The growing recognition that climate change mitigation alone will be inadequate has led scientists and policymakers to discuss climate geoengineering. An experiment with a US sample found, contrary to previous research, that reading about geoengineering did not reduce conservatives’ skepticism about the existence of anthropogenic climate change. Moreover, depending on how it is framed, geoengineering can reduce support for mitigation among both conservatives and non-conservatives. When geoengineering is framed as a major solution, people worry less about climate change, leading to reduced mitigation support. When framed as disastrous, people perceived geoengineering as riskier, also leading to a decrease in mitigation support. A more moderate framing of geoengineering as a partial solution is less susceptible to moral hazard effects. Overall, results suggest that geoengineering will not lessen political polarization over anthropogenic climate change, and could undercut support for mitigation efforts. Instead, framing geoengineering as a small piece to solving a big puzzle seems to be the best strategy to weaken this potential moral hazard. 相似文献

Transport projects have numerous consequences for the environment, society and economy, and thus an EU Directive has stated a number of impacts that need to be assessed prior to any major intervention. This paper is set in a Danish context where the EU requirements have been adopted in the Environmental Impact Assessment (EIA) regulation along with national requirements. In recent years, however, the EIAs have been criticised for an inconsistent inclusion of impacts and unclear assessment process. A selection of EIAs is for this reason reviewed and compared to the EU Directive and corresponding works in Sweden and the UK to identify potential opportunities for improvements. From the literature study, an overview table with all potential relevant impacts for transport projects is set up to assist the EIA process. For the sake of simplicity and transparency, the impacts selected from this table should, however, be further reduced in number to ensure that only the most important impacts are included in the process. To further increase simplicity and transparency in the EIA process, a novel framework for assessing different types of impacts is proposed. In this framework, a comprehensive decision support tool involving stakeholders is in focus. The framework is supplemented with a procedure for generating objectives and presenting results in an appropriate way to the many stakeholders involved. The impacts overview table and the assessment techniques are applied to a case study to illustrate the process, and finally, conclusions and perspectives for future work within the field are set out. 相似文献

Conservation decision makers commonly use project‐scoring metrics that are inconsistent with theory on optimal ranking of projects. As a result, there may often be a loss of environmental benefits. We estimated the magnitudes of these losses for various metrics that deviate from theory in ways that are common in practice. These metrics included cases where relevant variables were omitted from the benefits metric, project costs were omitted, and benefits were calculated using a faulty functional form. We estimated distributions of parameters from 129 environmental projects from Australia, New Zealand, and Italy for which detailed analyses had been completed previously. The cost of using poor prioritization metrics (in terms of lost environmental values) was often high—up to 80% in the scenarios we examined. The cost in percentage terms was greater when the budget was smaller. The most costly errors were omitting information about environmental values (up to 31% loss of environmental values), omitting project costs (up to 35% loss), omitting the effectiveness of management actions (up to 9% loss), and using a weighted‐additive decision metric for variables that should be multiplied (up to 23% loss). The latter 3 are errors that occur commonly in real‐world decision metrics, in combination often reducing potential benefits from conservation investments by 30–50%. The ecosystem services (ES) concept is being increasingly incorporated into environmental policy formulation and management approaches. The Corporate Ecosystem Services Review (ESR) is a framework used to assess the dependence and impact that a business has on ES. The success of the corporate experience of ES assessment provides an opportunity for adaption for local authority decision making. In this paper, the ESR tool was adapted to the South African setting at a local government level, and tested at two sites in the Msunduzi Municipality, KwaZulu-Natal. In testing the tool and gathering feedback from key stakeholders, it was found that there are both opportunities and challenges to this approach. Overall, however, it provides an opportunity for the systematic inclusion of ES assessment into existing regulatory frameworks for land-use planning and Integrated Environmental Management, whether in a strategic application, at a broader spatial (municipal) scale or in a specific locale within the municipality. 相似文献

Plant conservation initiatives lag behind and receive considerably less funding than animal conservation projects. We explored a potential reason for this bias: a tendency among humans to neither notice nor value plants in the environment. Experimental research and surveys have demonstrated higher preference for, superior recall of, and better visual detection of animals compared with plants. This bias has been attributed to perceptual factors such as lack of motion by plants and the tendency of plants to visually blend together but also to cultural factors such as a greater focus on animals in formal biological education. In contrast, ethnographic research reveals that many social groups have strong bonds with plants, including nonhierarchical kinship relationships. We argue that plant blindness is common, but not inevitable. If immersed in a plant‐affiliated culture, the individual will experience language and practices that enhance capacity to detect, recall, and value plants, something less likely to occur in zoocentric societies. Therefore, conservation programs can contribute to reducing this bias. We considered strategies that might reduce this bias and encourage plant conservation behavior. Psychological research demonstrates that people are more likely to support conservation of species that have human‐like characteristics and that support for conservation can be increased by encouraging people to practice empathy and anthropomorphism of nonhuman species. Years of research show that left-leaning individuals are more supportive of environmental policies than right-leaning individuals. The explanation for the lower level of support among right-leaning individuals is their stronger preference for economic growth and lower acceptance of intervention in markets. However, recent cross-national studies have questioned whether the effect of ideology on environmental support is universal. A Swedish survey experiment shows that the effect of ideology varies greatly depending on how individuals think about the environment. Specifically, it demonstrates that if environmental support is contrasted with economic growth, then the effect of ideology is stronger as opposed to when environmental support is not juxtaposed with economic growth. Furthermore, among people who strongly perceive the environment as a left–right issue, there is a larger divide between left and right. 相似文献
