The general objective of this paper is to trigger off the development of a more comprehensive approach to Hellenic coastal areas (in the perspective of territorial cohesion), at local level and especially along the non-urban areas close to the sea. Methodological issues linked to the building of an appropriate coastal database constitute the key goal of this paper (the space and time scale, the relationship to the already proposed set of indicators, the impact of driving forces and policies, the possible sources of data and their feasibility etc.). Furthermore, specific emphasis should be given to the choice of new indicators, particularly for the coastal abiotic environment and the land cover/uses along coastal areas, especially near the seafront. Those indicators should be able to aid the formation (in the near future) of an algorithm linked to the total man-made activities in coastal areas. In conclusion, this paper will be considered successful if the just above illustrated objectives could enrich the argument about the typology of coastal areas and the development of a spatial (coastal) observatory. Actually, this paper is part of a broader research of the author regarding the monitoring of coastal spatial changes in different scales (AMICA, “Appraisal of man-made interventions along the Hellenic coastal areas”). This research aims to broaden the coastal knowledge (not only by means of coastal data) on behalf of all stakeholders been implicated into sustainable spatial planning, integrated coastal management and the strategic environmental assessment along coastal areas.

This paper extrapolates future paths of genuine savings (GS) by using our integrated assessment model. The results with the base case (BC) indicate that both GS without population change (GS) and GS with population change (GSn) are almost positive in OECD countries in the twenty-first century (satisfying the necessary but insufficient condition for sustainability); those numbers are projected to be negative in 2100. Asia (ASIA), the Middle East and Africa (MEAF), the former Soviet Union and Eastern Europe (FSEE), and the world show upward trends for both values, showing negative signs in 2010 and positive signs after 2050 (in ASIA, MEAF, and the world) and in 2100 (in FSEE). The values in Latin America (LAMR) remain negative throughout. We examine additional following three cases: demand reduction (DR), carbon dioxide (CO2) emissions reduction (CR), and population reduction (PR). The GSn results compared to the BC indicate that (1) GSn in DR is similar to that of BC, (2) GSn in PR is slightly higher than that of BC, and (3) GSn in CR is unexpectedly lower than that of BC. This GSn reduction in the CR case derives from the fact that the term for calculating resource depletion (especially resource rent, which equals the difference between price and cost) in GS and GSn increased, leading to a greater term being subtracted from gross savings. The resource price increases with the marginal price of natural gas, given the energy-source shift in reducing CO2 emissions, from cheap coal to expensive natural gas.  相似文献

Large-scale environmental research efforts are conducted under frameworks that provide a common basis for evaluating research in many diverse fields. Such frameworks should be subjected to critical review to determine if they meet crucial expectations. In the case of the US Global Change Research Program, we perceive that most research follows a framework that we define as the predictive model framework. We believe this framework is insufficient for resolving the unprecedented predicaments posed by global change. We recommend a complementary framework, the system response framework, which directs research toward useful indicators of change rather than precise predictions. We further argue that, even if research is complementary and effective under the two frameworks, conclusive results prior to decisions should not be expected. The burden of proof must itself be a continuing topic of open discourse and inquiry.  相似文献

The optimization of value chains is an important process to promote sustainable development, since value chains are closely linked to the satisfaction of human needs and combine different driving forces for environmental change. This article presents a methodological approach for the participatory development of value-chain wide sustainability indicator sets and their integration into a decision support tool in the specific case study of the chain “construction and refurbishment with wood”. There are numerous indicator sets for sustainable development of forests and sustainable forestry available at different levels, ranging from local, regional and national to global scale assessments. Some efforts were also made to integrate later production stages of forest value chains (such as wood processing) in the assessment scope (e.g. for chain-of-custody certification). However, no indicator set has so far been available covering environmental, social and economic aspects for the entire value chain of building with timber. This gap was closed through applied sustainability research in the project “Holzwende 2020: Sustainable future markets for wood in the building sector”.  相似文献

137Cs activities in mosses and substrate (soil, bark) collected from W. Macedonia, Greece were measured 20 years after the Chernobyl reactor accident. Archive material from previous studies was also used for comparison and diachronic estimation of the radio-contamination status. A gradual decrease was detected which depended on various factors such as the collected species, location, growth rate and substrate. Maximum accumulation capacity of 137Cs was observed in the epilithic mosses in comparison to the epiphytic ones. The 137Cs content in the bark of the two broad-leaved species (oak and fagus) was higher than that of the conifer (pinus). Bark specimens of about 50 cm height were in general more contaminated than those of 200 cm. Autoradiography revealed an amount of 137Cs distributed more or less uniformly in moss thalli. The high 137Cs activities found in mosses 20 years after Chernobyl suggest that these primitive plants are effective, suitable and inexpensive biological detectors of the distribution and burden of radionuclide fallout pattern.  相似文献

