This article presents a model for local energy planning and its application in a full-scale experiment in a Swedish municipality. The model is based on legal requirement, research findings and standards of good practice and includes a combination of analytical and procedural tools intended to support rational decision-making: external scenarios, a citizens’ panel, life cycle analysis and qualitative environmental assessment (EA). The application of the model indicates that the decision-support tools selected can give several new and valuable inputs to local energy planning, such as local knowledge and values through citizen dialogue and comprehensive EAs. However, the experiment also shows that there are several challenges involved in applying the tools, for example, it is difficult to get citizens and the industry to participate and that it is complicated to combine several different tools for decision-making into a single planning process. Moreover, the experiences from the application suggest that the model for local energy planning show great potential but needs to be improved before it can be used as a standard of good practice.  相似文献

Climate change is an important new challenge for local authorities. This study analyses the potential for using the Swedish mandatory process for risk and vulnerability analysis (RVA) as a vehicle to improve local climate adaptation work. An advantage with RVA is its comprehensive approach in dealing with all relevant threats and all vital functions of society. In order to test the applicability of incorporating climate adaptation into RVA, we studied practical experiences from three Swedish municipalities. In all municipalities, a pre-study to identify relevant climate-induced events was performed. In one municipality, this was followed by a more detailed analysis of the potential impacts of these events on the functions of the various administrations and companies within the local authority. Problems identified in successful integration of climate change into the municipal RVA process were lack of sufficient knowledge to identify the impacts of climate change on the level of the respective specialist or district administration and lack of resources to perform the analysis. There were also some difficulties in including a long-term perspective relevant for climate adaptation into RVA, which usually focuses on current threats. A positive outcome was that work on extreme climate events in RVA provided a traceable method to identify events with a potentially great impact on the function of local society and results that could be fed into other ongoing processes, such as spatial planning and housing plans.  相似文献

The influence of different N:P supply ratios on cell accumulation, chemical composition and toxicity of the marine haptophyte Chrysochromulina polylepis was examined in semi-continuous cultures. A non-axenic strain of C. polylepis was exposed to five different N:P supply ratios (N:P = 1:1, 4:1, 16:1, 80:1 and 160:1, by atoms), in order to create a range of N- and P-limited conditions. The toxicity per cell in C. polylepis was determined on four occasions at steady state cell density using the haemolytic activity of the cells expressed as saponin nanoequivalents. Haemolytic activity was demonstrated in all treatments, and increased in the algae when cell growth was nutrient limited (N:P = 1:1, 4:1, 80:1 and 160:1), compared to cells grown under non-limiting conditions (N:P = 16:1). This occurred regardless of the growth-limiting nutrient (N or P) and became more pronounced as nutrient limitation increased. In P-limited cultures the haemolytic activity per cell increased linearly with the cellular N:P ratio, whereas the N-limited cultures showed an opposite trend. The haemolytic activity per cell showed an inverse relationship with both cellular N and cellular P content. Cells limited by P showed a higher haemolytic activity than cells limited by N. The results suggest that toxicity in C. polylepis is strongly influenced by the physiological state of the algae. This may partially explain the large variability previously observed in the toxicity of C. polylepis blooms. The potential ecological significance of our findings is also discussed. Transdisciplinary research and collaboration is widely acknowledged as a critical success factor for solution-oriented approaches that can tackle complex sustainability challenges, such as biodiversity loss, pollution, and climate-related hazards. In this context, city governments’ engagement in transdisciplinarity is generally seen as a key condition for societal transformation towards sustainability. However, empirical evidence is rare. This paper presents a self-assessment of a joint research project on ecosystem services and climate adaptation planning (ECOSIMP) undertaken by four universities and seven Swedish municipalities. We apply a set of design principles and guiding questions for transdisciplinary sustainability projects and, on this basis, identify key aspects for supporting university–municipality collaboration. We show that: (1) selecting the number and type of project stakeholders requires more explicit consideration of the purpose of societal actors’ participation; (2) concrete, interim benefits for participating practitioners and organisations need to be continuously discussed; (3) promoting the ‘inter’, i.e., interdisciplinary and inter-city learning, can support transdisciplinarity and, ultimately, urban sustainability and long-term change. In this context, we found that design principles for transdisciplinarity have the potential to (4) mitigate project shortcomings, even when transdisciplinarity is not an explicit aim, and (5) address differences and allow new voices to be heard. We propose additional guiding questions to address shortcomings and inspire reflexivity in transdisciplinary projects.  相似文献

This study addresses the exhaust emissions of CO2, NOx, SOx, CO, and PM2.5 originated from Baltic Sea shipping in 2006–2009. Numerical results have been computed using the Ship Traffic Emissions Assessment Model. This model is based on the messages of the automatic identification system (AIS), which enable the positioning of ships with a high spatial resolution. The NOx emissions in 2009 were approximately 7 % higher than in 2006, despite the economic recession. However, the SOx emissions in 2009 were approximately 14 % lower, when compared to those in 2006, mainly caused by the fuel requirements of the SOx emission control area (SECA) which became effective in May 2006, but affected also by changes in ship activity. Results are presented on the differential geographic distribution of shipping emissions before (Jan–April 2006) and after (Jan–April 2009) the SECA regulations. The predicted NOx emissions in 2009 substantially exceeded the emissions in 2006 along major ship routes and at numerous harbors, mostly due to the continuous increase in the number of small vessels that use AIS transmitters. Although the SOx emissions have been reduced in 2009 in most major ship routes, these have increased in the vicinity of some harbors and on some densely trafficked routes. A seasonal variation of emissions is also presented, as well as the distribution of emissions in terms of vessel flag state, type, and weight.  相似文献

ABSTRACT

As local climate adaptation activity increases, so does the number of questions about costs, benefits, financing and the role that economic considerations play in adaptation-related decision-making and policy. Through five cases, covering a range of climate risks and types of adaptation measures, this paper critically examines Swedish project coordinators’ perceptions of costs and benefits in already-implemented climate adaptation measures. Our study finds that project coordinators make use of different system boundaries – on temporal, geographical and administrative scales – in their cost/benefit evaluations, making the practice of determining adaptation costs arbitrary and hard to compare. We further demonstrate that the project coordinators interpret costs and benefits in a manner that downplays the intangible environmental and social costs and benefits arising from the adaptation measures, despite their own experience of how such measures negatively impact upon social value. The exclusion of social and environmental costs and benefits has severe implications for justice, as it can bias decisions against people and ecosystems that are affected negatively. Based on the findings, we propose three tentative social justice dilemmas in local climate adaptation planning and implementation: 1. Cost and benefit distribution across scales; 2. The identification and valuation of non-market effects; and 3. The equitable allocation of costs and benefits.  相似文献
