The European Environment Agency (EEA) is the European Union body dedicated to providing sound, independent information on the environment. It is a major information source for those involved in developing, adopting, implementing and evaluating environmental policy in Europe, and also for the general public. In line with its mandate, the EEA has developed — focused around a set of policy relevant questions — a set of indicators to assess progress in Europe in integrating environmental considerations into the energy sector. Each question is answered through one or more indicators describing the development of the sector in Europe, implications for the environment and links to policy actions. The indicators cover not only the current situation, but also trends and prospects and, most importantly, point to the conditions for change that are needed for progress towards a more sustainable energy policy that benefits the environment. The results of the most recent assessment are presented in this article and show that in many areas of environmental integration there have been some successes, but overall progress to date has been insufficient. Substantial additional action will therefore be required in the future if the European Union is going to move towards a more environmentally sustainable energy system.

EU sustainable development indicators: An overview
The European Union's commitment to sustainable development at the 1992 Earth Summit resulted in an EU‐wide sustainable development strategy, adopted in Gothenburg in 2001. This article presents an overview of the set of sustainable development indicators (SDIs) recently adopted by the European Commission to monitor, assess and revise the strategy. It provides a critical assessment of the current status of the indicator set, and reviews the main policy trends in the areas of the strategy through a brief analysis of headline indicators, placing energy and climate change issues in a broader perspective. Finally, the article compares the energy SDIs to the recent inter‐agency energy indicators for sustainable development (EISD), underlining their similarities as well as their different priorities and objectives. The article concludes that further research is needed to improve the SDI set and further explore the linkages between themes.

This article discusses the development of corporate social responsibility (CSR) in Brazil from the perspective of the Ethos Institute of Business and Social Responsibility. The Institute is a not‐for‐profit, non‐governmental organization, that has played a leading role in the Brazilian CSR effort. In Brazil, CSR initiatives have a long tradition of philanthropy, a consequence of the country's great social inequalities. The increased attention to corporate social responsibility has paralleled growing concern about sustainable development and the intensifying activities of pressure groups (consumers, customers, investors, NGOs, labour unions, the media, among others) that have been increasing since the 1990s as natural resources are progressively becoming exhausted, social tensions rising and environmental conditions deteriorating worldwide. This article identifies problems and obstacles to the growth of corporate social responsibility in Brazil, as well as advances and alternatives for CSR and towards creating conditions for the country to be internationally competitive and sustainable in the financial, social and environmental areas.

ABSTRACT: This paper presents a quantitative assessment framework for determining the instream flow under multiobjective water allocation criteria. The Range of Variability Approach (RVA) is employed to evaluate the hydrologic alterations caused by flow diversions, and the resulting degrees of alteration for the 32 Indicators of Hydrologic Alteration (IHAs) are integrated as an overall degree of hydrologic alteration. By including this index in the objective function, it is possible to optimize the water allocation scheme using compromise programming to minimize the hydrologic alteration and water supply shortages. The proposed methodology is applied to a case study of the Kaoping diversion weir in Taiwan. The results indicate that the current release of 9.5 m3/s as a minimum instream flow does not effectively mitigate the highly altered hydrologic regime. Increasing the instream flow would reduce the overall degree of hydrologic alteration; however, this is achieved at the cost of increasing the water supply shortages. The effects on the optimal instream flow of the weighting factors assigned to water supplies and natural flow variations are also investigated. With equal weighting assigned to the multiple objectives, the optimal instream flow of 26 m3/s leads to a less severely altered hydrologic regime, especially for those low‐flow characteristics, thereby providing a better protection of the riverine environment.

This paper identifies a line of reasoning based on a number of concepts and tools to facilitate river basin management, which have been applied in a case study. For long-term sustainable river basin management, a balance is needed between the human use of the river and its basin, the ecological functioning of the river and receiving waters, and the river's capacity to supply goods and services. To find such a balance a framework is needed that illustrates and clarifies possible trade-offs between economic use and environmental supply by integrating scientific information on cause–effect chains on a catchment scale. A number of concepts and tools are proposed as a basis for this framework. The tools are: (1) indicators that describe the complex interactions and processes in rivers; (2) a suite of linked models that predict the economic, environmental and ecological effect of management measures; (3) an evaluation framework to rank different management alternatives on the basis of three objectives: economic efficiency, spatial equity in costs and benefits and environmental quality of the river and receiving lakes. The concept of environmental quality defines the potential of the river environment (i.e. natural capital) to contribute to human welfare. The concept of environmental functions is used to identify societal interest in natural capital. The concept and tools have been applied in a case study involving the evaluation of four management strategies on nutrient abatement in the Rhine basin. The result of the case study is that economic efficiency is in conflict with spatial equity and environmental quality. Spatial equity is in agreement with environmental quality.

