Specific Contributions of Politics,Economics, and Toxicology in Setting Socially Consensual Limit Values 总被引:1,自引:0,他引:1
/ Limit values are legal limits for the concentrations of substances in the environment. They must be agreed upon in a consensual procedure between science, economics/technology, and political forces. This is a crucial political precondition for their social acceptance. The arguments put forward to justify their expediency and numerical level are based not only on risk-benefit considerations but also on the aspect of the technical avoidability of direct and indirect exposure. The critical assessment of the direct benefit of specified exposures falls within the responsibility of economics/technology, whereas criteria for their potential adverse effects (direct and indirect) are provided by medicine/biochemistry and/or ecology. Within this concept, the avoidance of nonbeneficial-even if not openly adverse-exposure is the essential aim of environmental hygiene and should be promoted by politics/science. In general, society or segments thereof reject adverse, accept beneficial, and tolerate unavoidable exposure. Conflicts of interest arise when different groups of society simultaneously define a given exposure as being adverse, beneficial, and unavoidable. Therefore, from the viewpoint of society as a whole, an optimal exposure lies as far as reasonably achievable at a level lower than known or plausible adverse effect thresholds (as defined by toxicology or ecology). 因事故排放形成的有毒有害蒸气云,有可能造成爆炸、火灾、中毒等危害后果,但危害后果的大小(危害程度),则与事故造成危害的时刻(延迟时间)有关。笔者在以往研究成果基础上,考虑该因素,并通过引入正态分布假设,时、空变换及误差分析,给出了估算危害程度(特别是延迟爆炸危害)的有效而简便方法,补充了以往危害估算方法(不考虑延迟时间)的不足,提高了危害后果估算精度,可广泛应用于生产安全评价、环境风险评价、风险工程设计、事故应急预案、事故应急救援等工作领域,对于保障环境安全具有显著的科学价值与现实意义。 相似文献

高效能源利用是推动工业发展,进而促使城镇格局演化的重要催化剂,同时城镇化的高速发展对工业能源的消费结构和利用效率提出了进一步的要求,这必将影响到低碳城市建设和环境保护等生态责任目标的实现。选取2003—2012年长江经济带11个省份(直辖市)的相关数据,运用门槛模型对城镇化率、城镇居民人均总收入、能源工业投资、工业总产值、城市人口密度、产业结构等影响工业能源消费的因素进行分析,重点研究城镇化率和工业能源消费的非线性关系和相应的地区差异。结果表明:(1)长江经济带城镇化发展存在着明显的地区差异,上海、浙江等东部地区城镇化发展速度和水平明显优于云南、贵州等中西部地区。云南和贵州2012年的城镇化率远远低于2003年上海、浙江的城镇化率,显示出长江上游和下游之间存在着巨大的发展水平差距。(2)城镇化对工业能源消费存在显著的门槛效应,以城镇化率为门槛变量,存在两个结构变化点,分别为36.9%和48.3%。(3)在第一个门槛点前,城镇化对工业能源消费起抑制作用,前期城镇化的发展导致资源和人口的集聚效应明显,资源的利用效率和配置效率得到提升,从而抑制工业能源消费。在越过第二个门槛点后,城镇化对工业能源消费起正向作用,此时工业的发展和生活消费水准的提升对能源消费提出了更多的要求。最后为促进长江经济带城镇化和工业低碳化的协调发展,提出以下建议:加快长江经济带沿线各省份联动发展,缩小城镇化发展差异;针对城镇化率和工业能源消费的非线性关系,采取相应的措施引导和控制工业能源消费的变化趋势;协调城镇化进程和地区工业能源消耗,促进城镇化的健康发展。 相似文献

