This article discusses an approach for identification and evaluation of short-term greenhouse gas (GHG) emission reduction
options in firms. The approach is based on lessons learnt from a project using Participatory Integrated Assessment (PIA) and
builds on the idea that effective public climate policy for firms requires options that have support from stakeholders and
are practically feasible. Scenarios are used to provide a link with short-term policy developments and a model assists to
communicate quantitative effects of options to participating stakeholders. Our approach can be seen as a first step towards
a framework that meets the need for more systematic approaches to PIAs identifying effective public policies for short-term
GHG emission reduction options in firms. In order to identify effective options for non-carbon dioxide GHG emission reductions,
our approach has been applied to Dutch dairy farms, after which it has been refined. The case study suggests that our approach
can provide balance between practical, context specific issues and scientific-theoretical aspects, thereby avoiding common
pitfalls of participatory research projects to focus too much on either theory or practical issues.

This paper describes the development and application of a methodology to screen and rank Dutch reservoirs suitable for long-term large scale CO2 storage. The screening focuses on off- and on-shore individual aquifers, gas and oil fields. In total 176 storage reservoirs have been taken into consideration: 138 gas fields, 4 oil fields and 34 aquifers, with a total theoretical storage potential of about 3200 Mt CO2. The reservoirs are screened according to three criteria: potential storage capacity, storage costs and effort needed to manage risk. Due to the large number of reservoirs, which limits the possibility to use any pair-wise comparison method (e.g. Multi-Criteria programs such as Bosda or Naiade), a spreadsheet tool was designed to provide an assessment of each of the criteria through an evaluation of the fields present in the database and a set of scores provided by a (inter)national panel of experts. The assessment is sufficiently simple and allows others to review it, re-do it or expand it. The results of the methodology show that plausible comparisons of prospective sites with limited characterization data are possible. 相似文献

Nitrate leaching in intensive grassland- and silage maize-based dairy farming systems on sandy soil is a main environmental concern. Here, statistical relationships are presented between management practices and environmental conditions and nitrate concentration in shallow groundwater (0.8 m depth) at farm, field, and point scales in The Netherlands, based on data collected in a participatory approach over a 7-yr period at one experimental and eight pilot commercial dairy farms on sandy soil. Farm milk production ranged from 10 to 24 Mg ha(-1). Soil and hydrological characteristics were derived from surveys and weather conditions from meteorological stations. Statistical analyses were performed with multiple regression models. Mean nitrate concentration at farm scale decreased from 79 mg L(-1) in 1999 to 63 in 2006, with average nitrate concentration in groundwater decreasing under grassland but increasing under maize land over the monitoring period. The effects of management practices on nitrate concentration varied with spatial scale. At farm scale, nitrogen surplus, grazing intensity, and the relative areas of grassland and maize land significantly contributed to explaining the variance in nitrate concentration in groundwater. Mean nitrate concentration was negatively correlated to the concentration of dissolved organic carbon in the shallow groundwater. At field scale, management practices and soil, hydrological, and climatic conditions significantly contributed to explaining the variance in nitrate concentration in groundwater under grassland and maize land. We conclude that, on these intensive dairy farms, additional measures are needed to comply with the European Union water quality standard in groundwater of 50 mg nitrate L(-1). The most promising measures are omitting fertilization of catch crops and reducing fertilization levels of first-year maize in the rotation. 相似文献

In the Segara Anakan lagoon, Java, 21 tree species and 5 understorey genera have been identified. Average tree density is
0.80 ± 0.99 Ind./m2 with 48.71% seedlings and an average basal area of 9.86 ± 10.54 cm2/m2. Tree density and diversity are
high in the eastern part of the lagoon, located near the city of Cilacap. There, the dominant tree species are Aegiceras corniculatum, Nypa fruticans and Rhizophora apiculata, of which the two latter are characteristic for mature forests. By contrast, understorey species and the pioneer species (Avicennia alba,
Aegiceras corniculatum and Sonneratia caseolaris) dominate the central lagoon where several rivers discharge. Compared to former studies, seedling density and tree diameter
in the central lagoon has declined considerably and tree species dominance has changed. The high sedimentation rates and deforestation
are likely to prevent the formation of a mature forest there. Tree communities are more equilibrated in the eastern lagoon
which points to a more stable and less disturbed mangrove forest. 相似文献

This paper offers a reflection on 15 years of policy change in the City of Cape Town aimed at fostering sustainability from the perspective of a City practitioner. The persistent continuation of unsustainable outcomes, despite ongoing policy reforms, is understood as a combination of the emergence of wicked problems, within a changing local government mandate, in the absence of a transformation of institutional structures, tools and approaches. While the approach to policy reform in Cape Town has focussed on reducing substantive uncertainty through its knowledge-based approach, we show that in the context of an expanding local government mandate, sustainability becomes an aspect of many departments’ directive resulting in strategic uncertainty. The untransformed traditional line-function-based structure of local government in turn works against integration between departments (fundamental for addressing non-linear wicked problems), thus promoting institutional uncertainty. In addressing this combination of strategic and institutional uncertainty, our findings indicate that integration has to happen in the policy stage in order for sustainability principles to be implemented in relevant departments; that implementation requires resourcing across the institution, and ought to be included in departments’ targets; and that competing and conflicting rationalities underpin the policy–practice gap. It is suggested that a first step in breaking down the strategic and institutional uncertainties would be to foster shared values through creating deliberative spaces within the City in which debate, discussion and learning can occur. 相似文献
