秦皇岛经济技术开发区正迎来自身发展的新阶段,经济社会发展与资源环境约束的矛盾越来越突出。针对开发区现存的大气污染、水污染、固体废弃物的处理处置等环境问题,论述了当前的环境形势和环保工作面临的机遇与挑战,并在此基础上对未来环保工作思路进行了展望,结合实际,提出了将促进工业低碳化发展、促进城市低碳化运营、逐步增加碳汇能力、促进能源低碳化供给等方式作为营建低碳城市的建设战略。  相似文献

Previous research on the job demand–control–support (JDCS) model of occupational stress has generally been inconsistent at best regarding a key issue: the interaction of demands, control, and support in predicting employee health and well‐being. However, the model continues to be tested in a variety of studies and academic journals owing to its intuitive appeal. By incorporating conservation of resources theory with knowledge from the challenge–hindrance stressor framework, we proposed that hindrance stressors, not the challenge stressors commonly assessed when testing JDCS theory, will provide validation for the model. A two‐wave panel study of 228 employees in a variety of occupations provided support for three‐way interactions between hindrance demands, control, and support predicting job‐related anxiety and physical symptoms. Three‐way interactions using a challenge demand (forms of workload) were not significant, consistent with our propositions. In summary, this study supports the buffering effect of control and support on the relationship between job demands and strain only when job demands reflect hindrance stressors, thereby proposing to alter the JDCS model by specifying that it applies primarily to hindrance stressors in a job hindrance–control–support model. Industrialization has brought with it environmental problems and the consequences of pollution, which has been affecting the world for decades. Immediate action is required to raise industry's awareness of its social responsibilities toward the environment. However, experience shows that companies that have obtained International Organization of Standardization (ISO) 14001:2015 certifications in Malaysia occupy but a small niche among the country's businesses. The purpose of this study is to assess the list of barriers and challenges to implementing and obtaining certifications under the ISO 14001:2015 Environmental Management System (EMS) by Malaysian firms. In addition, this study will rank these factors relative to their importance. This study is aimed at EMS experts at the Scientific and Industrial Research Institute of Malaysia (SIRIM QAS International Sdn. Bhd.). The study uses mathematical pairwise comparisons to generate the list of critical challenges and barriers. Therefore, the study is expected to raise environmental awareness among Malaysia's industries regarding the adoption of ISO 14001:2015 standards. Furthermore, the study provides a guideline for Malaysia's industries and policy‐makers to provide them with a better understanding of the barriers and challenges that companies face in implementing ISO 14001:2015 EMS, and at the same time, help them understand the need to eliminate the difficulties of standard implementation.  相似文献

This paper summarizes, from a global perspective, the major progress in the implementation of the Agenda 21 since the UN Conference on Environment and Development. The results show that global economy has achieved a substantial growth, and positive progress has been made in poverty eradication, urbanization, and conservation and intensive use of natural resources. However, relevant international conventions and commitments have not yet been completely fulfilled. The paper further analyzes the current major challenges and future trends of global sustainable development. It is argued that there are three major challenges:1) fatal global environmental issues posing an increasing threat to human survival; 2) more and more severe global competition for developing spaces; and 3) issues highlighting global people’s livelihood. There are four trends of global sustainable development:1) sustainable development will further turn from concept into global action; 2) green will be the main trend of global development; 3) emerging developing countries will become the main driving force of global sustainable development; and 4) international relations in the field of sustainable development will turn to competitive co-operation.  相似文献

自然资源综合科学考察是基础性科技工作,对于服务国民经济和社会发展具有重要的科技支撑作用。进入21世纪,我国自然资源综合科学考察工作从低谷中逐步复苏,但依然面临科考人才断档、经费支持不足、跨国考察组织艰难、重大成果产出不多等诸多挑战。本文从地域范围、队伍组成、技术手段、成果影响等角度总结了我国综合科学考察工作的最新进展,并展望新时代,提出了我国综合科学考察研究工作的六大发展趋势,包括:从综合科学考察向自然资源综合考察研究转变;考察国际化进程将加快;注重多学科综合考察与宏观微观结合调查;考察技术将更加多样化、智能化和精准化;考察信息数据共享平台支撑能力更加强大;科考人才的培养成为紧迫需求将得到加强。  相似文献

This paper provides a complete case study analysis of environmental impact assessment (EIA) implementation in China from planning to legal challenge, which is typical but rarely reported. The analysis takes an historical perspective on the regulatory and institutional structures through which EIA has been implemented in China, in order to evaluate the extent to which EIA has matured over the last 10 years. The case study relates to a proposed recreation/tourist development at Dianshan Lake, a protected water resource for Shanghai. Legal and administrative challenge began in 1993, when the case was initiated with a letter from the public, and concluded in 1996, when the case was decided in a court judgment. More recent follow-up research indicates that many issues have continued to be problems for EIA implementation in China. Policy implications in terms of regulatory structure, institutional arrangement, EIA procedure, EIA practitioners, and public participation can be drawn, and lessons learned for both the government and the developers. The study emphasizes the problem of relying on reorientation of existing institutions to promote new (environmental) priorities.  相似文献

The evolution of multiple sexual traits remains controversial and poorly understood in evolutionary biology. In many bird species, males exhibit complex courtships involving feather ornaments and behavioral display. Multiple traits may convey information on the genetic and phenotypic quality of males. In particular, fixed characters, such as feather ornaments (produced once a year during the annual molt in many bird species) might convey information about past male condition (at the time of trait development); whereas flexible traits such as behavioral displays should be sensitive to present condition. Here we show that both flexible behavioral displays and fixed feather ornaments of peacocks, used by females to choose a mate, honestly reflect health status. Correlative data showed that peacocks with high display rate (the number of behavioral displays per hour) and a large number of tail eyespots had low levels of circulating heterophils, suggesting better health status. Experimental activation of the immune system, through LPS injection, significantly reduced display rate compared to a control group. However, the sensitivity of a male display rate to the immune challenge was dependent on the number of tail eyespots: males with higher number of tail eyespots were better able to cope with the experimental immune challenge, and maintained their display rate at levels closer to the levels performed before the immune activation. These results are consistent with the idea that multiple signaling might enhance information reliability.  相似文献
