Following years of progress in designing and executing cleanups of contaminants at waste sites, the U.S. Air Force, state regulatory groups, and others are crafting methods to evaluate broader considerations of risk in remedial decisions. Integrating worker and climate risks into remediation efforts may confer significant benefits, but challenges exist to identifying, assessing, and accounting for them in the remedial process. For sites where future risk posed by contamination far exceeds the risk posed to workers who may be exposed to the contaminants during the remedial process, limiting the range of decision inputs to those presented by the site conditions made sense and provided a net benefit to human health and the environment. There are other sites, however, where future risk posed by the in situ contamination are at levels comparable to the real risks posed to workers, ecology, and even emerging concerns about climate change. For these sites, a net risk reduction cannot be assumed to be a result of remedial action, challenging the remedial community to develop new approaches to ensure positive results. © 2009 Wiley Periodicals, Inc.  相似文献

Based on a review of hundreds of environmental restoration program optimization reviews, this article describes management tools found in successful and efficient remediation programs. Projects that consistently struggled to achieve their objectives were observed to be missing certain, or to have inadequately used, these tools. The tools are articulated as best practices because when they are present and actively used, project shortcomings were minimal. Priority objectives for site owners and project managers include improving efficiency and effectiveness through performance management, reducing resource usage and energy consumption, ensuring protectiveness, and reducing uncertainty in management decision making. Restoring environmental resources damaged by historic waste management practices began in earnest in the late 1960s and early 1970s with the broad recognition of the problems caused by environmental discharges and spills when wastes are not managed appropriately. Under new regulations, soil and groundwater remediation projects could be, and were, conducted within a defined framework. The number and variety of restoration projects that were launched resulted in a slew of projects progressing through the stages of characterization, decision, and cleanup, and more were added to the cleanup process each year. In the 1990s, the Department of Defense noted that many cleanup efforts were projected to incur substantial operational, maintenance, and monitoring costs for decades into the future. This was correctly perceived as an opportunity to optimize those systems and programs, minimize costs, and reduce health and environmental risks. The best practices outlined in this article address management tools that were identified in optimization efforts that led to effective and efficient environmental remediation projects. © 2010 Wiley Periodicals, Inc.  相似文献

Traditionally, evolutionary ecology and conservation biology have primarily been concerned with how environmental changes affect population size and genetic diversity. Recently, however, there has been a growing realization that phenotypic plasticity can have important consequences for the probability of population persistence, population growth, and evolution during rapid environmental change. Habitat fragmentation due to human activities is dramatically changing the ecological conditions of life for many organisms. In this review, we use examples from the literature to demonstrate that habitat fragmentation has important consequences on oviposition site selection in insects, with carryover effects on offspring survival and, therefore, population dynamics. We argue that plasticity in oviposition site selection and maternal effects on offspring phenotypes may be an important, yet underexplored, mechanism by which environmental conditions have consequences across generations. Without considering the impact of habitat fragmentation on oviposition site selection, it will be difficult to assess the effect of fragmentation on offspring fitness, and ultimately to understand the impact of anthropogenic-induced environmental change on population viability.  相似文献

At any time, the condition of ecological infrastructure is related to the availability of funds to support operational management programmes. Environmental management outcomes are therefore often coupled to general economic conditions. When general economic conditions are favourable, investment in environmental management is often greater. This implies that environmental management frameworks need to be able to cope with the waxing and waning of economic conditions while still delivering acceptable environmental management and service delivery outcomes. At the onset of budget cuts, environmental managers therefore need effective ways of assessing the near and far future trade-offs of curtailing particular programmes in a defensible and internally consistent manner.

Operators of large civil infrastructure assets face the same problem. In response, the asset management community has developed the State of Good Repair approach. The objective of the preliminary consideration presented here was to determine whether this engineering management approach has any merit in environmental management.  相似文献

Summary This paper considers the application of the principles of sustainable development to an airport situation. If sustainable development is to be enshrined as the global development pathway which reconciles economic and environmental issues then it must be applicable to a range of spatial scales. Airports will interact at a variety of levels with this multi-level decision making and enactment structure. The requirements imposed upon an airport may differ according to whether decisions are being taken by local, regional or national decision makers. Conflicts and uncertainties will inevitably result. Definitions of sustainable development are considered and policy guidance from the United Nations (UN), the European Union (EU) and the nation State level evaluated for its relevance to airport decision making. An attempt is made to reconcile definitions and interpretations before an idealized representation of a sustainable airport is presented. Mechanisms by which this may be actualized are then suggested. A need for improved theoretical knowledge is identified but research is also necessary on application and localization procedures for sustainable development.Professor James Longhurst is Head of Department of Environmental Health and Science at UWE, Bristol.
