Abstract: Alabama is a water rich state. Yet, agriculture is limited in both scale and productivity and the state regularly suffers from drought. Climate variability adds to this paradox even while water users, particularly farmers, have few coping mechanisms. In this paper, we argue that more significant than the water resource itself in Alabama is the governance structure of that resource. The riparian doctrine, as it stands, stymies effective management. The role of water doctrines, and resultant policy, is, therefore, crucial to enhancing decision‐making opportunities for agricultural end‐users in Alabama. After exploring different doctrine types as applied across the states we conclude that a move towards “regulated riparianism” consistent with the American Society of Civil Engineers Regulated Riparian Water Code (2004) would enhance opportunities for both the state and agriculturalists to cope with variable water supply conditions while maximizing environmental benefits. The paper then concludes with a review of the primary objectives of the Water Code and key places where Alabama’s Water Code would need revision to meet these objectives. 相似文献

The protection and sustainable management of habitat trees is an integral part of modern forest nature conservation concepts such as retention forestry. Bats, cavity-nesting birds, arboreal marsupials, and many different saproxylic species depend on habitat trees and their great variety of microhabitats and old-growth characteristics. With a focus on insights from temperate forests, we traced the development of habitat-tree protection over 200 years. The idea was first conceptualized by foresters and natural scientists in the early 19th century. At that time, utilitarian conservation aimed to protect cavity trees that provided roosts and nesting holes for insectivorous bats and birds. By the second half of the 19th century, habitat-tree protection was well known to foresters and was occasionally implemented. Knowledge of the protection of large old trees, a special kind of habitat tree, for sociocultural and aesthetic reasons developed similarly. But, many foresters of that time and in the following decades fundamentally rejected protection of habitat trees for economic reasons. Beginning in the 1970s, forest conservation and integrative forest management became increasingly important issues worldwide. Since then, the protection of habitat trees has been implemented on a large scale. Long-term views on the development of conservation concepts are important to inform the implementation of conservation today. In particular, historical analyses of conservation concepts allow the testing of long-term conservation outcomes and make it possible to study the resilience of conservation approaches to changing social or ecological conditions. We encourage all conservation ecologists to assess the practical and conceptual impact of the initial ideas that led to modern conservation concepts in terms of long-term biodiversity conservation. 相似文献

ABSTRACTPrevious research has suggested that corporatist polities tend to enact more ambitious environmental policies than others. Here it is argued that the macro concept of corporatism can be dissected into three components: inclusiveness, consensualism and strength of tripartite organisations. These components of corporatism can be measured at the meso-level of policy networks. It is proposed that inclusiveness and consensualism are related to ambitious climate policy but exclusive tripartite coalitions can be detrimental for the ambitiousness of climate policy. This argument is backed by evidence from policy network surveys in two similar corporatist countries where climate change policies diverge: Sweden, where policies are ambitious, and Finland, where they are less so. It is found that in Sweden the climate change policy network is more consensual and slightly more inclusive, while in Finland tripartite organisations play a strong role. 相似文献

The metropolitan area of Rio de Janeiro is one of the twenty biggest urban agglomerations in the world, with 11 million inhabitants in the metropolitan area, and has a high population density, with 1700 hab. km?2. For this aerosol source apportionment study, the atmospheric aerosol sampling was performed at ten sites distributed in different locations of the metropolitan area from September/2003 to December/2005, with sampling during 24 h on a weekly basis. Stacked filter units (SFU) were used to collect fine and coarse aerosol particles with a flow rate of 17 L min?1. In both size fractions trace elements were analyzed by Inductively Coupled Plasma-Mass Spectrometry (ICP-MS) as well as water-soluble species by Ion-Chromatography (IC). Also gravimetric analysis and reflectance measurements provided aerosol mass and black carbon concentrations. Very good detection limits for up to 42 species were obtained. Mean annual PM10 mass concentration ranged from 20 to 37 μg m?3, values that are within the Brazilian air quality standards. Receptor models such as principal factor analysis, cluster analysis and absolute principal factor analysis were applied in order to identify and quantify the aerosol sources. For fine and coarse modes, circa of 100% of the measured mass was quantitatively apportioned to relatively few identified aerosol sources. A very similar and consistent source apportionment was obtained for both fine and coarse modes for all 10 sampling sites. Soil dust is an important component, accounting for 22–72% and for 25–48% of the coarse and fine mass respectively. On the other hand, anthropogenic sources as vehicle traffic and oil combustion represent a relatively high contribution (52–75%) of the fine aerosol mass. The joint use of ICP-MS and IC analysis of species in aerosols has proven to be reliable and feasible for the analysis of large amount of samples, and the coupling with receptor models provided an excellent method for quantitative aerosol source apportionment in large urban areas. 相似文献

