Whereas past research has treated co-management of common pool resources as if villagers and project implementing authorities were the only relevant actors, numerous external factors beyond the control of these two partners create barriers to successful co-management. This paper draws on discussions with Forest Department officials to examine the influence of these forces on the outcomes of Joint Forest Management (JFM) in Tamil Nadu, India. An empirical inquiry into the operational aspects of JFM indicates the important roles of political parties, powerful people, and other state institutions and functionaries as well as the flow of foreign funding. Further, the strong demand by local people for socio-economic development interventions as opposed to improvement of degraded forests belittles the role of the Forest Department relative to other departments. Numerous other conditioning factors and relationships are explored. The authors call for reforms in public governance to allow better participation of all the actors involved for this participatory management approach to succeed and sustain.  相似文献

New experimental data on biological productivity of plant communities in oligotrophic and mesotrophic bogs of the middle taiga subzone over the past five years are presented. The relationship between net primary production and the stock of live phytomass is estimated. The stock of necromass in oligotrophic bog ecosystems increases from west to east, while the stock of live phytomass and net primary production decrease.  相似文献

Although stewardship has been widely defined and used in environmental management and planning, there is a dearth of studies that describe how the lay public perceives this concept. A national sample of residents in 14 states who live near DOE nuclear facilities were interviewed to delineate public understanding and awareness of the stewardship program of the U.S. Department of Energy (DOE). This study discusses the findings of the survey and discusses how institutional trust influences public participation and resident’s choices of potential stewards. Almost 40% of the respondents could not define stewardship; those who did, believed that ‘responsibility,’ ‘management,’ and ‘accountability’ are key elements of stewardship. In addition, about a third of the respondents identified Federal groups and the DOE as potential stewards. Wastewater samples from an anaerobic reactor were extracted with hexane and derivatized with diazomethane (method 1) and with acetic anidride (method 2). Gas chromatography with electron-capture detection (ECD) was employed for separating the parent compound and intermediates trichlorophenols (TCP) and dichlorophenols (DCP) which originated from the penta chlorophenol (PCP) degradation process. The relations between concentrations of PCP, TCP and DCP areas were linear in the range of concentrations of 0.2 to 8 mg/L and 0.025 mg/L to 5 mg/L for methods 1 and 2, respectively. The repeatability of the extraction methods was satisfactory, with variation coefficients lower than 11%. For method 1, at the fortification level of 0.2 mg/L, recovery of PCP, TCP, and DCP was 112%, 74% and 45%, respectively. For method 2, the corresponding recovery values at the fortification level of 0.1 mg/L were 91%, 93% and 103%, respectively. Storage of the frozen samples did not alter their PCP determination properties. The chromatographic methods adapted for chlorophenol determination in wastewater were suitable with relatively simple manipulation techniques. The obtained results were reproducible and allowed identification of intermediates formed during the PCP degradation process.  相似文献

With the advent of recently promulgated Government regulations on plastics in Mauritius, a study was initiated to examine the biodegradability of two different types of plastic, namely Willow Ridge Plastics - PDQ-H additive (Plastic A) and Ecosafe Plastic - TDPA additive (Plastic B) under controlled and natural composting environments. The results obtained from the controlled composting environment showed that the cumulative carbon dioxide evolution for Plastic A was much higher than that for Plastic B. Plastic A therefore showed a higher level of biodegradation in terms of CO2 evolution than Plastic B. However, from the regression analysis, it was found that the level of CO2 varying with time fitted the sigmoid type curves with very high correlation coefficients (R2 values: 0.9928, 0.9921 and 0.9816, for reference material, inoculum and Plastic A, respectively). The corresponding F-values obtained from the ANOVA analysis together with significance levels of p<0.05 indicated that the three treatments analysed in the biodegradability experiment were significant. The other experiment was undertaken to observe any physical change of Plastics A and B as compared to a reference plastic, namely, compostable plastic bag (Mater-Bi product-Plastic C), when exposed to a natural composting environment. Thermophilic temperatures were obtained for about 3-5 days of composting and the moisture content was in the range of 60-80% throughout the degradation process. It was observed that after 55 days of composting, Plastic C degraded completely while Plastic A and Plastic B did not undergo any significant degradation. It can be concluded that naturally based plastic made of starch would degrade completely in a time frame of 60 days, whereas plastics with biodegradable additive would require a longer time.  相似文献

