Abstract

The rare deposition of water resources conflicts with its limitless demand. This determined the existence of the water rights transaction system. The implementation of the water rights transaction system requires clarifying the definition of water resource right above all distinctly. At present, it is a kind of common right system arrangement which needs the Chinese government to dispose of water resources. Though a series of management systems guaranteed the government’s supply of water resource, it hindered the development of the water market seriously and caused the utilization of water resources to stay in the inefficient or low efficient state for a long time. Thus, we should change the government’s leading role in the resource distribution and really rely on the market to carry on the water rights trade and transaction. In this way, the water rights could become a kind of private property right relatively, and circulate freely in the market. As a result of this, we should overcome the defects of common right, make its external performance internalized maximally and achieve the optimized water resource disposition and use it more effectively.  相似文献

Abstract

Water saving and developing water conservation society are the two key strategies both for wise water allocation and sustainable utilization. The paper analyses the connotation of water saving and water conservation society. Essentially, water saving means freeing up water from non-beneficial uses and providing it to some more productive uses. Basic principles for setting indicator are presented by providing efficient use of water, considering social issues and ecological protection. An integrated assessing water saving system aiming at more sustainable and efficient consumption is given considering unbalanced social and economic development in regions and basins. The hierarchy Indicator system provides qualified tools to the practice of water conservation and evaluates the value for water conservation society construction.  相似文献

Abstract

The study on the sustainable utilization of water resources of Jinan city is a research hotspot in the urban sustainable development field. How to use a scientific and rational evaluation index system to analyze the sustainable utilization of water resources of Jinan city and then guide the development and utilization of water resources becomes particularly important. Based on the theory of sustainable development this study introduces the method, basic steps and evaluation indexes of the assessment of the development and utilization of water resources. By systemic analyzing the exploitation and utilization standards of water resources and economy and society in Jinan city, the evaluation and index system of sustainable utilization of water resources in Jinan city can be constructed and index weight can be confirmed, and then, the standard of sustainable utilization of water resources in different years can be analyzed comparably. Thus, the deficiency of lack of reflection of coordination extent in water resources development standard, society and economy in traditional evaluation method is settled efficiently. The paper takes the sustainable utilization of water resources of Qingdao City in 2008 as the standard to compare and assess the water resources utilization in Jinan City. The paper also collects data of water resources in Jinan City from 2001 to 2007. The result indicates that evaluation method is of feasibility and it is effective to the implementation of sustainable utilization strategy water resources in Jinan City.  相似文献

Abstract

We are accustomed to solve the problem of the water scarcity in the western region by the thought of increasing the effective supply of water to meet the needs of Go-west Campaign. After introducing the dynamic equilibrium principle on supply and demand in economy, we find that we should solve the problem of the water scarcity in the western region through reducing total demand to achieve the dynamic equilibrium of supply and demand. Abstract

Despite the endemic drought, arid climate and associated limited freshwater resources, as well as difficult geopolitical realities, Israel can provide a reliable supply of high quality water to a rapidly growing population. The achievements of water supply in Israel can be summarized as water technologies (like water transportation and purification, desalination, wastewater treatment, effluent reuse, storm water catchment, control systems, rain enhancement and drip irrigation, etc.), water management and legislation as well as water industry. In view of the national concern regarding the quality and quantity of the water, the skills, technologies and know-how that Israel has accumulated in water supply and irrigation can give us enlightenment that is also presented in this paper.  相似文献

Abstract

The issue on water environmental degradation in the source area of the Yellow River has been one of very serious ecological and socially economic problems. The temporal-spatial changes of water environment led to the decreasing of land capacity and river disconnecting. The status of water environmental degradation in this paper was analyzed based on the data and field investigation. The results indicated that the surface water area in the region has obviously decreased owing to the climate changes and human irrational use of water resources and the continuous lowering of the regional groundwater table and the steadily decreasing tendency of the flow rate in the source areas of the Yellow River.  相似文献

Abstract

The article puts forward the process and means of regional water and land balance research, and then from two scenarios which are the balances under natural regulation and human intervention, calculated and analysed the balance between water and land on Ningxia Plain. For the balance under natural regulation named farmland water balance, using farmland water resource balance equation, the research estimated the monthly farmland water balance of 8 major crops for all of the 12 counties on Ningxia Plain in the period of 1960–2001; for the balance under human intervention, the research estimated land-use water balance equation of the counties in 2000, and calculated the balance between land use and water resources including irrigating water of all the 12 counties on Ningxia Plain. Results showed that ①precipitation can not meet the water demand of the crops for growth and development on Ningxia Plain, and water shortage is the primary character of farmland water balance under natural regulation, ②the diversity of water and land balance of different counties is distinctly influenced by the crop structure, water quantity for irrigation and irrigation level. ③Irrigation water could meet the crop water demand on Ningxia Plain in 2000, but there was not much space to expand irrigating cultivated land.  相似文献