Amine volatility is a key screening criterion for amines to be used in CO2 capture. Excessive volatility may result in significant economic losses and environmental impact. It also dictates the capital cost of the water wash. This paper reports measured amine volatility in 7 m MEA (monoethanolamine), 8 m PZ (piperazine), 7 m MDEA (n-methyldiethanolamine)/2 m PZ (piperazine), 12 m EDA (ethylenediamine), and 5 m AMP (2-amino-2-methyl-1-propanol) at 40–60 °C with lean and rich loadings giving CO2 partial pressures of 0.5 and 5 kPa at 40 °C. The amine concentrations were chosen to maximize CO2 capture capacity at acceptable viscosity. At the lean loading condition (where volatility is of greatest interest), the amines are ranked in order of increasing volatility: 7 m MDEA/2 m PZ (6/2 ppm), 8 m PZ (8 ppm), 12 m EDA (9 ppm), 7 m MEA (31 ppm), and 5 m AMP (112 ppm). The apparent amine partial molar excess enthalpies in these systems were estimated to range from ~10 to 87 kJ/mol of amine. 相似文献

To study potential consequences of climate-induced changes in the biotic disturbance regime at regional to national scale
we integrated a model of Ips typographus (L. Scol. Col.) damages into the large-scale forest scenario model EFISCEN. A two-stage multivariate statistical meta-model
was used to upscale stand level damages by bark beetles as simulated in the hybrid forest patch model PICUS v1.41. Comparing
EFISCEN simulations including the new bark beetle disturbance module against a 15-year damage time series for Austria showed
good agreement at province level (R2 between 0.496 and 0.802). A scenario analysis of climate change impacts on bark beetle-induced damages in Austria’s Norway
spruce [Picea abies (L.) Karst.] forests resulted in a strong increase in damages (from 1.33 Mm3 a−1, period 1990–2004, to 4.46 Mm3 a−1, period 2095–2099). Studying two adaptive management strategies (species change) revealed a considerable time-lag between

This study employed a diary method to investigate everyday conversations. Consistent with a dynamic view of partner context interaction, it was predicted that conversations occurring in different contexts would show variations with respect to topics and conversation partners. Turkish university students recorded durations, topics, and conversation partners of their conversations for seven consecutive days. Contexts, topics, and partners were categorized. Respondents were utilized as units of analyses. Analyses revealed that context of conversations were related to topic and partner categories as well as intimacy ratings of partners and topics. 相似文献

Although herbivorous fish form critical linkages between primary producers and higher trophic levels, the major factors regulating
their spatial structure in seagrass systems remain poorly understood. The present study examined the parrotfish Leptoscarus vaigiensis in seagrass meadows of a tropical embayment in the western Indian Ocean. Stomach content analysis and direct field observations
showed that L. vaigiensis is an efficient grazer, feeding almost exclusively on seagrass leaves. Seagrass shoot density was highly correlated to all
density variables (total, juvenile and subadult) and juvenile biomass of L. vaigiensis, while subadult biomass was predicted by distance to neighbouring coral habitat. Moreover, density and biomass of predatory
fish (piscivores) were predicted by seagrass canopy height and the distribution patterns of predators followed those of L. vaigiensis. Hence, factors at local (seagrass structural complexity and feeding mode) and landscape scale levels (seascape context and
distribution of piscivores) likely mutually structure herbivorous fish communities. The findings underscore the importance
