Objective: The objective of this article is to provide empirical evidence for safe speed limits that will meet the objectives of the Safe System by examining the relationship between speed limit and injury severity for different crash types, using police-reported crash data.
Method: Police-reported crashes from 2 Australian jurisdictions were used to calculate a fatal crash rate by speed limit and crash type. Example safe speed limits were defined using threshold risk levels.
Results: A positive exponential relationship between speed limit and fatality rate was found. For an example fatality rate threshold of 1 in 100 crashes it was found that safe speed limits are 40 km/h for pedestrian crashes; 50 km/h for head-on crashes; 60 km/h for hit fixed object crashes; 80 km/h for right angle, right turn, and left road/rollover crashes; and 110 km/h or more for rear-end crashes.
Conclusions: The positive exponential relationship between speed limit and fatal crash rate is consistent with prior research into speed and crash risk. The results indicate that speed zones of 100 km/h or more only meet the objectives of the Safe System, with regard to fatal crashes, where all crash types except rear-end crashes are exceedingly rare, such as on a high standard restricted access highway with a safe roadside design. 相似文献
Codigestion of five wastes and municipal wastewater sludge was evaluated using full-scale testing. Synergistic, antagonistic, and neutral outcomes were observed depending on codigestate identity and concentration, highlighting the value of careful blending. Yeast waste resulted in notable synergism, increasing biogas production by over 50%, whereas aircraft deicing waste resulted in antagonism at high loadings and neutral outcomes at lower loadings. Restaurant waste codigestion resulted in neutral outcomes. The synergisim with yeast codigestates may have resulted from trace nutrients (i.e., iron, nickel, and cobalt) in the wastes that increased microbiological activity. Antagonist outcomes with deicing waste may have been the result of organic overload or inhibitory deicer constituents. Codigestion of wastes at the feed rates investigated was estimated to produce 0.50 ML/d of methane having an energy equivalent of 17 500 MJ/d. This was estimated to reduce net carbon dioxide emissions by 560 tonnes/y. 相似文献
We used permeable reactive subsurface barriers consisting of a C source (wood particles), with very high hydraulic conductivities ( approximately 0.1-1 cm s(-1)), to provide high rates of riparian zone NO3-N removal at two field sites in an agricultural area of southwestern Ontario. At one site, a 0.73-m3 reactor containing fine wood particles was monitored for a 20-mo period and achieved a 33% reduction in mean influent NO3-N concentration of 11.5 mg L(-1) and a mean removal rate of 4.5 mg L(-1) d(-1) (0.7 g m(-2) d(-1)). At the second site, four smaller reactors (0.21 m3 each), two containing fine wood particles and two containing coarse wood particles, were monitored for a 4-mo period and were successful in attenuating mean influent NO3-N concentrations of 23.7 to 35.1 mg L(-1) by 41 to 63%. Mean reaction rates for the two coarse-particle reactors (3.2 and 7.8 mg L(-1) d(-1), or 1.5 and 3.4 g m(-2) d(-1)) were not significantly different (p > 0.2) than the rates observed in the two fine-particle reactors (5.0 and 9.9 mg L(-1) d(-1), or 1.8-3.5 g m(-2) d(-1)). A two-dimensional ground water flow model is used to illustrate how permeable reactive barriers such as these can be used to redirect ground water flow within riparian zones, potentially augmenting NO3- removal in this environment. 相似文献
Although stewardship has been widely defined and used in environmental management and planning, there is a dearth of studies
that describe how the lay public perceives this concept. A national sample of residents in 14 states who live near DOE nuclear
facilities were interviewed to delineate public understanding and awareness of the stewardship program of the U.S. Department
of Energy (DOE). This study discusses the findings of the survey and discusses how institutional trust influences public participation
and resident’s choices of potential stewards. Almost 40% of the respondents could not define stewardship; those who did, believed
that ‘responsibility,’ ‘management,’ and ‘accountability’ are key elements of stewardship. In addition, about a third of the
respondents identified Federal groups and the DOE as potential stewards.