Studies on paleosols under an archaeological landmark of a rare type (a complex of kurgans with “whiskers”) dating from the Early Iron Age (the fourth century AD) have been performed in the steppe zone of the Transural Plateau. The size and shape of third-order soil polygons under stony ridges (“whiskers”) between the kurgans have been described in detail. The results have shown that the paleosol under the kurgans erected at the turn of the Late Sarmatian and Hun times (1600 years ago) is characterized by a higher humus content and deeper location of the carbonate horizon, compared to the recent soil. This indicates that an increase in atmospheric humidity took place in the fourth century AD.  相似文献

Nine small (2.5 ha) and four large (70-135 ha) watersheds were instrumented in 1999 to evaluate the effects of silvicultural practices with application of best management practices (BMPs) on stream water quality in East Texas, USA. Two management regimes were implemented in 2002: (i) conventional, with clearcutting, herbicide site preparation, and BMPs and (ii) intensive, which added subsoiling, aerial broadcast fertilization, and an additional herbicide application. Watershed effects were compared with results from a study on the same small watersheds in 1981, in which two combinations of harvesting and mechanical site preparation without BMPs or fertilization were evaluated. Clearcutting with conventional site preparation resulted in increased nitrogen losses on the small watersheds by about 1 additional kg ha(-1) each of total Kjeldahl nitrogen (TKN) and nitrate-nitrogen (NO(3)-N) in 2003. First-year losses were not significantly increased on the large watershed with a conventional site preparation with BMPs. Fertilization resulted in increased runoff losses in 2003 on the intensive small watersheds by an additional 0.77, 2.33, and 0.36 kg ha(-1) for NO(3)-N, TKN, and total phosphorus, respectively. Total loss rates of ammonia nitrogen (NH(4)-N) and NO(3)-N were low overall and accounted for only approximately 7% of the applied N. Mean loss rates from treated watersheds were much lower than rainfall inputs of about 5 kg ha(-1) TKN and NO(3)-N in 2003. Aerial fertilization of the 5-yr-old stand on another large watershed did not increase nutrient losses. Intensive silvicultural practices with BMPs did not significantly impair surface water quality with N and P.  相似文献

Several wind tunnel experiments of tracer dispersion from reduced-scale landfill models are presented in this paper. Different experimental set-ups, hot-wire anemometry, particle image velocimetry and tracer concentration measurements were used for the characterisation of flow and dispersion phenomena nearby the models. The main aim of these experiments is to build an extensive experimental data set useful for model validation purposes. To demonstrate the potentiality of the experimental data set, a validation exercise on several mathematical models was performed by means of a statistical technique. The experiments highlighted an increase in pollutant ground level concentrations immediately downwind from the landfill because of induced turbulence and mean flow deflection. This phenomenon turns out to be predominant for the dispersion process. Tests with a different set-up showed an important dependence of the dispersion phenomena from the landfill height and highlighted how complex orographic conditions downwind of the landfill do not affect significantly the dispersion behaviour. Validation exercises were useful for model calibration, improving code reliability, as well as evaluating performances. The Van Ulden model proved to give the most encouraging results.  相似文献

The European Operational Smog (EUROS) integrated air quality modelling system has been extended to model fine particulate matter (PM). From an extended literature study, the Caltech Atmospheric Chemistry Mechanism and the Model of Aerosol Dynamics, Reaction, Ionisation and Dissolution were selected and recently coupled to EUROS. Currently, modelling of mass and chemical composition of aerosols in two size fractions (PM2.5 and PM10–2.5) is possible. The chemical composition is expressed in terms of seven components: ammonium, nitrate, sulphate, elementary carbon, primary inorganic compounds, primary organic compounds and secondary organic compounds. Calculated PM10 concentrations and chemical composition are presented for two summer months of the year 2003 (1 July to 31 August).  相似文献
