Air pollution has emerged as an imminent issue in modernsociety. Prediction of pollutant levels is an importantresearch topic in atmospheric environment today. For fulfillingsuch prediction, the use of neural network (NN), and inparticular the multi-layer perceptrons, has presented to be acost-effective technique superior to traditional statisticalmethods. But their training, usually with back-propagation (BP)algorithm or other gradient algorithms, is often with certaindrawbacks, such as: 1) very slow convergence, and 2) easilygetting stuck in a local minimum. In this paper, a newlydeveloped method, particle swarm optimization (PSO) model, isadopted to train perceptrons, to predict pollutant levels, andas a result, a PSO-based neural network approach is presented. Traditionally, decision-makers have relied on economic impactestimates derived from conventional economy-wide models. Conventional models lack the environmental linkages necessary for examining environmental stewardship and economic sustainability, and in particular the ability to assess the impact of policies on natural capital. This study investigatesenvironmentally extended economic impact estimation on a regionalscale using a case study region in the province of Alberta knownas the Foothills Model Forest (FMF). Conventional economic impactmodels are environmentally extended in pursuit of enhancingpolicy analysis and local decision-making. It is found that theflexibility of the computable general equilibrium (CGE) modelingapproach offers potential for environmental extension, with a solid grounding in economic theory. Sustainable development of the aquatic environment depends upon routine and defensible cumulative effects assessment (CEA). CEA is the process of predicting the consequences of development relative to an assessment of existing environmental quality. Theoretically, it provides an on-going mechanism to evaluate if levels of development exceed the environment's assimilative capacity; i.e., its ability to sustain itself. In practice, the link between CEA and sustainable development has not been realized because CEA concepts and methods have developed along two dichotomous tracks. One track views CEA as an extension of the environmental assessment (EA) process for project developments. Under this track, stressor-based (S-B) methods have been developed where the emphasis is on local, project-related stressors, their link with aquatic indicators, and the potential for environmental effects through stressor-indicator interactions. S-B methods focus on the proposed development and prediction of project-related effects. They lack a mechanism to quantify existing aquatic quality especially at scales broader than an isolated development. This limitation results in the prediction of potential effects relative to a poorly defined baseline state. The other track views CEA as a broader, regional assessment tool where effects-based (E-B) methods specialize in quantification of existing aquatic effects over broad spatial scales. However, the predictive capabilities of E-B methods are limited because they are retrospective, i.e., the stressor causing the effect is identified after the effect has been measured. When used in isolation, S-B and E-B methods do not address CEA in the context necessary for sustainable development. However, if the strengths of these approaches were integrated into a holistic framework for CEA, an operational mechanism would exist to better monitor and assess sustainable development of our aquatic resources. This paper reviews the existing conceptual basis of CEA in Canada including existing methodologies, limitations and strengths. In this paper, the problem of optimal timing, when to adopt an environmental policy in a strategic framework is considered. Using real options theory and some basic tools of game theory, we show that, under certain assumptions, a country behaving strategically should wait longer before adopting such a policy than if it behaves unstrategically or within a larger entity. Fence for traffic noise control sometimes causes adverse effect on air pollution. Thus in this study, performance of porous fence as a tool for control of both air pollution and noise pollution was evaluated. A two-dimensional numerical model for flow and pollutant concentration and an analytical model for traffic noise were utilized in the analysis of a double-decked road structure with fences only at ground (Case 1) and at both ground and upper deck (Case 2). Porous fences were assumed only at the ground level since the solid fences at the upper deck usually leads to desirable result on air pollution. Effects of the variable porosity on air quality and noise level near road were evaluated. Obtained results showed: (1) flow pattern in leeward of fence was drastically changed at 40–50% porosity in Case 1 and 50% in Case 2. The porosity larger than 40% excluded presence of a circulation behind the fence. (2) Effect of porous fence on air pollution was different in Cases 1 and 2. In Case 1, the porous fence generally resulted in the reduction of air pollution at the ground level; on the other hand, in Case 2, it rather led to increase of the concentration. (3) Traffic noise level was also largely changed by the porosity of the fence; an example of simultaneous evaluation of the effects of porous fence on both air and noise pollution in Case 1 showed that the fence of 60% porosity leads to reduction of air pollution by 20% compared with solid fence case, and reduction of noise pollution by 4–6% in dB compared with no fence case, at l m high and 10 m from the road. 相似文献
