Much has been said about the need and benefits of consensus building for resolving disagreements about water and environmental management. Less has been said about how to better convene and facilitate those processes. This paper focuses on the latter, examining the challenges and breakthroughs encountered when decision-makers convene consensus building processes that seek an agreement among stakeholders who believe they have “apparently irreconcilable differences.” The research described here analyzes two multi-stakeholder, collaborative processes convened by the CALFED Bay-Delta Program (CALFED) on the issue of agricultural water use efficiency in the Sacramento and San Joaquin river watersheds of California. The first process made very little progress; however, stakeholder representatives in the second were able to forge an agreement that included significant innovation and surprising risk taking by all sides. Analyzing the two processes, this paper shows that the stakeholders, conveners, and facilitators in these processes had to do much more than make the discrete trades across interests envisioned in consensus building theory or reframing as described in theories about conflict and frames. Looking at the data, this paper shows how several concepts from outside consensus building—including boundary objects and interlanguage—along with less well-known concepts and issues within the consensus building literature—bricolage and representation—can provide insights into how the Steering Committee accomplished what it did. This paper introduces these additional concepts, how they mattered in this CALFED process, and suggests a complex set of interrelated insights into how future collaborative and integrative environmental programs can approach the most difficult environmental policy and management conflicts.  相似文献

The effects of different Planetary Boundary Layer (PBL) structures on pollutant dispersion processes within two idealized street canyon configurations and a realistic urban area were numerically examined by a Computational Fluid Dynamics (CFD) model. The boundary conditions of different PBL structures/conditions were provided by simulations of the Weather Researching and Forecasting model. The simulated results of the idealized 2D and 3D street canyon experiments showed that the increment of PBL instability favored the downward transport of momentum from the upper flow above the roof to the pedestrian level within the street canyon. As a result, the flow and turbulent fields within the street canyon under the more unstable PBL condition are stronger. Therefore, more pollutants within the street canyon would be removed by the stronger advection and turbulent diffusion processes under the unstable PBL condition. On the contrary, more pollutants would be concentrated in the street canyon under the stable PBL condition. In addition, the simulations of the realistic building cluster experiments showed that the density of buildings was a crucial factor determining the dynamic effects of the PBL structure on the flow patterns. The momentum field within a denser building configuration was mostly transported from the upper flow, and was more sensitive to the PBL structures than that of the sparser building configuration. Finally, it was recommended to use the Mellor–Yamada–Nakanishi–Niino (MYNN) PBL scheme, which can explicitly output the needed turbulent variables, to provide the boundary conditions to the CFD simulation.  相似文献

As an important secondary photochemical pollutant, peroxyacetyl nitrate (PAN) has been studied over decades, yet its simulations usually underestimate the corresponding observations, especially in polluted areas. Recent observations in north China found unusually high concentrations of PAN during wintertime heavy haze events, but the current model still cannot reproduce the observations, and researchers speculated that nitrous acid (HONO) played a key role in PAN formation. For the first time we systematically assessed the impact of potential HONO sources on PAN formation mechanisms in eastern China using the Weather Research and Forecasting/Chemistry (WRF-Chem) model in February of 2017. The results showed that the potential HONO sources significantly improved the PAN simulations, remarkably accelerated the ROx (sum of hydroxyl, hydroperoxyl, and organic peroxy radicals) cycles, and resulted in 80%–150% enhancements of PAN near the ground in the coastal areas of eastern China and 10%–50% enhancements in the areas around 35–40°N within 3 km during a heavy haze period. The direct precursors of PAN were aldehyde and methylglyoxal, and the primary precursors of PAN were alkenes with C > 3, xylenes, propene and toluene. The above results suggest that the potential HONO sources should be considered in regional and global chemical transport models when conducting PAN studies.  相似文献

White-fronted bee-eaters live in patrilocal, extended family groups in which several pairs may breed simultaneously and in which helping behavior by nonbreeders is common. The composition of a male's family, and his social position within it, are major predictors of his expected reproductive success. For females, the dispersing sex, a decision to pair necessitates forfeiting any potential fitness benefits available through helping in her family, in favor of the potential benefits of breeding in the male's family. Using a set of equations that incorporate the social and non-social predictors of nesting success, we develop a payoff matrix for the expected fitness (current and future) of pairing with different categories of males. Predictions generated from this payoff matrix were supported by data: (1) Females that could help close kin (and thus garner large indirect benefits) tended to remain unpaired. (2) Males with social characteristics associated with low expected reproductive success were more often rejected as potential mates by females. (3) High-quality males, those with potential helpers of their own, were nearly always paired. Simulation analyses were used to investigate female pairing decisions in more detail, and to test various hypotheses about possible decision rules. We demonstrate that pairing females incorporate an assessment of the family structure of potential partners into their mate choice decisions. Such social characters represent an aspect of female choice that has been underappreciated. We suggest that social characters will prove to be important components of mate choice decisions in many species where kinship and dominance considerations influence the likelihood, or success, of breeding.  相似文献

