ABSTRACT: Law and hydrology are inextricably woven together in the pattern of water resource development in the west. The former attempts to allocate a limited and valuable resource as the latter tries to define the limits of the resource. In the past an inadequate data base has made hydrologic estimates difficult and political factors have pushed the law into possibly conflicting commitments in the Colorado River Basin. Through the use of tree-ring research, hydrologists have produced a more definitive data base and placed water allocations such as the Colorado River Compact of 1922 in a clearer long-term perspective. This data base leads to the conclusion that the surface-water supply is about 13.5 million acre-feet per year. This hydrologic limit must be apportioned within an existing legal framework - the “Law of the River.” As development approaches the resource limit in the Upper Colorado River Basin, lawyers and hydrologists must act in concert toward the equitable solution of allocation and reallocation problems.  相似文献

ABSTRACT: Two types of organizational systems provide most of the water service in the United States. The investor-owned firm operates on a profit basis generally subject to state commission regulation. The government-owned firm is generally confronted by local control. The comparative efficiency of private versus government firm provision of water services is essentially an empirical issue. Unit costs and other operating statistics are examined for water firms of each ownership form. The analysis shows that private firms tend to have higher operation costs than do government firms, possibly attributable to wage-salary differentials. The analysis also indicates that capital investment in large government firms may result in diseconomies. The analysis creates serious doubt as to whether efficient provision of water services can be better facilitated by large mergers of either ownership form.  相似文献

Planning considerations to be evaluated early in the design of water quality monitoring programs are reviewed. These criteria emphasize the importance of isolating the study area, parameter section, and type of measurements required to ensure meaningful results. A demonstration automatic water quality monitoring program is described. Details with respect to type of equipment, coordination of component parts, sampling program, and analysis of specific parameters are reviewed. ABSTRACT: Increased irrigation as a means of achieving economic development can impose significant social costs on the state or region of growth. The growth in population induced by additional irrigation will require new roads, water and sewage facilities, schools, fire and police protection, etc. Also the increased energy demands due to irrigation and growth in economic activity must be met. Capital investments required to service these needs of new development can become very large. This study attempts to measure such social overhead costs or irrigation development for some specific irrigation project areas of Eastern Washington. It is shown that investment costs in overhead items can reach $2,000 per acre irrigated or $70,000 per job created. Alternatively, the annual costs can equal $180 per acre or $6,700 per worker. These costs must be paid locally through increased taxes, utility rates, or costs for services.  相似文献

ABSTRACT: Current policies for correcting the problem of irrigation return flow pollution tend to attack the symptoms of the problem, rather than its cause. The present institutional arrangement for allocating irrigation water is seen as the source of the problem. This paper examines the water quality benefits of altering the institutional arrangement to allow for irrigation water transfers through a rental market. It is conceptualized that by creating a water rental market an opportunity cost would be associated with the use of irrigation water such that profit maximizing farmers would be induced to use his water supply more efficiently and rent the surplus to other irrigators, thus reducing return flow pollution. It is shown that a water rental market could increase water quality in the Yakima River in southcentral Washington by 31 percent as well as increase farm incomes and crop production.  相似文献

These impacts are applied to the markets for secondary materials and the potential effects are assessed. ABSTRACT: The total suspended sediment loads of four north Mississippi reservoirs were determined from measurements of concentrations of suspended sediment in a vertical profile at several locations on each reservoir made during the year. These data were combined with the stage-height and known stage-volume relationships for each reservoir in a numerical integration to determine the total suspended sediment in the water body. Total suspended sediments were estimated using the product of the suspended sediment concentration in the surface water by the appropriate reservoir volume. The averaged ratios of the estimated to measured suspended sediment loads for each reservoir exceeded 0.90. Since the concentration of suspended sediments in surface waters of north Mississippi reservoirs has been shown as highly correlated with spectral reflectance, estimating the total suspended sediment of these reservoirs using remotely sensed spectral reflectance data is possible.  相似文献

ABSTRACT: A mathematical programming model is proposed to determine economically efficient urban water resource allocation and pricing policy by maximizing the sum of the consumer and producer surplus. The optimization of this nonlinear problem is accomplished by the use of linear programming algorithm. The feasibility of using recycled water for municipal purposes is examined in a planning context. The impact of higher water quality discharge standards on pricing and allocation of water is analyzed and the attractiveness of water reuse option is demonstrated.  相似文献

ABSTRACT: An important international Niagara River management issue concerns allocation of the average 202,000 cubic feet per second river discharge for hydroelectric power and scenic purposes. Major water diversions from Niagara Falls are necessary for power production. Flow is allocated by the 1950 Niagara Treaty which is intended to maximize power benefits and preserve and enhance the scenic fals spectacle. This paper examines the extent to which the Treaty objectives have been achieved. Based on analyses of government documents, engineering data, and falls-viewing patterns, it is concluded that the 1950 Treaty led to enhancement of the falls spectacle and increased power generation. But significant additional power diversions probably are attainable without adverse effect upon the existing falls spectacle. Reducing daytime summer Horseshoe Falls flow and scheduling spring and autumn flow according to viewing patterns are possible means of increasing power diversions. Existing generating facilities could use considerably more water and the value of additional Niagara hydroelectricity is very high in terms of generation-cost savings over alternative power sources. Because of the cultural importance of the falls, Treaty modifications to permit increased power diversions are not recommended without prior public opinion sampling and on-site viewing experiments. These findings highlight the need for more careful study before long-term international agreements are concluded and illustrate the need for more flexible treaty arrangements to permit periodic adjustments for changing conditions.  相似文献