Economy-wide material flow accounting and analysis (EW-MFA) is considered a convenient tool for monitoring the vast range of issues related to the consumption of materials. As an increase in recycling is considered a crucial way of decreasing environmental pressures from this consumption, it makes sense to develop an indicator based on EW-MFA which would incorporate recycling flows. A prominent example of such an indicator is the cyclical use rate, which was developed by the Japanese Fundamental Plan for Establishing a Sound Material-Cycle Society. We calculated this indicator for the Czech Republic for 2002–2011 and proved that it can also be calculated for countries other than Japan, even though we encountered some unclear methodological issues related to specific features of the Czech waste management system. We further developed two modifications of the indicator taking into consideration that one purpose of the cyclical use rate is to express the ratio of consumption of secondary (recycled) materials and primary raw materials. We discussed these modifications and showed that overall cyclical use rate in the Czech Republic lags behind Japan both in terms of absolute value and trend development, although the indicator is higher for biomass in the Czech Republic. We also showed that this unfavorable evaluation is in contradiction with some classic waste indicators, such as treatment of waste by main treatment methods which is favorably evaluated in the Czech Republic. We concluded that it would be advisable to analyze measures for increasing recycling rates introduced by Japan and assess their possible transposition into the Czech Republic's institutional and legal framework for waste management.

Mankind needs to use the resources and opportunities offered by the marine environment while protecting ecological processes and systems. This is the foundation for sustainable development, which can only be achieved by adopting an appropriate management approach. Whether internationally or at a regional scale, successful management of marine ecosystems needs to be based on a scientifically robust approach to monitoring environmental change. Within such a framework, the conservation of marine biological diversity is problematic, as many conventional measures of diversity are not appropriate for measuring the types of change that require management. New indicators are required and in this paper we summarise some of the current methodology being used to derive such indices, which may be used to evaluate the effectiveness of marine stewardship initiatives. Through a series of examples we demonstrate the application of the taxonomic distinctness indicator of biodiversity to marine environmental assessment and its development towards becoming an operational tool.

Research has found that human-caused noise can detract from the quality of the visitor experience in national parks and related areas. Moreover, impacts to the visitor experience can be managed by formulating indicators and standards of quality as suggested in park and outdoor recreation management frameworks, such as Visitor Experience and Resource Protection (VERP), as developed by the U.S. National Park Service. The research reported in this article supports the formulation of indicators and standards of quality for human-caused noise at Muir Woods National Monument, California. Phase I identified potential indicators of quality for the soundscape of Muir Woods. A visitor “listening exercise” was conducted, where respondents identified natural and human-caused sounds heard in the park and rated the degree to which each sound was “pleasing” or “annoying.” Certain visitor-caused sounds such as groups talking were heard by most respondents and were rated as annoying, suggesting that these sounds may be a good indicator of quality. Loud groups were heard by few people but were rated as highly annoying, whereas wind and water were heard by most visitors and were rated as highly pleasing. Phase II measured standards of quality for visitor-caused noise. Visitors were presented with a series of 30-second audio clips representing increasing amounts of visitor-caused sound in the park. Respondents were asked to rate the acceptability of each audio clip on a survey. Findings suggest a threshold at which visitor-caused sound is judged to be unacceptable, and is therefore considered as noise. A parallel program of sound monitoring in the park found that current levels of visitor-caused sound sometimes violate this threshold. Study findings provide an empirical basis to help formulate noise-related indicators and standards of quality in parks and related areas.

Assessing ecological sustainability involves monitoring of indicators and comparison of their states with performance targets that are deemed sustainable. First, a normative model was developed centered on evidence-based knowledge about (a) forest composition, structure, and function at multiple scales, and (b) performance targets derived by quantifying the habitat amount in naturally dynamic forests, and as required for presence of populations of specialized focal species. Second, we compared the Forest Stewardship Council (FSC) certification standards’ ecological indicators from 1998 and 2010 in Sweden to the normative model using a Specific, Measurable, Accurate, Realistic, and Timebound (SMART) indicator approach. Indicator variables and targets for riparian and aquatic ecosystems were clearly under-represented compared to terrestrial ones. FSC’s ecological indicators expanded over time from composition and structure towards function, and from finer to coarser spatial scales. However, SMART indicators were few. Moreover, they poorly reflected quantitative evidence-based knowledge, a consequence of the fact that forest certification mirrors the outcome of a complex social negotiation process.
