我国环境统计指标可操作性框架研究   总被引:2,自引:1,他引:1  
我国环境统计指标框架的设计与统计内容的界定是一项复杂的系统工程.结合国外环境统计发展动态和国内环境统计工作的实践,提出我国的环境统计指标框架应该是现有框架向综合环境经济核算框架的一种过渡.借鉴国外环境统计发展较为成熟国家在建立环境指标体系的经验,提取出我国环境统计中缺口性指标,包括环境资源的存量、流量(实物型或价值型)和专题性统计(特别是突发性事件,如污染、自然灾害等)等,进而构建出适合我国国情的可操作性环境统计指标框架,其指标分类有八方面:水环境、大气环境、海洋环境、生态环境、能源、自然灾害、城市环境和农村环境.   相似文献

突发事件应急决策模拟演练是提升参演主体应急处置能力的重要途径,该类演练的设计开发需要系统性的理论与技术进行规范和引导。从实践归纳的角度,将该类演练的设计划分为演练内容设计和演练形式开发2部分,详尽地分析演练内容设计中的4个核心要素(主题与目标、演练情景、演练任务和目标能力)和演练形式开发中的3项关键技术(控制流程、任务导入与方案输出、信息技术平台)。此外,着重介绍了突发事件应急决策模拟演练设计开发过程中容易混淆的几组概念关系,即“情景构建与应急演练的关系”、“应急预案与应急演练的关系”、“演练内容与演练形式的关系”、“演练中‘演’与‘练’的关系”。  相似文献

Reducing costs and increasing benefits for rural communities coexisting with large carnivores is necessary for conservation of jaguar (Panthera onca) and puma (Puma concolor). To design acceptable incentives, stakeholders must be involved in the process. We conducted an innovative, structured, group communication process based on a Delphi technique as a template for identifying potential incentives. Community workshops with 133 members of 7 communities and surveys with 25 multidisciplinary experts from government, nongovernmental organizations, and academia provided iterative data to design a plan of incentives through 4 rounds of discussion. The final product integrated 862 ideas into 6 types of incentives: organization of communities, mechanisms for improved dialogue, citizen technical assistance, green labeling for community products, payment for the ecosystem service of biodiversity, and an assessment of financial alternatives. We used quantitative and qualitative techniques to indicate support for decisions about the design of incentives, which reduced researcher subjectivity. The diverse incentives developed and the cooperation from multiple stakeholders resulted in an incentive plan that integrated issues of governance, equity, and social norms.  相似文献

Seawater desalination has become the focus of many countries to solve the problem of lacking freshwater resources. Seawater desalination in China launched in the 1960s and has developed rapidly since entering into the 21st Century. However, the technology of seawater desalination causes marine environmental pollution. After exploring the regulatory framework and legal system of reducing environmental risks of seawater desalination in China, it can be found that the existing regulatory framework and legal system have played a positive role in the treatment of seawater desalination, but it is undeniable that there are still many problems. How to effectively prevent or reduce the marine environment risks caused by seawater desalination and improve the existing regulatory framework and legal system in China are discussed. Specifically, in addition to further improve the Marine Environmental Protection Law, China shall integrate seawater desalination into unified regulation of marine resources, clarify statutory functions of various regulatory departments, improve the coordination mechanism, and promote marine environment and ecology protection by institutional construction.  相似文献

There is a need for specific knowledge of what people can do to mitigate harmful water conflicts. This need is evident in the rural dry tropics of Central America where people face climate change impacts, inefficient water management, and social tension. To address this need, we investigated why some local water conflicts escalated to violence and why other potential conflicts were avoided in Guanacaste Province, Costa Rica. We used interviews, focus groups, and a stakeholder workshop to analyse five cases. We found that violent actions only occurred when rural groups opposed government agencies in settings without mediating leadership. With one exception in a circumstance aggravated over many years, water users did not take violent action against competing water users. Distrust, which has been formed by legacies of ineffective rural stakeholder engagement, diminished the credibility of water-related information used in decision processes and thus prolonged conflicts. Active community-based groups respected by both rural constituencies and government agencies helped some people avoid difficult conflicts. Self-organised groups in other areas struggled to address disputes in settings with contested property rights, high socio-economic inequality, and low human capital. Using insights from Guanacaste, we outline practical conflict mitigation strategies fitted to a range of local water governance contexts found in rural Central America. Results suggest the need for incorporating certain types of peace-building processes in water management and development. The study provides a foundation for policy-makers, water managers, and other stakeholders to more effectively manage water disputes and avoid harmful conflicts in challenging regions.  相似文献

