ABSTRACT

The benefits and costs of past nitrogen dioxide (NO2) control policies were calculated for Tokyo, Japan, using environmental, economic, political, demographic, and medical data from 1973 to 1994. The benefits of NO2 control were estimated as medical expenses and lost work time due to hypothetical no-control air concentrations of NO2. Direct costs were calculated as annualized capital expenditures and 1 year's operating costs for regulated industries plus governmental agency expenses. The major findings were as follows:

(1) Using Tokyo's average medical cost of pollution-related illness, the best net estimate of the avoided medical costs due to incidence of phlegm and sputum in adults was 730 billion yen ($6.08 billion; 1 U.S. dollar = 120 yen).

(2) The best net estimate of the avoided medical costs due to incidence of lower respiratory illness in children was 93 billion yen ($775 million).

(3) Using Tokyo's average duration of pollution-related illness and average wages, the best net estimate of the avoided costs of lost wages in workers was 760 billion yen ($6.33 billion).

(4) The best net estimate of the avoided costs of lost wages in mothers caring for their sick children was 100 billion yen ($833 million).

(5) Using Tokyo-specific data, the best net costs were estimated as 280 billion yen ($2.33 billion).

(6) Using human health and productivity benefits, and annualized capital cost and operating cost estimates, the best net benefits-to-costs ratio was 6:1 (upper limit 44:1; lower limit 0.3:1). Benefit calculations were sensitive to assumptions of mobile source emissions and certain health impacts that were not included. Cost calculations were highly dependent on assumptions of flue gas volume and fuel use. For comparative purposes, we identified other studies for air pollution-related illness. Assumptions that formed the basis for most of the inputs in the present study, such as duration of illness, medical treatment costs, per person illness in children, and lost wages for working mothers, were similar to those recommended in the literature. Lost wages in sick workers and per capita illness incidence in adults were higher than numbers reported elsewhere. Further advances in cost-benefit analysis (CBA) procedures to evaluate the economic effectiveness of NO2 controls in Tokyo are recommended to estimate impacts and values for additional human health benefits, ecosystem health and productivity effects, and nonliving system effects, as well as benefits of ancillary reductions in other pollutants. The present study suggests that Tokyo's past NO2 control policies in total were economically quite effective.  相似文献

Persistent organic pollutants have been shown to have immunomodulating effects in humans. However, epidemiological evidence regarding the relationships between organochlorine compound exposure and allergic disorders coming from studies of children has been limited and inconsistent. The current cross-sectional study examined the associations between the concentrations of β-hexachlorocyclohexane (HCH), hexachlorobenzene (HCB), p,p'-dichlorodiphenyldichloroethylene (DDE), and trans-nonachlordane in breast milk and the prevalence of allergic disorders in 124 adult Japanese women. The definition of wheeze and asthma was based on criteria from the European Community Respiratory Health Survey whereas that of eczema and rhinoconjunctivitis was based on criteria from the International Study of Asthma and Allergies in Childhood. Adjustment was made for age, smoking, family history of allergic disorders, and education. The prevalence values of wheeze, asthma, eczema, and rhinoconjunctivitis in the past 12 months were 9.7%, 4.8%, 13.7%, and 29.8%, respectively. The median concentrations of β-HCH, HCB, p,p'-DDE, and trans-nonachlordane in breast milk were 28.3, 7.0, 71.6, and 23.9 ng g(-1) lipid, respectively (range, 4.5-253, 2.1-14.5, 7.5-362, and 1.8-130 ng g(-1) lipid, respectively). When the exposures were treated as continuous variables, no significant associations were found between concentrations of HCB, β-HCH, p,p'-DDE, or trans-nonachlordane and the prevalence of wheeze, asthma, eczema, or rhinoconjunctivitis. Our results suggest that concentrations of β-HCH, HCB, p,p'-DDE, and trans-nonachlordane in breast milk are not evidently associated with the prevalence of wheeze, asthma, eczema, or rhinoconjunctivitis in young female Japanese adults.  相似文献

