooperation with all stakeholders in an informed and participatory context. Portugal responded to the EC request by creating, approving, and adopting the national ICZM strategy. This paper focuses on Portuguese experiences putting the ICZM recommendation into practice and begins with a brief overview of community guidelines, national legislation, and implementation. Subsequently, governance mechanisms are discussed and best practice identified. From an assessment of Portuguese ICZM progress and lessons learned, conclusions and recommendations for improved effectiveness included: strengthening governance; improving sustainable decision-making processes supported by technical and scientific knowledge; and securing financial sustainability.  相似文献

There are hardly any critical discussions of sustainable development indicator sets designed for use at the national level. This article aims at rectifying this omission in critical academic research by contributing to the discourse on environmental sustainability with an assessment of the indicator set used for the measurement of sustainable development in Germany. It will evaluate to what extent the sustainable development concept is reflected in the structure of the strategy and analyse in how far fundamental environmental issues are covered by the indicator set. The discussion will show that the environmental dimension of the sustainability concept is not sufficiently integrated in the German National Sustainable Development Strategy. Although the strategy??s indicator set contains a range of environmental indicators, gaps in the German indicator set become apparent when contrasted with important issues of sustainability. It will be concluded that the environmental dimension of the sustainable development concept is not the recurrent theme in either the strategy or the indicator set.  相似文献

Both the Aalborg Commitments and the guidance on integrated urban environmental management and sustainable urban transport plans proposed by the EU Thematic Strategy on the Urban Environment foresee a baseline review as the first step in developing integrated urban management plans and systems. A baseline review of urban sustainability undertaken in Riga reveals significant discrepencies between the sustainability criteria of the Aalborg Commitments and the: responsibilities and competencies of the municipal government and administration as defined by statutes; policy goals and measures defined in municipal planning documents; policy goals and measures defined in the Riga Development Plan. To better orient the mandate of the municipality towards sustainable development, municipal statutes should be supplemented to more fully reflect the issues defined by the Aalborg Commitments and should include sustainability as a goal. In order to strengthen the implementation of sustainable development specific policy goals, measures and targets should be formulated for all the Aalborg Commitments issues when revising existing municipal planning documents or developing a municipal sustainable development management plan. An analysis of the European Common Indicators and the State of the Environment in Riga 2001 indicators indicates that they can only partially fulfill a monitoring function for the implementation of the Aalborg Commitments. This highlights a need to better coordinate sustainable development initiatives at the European level. The methodology used for the baseline review in Riga is useful for assessing the status of urban sustainability when preparing integrated urban management plans or systems, but requires testing elsewhere. Increasing environmental issues, economic and cultural differences, the regulatory framework and the great attention to social responsibility, have forced companies to face the challenge of sustainability. Thus, the adaption of a proper marketing strategy in order to achieve a sustainable competitive advantage in the market (specially export markets) has become an important principle in accepting companies. In this regard, this study is a systematic literature review, which investigated 102 published articles in international journals between 1964 and 2015. In the literature review, the main focus was on key issues such as sustainability, marketing strategies, financial and market export performance. In this article, at first, the concept of sustainability from different aspects was collected and described. Then, external factors, such as competitive intensity, public concern, regulations, technology, cultural/social, and economic, as well as internal factors, such as managers, employees, stakeholders, affecting sustainability, were studied. Finally, adaption of export marketing strategies in order to achieve sustainability export performance is discussed.  相似文献

This article challenges the application of the sustainability triangle to conceptualise sustainable development by looking at how weak sustainability can be obtained via the reinforcing increase in social capital and natural capital. Sustainable development is often visualised as a triangle consisting of social, environmental, and economic aspects. Would it be possible to conceive a flattened system, with diminishing economic resources or without refilling financial resources? The possibility involves mutual reinforcement between social capital and natural capital. The consideration of the diminishing economic dimension relates to the concept of development without economic growth, such as degrowth, zero-growth, and sustainable growth, that has been revived in the face of the recent economic crisis. Several countries have imposed extreme budget cuts in development collaboration and in other government expenditures. When the economic resource is not at a satisfactory level, can we rely on the reinforcement between social and environmental aspects for sustainability? Although it is not new to acknowledge the contribution of social capital to environmental conservation, research has long ignored the reinforcing relationship between environmental and social dimensions. This article provides a prototype model to demonstrate how social capital and natural capital can reinforce each other. The prototype is studied and verified at the community level using a comparative method. This article concludes with principles and practices that may encourage sustainability with merely the reinforcement between social capital and natural capital.  相似文献

