由于自然灾害系统的复杂性及数据资料的不完备性,人们不可能精确估计任何自然灾害发生的概率,"概率值估不准"是现有超越概率风险区划图的致命弱点.简要回顾了针对这一问题已进行的提高估计精度和进行模糊风险计算的有关研究,并将模糊风险研究引入风险区划图的编制,给出了自然灾害软风险区划图的定义和一个初步的样式.讨论了这种风险图在体现风险值估不准方面,以及在为用户提供更多风险信息,为决策者提供调整余地等方面的优点.研究结果表明,软风险区划图是自然灾害风险区划图的一个潜在发展方向.为推进这一研究领域的发展,对今后的工作提出了一些建议. 相似文献

The performance of a wetland system in treating lead (Pb)/zinc (Zn) mine drainage was evaluated by using the polyurethane
foam unit (PFU) microbial community (method), which has been adopted by China as a standardized procedure for monitoring water
quality. The wetland system consisted of four cells with three dominant plants: Typha latifolia, Phragmites australis and Paspalum distichum. Physicochemical characteristics [pH, EC, content of total suspended solid (TSS) and metals (Pb, Zn, Cd, and Cu)] and PFU
microbial community in water samples had been investigated from seven sampling sites. The results indicated that the concentrations
of Pb, Zn, Cd, Cu, and TSS in the mine drainage were gradually reduced from the inlet to the outlet of the wetland system
and 99%, 98%, 75%, 83%, and 68% of these metals and TSS respectively, had been reduced in concentration after the drainage
passed through the wetland system. A total of 105 protozoan species were identified, the number of protozoa species and the
diversity index (DI) gradually increased, while the heterotrophic index (HI) gradually decreased from the inlet to the outlet
of the wetland system. The results indicated that DI, HI, and total number species of protozoa could be used as biological

Improving the Urban Stream Restoration Effort: Identifying Critical Form and Processes Relationships 总被引:1,自引:0,他引:1
Stream restoration projects are often based on morphological form or stream type and, as a result, there needs to be a clear tie established between form and function of the stream. An examination of the literature identifies numerous relationships in naturally forming streams that link morphologic form and stream processes. Urban stream restoration designs often work around infrastructure and incorporate bank stabilization and grade control structures. Because of these imposed constraints and highly altered hydrologic and sediment discharge regimens, the design of urban channel projects is rather unclear. In this paper, we examine the state of the art in relationships between form and processes, the strengths and weaknesses of these existing relationships, and the current lack of understanding in applying these relationships in the urban environment. In particular, we identify relationships that are critical to urban stream restoration projects and provide recommendations for future research into how this information can be used to improve urban stream restoration design. It is also suggested that improving the success of urban restoration projects requires further investigation into incorporating process-based methodologies, which can potentially reduce ambiguity in the design and the necessity of using an abundant amount of in-stream structures. 相似文献

One of the most important endemic tree species of Chile and at the same time one of the most endangered ones is Araucaria araucana (Mol.) C. Koch, the monkey‐puzzle tree. It grows in the Andes Mountains, homeland of the indigenous Mapuche Pewenche people who depend on this tree. This paper is based on field research that investigated the ecological knowledge, uses and management of the Araucaria araucana forest by indigenous Mapuche Pewenche people based on the socio‐cultural, spiritual and ecological relationships they have with the Araucaria forest, to find out how indigenous people and their knowledge could contribute to sustainable Araucaria forest management. A Mapuche Pewenche community located in the IX region of Chile contributed to this study. Based on the analyses this paper illustrates the nature of indigenous ecological knowledge of Araucaria araucana on the one hand, and its utility in native forest management on the other. The research shows that the Mapuche Pewenche hold ecological knowledge and conduct practices to manage their Araucaria forest in a balanced way. They conserve and use forest biodiversity at one and the same time. This paper provides recommendations for sustainable Araucaria forest management and conservation strategies ex‐situ and in‐situ incorporating indigenous knowledge and scientific knowledge and for promoting a collaborative natural resources management. 相似文献

举世瞩目的 WTO"稀土案"于2014年8月7日终落帷幕。同先前的"原料案"一样,中国还是难逃败诉的命运。上诉机构支持申诉方的大部分指控,再次否决了《1994年关税与贸易总协定》(General Agreement on Tariffs and Trade of 1994,以下简称GATT)第20条对中国《入世议定书》的可适用性,从而确认中国对稀土、钨、钼三种原材料采取的出口税及配额等管制措施违背了WTO相关规则和入世所作的特殊承诺。作为自然资源的进出口大国,在自然资源贸易纠纷(特别是出口管制问题)不断"升温"和WTO争端解决机制运用愈来愈频繁的今天,中国应认真总结和反思这场"稀土保卫战"失利带来的经验教训,以从源头上破解中国出口管制措施在WTO体制下遭遇的法律困境,避免今后类似案件败诉的重现。基于此,本文综合应用案例分析、文本分析、历史分析和比较分析等方法对"稀土案"争讼的焦点和争端解决机构(DSB)的裁决意见做了详尽的透析,结果发现此案中DSB的审理不同程度存在着解释僵化、无视中国缔约真意及主观随意、前后矛盾等失范之处,对中国颇为不公。不过,该案也从另外一方面暴露出中国出口管制立法的疏漏与实施缺陷。是故,本文建议中国:1请求部长级会议/总理事会对GATT与《入世议定书》关系做出统一解释,并单独将出口税承诺纳入减让表;2重视DSB既有的裁决思路,根据WTO规则修改相关出口管制法规;3加强资源开采的法律管控,提高资源税的征收标准;4确保对内外资源需求企业的管制一致,优化出口许可管理,努力从WTO法和国内法两个层面推动现行自然资源出口秩序的完善,使中国今后对自然资源的出口管制既能符合WTO规则又能达致确保本国经济可持续性发展之目的。 相似文献

为进一步拓展天然高分子絮凝剂壳聚糖的应用范围,以壳聚糖、L-半胱氨酸为原料,通过酰胺化反应制备一种具有重金属捕集功能的高分子重金属絮凝剂-2-氨基-3-巯基丙酰壳聚糖(MCC),研究了水体中常见的阴阳离子、有机配位剂及浊度对MCC除镉性能的影响,探讨了絮体形貌与絮体分形维数及絮凝除镉效果间的关系。结果表明,Na+、Cl-、N03、F-、SO4 2-的存在对MCC除Cd2+均有促进作用,Ca2+表现为明显的抑制作用;低浓度的EDTA对除镉有促进作用,随着EDTA浓度的增大,逐渐转为抑制作用;低浓度的腐殖酸对MCC去除Cd2+有显著的促进作用;在一定范围内,浊度可促进MCC对Cd2+的去除;絮体间空隙越多,絮体分形维数越小,除镉效果越好。 相似文献