Decades-long monitoring of anthropogenic radionuclides in the atmospheric deposition in Tsukuba, Japan suggests not only the substantial impacts of the Asian dust (Kosa) on the deposition but also the possible change of the Kosa source region, especially during springs of the 2000s. In order to know more about such change, 4 single wet deposition events occurred in the spring of 2007 were scrutinized. The largest anthropogenic radionuclides wet deposition was supplied by the April 2–4 event. It brought several tens % of the monthly depositions (April 2007) of the dust (residue) mass (4.5 g m?2) and anthropogenic radionulides (90Sr: 16, 137Cs: 97 and Pu: 3 mBq m?2). None of the events observed fulfilled both criteria of the specific activities and 90Sr/137Cs activity ratio to the Tsukuba soil; they did not exhibit local soil dust signature. The Kosa events in fact have extensive impacts on the atmospheric environment over Japan in spring season. Considering the elevated specific activities as well as greater 137Cs/90Sr activity ratio in the deposited dust, it is hypothesized that the dust source areas in Asian continent would be shifting from the arid zone to the desert-steppe zone suffering from desertification during the 2000s. This type of the Kosa may be called as the ‘new-regime Kosa’. Chemical observation in the far downwind region of the Kosa dust could allow us to know possible shift in the source regions.  相似文献

Qualitative evaluation of the effects of uncertainties originating from scenario development, modeling approaches, and parameter values is an important subject in the area of safety assessment for high-level nuclear waste disposal sites. In this study, regional-scale groundwater flow analyses for the Tono area, Japan were conducted using three continuous models designed to handle heterogeneous porous media. We evaluated the simulation results to quantitatively analyze uncertainties originating from modeling approaches. We found that porous media heterogeneity is the main factor which causes uncertainties. We also found that uncertainties originating from modeling approaches greatly depend on the types of hydrological structures and heterogeneity of hydraulic conductivity values in the domain assigned by modelers. Uncertainties originating from modeling approaches decrease as the amount of labor and time spent increase, and iterations between investigation and analyses increases.  相似文献

An investigation of water-soluble organic carbon (WSOC) in atmospheric particles was conducted as an index of the formation of secondary organic aerosol (SOA) from April 2005 to March 2006 at Maebashi and Akagi located in the inland Kanto plain in Japan. Fine (<2.1 μm) and coarse (2.1–11 μm) particles were collected by using an Andersen low-volume air sampler, and WSOC, organic carbon (OC), elemental carbon (EC), and ionic components were measured. The mean mass concentrations of the fine particles were 22.2 and 10.5 μg m?3 at Maebashi and Akagi, respectively. The WSOC in fine particles accounted for a large proportion (83%) of total WSOC. The concentration of fine WSOC ranged from 1.2 to 3.5 μg-C m?3 at Maebashi, rising from summer to fall. At Akagi, it rose from spring to summer, associated with the southerly wind from urban areas. The WSOC/OC ratio increased in summer at both sites, but the ratio at Akagi was higher, which we attributed to differences in primary emissions and secondary formation between the sites. The fine WSOC concentration was significantly positively correlated with concentrations of SO42?, EC, and K+, and we inferred that WSOC was produced by photochemical reaction and caused by the combustion of both fuel and biomass. We estimated that SOA accounted for 11–30% of the fine particle mass concentration in this study, suggesting that SOA is a significant year-round component in fine particles.  相似文献

A filamentous soil bacterium, strain K202, was isolated from soil where an edible mushroom (Boletopsis leucomelas) was growing and identified as belonging to the genus Streptomyces on the basis of its morphological characteristics and the presence of LL-2, 6-diaminopimelic acid. We studied the existence states of Cs and its migration from extracellular to intracellular fluid in the mycelia of Streptomyces sp. K202. The results indicated that Cs accumulated in the cells through at least 2 steps: in the first step, Cs+ was immediately and non-specifically adsorbed on the negatively charged cell surface, and in the second step, this adsorbed Cs+ was taken up into the cytoplasm, and a part of the Cs entering the cytoplasm was taken up by an energy-dependent transport system(s). Further, we confirmed that a part of the Cs+ was taken up into the mycelia competitively with K+, because K+ uptake into the intact mycelia of the strain was significantly inhibited by the presence of Cs+ in the culture media. This suggested that part of the Cs is transported by the potassium transport system. Moreover, 133Cs-NMR spectra and SEM-EDX spectra of the mycelia that accumulated Cs showed the presence of at least 2 intracellular Cs states: Cs+ trapped by intercellular materials such as polyphosphate and Cs+ present in a cytoplasmic pool.  相似文献

