Adaptive management is a policy framework within which an iterative process of decision making is followed based on the observed responses to and effectiveness of previous decisions. The use of adaptive management allows science-based research and monitoring of natural resource and ecological community responses, in conjunction with societal values and goals, to guide decisions concerning man's activities. The adaptive management process has been proposed for application to hydropower operations at Glen Canyon Dam on the Colorado River, a situation that requires complex balancing of natural resources requirements and competing human uses. This example is representative of the general increase in public interest in the operation of hydropower facilities and possible effects on downstream natural resources and of the growing conflicts between uses and users of river-based resources. This paper describes the adaptive management process, using the Glen Canyon Dam example, and discusses ways to make the process work effectively in managing downstream natural resources and biodiversity. 相似文献
A field study was initiated in 1992 to investigate the long-term impacts of beef feedlot manure application (composted and uncomposted) on nutrient accumulation and movement in soil, corn silage yield, and nutrient uptake. Two application strategies were compared: providing the annual crop nitrogen (N) requirement (N-based rate) or crop phosphorus (P) removal (P-based rate), as well as a comparison to inorganic fertilizer. Additionally, effects of a winter cover crop were evaluated. Irrigated corn (Zea mays L.) was produced annually from 1993 through 2002. Average silage yield and crop nutrient removal were highest with N-based manure treatments, intermediate with P-based manure treatments, and least with inorganic N fertilizer. Use of a winter cover crop resulted in silage yield reductions in four of ten years, most likely due to soil moisture depletion in the spring by the cover crop. However, the cover crop did significantly reduce NO3-N accumulation in the shallow vadose zone, particularly in latter years of the study. The composted manure N-based treatment resulted in significantly greater soil profile NO3-N concentration and higher soil P concentration near the soil surface. The accounting procedure used to calculate N-based treatment application rates resulted in acceptable soil profile NO3-N concentrations over the short term. While repeated annual manure application to supply the total crop N requirement may be acceptable for this soil for several years, sustained application over many years carries the risk of unacceptable soil P concentrations. 相似文献
Does religion affect legislators’ behavior on environmental policy in the US? Studies of environmental policy making have not examined this question, although the literature suggests that religion might affect legislative behavior on environmental policy. This study examines the relationship between US House members’ religion and roll-call voting on environmental legislation from 1973 to 2009. It finds significant differences across religious traditions. Legislators’ party and characteristics of constituencies relevant to environmental politics increasingly, but not entirely, mediate these differences. 相似文献
Sensors and enabling technologies are becoming increasingly important tools for water quality monitoring and associated water resource management decisions. In particular, nutrient sensors are of interest because of the well‐known adverse effects of nutrient enrichment on coastal hypoxia, harmful algal blooms, and impacts to human health. Accurate and timely information on nutrient concentrations and loads is integral to strategies designed to minimize risk to humans and manage the underlying drivers of water quality impairment. Using nitrate sensors as the primary example, we highlight the types of applications in freshwater and coastal environments that are likely to benefit from continuous, real‐time nutrient data. The concurrent emergence of new tools to integrate, manage, and share large datasets is critical to the successful use of nutrient sensors and has made it possible for the field of continuous monitoring to rapidly move forward. We highlight several near‐term opportunities for federal agencies, as well as the broader scientific and management community, that will help accelerate sensor development, build and leverage sites within a national network, and develop open data standards and data management protocols that are key to realizing the benefits of a large‐scale, integrated monitoring network. Investing in these opportunities will provide new information to guide management and policies designed to protect and restore our nation's water resources. 相似文献
Human-induced urban growth and sprawl have implications for greenhouse gas (GHG) emissions that may not be included in conventional GHG accounting methods. Improved understanding of this issue requires use of interactive, spatial-explicit social–ecological systems modeling. This paper develops a comprehensive approach to modeling GHG emissions from urban developments, considering Stockholm County, Sweden as a case study. GHG projections to 2040 with a social–ecological system model yield overall greater emissions than simple extrapolations in official climate action planning. The most pronounced difference in emissions (39% higher) from energy use single-residence buildings resulting from urban sprawl. And this difference is not accounted for in the simple extrapolations. Scenario results indicate that a zoning policy, restricting urban development in certain areas, can mitigate 72% of the total emission effects of the model-projected urban sprawl. The study outcomes include a decision support interface for communicating results and policy implications with policymakers.
