The U.S. Environmental Protection Agency has established a federal reference method (FRM) for ozone (O3) and allowed for designation of federal equivalent methods (FEMs). However, the ethylene-chemiluminescence FRM for O3 has been replaced by the UV photometric FEM by most state and local monitoring agencies because of its relative ease of operation. Accumulating evidence indicates that the FEM is prone to bias under the hot, humid, and stagnant conditions conducive to high O3 formation. This bias may lead to overreporting hourly O3 concentrations by as much as 20-40 ppb. Measurement bias is caused by contamination of the O3 scrubber, a problem that is not detected by dry air calibration. An adequate wet test has not been codified, although a procedure has been proposed for agency consideration. This paper includes documentation of laboratory tests quantifying specific interferant responses, collocated ambient FRM/FEM monitoring results, and smog chamber comparisons of the FRM and FEMs with alternative scrubber designs. As the numbers of reports on monitor interferences have grown, interested parties have called for agency recognition and correction of these biases.

Synthetic aggregates from combustion ashes using an innovative rotary kiln
This paper describes the use of a number of different combustion ashes to manufacture synthetic aggregates using an innovative rotary 'Trefoil' kiln. Three types of combustion ash were used, namely: incinerated sewage sludge ash (ISSA); municipal solid waste incinerator bottom ash (MSWIBA-- referred to here as BA); and pulverised fuel ash (Pfa). The fine waste ash fractions listed above were combined with a binder to create a plastic mix that was capable of being formed into 'green pellets'. These pellets were then fired in a Trefoil kiln to sinter the ashes into hard fused aggregates that were then tested for use as a replacement for the natural coarse aggregate in concrete. Results up to 28 days showed that these synthetic aggregates were capable of producing concretes with compressive strengths ranging from 33 to 51 MPa, equivalent to between 73 and 112% of that of the control concrete made with natural aggregates.

The success of research in integrated environmental and natural resource management relies on the participation and involvement of different disciplines and stakeholders. This can be difficult to achieve in practice because many initiatives fail to address the underlying social processes required for successful engagement and social learning. We used an action research approach to support a research-based group with a range of disciplinary and stakeholder expertise to critically reflect on their engagement practice and identify lessons around how to collaborate more effectively. This approach is provided here as a guide that can be used to support reflective research practice for engagement in other integration-based initiatives. This paper is set in the context of an integrated wildlife management research case study in New Zealand. We illustrate how multi-, inter- and trans-disciplinary approaches can provide a framework for considering the different conversations that need to occur in an integrated research program. We then outline rubrics that list the criteria required in inter- and trans-disciplinary collaborations, along with examples of effective engagement processes that directly support integration through such efforts. Finally, we discuss the implications of these experiences for other researchers and managers seeking to improve engagement and collaboration in integrated science, management and policy initiatives. Our experiences reaffirm the need for those involved in integrative initiatives to attend to the processes of engagement in both formal and informal settings, to provide opportunities for critical reflective practice, and to look for measures of success that acknowledge the importance of effective social process.

Particle formation from showering may be attributed to dissolved mineral aerosols remaining after evaporation of micron-sized satellite droplets produced by the showerhead or from splashing of larger shower water droplets on surfaces. Duplicate continuous particle monitors measured particle size distributions in a ventilated residential bathroom under various showering conditions, using a full-size mannequin in the shower to simulate splashing effects during showering. Particle mass concentrations were estimated from measured shower particle number densities and used to develop emission factors for inhalable particles. Emission source strengths of 2.7-41.3 microg/ m3/min were estimated under the various test conditions using residential tap water in Columbus, OH. Calculated fine particulate matter (PM2.5) concentrations in the bathroom reached several hundred micrograms per cubic meter; calculated coarse particulate matter (PM10) levels approached 1000 microg/m3. Rates of particle formation tended to be highest for coarse shower spray settings with direct impact on the mannequin. No consistent effects of water temperature, water pressure, or spray setting on overall emission rates were apparent, although water temperature and spray setting did have an effect when varied within a single shower sampling run. Salt solutions were injected into the source water during some tests to assess the effects of total dissolved solids on particle emission rates. Injection of salts was shown to increase the PM2.5 particle formation rate by approximately one third, on average, for a doubling in tap water-dissolved solids content; PM10 source strengths approximately doubled under these conditions, because very few particles >10 microm were formed.

Social learning is a process suited to developing understanding and concerted action to tackle complex resource dilemmas, such as freshwater management. Research has begun to recognise that in practice social learning encounters a variety of institutional challenges from the shared habits and routines of stakeholders (organised by rules, norms and strategies) that are embedded in organisational structures and norms of professional behaviour. These institutional habits and routines influence the degree of willingness to engage with stakeholders, and expectations of behaviours in social learning processes. Considering this, there has been a call to understand how institutions influence social learning and emergent outcomes. We addresses this by presenting a heuristic for implementing social learning cognisant of institutional context to answer three questions: (i) How institutional influences impact implementation of social learning design; (ii) how implementation of social learning design modifies institutions influencing social learning; and (iii) how these changes in design and institutions together shape social learning outcomes? To answer these questions a freshwater planning exercise was designed, implemented and evaluated as a social learning process with community groups in two New Zealand catchments. Incorporating participatory reflection enabled the project team to modify social learning design to manage institutional influences hindering progress toward outcomes. Findings emphasise that social learning is underpinned by participants’ changing assumptions about what constitutes the institution of learning itself—from instruction to a dynamic, collective and emergent process. Reflecting on these assumptions also challenged participants’ expectations about their own and others’ behaviours and roles in freshwater planning.

Reconnecting to the Biosphere
Humanity has emerged as a major force in the operation of the biosphere, with a significant imprint on the Earth System, challenging social-ecological resilience. This new situation calls for a fundamental shift in perspectives, world views, and institutions. Human development and progress must be reconnected to the capacity of the biosphere and essential ecosystem services to be sustained. Governance challenges include a highly interconnected and faster world, cascading social-ecological interactions and planetary boundaries that create vulnerabilities but also opportunities for social-ecological change and transformation. Tipping points and thresholds highlight the importance of understanding and managing resilience. New modes of flexible governance are emerging. A central challenge is to reconnect these efforts to the changing preconditions for societal development as active stewards of the Earth System. We suggest that the Millennium Development Goals need to be reframed in such a planetary stewardship context combined with a call for a new social contract on global sustainability. The ongoing mind shift in human relations with Earth and its boundaries provides exciting opportunities for societal development in collaboration with the biosphere--a global sustainability agenda for humanity.

Understanding the history of how humans have interacted with the rest of nature can help clarify the options for managing our increasingly interconnected global system. Simple, deterministic relationships between environmental stress and social change are inadequate. Extreme drought, for instance, triggered both social collapse and ingenious management of water through irrigation. Human responses to change, in turn, feed into climate and ecological systems, producing a complex web of multidirectional connections in time and space. Integrated records of the co-evolving human-environment system over millennia are needed to provide a basis for a deeper understanding of the present and for forecasting the future. This requires the major task of assembling and integrating regional and global historical, archaeological, and paleoenvironmental records. Humans cannot predict the future. But, if we can adequately understand the past, we can use that understanding to influence our decisions and to create a better, more sustainable and desirable future.