As urban populations grow and climate exposure increases, more cities are introducing formal planning processes to adapt to climate change. This paper explains the process applied to eight cities in the Asian Cities Climate Change Resilience Network (ACCCRN) for developing indicators for planning and monitoring local climate resilience. This process relied on transferring a common conceptual framework for climate resilience, together with a locally led iterative and collaborative process that engaged technical and planning authorities and vulnerable groups. The process varied slightly between cities and generated indicators that were chosen for their contextual fit and availability of data. The main benefit of developing resilience indicators in this way was the local capacity that the process built, in terms of understanding resilience, shared understanding of concepts and measurement and establishment of a common platform for future planning and monitoring of climate adaptation interventions at the city level.  相似文献

Amid growing effort to move towards implementation of climate change adaptation, serious interest is emerging about how to use indicators and metrics (I&M) to evaluate adaptation success. Cities are among the leading experimenters developing I&M, but many other entities also view I&M as a tool for providing clarity and accountability about the goals and progress of adaptation. The current landscape of this work is scattered: I&M examples, frameworks, and guidance documents reflect motivations, contexts, and approaches as diverse as the field of adaptation itself. This study systematically surveys the “growth industry” of I&M, including a special focus on I&M approaches developed for cities anywhere and by US cities in particular. We classify these I&M efforts into four domains: those developed in academia, by program sponsors, boundary organizations, and on-the-ground implementers. With attention to theory on (program) evaluation and on science-practice interaction, we reveal a broad range of I&M evaluation purposes and collaboration practices. We conclude that evaluation of adaptation progress and effectiveness – if it is to usefully inform the work of cities or other implementers – would benefit from greater attention to the best practices and guidance offered in the related, but largely still separate, fields of evaluation and science-practice interaction.  相似文献

A set of indicators that incorporate environmental, societal, and economic sustainability were developed and used to investigate the sustainability of different wastewater treatment technologies, for plant capacities of <5 million gallons per day (MGD) or 18.9 x 10(3) cubic meters (m(3)/day). The technologies evaluated were mechanical (i.e., activated sludge with secondary treatment), lagoon (facultative, anaerobic, and aerobic), and land treatment systems (e.g., slow rate irrigation, rapid infiltration, and overland flow). The economic indicators selected were capital, operation and management, and user costs because they determine the economic affordability of a particular technology to a community. Environmental indicators include energy use, because it indirectly measures resource utilization, and performance of the technology in removing conventional wastewater constituents such as biochemical oxygen demand, ammonia nitrogen, phosphorus, and pathogens. These indicators also determine the reuse potential of the treated wastewater. Societal indicators capture cultural acceptance of the technology through public participation and also measure whether there is improvement in the community from the specific technology through increased job opportunities, better education, or an improved local environment. While selection of a set of indicators is dependent on the geographic and demographic context of a particular community, the overall results of this study show that there are varying degrees of sustainability with each treatment technology.  相似文献

Common decision support tools and a growing body of knowledge about ecological recovery can help inform and guide large state and federal restoration programs affecting thousands of impaired waters. Under the federal Clean Water Act (CWA), waters not meeting state Water Quality Standards due to impairment by pollutants are placed on the CWA Section 303(d) list, scheduled for Total Maximum Daily Load (TMDL) development, and ultimately restored. Tens of thousands of 303(d)-listed waters, many with completed TMDLs, represent a restoration workload of many years. State TMDL scheduling and implementation decisions influence the choice of waters and the sequence of restoration. Strategies that compare these waters’ recovery potential could optimize the gain of ecological resources by restoring promising sites earlier. We explored ways for states to use recovery potential in restoration priority setting with landscape analysis methods, geographic data, and impaired waters monitoring data. From the literature and practice we identified measurable, recovery-relevant ecological, stressor, and social context metrics and developed a restorability screening approach adaptable to widely different environments and program goals. In this paper we describe the indicators, the methodology, and three statewide, recovery-based targeting and prioritization projects. We also call for refining the scientific basis for estimating recovery potential.