This study analysed the importance of physical forces on land-use change, on the planning framework in a Portuguese periurban area. A temporal matrix showing the trajectories of land transformation was obtained. A multivariate redundancy analysis explored the importance of physical parameters on temporal and spatial land-use change. A content analysis on urban or municipal master plans was made framing the importance of physical parameters on the planning process. The results highlighted a consistent trajectory of profound land-use changes with distinctive trajectories, with increasingly complex patterns with a limited dependence on physical variables. The trajectories were more related to the planning framework, where political actors and planning managers seemed to be most important. A theoretical model balancing three main components – physical forces, actors, and land transformation (DFA-C model) is proposed, reflecting the informal relationships between physical parameters and actors during the planning process.  相似文献

ABSTRACT

Modern organisations are in search of initiatives which will enable them to be sustainable as well as gain a competitive advantage. Lean, Six Sigma and Green initiatives are some of the widely used tools which aid the organisation to be sustainable. Recent studies have suggested that the integration of Green and Lean Six Sigma (LSS) will create a powerful methodology and help organisations to be sustainable. Yet, many organisations have found it difficult due to the lack of a generic implementation framework, which can be used for any processes and cultural context. The purpose of this study is to answer the research question: how to implement a sustainable Green LSS initiative in the organisation. Through a critical analysis of previous literature, an implementation framework is developed and practically implemented through a case study to reduce the graphite and dust pollution in a mine in India. Within case analysis, it is conducted to develop propositions, future research directions and managerial implications. This is a first study to develop and practically test a generic implementation Green LSS framework.  相似文献

This meta‐analytic study examines the antecedents and outcomes of four recovery experiences: psychological detachment, relaxation, mastery, and control. Using 299 effect sizes from 54 independent samples (N = 26,592), we extend theory by integrating recovery experiences into the challenge–hindrance framework, creating a more comprehensive understanding of how both after‐work recovery and work characteristics collectively relate to well‐being. The results of meta‐analytic path estimates indicate that challenge demands have stronger negative relationships with psychological detachment, relaxation, and control recovery experiences than hindrance demands, and job resources have positive relationships with relaxation, mastery, and control recovery experiences. Psychological detachment after work has a stronger negative relationship with fatigue than relaxation or control experiences, whereas control experiences after work have a stronger positive relationship with vigor than detachment or relaxation experiences. Additionally, a temporally driven model with recovery experiences as a partial mediator explains up to 62% more variance in outcomes (ΔR2 = .12) beyond work characteristics models, implying that both work characteristics and after‐work recovery play an important role in determining employee well‐being.  相似文献

Disaster resettlement, as a mitigation and preparedness measure, entails significant economic, physical, and social impacts, which continue to challenge understanding of recovery from major events, especially regarding the extent of the context and environmental efforts to rebuild livelihoods. Based on a case study of Qinling Mountains, China, this research investigates the effects of disaster resettlement from a livelihoods perspective. Methodologically, it proposes a framework that combines the pressure–state–response framework and the sustainable livelihoods approach, and it employs a structural equation model to examine how specific factors affect disaster resettlement. The results indicate that conflicts may occur during and after resettlement owing to the difference or disparity between the concerns of resettled peasants and those of the government. Consequently, the risks related to livelihoods need to be taken seriously. Effective risk communication is critical to bridge the gap between different stakeholders. The paper concludes with some practical and policy recommendations.  相似文献

本研究认为推进实施绿色化"一带一路"战略是我国与沿线各国深化经济合作,展示负责任大国形象,规避环境风险,促进顺利实现"五通"的根本要求。同时,我国实施绿色化"一带一路"战略还面临着对外投资的环境管控制度不健全,"一带一路"沿线不少国家和地区生态环境脆弱,环境管理基础弱,以及沿线各国和地区发展阶段及环保诉求不同,区域合作平台与机制不完善等内外因素带来的挑战。本文结合我国实施"一带一路"战略的国际、国内形势研判,提出了推进"一带一路"绿色发展的战略框架,建议加快推进四项重点工作,包括强化绿色发展规划顶层设计,健全风险规制机制,构建对外投资行为调控机制,形成有效的"共通"保障机制。  相似文献
