States differ in the components or solid waste management activities which they include when determining solid waste reduction and recycling rates. Thus, when attempting to draw comparisons among states, confusion arises in two ways: (1) use of two types of rates; and (2) use of different components or activities when calculating a given rate. This paper presents a mathematical basis for understanding the impacts on rate calculations when variations occur in the components and activities included in those calculations. Estimates of the incremental changes occurring in the rate calculations when incineration or selected components such as yard waste, construction and demolition wastes, and junked automobiles, are added to a base of municipal solid waste constituents are found using national data. Finally, the achieved rates reported by states counting different combinations are compared.  相似文献

Since 1990s, a systematic program to measure air toxics has been active in New York State with monitors located both in urban and rural areas. In this study we examined the spatial and temporal characteristics of benzene, a known human carcinogen that is emitted by many source categories. The analysis indicates that ambient concentration levels of benzene have decreased by as much as 60% over this period not only in the ozone non-attainment area of New York City that had the reformulated gas (RFG) requirements, but also over the rest of the state as well. Although the rate of decrease appears to have flattened out in recent years, the annual average concentration levels are found to be above the health risk threshold even at the remote location, Whiteface Mountain, suggesting the need for further reductions in benzene emissions.  相似文献

The environmental situation in Ghana is characterized by desertification, land degradation, deforestation, soil erosion, and inadequate water supply in the northern regions of the country. The population as a whole is growing at a rate of 3% per annum, with even greater urban growth rates, due to rural out-migration. Large parts of the coastal zone in the south are rapidly developing to become one large suburbanized area. Water quality is particularly threatened in the urban and industrialized areas, which are mainly located in the southern part of the country. The coastal lagoons and coastal waters are moderately to heavily polluted. Erosion extends along the whole Ghanaian coast with excesses, for example, in the Keta area, where during the last century over 90% of the original buildings have been washed awayby the sea. The obvious environmental consequences of the mining sector are illustrative of the environmental threats caused by a fast growing industry and industrializing agriculture, in a country where environmental policy is only in its formative years. Desertification, food insecurity and coastal erosion all contribute to an increasing number of environmental refugees. Environmental policy in Ghana is a post-Rio phenomenon. Environmental laws, a Ministry of Environment, Science and Technology, an advisory National Committee for the Implementation of Agenda 21, and a fully mandated environmental administration have been established. This administration advocates a progressive attitude towards environmental legislation and points out the specific utility of economic and legal instruments in environmental management in this relatively fast developing country. The choice of instruments for environmental management is increasingly influenced by the specific state of African environmental and technological capacity and by a call for the recognition of the role of traditional customs in nature conservation. This African perspective on environmental management is further intensified by an unmet need for regional, transboundary cooperation in the West African subcontinent. This specific West African context calls for an elaboration of an effective capacity-building program for environmental management in the area.  相似文献

The direct equivalence between ecology and thermodynamics has not been attained despite accepted thermodynamic features of the ecosystem. This article explores the homeomorphism between ecology and statistical mechanics by analysis of ruderal vegetation. In conventional thermostatistical algorithm, the pro-kinetic effect of temperature on molecules was replaced by the anti-kinetic effect of species diversity on biological individuals. The existence of an ecological equivalent of the thermodynamic Boltzmann constant was empirically verified. From the relationship of this constant with biocenological variables, we derived a probable ecological equation of state under stationary and quasi-stationary conditions. This equation of state is homeomorphic with regard to the ideal gas state equation, and it is useful to infer the value of some biocenological parameters whose direct measurement is difficult, as biomass, energy and dispersal. According to these results, ecosystem assessment from conventional thermostatistics is plausible and empirically verifiable. This approach offers useful analytical tools for the conservation and restoration of ecosystems.  相似文献

Global warming is the observed increase of the average temperature of the Earth. The primary cause of this phenomenon is the release of the greenhouse gases by burning of fossil fuels, land cleaning, agriculture, among others, leading to the increase of the so-called greenhouse effect. An approach to deal with this important problem is the time series analysis. In this regard, different techniques can be applied to evaluate the global warming dynamics. This kind of analysis allows one to make better predictions increasing our comprehension of the phenomenon. This article applies nonlinear tools to analyze temperature time series establishing state space reconstruction and prediction. Since noise contamination is unavoidable in data acquisition, it is important to employ robust techniques. The method of delay coordinates is employed for state space reconstruction and delay parameters are evaluated using the method of average mutual information and the method of false nearest neighbors. Afterwards, the simple nonlinear prediction method is employed to estimate temperatures of the future. Temperature time series from different places of the planet are used. Initially, the approach is verified considering known parts of the time series and afterwards, results are extrapolated for future values estimating temperature until 2028. Results show that these techniques are interesting to estimate temperature time history, presenting coherent estimations.  相似文献

