The United States is finding it difficult to develop a coherent policy on acid rain. Despite more than a decade of scientific research and policy initiatives, no clear course of action has been identified. This article argues that what is missing is an integrated assessment of the scientific knowledge that will guide the political process. The role of the integrated assessment is described, and a conceptual framework presented that would accomplish the desired goal. Currently available acid rain assessment models are compared against this framework and found to be less than satisfactory. The article concludes by stressing the opportunity now available to the National Acid Precipitation Assessment Program to perform such an assessment and break the logjam. 相似文献

Many state governments in the United States promote locally-produced farm products. This paper discusses issues related to the ethics and equity of such promotional programs. The paper argues that generic promotion is generally easier to justify in terms of ethics and equity than brand promotion. It also argues that informative and factual brand promotions are easier to justify than deceptive and persuasive brand promotions. The idea of externally assisted emergency destocking of pastoralists has gained currency in recent years: increasing the incentives for pastoralists to sell animals, or removing the constraints to selling animals in the early stages of drought. We identify two separate rationales put forward by proponents of destocking: environmental benefits and purchasing power/welfare benefits. We consider whether specific recent critiques of 'new range ecology' and specifically of 'tracking policies' do in fact provide arguments against emergency destocking in pastoralist areas. We illustrate some of these themes with a case study of a successful destocking exercise in northern Kenya where a very specific form of support was requested and received by pastoralists themselves. The sorts of destocking that work are likely to have significant effects on pastoralist purchasing power at key points of the drought cycle, but minimal effects on the environment. Clarifying these points will make it easier to promote destocking as a drought-mitigation policy. 相似文献

The aim of this work is (1) to discuss approaches and tools to set management goals using operational indicators for coastal management (i.e., indicators that are easy to measure, understand and predict) and validated predictive models and (2) to discuss remedial strategies for sustainable coastal management regarding water quality and the abundance of fish, waterfowl and large aquatic plants. These approaches are exemplified using data from Ringkøbing Fjord, Denmark, which has undergone two major regime shifts during the last decades. This work discusses the changes taken place during the period from 1980 to 2004 (when there are good empirical data). For Ringkøbing Fjord, which is a very shallow, well-oxygenated lagoon dominated by resuspension processes, we have targeted on the following operational indicators, which are meant to reflect seasonal median values for the entire defined coastal area (the ecosystem scale) and not conditions at individual sites or data from shorter time periods: Secchi depth (as a standard measure of water clarity) and chlorophyll-a concentrations (as a key measure of algal biomass). The operational indicators are regulated by a set of standard abiotic factors, such as salinity, suspended particulate matter (SPM), nutrient concentrations (N and P), coastal morphometry and water exchange. Such relationships are quantified using well-tested, general quantitative models, which illustrate how these indicators are interrelated and how they reflect fundamental aspects of coastal ecosystems. We demonstrate that the regime shift in the lagoon can be modelled and quantitatively explained and is related to changes in salinity and nutrient inflow. A very important threshold is linked to increased salinities in the lagoon. For example, when the mean annual salinity is higher than about 9.5‰, large numbers of saltwater species of clams can survive and influence the structure and function of the ecosystem in profound ways. The model also illustrates the dynamic response to changes in nutrient loading. We have presented several management strategies with the goal of keeping the Secchi depth at 2 m, which would stimulate the growth of higher aquatic plants, which are fundamental for fish production and bird abundance in the lagoon. Given the fact that the Secchi depth depends on many variable factors (temperature, TP-inflow from land, salinity, changes in biomasses of macrophytes and clams, which are accounted for in these simulations), our results indicate that in practice it will likely be very difficult to reach that goal. However, it would be realistic to maintain a Secchi depth of 1.5 m if the variability in salinity is minimized and the mean salinity is kept at about 10.2‰. 相似文献

应用种群生态空间分布的分析方法,研究了青海湖四种主要湿地植物:杉叶藻(Hippuris vulgaris)、槽杆荸荠(Eleocharis valleculosa)、华扁穗莞(Blysmus sinocompresus)、碱蓬(Suaeda glauca)的空间分布格局及其动态,研究表明:杉叶藻、槽杆荸荠、华扁穗莞三种群由侵入期、定期初期到种群发育盛期的过程中,其集群程度先增大后减小,总体呈扩散的趋势;碱蓬种群,从幼苗到繁殖期,集群程度增大,呈聚集的趋势,说明前三种植物的克隆繁殖方式于滨湖湿地生境具有更好的生态适应性,图2表3参11 相似文献

The success of government programs to control nonpoint source pollution depends upon attitudes toward those programs and the availability of technical and financial assistance. Applicants for the Rural Clean Water Program cost-share funding in Virginia possess different personal and operational characteristics than do nonapplicants. Factors associated with participation in the Rural Clean Water Program differed from those associated with the more traditional soil conservation programs. Discriminant analysis was used to differentiate between other farmers who may become applicants and nonapplicants. Farmers' attitudes toward various policy options for inducing implementation of nonpoint source management practices varied greatly. Farmers were most favorable to cost sharing, low-interest loans and tax credits, and least favorable to a soil loss tax. They were either very favorably or very unfavorably inclined toward cross-compliance between pollution control and other agricultural programs. 相似文献

This study analysed 14 management plans and guidelines from a 25-year period to understand trends in conservation planning. A Rosetta Stone Analysis was used for the systematic comparison of plans and guidelines. Management plans incorporated management philosophies, management scenarios, opportunities for infrastructure, and plans for data collection by 2000. As of 2010, they incorporated ecosystem services, stakeholders’ objectives and methods for storing and analysing data. The results demonstrate the complex nature of management plans, with an important workload for site managers. Recommendations for future planning include adjustments in planning timeframes and a better identification of conservation targets from initial stages. 相似文献