To plan for the habitat needs of forest songbirds of conservation concern, managers need to understand how spatial heterogeneity in forest conditions influences habitat quality. I used difference boundary detection (wombling) and spatially constrained clustering to delineate boundaries in various combinations of four forest vegetation variables (understory height, understory density, percent deciduous vs. conifer understory, and percent canopy closure) in two Michigan northern hardwood forests. My goal was to identify vegetation boundaries that corresponded with boundaries in an understory-dependent songbird’s distribution, and with boundaries in demographic measures for this songbird that indicate habitat quality (e.g., occupancy by older vs. yearling males, reproductive success). Both forests were actively-managed, mature stands: The first site (78 ha) was heavily deer-browsed (HB), with many browse-resistant conifers in the understory, and the second (62 ha) was less-browsed (LB), with deciduous-dominated understory. I compared the vegetation difference and cluster boundaries to difference boundaries based on 6 years of distribution and demographic data for black-throated blue warblers (Dendroica caerulescens). At the HB site, warbler boundaries overlapped strongly with vegetation boundaries that included all four variables, and clustering effectively divided the habitat into areas with different warbler occupancy and demographic characteristics. At the LB site, warbler distribution showed high overlap with difference and cluster boundaries based on just the height and density of understory vegetation, and cluster boundaries again effectively partitioned the study area into sites that varied in habitat quality. Thus, geographic boundary analysis is likely to be a useful tool for identifying key vegetation variables for management, and for delineating clusters (habitat patches) within sites that capture differences in habitat quality.

Soil water and temperature regimes in the tropical moist forest on Barro Colorado Island, Panama, were simulated directly from meteorological data using the model SWEAT. Separate field observations from root-exclusion, litter-removal and control treatments in one small and one large forest gap were used for calibration and validation. After irrigating all treatments to field capacity, soil matric potential and temperature were measured over 17 days at four depths ≤50 mm using the filter-paper technique and bead thermistors. Understorey environments were also simulated under the same initial conditions. The results suggest that three distinct scenarios, controlled by gap size, describe how the above- and below-ground processes controlling soil drying are coupled: (1) in the large gap, root water extraction by surrounding trees is negligible so soil drying is dominated by evaporation from the soil surface. Soil temperature is dominated by direct solar heating and cooling due to evaporation. (2) In the small gap, root water extraction dominates soil drying with soil evaporation playing a minor role. Soil temperature is still dominated by direct sunlight with some cooling due to evaporation. (3) In the understorey, root water extraction dominates soil drying. Soil temperature is dominated by heat conduction from deep soil layers with some evaporation and sensible heat transfer. The contrasting soil drying regimes imposed by variation in canopy structure enhance micro-environmental heterogeneity and the scope for differential germination and seedling establishment in coexisting tropical tree species.  相似文献

Standardized classification methods based on quantifiable risk metrics are critical for evaluating extinction threats because they increase objectivity, consistency, and transparency of listing decisions. Yet, in the United States, neither federal nor state agencies use standardized methods for listing species for legal protection, which could put listing decisions at odds with the magnitude of the risk. We used a recently developed set of quantitative risk metrics for California herpetofauna as a case study to highlight discrepancies in listing decisions made without standardized methods. We also combined such quantitative metrics with classification tree analysis to attempt to increase the transparency of previous listing decisions by identifying the criteria that had inherently been given the most weight. Federally listed herpetofauna in California scored significantly higher on the risk-metric spectrum than those not federally listed, whereas state-listed species did not score any higher than species that were not state listed. Based on classification trees, state endemism was the most important predictor of listing status at the state level and distribution trend (decline in a species’ range size) and population trend (decline in a species’ abundance at localized sites) were the most important predictors at the federal level. Our results emphasize the need for governing bodies to adopt standardized methods for assessing conservation risk that are based on quantitative criteria. Such methods allow decision makers to identify criteria inherently given the most weight in determining listing status, thus increasing the transparency of previous listing decisions, and produce an unbiased comparison of conservation threat across all species to promote consistency, efficiency, and effectiveness of the listing process.  相似文献