DOI: 10.1111/j.1752‐1688.2012.00688.x Abstract: Clean Water State Revolving Fund (CWSRF) loan programs for water quality have traditionally funded infrastructure projects at the community, municipality, or state level. They are increasingly being used to support individual landowner adoption of agricultural best management practices (BMPs) for nonpoint source pollution abatement. In 2005, the Iowa CWSRF initiated the Local Water Protection Program (LWPP) to increase the scope, scale, and rate of agricultural BMP establishment. This research examines the effectiveness of that program through a comparison of survey data from LWPP participants and state cost‐share recipients who were eligible for loans, but did not take them. Loan recipients’ assessments of the program were overwhelmingly positive, with near‐universal satisfaction with both the loan product and process. Results of statistical analyses indicate that loan recipients invested substantially more in conservation than nonrecipients. Evidence suggests that by helping program participants to overcome financial constraints, loans are facilitating larger and accelerated investments in conservation. Although findings indicate that conservation loans can play an important role in funding conservation, loan recipients also still depend on cost‐share. Loans are not necessarily a substitute for traditional forms of conservation funding, but rather another tool that landowners and conservation professionals can employ to facilitate investments in BMPs.  相似文献

Ecosystem constraints are both ontic and epistemic. They limit activity, and as problems to be solved they drive organization, which is our hypothesis:
The driver of organization is constraint.
Solutions proliferate further constraints in an unending spiral of problem (constraint) generation and solution. As constraints proliferate, behavior narrows, and species diversify to compensate (paradox of constraint). Resource enrichment reduces constraints, releases behavior, and reduction of challenges decreases diversity (paradox of enrichment)—high diversity is expressed in low-resource environments and low diversity in high-resource environments. A three-part model of constraints is formulated for non-living systems, and also for goal-directed, problem-solving biota. Mode 1: dynamical means behavior is co-determined by internal states and external inputs. Mode 2: cybernetic employs negative feedback to keep dynamics within goal-oriented operating limits. Mode 3: model-making entails ability to represent (model) physical reality and respond to both phenomenal (modeled) and physical inputs; this property distinguishes living from nonliving systems. Principal sections of the paper elaborate dynamical constraints (three classes), boundary constraints (expressed in edge effects and trophic dynamics), physical constraints (space, time, temperature), chemical constraints (environment fitness, ecological stoichiometry, chemical evolution, limiting factors), coding constraints (environmental vs. genetic coding), network and pathway constraints (connectivity), and natural selection constraints (fitting to the biosphere). Consideration of how the world would look without constraints suggests how fundamental these are in ecosystem emergence, and how the next property in this series, differentiation, would be unmotivated without them. We conclude that constraints as a category are under-studied in ecology, poorly understood in ecological phenomenology, and (our hypothesis) comprise a ubiquitous organizing force in nature.  相似文献

The steady-state assumption is a mainstay for the analysis of ecological systems with more than three or four states. However, it is well accepted in ecology that inputs to large systems come in pulses assumed to have a reasonably constant magnitude and frequency. Steady pulse inputs and the use of electro-chemical–mechanical control systems methodology enables limited short term dynamic responses of ecological systems of a scale often occurring in systems of potential engineering importance to be analyzed. This paper explores and presents a survey of multi-input–multi-output (MIMO) control systems analysis of ecosystem network models to better understand pulse frequency issues and further develop experimentally verifiable approaches to testing the MIMO concept. The analysis process is demonstrated using two network model exemplars. Two aspects of MIMO analyses appear relevant to understanding ecological systems: (1) Eigenvalue invariant analyses and singular value decomposition (SVD) analyses enable assessment of stability and relative strength of states. Eigenvalues reflect time constants and provide a check on experimentally determined system matrices. (2) Analysis of SVD versus frequency for each output indicates maximum pulse frequencies that allow system components to benefit from pulsing. As a group, MIMO analyses complement other analytical methods and provide a theoretical systems focus convenient for analyzing ecosystems from an engineering perspective.  相似文献
