为研究京津冀机动车污染控制政策对CO、HC、NOx、PM2.5、PM10等污染物的减排效果,建立了2014年高精度机动车排放清单,选取过去已经实施,未来规划实施及优化/劣化后的若干政策,设置4类共13种政策情景,与实际清单基准情景进行对比,识别各政策情景的排放变化,并对其中由政府给予补贴的政策进行成本收益核算.结果显示,淘汰低排放标准机动车带来的污染减排效果最好,在天津和河北对CO和HC的排放削减分别为53.19%,49.75%和51.28%,50.87%,达半数及以上;升级机动车发动机和燃油标准也能显著削减排放,在天津和河北对PM2.5、PM10的削减分别为17.01%,17.00%和21.95%,21.93%.政府补贴政策存在明显边际效应特征,排放标准高,重污染车少的北京单位成本的减排收益明显低于天津和河北,.河北和天津在考虑成本因素的基础上,应当逐步采纳北京的高标准减排政策;北京则可在一定条件下,将一部分低效的政府补贴通过合理方式转移支付给天津和河北,以提高政府投入的减排效率. 相似文献

研究上海市机动车污染的动态排放测算和网格化动态排放清单构建,在实时的交通数据和交通环境监测数据的基础上,结合交通模型、机动车排放清单模型等业务模型和算法,依托大数据存储、可视化和GIS等技术,开发了上海市机动车污染物实时排放预警系统,实现了上海市全市道路的机动车动态排放测算、交通环境政策实施情景模拟和网格化排放清单,更新频率为每30 min一次,包含PM、NOx、CO、SO2、VOCs等污染物和9种车型。系统建成后直接服务于首届中国国际进口博览会,为大气污染排放实时总量跟踪评估、污染源管控措施分析及监测成因分析等提供了有力的实时数据和技术支撑。 相似文献

The purpose of this work was to study the distribution of airborne particles in the surroundings of an iron and steel factory in southern Finland. Several sources of particulate emissions are lying side by side, causing heavy dust loading to the environment. This complicated multi-pollutant situation was studied mainly by SEM/EDX methodology.Particles accumulated on Scots pine bark were identified andquantitatively measured according to their element content,size and shape. As a result, distribution maps of particulateelements were drawn and the amount of different particle typesalong the study lines was plotted. Particulate emissions fromthe industrial or energy production processes were not themain dust source. Most emissions were produced from theclinker crusher. Numerous stockpiles of the industrial wastesand raw materials also gave rise to particulate emissions as aresult of wind erosion. On the Kola Peninsula, the mining and concentration industry exerts anthropogenic impact on the environment. Tailing dumps cause airborne pollution through dusting, and waterborne pollution due to direct dumping and accidental releases. The objectives were: (1) to analyse multidate satellite imagesfor 1964–1996 to assess the environmental pollution from themining and concentration activity in the Kola in temporal perspective; (2) to evaluate remote sensing methods for integrated environmental impact assessment. The area of mining and industrial sites steadily expands and amounted to 94 km2 in 1996. The polluted water surface amounted to at least 150 km2 through dumping in 1978 and to 106 km2 in1986 due to dusting. Thus, the impact from the mining and concentration activity should be reconsidered as more significant than it was officially anticipated. In the past the main mechanism of pollution wasdirect dumping into the lakes. Currently and in future, airborne pollution after dusting storms will dominate. The effective recultivation of the tailing dumps will be a long-term process. For effective assessment of impacts from the mining and concentration industry, remote sensing methods should be complemented by in-situ measurements, fieldwork, and mathematical modelling. 相似文献

Ports can generate large quantity of pollutants in the atmosphere due to various activities like loading and unloading,transportation, and construction operations. Determination of the character and quantity of emissions from individual sources is an essential step in any project to control and minimize the emissions.In this study a detailed emission inventory of total suspendedparticulate matter (TSP), particulate matter less than 10 m(PM10), sulfur dioxide (SO2) and nitrogen oxides (NOx) for a port and harbour project near Mumbai is compiled. Results show that the total annual average contributions of TSP and PM10 from all the port activitieswere 872 and 221 t yr-1, respectively. Annual average emissions of gaseous pollutants SO2 and NOxwere 56 and 397 t yr-1, respectively, calculatedby using emission factors for different port activities. The maximum TSP emission (419 t yr -1) was from paved roads, while the least (0.4 t yr-1) was from bulk handling activity. The maximum PM10 emission (123 t yr-1) was from unpaved roads and minimum (0.2 t yr-1) from bulk handling operations. Similarly the ratio of TSP and PM10 emission was highest (5.18) from paved roads and least (2.17) from bulk handling operations. Regression relation was derivedfrom existing emission data of TSP and PM10 from variousport activities. Good correlation was observed between TSP andPM10 having regression coefficient >0.8. 相似文献

Air pollution problems in developing countries have gained larger fraction in the last decade especially due to non functioning and non implementation of effective air pollutioncontrol devices in industries. In industrial wastewater management, adequate treatability studies are conducted to arrive at a techno-economic treatment option. However no suchstudies were done for reducing air pollution or emission fromindustries until now in India. Little information was availableabout such studies in other countries. This article provides information about a novel technique known asflue gas treatability studies and to undertake such studies, a pilot scale system is installed in Air Pollution Control Divisionof M/s National Environmental Engineering research Institute, NEERI, Nagpur-20, India.