The potential health risks due to inorganic substances, mainly metals, was evaluated for the two resident marine mammals in Hong Kong, the Indo-Pacific Humpback Dolphin (Sousa chinensis) and the Finless Porpoise (Neophocaena phocaenoides). The stomachs from the carcasses of twelve stranded dolphins and fifteen stranded porpoises were collected and the contents examined. Concentrations of thirteen trace elements (Ag, As, Cd, Co, Cr, Cs, Cu, Hg, Mn, Ni, Se, V and Zn) were determined by inductively coupled plasma mass spectrometer (ICP-MS). An assessment of risks of adverse effects was undertaken using two toxicity guideline values, namely the Reference Dose (RfD), commonly used in human health risk assessment, and the Toxicity Reference Value (TRV), based on terrestrial mammal data. The levels of trace metals in stomach contents of dolphins and porpoises were found to be similar. Risk quotients (RQ) calculated for the trace elements showed that risks to the dolphins and porpoises were generally low and within safe limits using the values based on the TRV, which are less conservative than those based on the RfD values. Using the RfD-based values the risks associated with arsenic, cadmium, chromium, copper, nickel and mercury were comparatively higher. The highest RQ was associated with arsenic, however, most of the arsenic in marine organisms should be in the non-toxic organic form, and thus the calculated risk is likely to be overestimated. 相似文献
Thermophilic anaerobic digestion of swine manure represents a potential waste treatment technology to address environmental concerns, such as odor emissions and removal of pathogenic microorganisms. However, there are concerns relative to the stability of this process when swine manure is the sole substrate. In this study, the potential of biogas production from swine manure as the sole substrate under thermophilic (50 degrees C) conditions was investigated in the laboratory, to determine whether separation of urine and feces as part of the waste collection process would benefit anaerobic digestion. Effluent from a continuously stirred tank reactor was used as the inoculum for batch tests, in which the substrate contained three different concentrations of urine (urine-free, as-excreted urine-to-feces ratio and double the as-excreted urine-to-feces ratio). Inocula were acclimated to these same urine-to-feces ratios to determine methane production. Results show that both urine-free and as-excreted substrates were not inhibitory to anaerobic inocula. Anaerobic microorganisms can be readily acclimated to substrate with double the as-excreted urine concentration, which contained nitrogen concentrations up to 7.20 g/L. Cumulative methane production reached similar levels in the batch tests, regardless of the substrate urine concentration. 相似文献
Seventeen Longhurst Hardy Plankton Recorder profiles were taken over a diel cycle in January 1990 to study the feeding of four major copepods over the South Georgia shelf. Ontogenetic changes in vertical migration were followed and feeding cycles determined by gut fluorometry for Calanoides acutus Stage CV, Calanus sinillimus CV and CVI, C. propinquus CV and Rhincalanus gigas CV and CVI. In common with a neighbouring oceanic site visited two weeks later and reported elsewhere, all four species had a diel cycle of feeding and migration. The vertical distributions of C. simillimus (all stages), R. gigas (nauplii) and Euphausia frigida (postlarvae) were similar at both sites, the night being spent within the chlorophyll maximum at 15 to 30 m. However, the biomass dominants, C. acutus and R. gigas, dwelt below the chlorophyll maximum, about 30 m deeper than their oceanic counterparts. Unlike the oceanic site, feeding at the shelf site was not restricted to darkness, but increased 6 to 10 h before nightfall and finished at dawn; the intervening period coincided with sinking and digestion. Daylight feeding may have been induced by the shorter night, lower light levels or greater food requirements at the shelf site, despite planktonic predators being over three times more abundant. Daily ration estimates for R. gigas at both sites were only 2% body carbon per day. These low values contrast with its smaller competirors, whose rations were in the range 5.6 to 27%. 相似文献
During the last 10–15 years heuristic methods have been developed for problems in optimal reserve selection. Unfortunately, there is no guarantee that heuristics will find optimal solutions. In recognizing this limitation, analysts have formulated reserve selection problems as set covering problems, for which matrix reduction and integer (0/1) programming can be used to find optimal solutions. In this paper we restate the set covering formulation and review solution techniques. A new 0/1 programming model, which is a generalization of the set covering model, is then presented and applied to a hypothetical reserve selection problem. Objectives of minimizing the number of sites selected and maximizing the number of species represented are addressed. Solutions which characterize the tradeoffs between these objectives provide a rich set of information for planners and decision makers. Applications of mathematical programming to related problems in land use planning and forestry are also discussed. 相似文献
A well sampling study was conducted to evaluate anempirical approach to classifying areasof land in California as vulnerable to ground watercontamination by pesticides (Troiano et al., 1994). Wells were sampled from sections of land that had noprevious detections of pesticideresidues. The sections had been classified into vulnerablesoil clusters or into a not-classified groupusing a procedure based on Principal Components Analysis(PCA). Grape, citrus, and olive growingareas of Fresno and Tulare Counties were targeted, areas wherepre-emergence herbicide residues hadbeen detected in well water. Overall, herbicide residues weredetected in 75 of 176 sampled wells, ahigh frequency of detection in relation to results fromprevious targeted well sampling studies. Sinceresidues were also detected in the not-classified group, theclassification procedure was modified usingan approach based on Canonical Variates Analysis (CVA). Moresections were classified intovulnerable soil clusters with the CVA approach than with thePCA method. This paper provides a review and justification of the minimum data needed to characterize soils for hazardous waste site assessments and to comply with the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). Scientists and managers within the regulatory agency and the liable party need to know what are the important soil characteristics needed to make decisions about risk assessment, what areas need remediation and what remediation options are available. If all parties involved in characterizing a hazardous waste site can agree on the required soils data set prior to starting a site investigation, data can be collected in a more efficient and less costly manner. Having the proper data will aid in reaching decisions on how to address concerns at, and close-out, hazardous waste sites.This paper was prepared to address two specific concerns related to soil characterization for CERCLA remedial response. The first concern is the applicability of traditional soil classification methods to CERCLA soil characterization. The second is the identification of soil characterization data type required for CERCLA risk assessment and analysis of remedial alternatives. These concerns are related, in that the Data Quality Objective (DQO) process addresses both. The DQO process was developed in part to assist CERCLA decision-makers in identifying the data types, data quality, and data quantity required to support decisions that must be made during the remedial investigation/feasibility study (RI/FS) process.