Sustainable development is a ubiquitously used concept in public decision-making: it refers to an ideal vision of global society where human development and environmental quality go hand in hand. Logically, any decision-supporting process aiming at facilitating and steering society toward a sustainable future then seems desirable. Assessing the sustainability of policy decisions is, however, influenced by what sustainable development is believed to entail, as different discourses coexist under the umbrella of the sustainable development meta-discourse. This paper proposes a typology of sustainable development discourses, and, subsequently, applies a discourse-analytical lens on two practical cases of sustainability assessment in different institutional and geographical contexts (in Belgium and in Benin). The results indicate that sustainability assessments tend to be influenced mainly by the consensual ‘sustainable development as integration’ discourse, while also providing a forum for dialogue between different discourses. The results shed light on context-specific discursive and institutional dynamics for the development and application of sustainability assessment. Acknowledging these dynamics as well as sustainable development’s inherent interpretational limits can lead to an improved use of sustainable development as a decision-guiding strategy.  相似文献

Sustainability-oriented undertakings employ a multitude of different definitions and understandings of the term sustainable development. Against this background, the question of which sustainability goals to refer to at project level must be posed. This article discusses this question using the example of research on land use issues. It presents a qualitative in-depth empirical analysis of the underlying sustainability understanding of research projects, and identifies crucial characteristics of the ways researchers deal with the respective normative goals. The notions of sustainable development advanced by such projects featured different foci with respect to the overall meaning of the concept and were influenced by diverse actor and stakeholder perspectives. Further, the identified sustainability conceptions were deliberated on to different extents, and also differed with respect to whether they were explicit or contextualized. Most importantly, the projects differed in how they broached the issue of sustainability goals as part of research. The findings were used to develop a set of guidelines that clarifies how research can be related successfully to the societal vision of sustainable development. The guidelines draw conceptually on general requirements for appropriate sustainability conceptions derived from the Brundtland definition. They offer a tool for reflecting on one’s assumptions with respect to sustainability goals at any stage of research, which is crucial for advancing the seminal field of sustainability science.  相似文献

A critical review of the multidisciplinary literature on sustainable development reveals a lack of a comprehensive theoretical framework for understanding sustainable development and its complexities. A critical review shows that the definitions of sustainable development are vague; there is a lack of operative definitions and disagreement over what should be sustained; the concept is unclear in terms of emotional commitment; and it “remains a confused topic”, “fraught with contradictions”. This article aims to theoretically synthesize the interdisciplinary literature on sustainable development, and then identify the results by broad categories. Therefore, this article uses conceptual analysis, which reviews multidisciplinary literature on sustainable development, which recognizes patterns and similarities within the literature, then it synthesizes the patterns to different categories and independent concepts, where each concept has distinctive meanings and represents close ideas on sustainability. The analytical process elaborates seven concepts that together assemble the theoretical framework of ‘sustainable development’ and each concept represents distinctive meanings of the theoretical framework.  相似文献

The present world is facing problems like rapid depletion of natural resources and undesired environmental changes on a global scale. Manufacturing organisations are realising the importance of mitigating the present crisis and are adopting sustainable manufacturing principles. Since it is important to achieve sustainable manufacturing, sustainability assessment models were developed. Sustainability assessment models have their own drawbacks and may not provide clear scope for complete sustainable development. A system approach has been developed to overcome this shortcoming by integrating various sustainability assessment models that are already in practice. This article reports the advantages of collecting the advantages of individual sustainability assessment models and how the implementation of the integrated approach has helped to identify the current sustainability level and the scope for future developments in an automotive industry.  相似文献

Renewable energy is considered an indispensable basis of sustainable energy systems as electricity generation from renewable sources results in low emissions of greenhouse gases compared to fossil fuel based electricity and contributes to sustainable development. However, effective strategies and conducive institutional settings are needed for advancement of such clean electricity systems. Although Thailand, as a nation, has a huge potential for renewable energy utilization, its total amount of electricity generation from renewables is relatively small and could be enlarged substantially. Lack of policy mechanisms, institutional development and financing exist as major barriers for Thailand in this regard. Investigation of the nation’s current energy strategy implementation shows that relevant energy and development policies are at different stages of implementation and institutional settings are continuously evolving. This paper argues that further significant efforts could be made towards advancement of renewable electricity and thus achievement of energy sustainability in Thailand. Resource planning, effective policy and institutions, focussed planning for energy sustainability and implementation of the Clean Development Mechanism (CDM) under the Kyoto Protocol could facilitate further advancement of renewables for the nation.  相似文献

Sustainability has become an increasingly important concept in the last few decades; however, its operational usefulness has not always been clear. In other words, some sustainability assessments may not provide decision makers with the practical information necessary to perform the assessment. This study proposes a novel operational sustainable assessment framework for Integrated Coastal Zone Management (ICZM) on a regional-scale based on a feasibility study in the Seto Inland Sea in Japan. The framework draws upon three separately developed concepts: Inclusive Wealth as the technical framework for the sustainability indicators; Satoumi (a traditional Japanese multifaceted coastal zone concept); and ecosystem services science. These three concepts complement each other when seeking to corroborate an assessment framework. Indicators based on the framework and relevant to the case study site were identified. Although Satoumi is a traditional Japanese knowledge, it is believed that its application may be instructive for other areas, as similar concepts can be found and utilized for the conduct of ICZM sustainability assessments.  相似文献