While soundscape is increasingly acknowledged within landscape planning and design discourse, there is little research that clarifies how soundscapes are actually dealt with in landscape architecture practice – partly owing to methodological insufficiencies. This paper, therefore, describes a model for evaluating soundscape treatment in landscape design proposals, focusing on three key aspects. With the dual aim of testing the model, and learning more about how soundscape is approached in practice, the paper spotlights a major design competition for a new cemetery in Sweden. The model proved fruitful and easy to apply. It showed that only limited attention was paid to soundscape in the competition as a whole, and was a useful means of pinpointing proposals where soundscape was fully considered as a design feature; one competition entry that did so is described in the paper. Conserving or restoring landscape connectivity between patches of breeding habitat is a common strategy to protect threatened species from habitat fragmentation. By managing connectivity for some species, usually charismatic vertebrates, it is often assumed that these species will serve as conservation umbrellas for other species. We tested this assumption by developing a quantitative method to measure overlap in dispersal habitat of 3 threatened species—a bird (the umbrella), a butterfly, and a frog—inhabiting the same fragmented landscape. Dispersal habitat was determined with Circuitscape, which was parameterized with movement data collected for each species. Despite differences in natural history and breeding habitat, we found substantial overlap in the spatial distributions of areas important for dispersal of this suite of taxa. However, the intuitive umbrella species (the bird) did not have the highest overlap with other species in terms of the areas that supported connectivity. Nevertheless, we contend that when there are no irreconcilable differences between the dispersal habitats of species that cohabitate on the landscape, managing for umbrella species can help conserve or restore connectivity simultaneously for multiple threatened species with different habitat requirements. 首先按照各省环保财政支出占GDP比重与按主成分分析法计算的地方环境污染物排放综合指数的排名情况把中国30个省份分成两个区域,区域1环保财政支出污染治理效应较强,区域2环保财政支出污染治理效应较弱。区域1包括北京、海南等14个省市,区域2包括天津、上海等16个省市。其次基于2007—2014年中国省级和行业面板数据,分析开放经济、环保财政支出对污染治理的影响。最后借鉴门限回归模型检验开放经济是否存在环保财政支出与污染治理的门槛效应。结果显示:(1)环境污染物排放存在区域差异和行业差异,区域1呈现出开放程度和污染物排放双低的特征,而区域2则表现为双高特征。制造业、电力、煤气及水的生产和供应业污染物排放较高,采掘业污染物排放年均增长速度最快。(2)样本期内省级和行业面板数据均表明开放经济与环境污染物排放显著负相关,对外开放不是助推环境污染的原因。(3)中国环保财政支出与环境污染物排放显著负相关,环保财政支出具有显著的污染治理效应。(4)开放经济对环保财政支出的污染治理效应具有门槛效应,当进口和出口贸易总额高于门槛值-1.221、-1.016时环保财政支出的污染治理效应很难发挥。(5)以进、出口贸易总额为门槛变量时,有107个观测值低于门槛值,占总观测值的44.58%,其中有59个位于区域1,占55.14%。鉴于此应继续加大环境保护财政支出,进一步提升环保财政专项支出在GDP中所占比重,保持适度的对外开放,优化能源消费结构和实现产业结构升级,全面改善环境质量,提升开放经济下环保财政支出的污染治理效应。 相似文献

在我国社会经济快速发展的背景下,城市化进程的不断推进导致城市生态斑块日益减少,生态环境问题正在逐年增加,构建生态网络是改善城市生态环境与服务功能的有效方法之一。以余江县为研究区,采用形态学空间格局分析(MSPA)方法和景观指数法,提取对生态网络具有重要意义的生态源地,并基于MCR模型构建综合阻力面,采用最小成本路径方法生成潜在廊道,再基于重力模型、中介中心度等对关键廊道及踏脚石斑块进行识别并提取,从而构建研究区潜在生态网络。结果表明:MSPA方法能够与MCR模型有机的结合,通过定量的分析识别出研究区潜在生态廊道,并根据斑块的中介作用选定踏脚石斑块,明确研究区景观要素的保护优先度,将景观中的潜在生态源地及廊道作为生态网络构建的主要依据,能够更加科学地为余江县生态网络的构建提供指导,同时也可为其他区域提供参考。 相似文献

Loss of natural forests by forest clearcutting has been identified as a critical conservation challenge worldwide. This study addressed forest fragmentation and loss in the context of the establishment of a functional green infrastructure as a spatiotemporally connected landscape-scale network of habitats enhancing biodiversity, favorable conservation status, and ecosystem services. Through retrospective analysis of satellite images, we assessed a 50- to 60-year spatiotemporal clearcutting impact trajectory on natural and near-natural boreal forests across a sizable and representative region from the Gulf of Bothnia to the Scandinavian Mountain Range in northern Fennoscandia. This period broadly covers the whole forest clearcutting period; thus, our approach and results can be applied to comprehensive impact assessment of industrial forest management. The entire study region covers close to 46,000 km2 of forest-dominated landscape in a late phase of transition from a natural or near-natural to a land-use modified state. We found a substantial loss of intact forest, in particular of large, contiguous areas, a spatial polarization of remaining forest on regional scale where the inland has been more severely affected than the mountain and coastal zones, and a pronounced impact on interior forest core areas. Salient results were a decrease in area of the largest intact forest patch from 225,853 to 68,714 ha in the mountain zone and from 257,715 to 38,668 ha in the foothills zone, a decrease from 75% to 38% intact forest in the inland zones, a decrease in largest patch core area (assessed by considering 100-m patch edge disturbance) from 6114 to 351 ha in the coastal zone, and a geographic imbalance in protected forest with an evident predominance in the mountain zone. These results demonstrate profound disturbance of configuration of the natural forest landscape and disrupted connectivity, which challenges the establishment of functional green infrastructure.
