通过对美国、日本、法国、我国台湾地区农户与市场对接模式的比较,发现依靠中间组织——农协、企业、农业合作组织等实现了农业流通现代化。基于此,结合我国农业现状和具体国情,提出从政府引导、农产品流通的组织建设、加强市场监管力度三个方面来实施我国农户与市场的对接,从而加快我国农业流通现代化进程和农业经济的可持续发展。  相似文献

Urban ecosystems are often sources of nonpoint source (NPS) nitrogen (N) pollution to aquatic ecosystems. However, N export from urban watersheds is highly variable. Examples of densely urbanized watersheds are not well studied, and these may have comparatively low export rates. Commonly used metrics of landscape heterogeneity may obscure our ability to discern relationships among landscape characteristics that can explain these lower export rates. We expected that differences not often captured by these metrics in the relative cover of vegetation, structures, and impervious surfaces would better explain observed variation in N export. We examined these relationships during storms in residential watersheds. Contrary to expectations, land cover did not directly predict variation in N or water export. Instead, N export was strongly linked to drainage infrastructure density. Our research highlights the role of fine‐scaled landscape attributes, mainly infrastructure, in explaining patterns of N export from densely urbanized watersheds. Changes to hydrologic flow paths by infrastructure explained more variation in N export than land cover. Our findings support further development of landscape ecological models of urban N export that focus on hydrologic modification by infrastructure rather than traditional landscape measures such as land use, as indicators for evaluating patterns of NPS nitrogen pollution in densely urbanized watersheds.  相似文献

Despite a decrease in indigenous forests and a growing demand for tree products in developing countries, tree planting activities are not considerably expanding in Tanzania. In this paper, we analyse factors that influence households’ tree planting behaviour, as well as the number of trees planted. Coast and Morogoro regions in the east of Tanzania were selected as the case, and data was gathered from 202 households in 11 villages in these regions where tree planting programmes have been or still are active. A Heckman model is used to analyse the factors that drive tree planting behaviour. Results indicate that households get wood energy from forest reserves (57%), in addition to their own planted trees (9.1%). Emperical findings show that the most important factors have significantly positive effects on households’ tree planting behaviour, as well as the extent to which it was implemented. These factors include households’ land sizes, households’ awareness of tree planting programmes, tree planting for wood energy, and the age of the head of the household. The right/freedom to harvest and transport tree products, households’ attitudes towards tree planting, and family size have significantly negative effects on households’ tree planting behaviour. This paper is perhaps the first comprehensive study to analyse the factors that influence households’ tree planting behaviour in Tanzania, and it uncovers results that are useful, even for other developing countries with similar conditions.  相似文献

基于2009年山西省11个地级市城乡统筹发展的面板数据,运用数据包络分析(DEA)评价了各区域的城乡统筹发展效率,对其空间差异变化特征与规律进行了分析。结果表明,山西省城乡统筹发展效率总体上呈"中部较高,普遍分化"的分布特征,并存在两大"DEA有效"集群。自改革开放以来,山西省逐渐形成了中、东、西三大经济地带,即中部盆地区、东部山地区和西部高原丘陵区。规模效率是当前制约山西省城乡统筹发展综合效率的主要方面。全省普遍存在投入冗余现象,可通过优化环境、产业结构高级化、突出特色产业、提升产业技术、提高劳动力素质和城市化水平等途径来提高区域的城乡统筹发展效率。各区域之间城乡统筹发展效率的空间差异显著;对2009年山西省11个地级市进行相对效率分析,得出相对有效值为1的城市居多,北部朔州市和南端运城市相对效率差异明显,最后提出了相关政策建议。  相似文献

Journal of the American Water Resources Association (JAWRA) 48(3): 603-615. DOI: 10.1111/j.1752-1688.2011.00635.x Abstract: Public investment in urban stream restoration is growing, yet little has been done to quantify whether its benefits outweigh its cost. The most common drivers of urban stream projects are water quality improvement and infrastructure protection, although recreational and aesthetic benefits are often important community goals. We use standard economic methods to show that these contributions of restoration can be quantified and compared to costs. The approach is demonstrated with a case study in Baltimore, Maryland, a city with a legal mandate to reduce its pollutant load. Typical urban stream restoration costs of US$500-1,200 per foot are larger than the cost of the least expensive alternatives for management of nitrogen loads from stormwater (here, detention ponds, equivalent to $30-120 per foot of restored stream) and for protecting infrastructure (rip-rap armoring of streambanks, at $0-120 per foot). However, the higher costs of stream restoration can in some cases be justified by its aesthetic and recreational benefits, valued using a contingent valuation survey at $560-1,100 per foot. We do not intend to provide a definitive answer regarding the worth of stream restoration, but demonstrate that questions of worth can be asked and answered. Broader application of economic analysis would provide a defensible basis for understanding restoration benefits and for making restoration decisions.  相似文献

