基于对绿色技术创新的特殊属性、企业绿色技术创新环境和驱动力的转变分析,给出了市场导向对企业绿色技术创新的驱动机理。研究发现,企业绿色技术创新具有进度紧迫性、社会实用性、市场导向性及双重外部性等特殊属性,需借助市场机制来驱动企业绿色技术创新投入。市场导向下的企业绿色技术创新,就是要借助市场机制来优化企业绿色技术创新要素的配置效率。其中,市场供求机制有利于释放绿色技术创新要素的供需信号,市场竞争机制有利于提高绿色技术创新企业的市场竞争力;市场的价格机制有利于绿色技术创新企业的价值实现。最后,结合我国绿色技术创新发展实践提出6点建议:以解决突出矛盾为导向,精准设计市场规制措施;以优化顶层设计为起点,实现多主体协同发力;强化知识产权保护,制定绿色产业专利战略;多管齐下促进绿色消费,引导企业绿色技术创新;完善绿色标准和标识制度,倒逼绿色技术升级;建立绿色技术创新发展评估体系,有针对性地提高市场规制效率。 相似文献

The mounting frequency and intensity of natural hazards, alongside growing interdependencies between social‐technical and ecological systems, are placing increased pressure on emergency management. This is particularly true at the strategic level of emergency management, which involves planning for and managing non‐routine, high‐consequence events. Drawing on the literature, a survey, and interviews and workshops with Australia's senior emergency managers, this paper presents an analysis of five core challenges that these pressures are creating for strategic‐level emergency management. It argues that emphasising ‘emergency management’ as a primary adaptation strategy is a retrograde step that ignores the importance of addressing socio‐political drivers of vulnerabilities. Three key suggestions are presented that could assist the country's strategic‐level emergency management in tackling these challenges: (i) reframe emergency management as a component of disaster risk reduction rather than them being one and the same; (ii) adopt a network governance approach; and (iii) further develop the capacities of strategic‐level emergency managers. 相似文献

This study investigates the strategic antecedents of operational agility in humanitarian logistics. It began by identifying the particular actions to be taken at the strategic level of a humanitarian organisation to support field‐level agility. Next, quantitative data (n=59) were collected on four strategic‐level capabilities (being purposeful, action‐focused, collaborative, and learning‐oriented) and on operational agility (field responsiveness and flexibility). Using a quantitative analysis, the study tested the relationship between organisational capacity building and operational agility and found that the four strategic‐level capabilities are fundamental building blocks of agility. Collectively they account for 52 per cent of the ability of humanitarian logisticians to deal with ongoing changes and disruptions in the field. This study emphasises the need for researchers and practitioners to embrace a broader perspective of agility in humanitarian logistics. Functional foods are a challenge tofood health policies, since they questioncentral ideas in the way that food healthpolicies have been developed over the lastdecades. Driven by market actors instead ofpublic authorities and focusing on the role ofsingle foods and single constituents in foodsfor health, they contrast traditional wisdombehind nutrition policies that emphasize therole of the diet as a whole for health.Sociological literature about food in everydaylife shows that technical rationality co-existswith other food related rationalities, such aspractical and economic rationalities, socialand relational rationalities, and symbolicrationalities that influence citizens' ordinaryeating habits. An examination of lay views onexpert knowledge about food and health showthat skepticism exists with respect to thebasis of and balance of expert advice.
