To understand a state's incentives to invest in conflict or cooperation over their international rivers, this paper argues that it is necessary to appreciate the relationships a river can create and the national security threat riparians may confront. Rivers impose interdependent and vulnerable relationships, which can compromise a state's ability to respond effectively to floods and droughts, meet its domestic food and energy needs, dredge the river, maintain its drainage systems, and allocate its domestic water budget. The inability to accomplish these tasks can contribute to social, economic, and political losses that may threaten a state's territorial integrity. Regardless of whether a state is upstream or downstream, from these relationships it acquires leverage to manipulate the interdependence and vulnerability to inflict losses on its riparian neighbour. This argument challenges several assumptions within the existing literature, including the belief that a shortage of freshwater is the initial force producing a national security threat and that an upstream–downstream river bequeaths all advantages on the upstream state and leaves the downstream state purely dependent. As the paper shows, riparians confront a more complex relationship than captured by the existing literature.  相似文献

The anthropogenic impact on the environment in the last century has proven to be very negative due to the fast development of industry. A typical example is the De?le River in northern France, one of the most polluted sites in this region. The concentrations of Pb, Cd, Zn and Cu in river sediments are 300, 800, 50 and 15 times higher, respectively, than the background values. The present study was undertaken to evaluate the capacity of already polluted sediments to capture metals released from industrial wastes (slag). As it were, in spite of the high metal pollution level, sediments have still shown the ability to adsorb metals released from slag under the conditions provided. Their efficiency in "cleaning up" some of the metals (e.g. Pb) seems to be additionally enhanced in anoxic conditions. This study provided some additional information on the importance of sediments as a pollutant sink.  相似文献

Infection with the hepatitis E virus (HEV) is very common worldwide. HEV causes acute viral hepatitis with approximately 20 million cases per year. While HEV genotypes 1 and 2 cause large waterborne and foodborne outbreaks with a significant mortality in developing countries, genotypes 3 and 4 are more prevalent in developed countries with transmission being mostly zoonotic. In North America and Europe, HEV has been increasingly detected in swine, and exposure to pigs and pork products is considered to be the primary source of infection. Therefore we set out to investigate the prevalence of HEV in retail pork products available in Canada, by screening meal-size portions of pork pâtés, raw pork sausages, and raw pork livers. The presence of the HEV genomes was determined by RT-PCR and viral RNA was quantified by digital droplet PCR. Overall, HEV was detected in 47% of the sampled pork pâtés and 10.5% of the sampled raw pork livers, but not in the sampled pork sausages, and sequencing confirmed that all HEV strains belonged to genotype 3. Further phylogenetic analysis revealed that except for one isolate that clusters with subtype 3d, all isolates belong to subtype 3a. Amino acid variations between the isolates were also observed in the sequenced capsid region. In conclusion, the prevalence of HEV in pâtés and raw pork livers observed in this study is in agreement with the current HEV distribution in pork products reported in other developed countries.  相似文献