Territorial user rights for fisheries have been advocated as a way to achieve sustainable resource management. However, few researchers have empirically assessed their potential as ancillary marine conservation instruments by comparing them to no‐take marine protected areas. In kelp (Lessonia trabeculata) forests of central Chile, we compared species richness, density, and biomass of macroinvertebrates and reef fishes among territorial‐user‐right areas with low‐level and high‐level enforcement, no‐take marine protected areas, and open‐access areas in 42 100‐m subtidal transects. We also assessed structural complexity of the kelp forest and substratum composition. Multivariate randomized permutation tests indicated macroinvertebrate and reef fish communities associated with the different access regimes differed significantly. Substratum composition and structural complexity of kelp forest did not differ among access regimes. Univariate analyses showed species richness, biomass, and density of macroinvertebrates and reef fishes were greater in highly enforced territorial‐user‐right areas and no‐take marine protected areas than in open‐access areas. Densities of macroinvertebrates and reef fishes of economic importance were not significantly different between highly enforced territorial‐user‐right and no‐take marine protected areas. Densities of economically important macroinvertebrates in areas with low‐level enforcement were significantly lower than those in areas with high‐level enforcement and no‐take marine protected areas but were significantly higher than in areas with open access. Territorial‐user‐right areas could be important ancillary conservation instruments if they are well enforced. 城市密集化地区中具有国家战略和拥有重要国际竞争力功能的区域被称之为极化区。在经济全球化、国家之间经济合作与竞争越来越加剧的背景下,各国都把加强极化区建设作为提高本国国际竞争力的重要途径。首先,介绍并评述了德国评价极化区功能的指标体系,包括决策和控制功能、创新和竞争力功能,以及门户功能;其次,针对我国发展阶段和特色,构建了识别我国极化区功能的指标体系;并以极化区理论为指导,分别对长江三角洲、珠江三角洲和京津冀区域规划的功能定位进行比较和评述。当前,为提高我国城市化水平、区域协调发展能力与国际竞争力,国务院批准了多个具有国家战略意义的区域规划,是从我国东中西和各省之间经济协调发展或作为新经济增长点、生态保护与建设的角度有国家意义的区域。通过比照极化区的功能含义,认为其中有的战略区功能定位与极化区的功能相一致,有的可作为新极化区培育,有可能发展为具有较强国际竞争力的极化区,这两种是今后我国极化区研究的主要区域  相似文献

北京是我国经济、政治和文化中心,也是我国最重要的入境口岸之一。入京旅游流西向的扩散转移对省域之间旅游经济联系强度具有极大的直接促进作用,转移态是反映旅游流流向和流量的重要指标。在对我国西部三大典型旅游区界定的基础上,利用转移态指数模型和旅游经济联系强度模型对入京旅游流向西转移态及其与西部三大典型旅游区的经济联系强度进行了相关性分析,得出入京旅游流西向转移态对西部典型区经济的影响程度为:成渝泛西安云贵,在此基础上分析了原因,并对西部三大典型旅游区如何更好地吸引北京入境旅游"二手客源",以促进旅游业更快发展提出了相应对策与建议。  相似文献

In recent decades, many changes have occurred in the approach to financing and operating water services in developing countries. The demand‐responsive approach is now adopted in many countries in a context of donor‐supported decentralization processes, which gives more responsibility to end users. However, the government's responsibility at different levels is enforced by the international recognition of the human right to water. This paper examines specific actions that build the role of local government authorities in this scenario. A collaboration between an international NGO and a rural district in Tanzania from 2006 to 2009 is used as an action research case study that is representative of local capacity‐building needs in decentralized contexts and rural areas. Three main challenges were detected: i) lack of reliable information; ii) poor allocation of resources in terms of equity; and iii) lack of long‐term community management support from the district. Two mechanisms were established: i) water point mapping as a tool for information and planning; and ii) a District Water and Sanitation Unit Support (DWUS) for community management. The results show how the framework provided by the goal of human right to water helps to define useful strategies for equity‐oriented planning and post‐project support at the local level.  相似文献

DOI: 10.1111/j.1752-1688.2010.00475.x Abstract: The effect of climate change on storm-surge flooding and the implications for population and structural damages on the city of Corpus Christi, Texas, was investigated. The study considered the influence of sea level rise and hurricane intensification, both influenced by climate change. Combinations of future carbon dioxide equivalent emission rates and carbon dioxide doubling sensitivities, based on findings of the Intergovernmental Panel on Climate Change, were considered to define future climate scenarios. A suite of physically based numerical models for hurricane winds and the resulting waves, surge, and morphological change at the coast were used to determine flooded areas, population affected, and property damages for Hurricanes Bret, Beulah, and a version of Carla shifted south from its original track, under present and predicted future climate conditions. A comparison of the economic damages for current climate conditions and for the 2080s climate scenario shows that, for Carla (shifted), there will be an increase in the range of $270-1,100 million; for Beulah, of $100-390 million; and, for Bret, of $30-280 million. A similar analysis was also conducted for 2030s predicted climate scenarios. Overall, the comparison of the results for the different climate conditions indicates what the destructive consequences of climate change could be, even within the somewhat short time frame of 80 years considered here.  相似文献