An allophanic soil (AS) catalyzed the formation of dark-colored polymers via polycondensation reactions between catechol and glycine. The organic carbon content of the AS was increased from 0.16% to 1.3%, indicating that some of the dark-colored polymers had been adsorbed to the AS. The characteristics of the dark-colored polymers adsorbed on the AS were similar to those of a humin that is not extractable with an aqueous alkaline solution. Such a humin-like substance (HuLS) was separated from the AS by treatment with a mixture of HF and HCl. The HuLS and humic acid-like substance (HaLS), comprising the acid-insoluble fraction in the reaction mixture, were characterized by elemental analysis, size exclusion chromatography, pyrolysis-GC/MS and 13C NMR. However, the structural features of HaLS and HuLS had many points in common. These results suggest that HuLS-AS can be regarded as an organo-clay complex formed by the strong adsorption of HaLS to the AS. The adsorption of pentachlorophenol (PCP) to AS and HuLS-AS was examined at pH 5.5. At this pH, the zeta potential of the HuLS-AS showed a negative value. It would, therefore, be expected that pentachlorophenolate anions would adsorb with difficulty to HuLS-AS because of electrostatic repulsion. Nevertheless, the adsorption coefficient for PCP to HuLS-AS, as estimated by the Freundlich isotherm, was seven times larger than that for AS. These results show that HuLS, when adsorbed on the AS surface, has the capability to enhance the adsorption of PCP.  相似文献

River water quality was evaluated with respect to eutrophication and land use during spring snowmelt and summer base flow periods in Abashiri (mixed cropland-livestock farming) and Okoppe (grassland-based dairy cattle farming), eastern Hokkaido, Japan. Water from rivers and tributaries was sampled during snowmelt and summer base flow periods in 2005, and river flow was measured. Total N (TN), NO3–N, and Si concentrations were determined using standard methods. Total catchment and upland areas for each sampling site were determined with ArcGIS hydrology modeling software and 1:25,000-scale digital topographic maps. Specific discharge was significantly higher during snowmelt than during base flow. In both areas, TN concentrations increased, whereas Si concentrations decreased, with increased specific discharge, and were significantly higher during snowmelt. The Si:TN mole ratio decreased to below or close to the threshold value for eutrophication (2.7) in one-third of sites during snowmelt. River NO3–N concentrations during base flow were significantly and positively correlated with the proportion of upland fields in the catchment in both the Abashiri (r = 0.88, P < 0.001) and Okoppe (r = 0.43, P < 0.01) areas. However, the regression slope, defined as the impact factor (IF) of water quality, was much higher in Abashiri (0.025) than in Okoppe (0.0094). The correlations were also significantly positive during snowmelt in both areas, but IF was four to eight times higher during snowmelt than during base flow. Higher discharge of N from upland fields and grasslands during snowmelt and the resulting eutrophication in estuaries suggest that nutrient discharge during snowmelt should be taken into account when assessing and monitoring the annual loss of nutrients from agricultural fields.  相似文献

Airborne particulate matter, suspected to induce adverse effects on human health, have been one of the most important concerns regarding recent air pollution issues in Japan. To characterize regional and seasonal variations in emission sources of fine airborne particulate matter (d < 2 microm), monthly samples (n = 36 for each site) were collected at urban (Tokyo), suburban (Maebashi), and mountainous (Akagi) sites in Japan from April 2003 to March 2006. Multielement analysis of chemical species (Na, Al, K, Ca, V, Cr, Mn, Fe, Ni, Cu, Zn, As, Sb, and Pb) was performed by inductively coupled plasma-atomic emission spectrometry and inductively coupled plasma-mass spectrometry. The combined source receptor model, which consists of positive matrix factorization and chemical mass balance, determined the contributions of nine emission sources (local and continental soils, road dust, coal and oil combustion, waste incineration, steel industry, brake wear, and diesel exhaust) to the observed elemental concentrations. Large regional differences were identified in the source contributions among the observational sites. Diesel exhaust was identified as the most significant source (70% of identified contributions) at the urban site. Local and continental soils, coal combustion, and diesel exhaust were intricately assigned (20-30% each) to the suburban site. Continental soil was the predominant source (65%) at the mountainous site. Respective significant source contributions dominated the seasonal variations of total elemental concentrations at each site. These results suggest that a better understanding of the regional and seasonal characteristics of impacting emission sources will be important for improving regional environments.  相似文献

Steelmaking slag is one of the most massive industrial by-products generated during steelmaking processes. This paper presents the current steelmaking slag production status and its potential to use as mineral aggregates in base/sub-base layer of road pavement. The mechanical properties of steelmaking slag were confirmed by the test method specified in Vietnam specification. The volume stability test of the slag was conducted based on JIS A 5015-2018 (Japanese Industrial Standard: Iron and steel slag for road construction). From the results, it was confirmed that steelmaking slag can satisfy all the mechanical requirements specified in Vietnam specification and the requirements regarding stability specified in JIS A 5015-2018. In addition, it was found that the elastic modulus of steelmaking slag applied as a base or sub-base layer in pavement was higher than that of the conventional graded aggregate made from mineral aggregate. Therefore, the thickness of pavement can be reduced by using steelmaking slag, and the construction cost can be lower.