ABSTRACT

Water is a critical natural resource for sustaining human life. Media representations are a factor in the formation of public risk perceptions and could influence water conservation and health promotion behaviors. The objective of this research is to identify how newspaper media in four Western U.S. states frame the public health risks associated with water resources. Researchers conducted a content analysis of 326 newspaper articles from eight major newspapers focusing on water resource issues published during a three-year period between January 2012 and December 2014. Results indicate that health risks associated with water are seldom mentioned, and that the risks most frequently covered with regard to water resources are those with direct and immediate impacts to area residents. Findings suggest that media coverage may not be consistent with the nature of health impacts associated with water, which often are long-term.  相似文献

Abstract

The natural supply of land resources is limited, but the economic supply may change along with social and economic development, and its size is decided bye nature and social and economic body conditions. When the supplying ability of land resources threatens the development of society and the conflict between people and land becomes tense, it forced people to improve land utilization and to increase the effective supply of land resources. The paper made an overall consideration on the characteristics of the irrigated farming and the frail ecological environment in Fuhai County, Altay Area, Xinjiang Uigur Autonomous Region and explored land arrangement planning as well as water resource planning and environmental protection. The paper evaluated natural resources, land utilization and water resource of the case study areas and focused on the spatio-temporal balance between the utilization of water and land resources. In the end the paper a feasible plan was made out for the land arrangement project.  相似文献

Abstract

Since the 1990s, the Yellow River stream has been temporarily interrupted for several years, which affects the development of society, the economy and human life, limits the economic potential of the drainage areas, and especially causes great harm to regions on the lower reaches. Based on the analysis of the relationship between the development of society and economy and water scarcity, the author thinks it is necessary to optimize and adjust the industrial structure that has extravagantly consumed enormous amounts of water, and to develop ecological agriculture, industry and tourism which are balanced with the ecological environment. Finally, the author puts forward several pieces of advice and countermeasures about how to build the economic systems by which water can be used economically.  相似文献

流域水资源是一种公共资源,也是一种典型的公共财产。公共财产的特性往往表现出所有权的虚无,流域内的每个团体或个人都难以界定明确的责任和义务去维护流域水环境不受污染及可持续利用。流域水环境污染就是一种公地悲剧,本文运用博弈论分析了在市场机制和政府管制两种情况下的流域水环境污染的状况,并比较了两种善的优劣,得出实施排污交易制度是我国将来进行流域性水污染防治的一种发展趋势。排污权交易制度可使企业真正成为排污和治污的主体,并在购买排污权和冶污之间做出对自己有利的选择。最后,也强调了政府在水环境管理的协调、组织和制约方面的必要性。政府应根据市场经济的特点,制定出符合我国国情的切实可行的管理制度及相关政策。  相似文献

虚拟水贸易是缺水地区从社会经济系统层面解决水资源短缺问题的一种策略选择,但由于长期的低水价,致使很多国家和地区的现实经济模式与虚拟水贸易战略的预期相悖.文章基于水资源投入产出分析方法,构建虚拟水贸易理论框架下的水价敏感性模型,分析水价上涨对各产业产品价格带来的影响.模型结果显示,区域水价提升对各产业产品价格的影响不仅在于该产业直接用水成本的上升,同时也不得不承受其他产业成本上升带来的间接影响,并且这两种影响作用是累加的.宁夏数据的实证得出,水价上涨对农业产品价格的影响最为强烈,批发和零售贸易餐饮业次之,对服务业产品价格的影响最弱.因此,可通过制定合理的水价调整策略,激励水资源极度缺乏的地区实施虚拟水贸易战略,避免过分强调传统的重农发展模式,促进产业结构向先进制造业和服务业转变,实现有限水资源更为合理的利用模式,达到经济发展与水生态的和谐局面.  相似文献

流域水权制度是否具有内在的节水激励是能否纾缓一个国家或地区水资源危机的关键.水权再分配机制是水权制度的重要组成部分,而水权市场则是水权再分配机制的方式之一.该文通过构建节水投资收益净现值(NPV)模型,分析水权市场对节水激励的作用,讨论各因素对不同层次用水户进行节水投资决策的不同影响,并且应用节水投资收益净现值模型对黄河流域进行了案例分析.分析表明:有效的流域水权市场能够激励用水者进行节水投资,获得水权交易收益,同时缓解水资源供需矛盾,实现流域水资源的优化配置;跨地区跨行业的水权交易由于规模大,需要的投资金额多,交易成本较高,只能由较高级别的水资源管理机构或取水工程完成,但需要采取适当的节水设施管理方式;地区内行业内的水权交易规模小,需要的投资金额少,交易成本低.对于微观用水户具有激励作用,但需要政府提供相应的信贷支持.  相似文献

ABSTRACT

Due to its dry climate, growing population, and overexploited groundwater, China’s capital is plagued by water scarcity. Since the late 1980s, Beijing has adopted water reuse solutions to bring relief; today, however, the intentions of these reuse policies are often not reflected in practice. Three significant implementation gaps exist: lack of use of installed decentralized reuse systems, limited understanding of the operation of decentralized treatment plants by operators, and inadequate service of centralized reuse treatment systems. By understanding the cause, impact, and severity of these gaps, Beijing’s policymakers can work to meet existing needs via a range of municipal and national policy-driven actions.
