This paper compares recovery in the wake of three recent earthquakes: the Great East Japan Earthquake in March 2011; the Van earthquake in Turkey in October 2011; and the Maule earthquake in Chile in February 2010. The authors visited all three locations approximately 12–18 months after the incidents and interviewed earthquake specialists, disaster managers, urban planners, and local authorities. A key challenge to post‐disaster recovery planning is balancing speed and deliberation. While affected communities must rebuild as quickly as possible, they must also seek to maximise the opportunities for improvement that disasters provide. The three case studies bring this dilemma into stark relief, as recovery was respectively slow, fast, and just right in the aftermath of the events: the Government of Japan adopted a deliberate approach to recovery and reconstruction; speed was of the essence in Turkey; and an effective balance between speed and deliberation was achieved in Chile.  相似文献

The concentrations of indicator polychlorinated biphenyls (PCBs No. 28, 52, 101, 138, 153 and 180) and organochlorine pesticides (HCB, p,p′-DDE and p,p′-DDT) in 121 blood serum specimens collected from non-occupationally exposed adults living in contaminated and comparison areas were determined using high-resolution gas chromatography/electron capture detection (HRGC/ECD). The sum of the serum concentrations of the three most abundant PCB congeners (No. 138, 153 and 180) found in participants (N?=?81) living in industrial areas near incinerators, metallurgical and chemical plants (Krompachy, Kosice, Nemecka and Sala) was significantly higher (p?N?=?40). Similarly, significant differences were observed for p,p′-DDE (p?p?U test between groups showed that the difference for HCB was not statistically significant (p?=?0.089). The effect of different light regimes on the development of sexual maturity and body composition (carbon, nitrogen, lipid and protein) of Antarctic krill, Euphausia superba, was studied over 12 weeks under laboratory conditions. Krill were exposed to light-cycle regimes of variable intensity to simulate Southern Ocean summer, autumn and winter conditions, respectively using: (1) continuous light (LL; 200 lux max), (2) 12-h light and 12-h darkness (LD 12:12; 50 lux max), and (3) continuous darkness (DD). The sexual maturity of female and male krill exposed to LL and LD 12:12 showed an accelerated succession of external maturity stages during the experimental period, while krill exposed to continuous darkness showed no changes in external maturity during the course of the study. Changes in the maturity development of krill between the different light regimes are reflected in changes in body composition. Krill exposed to LL and LD 12:12 showed an increase in lipid utilization, indicating that the development of external maturation may be fuelled preferentially by lipid reserves. In contrast, values of total lipid content of krill held under continuous darkness indicated an unchanged lipid catabolism during the course of the study. Thus, the maturity development of krill was affected either directly or indirectly by the different simulated light conditions. Based on these results, and observations on the effects of simulated light regimes on feeding and metabolic rates of krill available from a previous study, we suggest that the Antarctic light regime is an essential cue governing the seasonal cycle of krill physiology and maturity, and highlight the importance of this environmental factor in the life history of krill.  相似文献

The effects of a 1.5 °C global change on irrigation costs and carbon emissions in a groundwater-dependent irrigation system were assessed in the northwestern region of Bangladesh and examined at the global scale to determine possible global impacts and propose necessary adaptation measures. Downscaled climate projections were obtained from an ensemble of eight general circulation models (GCMs) for three representative concentration pathways (RCPs), RCP2.6, RCP4.5, and RCP8.5 and were used to generate the 1.5 °C warming scenarios. A water balance model was used to estimate irrigation demand, a support vector machine (SVM) model was used to simulate groundwater levels, an energy-use model was used to estimate carbon emissions from the irrigation pump, and a multiple linear regression (MLR) model was used to simulate the irrigation costs. The results showed that groundwater levels would likely drop by only 0.03 to 0.4 m under a 1.5 °C temperature increase, which would result in an increase in irrigation costs and carbon emissions ranging from 11.14 to 148.4 Bangladesh taka (BDT) and 0.3 to 4% CO2 emissions/ha, respectively, in northwestern Bangladesh. The results indicate that the impacts of climate change on irrigation costs for groundwater-dependent irrigation would be negligible if warming is limited to 1.5 °C; however, increased emissions, up to 4%, from irrigation pumps can have a significant impact on the total emissions from agriculture. This study revealed that similar impacts from irrigation pumps worldwide would result in an increase in carbon emissions by 4.65 to 65.06 thousand tons, based only on emissions from groundwater-dependent rice fields. Restricting groundwater-based irrigation in regions where the groundwater is already vulnerable, improving irrigation efficiency by educating farmers and enhancing pump efficiency by following optimum pumping guidelines can mitigate the impacts of climate change on groundwater resources, increase farmers’ profits, and reduce carbon emissions in regions with groundwater-dependent irrigation.  相似文献

A study was carried out to assess the spatial distribution of arsenic in the intertidal sediments of the River Scheldt in Belgium. Sediment samples were collected from different locations along the River Scheldt up to 100 cm depth and analysed for the major physicochemical properties. The study reveals that the arsenic contents in the sediment samples vary in a wide range, from 2.3 to 140.2 mg kg(-1) dry weight. Moreover, the arsenic concentrations are generally below the background concentrations and remediation thresholds of arsenic in Flanders, Belgium. The occurrence of arsenic is found closely related to some physicochemical properties of the sediments. Arsenic has a strong positive correlation with organic matter and clay contents. On the contrary, a negative correlation exists between arsenic, sand and pH. It is recommended to develop and use organic matter control practices for lowering further accumulation of arsenic within the sediments.  相似文献

Objective: The conflicts among motorists entering a signalized intersection with the red light indication have become a national safety issue. Because of its sensitivity, efforts have been made to investigate the possible causes and effectiveness of countermeasures using comparison sites and/or before-and-after studies. Nevertheless, these approaches are ineffective when comparison sites cannot be found, or crash data sets are not readily available or not reliable for statistical analysis. Considering the random nature of red light running (RLR) crashes, an inventive approach regardless of data availability is necessary to evaluate the effectiveness of each countermeasure face to face.

Method: The aims of this research are to (1) review erstwhile literature related to red light running and traffic safety models; (2) propose a practical methodology for evaluation of RLR countermeasures with a microscopic traffic simulation model and surrogate safety assessment model (SSAM); (3) apply the proposed methodology to actual signalized intersection in Virginia, with the most prevalent scenarios—increasing the yellow signal interval duration, installing an advance warning sign, and an RLR camera; and (4) analyze the relative effectiveness by RLR frequency and the number of conflicts (rear-end and crossing).

Results: All scenarios show a reduction in RLR frequency (?7.8, ?45.5, and ?52.4%, respectively), but only increasing the yellow signal interval duration results in a reduced total number of conflicts (?11.3%; a surrogate safety measure of possible RLR-related crashes). An RLR camera makes the greatest reduction (?60.9%) in crossing conflicts (a surrogate safety measure of possible angle crashes), whereas increasing the yellow signal interval duration results in only a 12.8% reduction of rear-end conflicts (a surrogate safety measure of possible rear-end crash).

Conclusions: Although increasing the yellow signal interval duration is advantageous because this reduces the total conflicts (a possibility of total RLR-related crashes), each countermeasure shows different effects by RLR-related conflict types that can be referred to when making a decision. Given that each intersection has different RLR crash issues, evaluated countermeasures are directly applicable to enhance the cost and time effectiveness, according to the situation of the target intersection. In addition, the proposed methodology is replicable at any site that has a dearth of crash data and/or comparison sites in order to test any other countermeasures (both engineering and enforcement countermeasures) for RLR crashes.  相似文献
