河南环境问题城乡差异的对比研究

消费、教育、医疗等方面的城乡差异一直是社会各界关注的问题,然而,日益突出的城乡环境差异却没有引起足够的重视。河南作为农业大省,其城乡环境差异的表现更具代表性,本文通过对河南省城乡环境压力指标、环境状态指标以及环境保护工作等方面的差异的具体特征和表现形式进行深入的对比分析,发掘出导致城乡二元环境差别产生的认识上、理论上及组织工作上的深层次的问题及原因,为进一步推动和实现城乡环境一体化以及新农村建设提供理论支持。

沈阳市推行大气排污许可证制度的技术路线是点面结合全方位控制,即对重点污染源的控制与区域性的总量控制,简要介绍了推行这一技术路线的思路和试行结果。      

Neighborhood satisfaction,physical and perceived naturalness and openness

This study examined neighborhood satisfaction in relation to naturalness and openness. It used Geographic Information System (GIS) and Landsat satellite imagery to physically measure the environmental attributes. Through path analysis it examined the relationship among the attributes, resident ratings of those environmental attributes, their satisfaction with them, and their overall neighborhood satisfaction (n = 725). We expected overall neighborhood satisfaction to relate to the resident's ratings of the environmental attributes and to the physical measures of them. The path model showed that overall neighborhood satisfaction was associated directly with the physical measure of building density and indirectly with the physical measure of vegetation rate through perception and evaluation of them. The perceptions and evaluations of the attributes related to one another. With refinements, GIS and Landsat data geo-related to survey data can offer a powerful tool for understanding the complex nature of neighborhood satisfaction and behavior.

浙江省天台县“五水共治”总体规划编制的思考

就"五水共治"规划中所涉及的复杂性问题,围绕"五水"间的协同性关系,明确县级"五水共治"规划的地位与作用,深化"五水共治"中的联动关系,从控制总量减少流域污染、改善生态降低洪水灾害、优化绿地功能减轻内涝、提高植被覆盖率保障山区型饮用水安全、动员社会节约水资源等主要途径,阐述了循环经济、滞洪湿地公共空间带、城市下凹式绿地等一系列相关技术手段,为编制县域"五水共治"总体规划提供基本思路、技术指导和支持。     

排污权交易试点总体工作框架研究

通过调研分析排污权交易试点省市的业务工作,对省级排污权交易管理工作进行研究阐述,从整体的角度提出排污权交易管理工作的目标定位、总体工作框架和数据逻辑,提出排污权交易目前需要解决的重点问题,为排污权交易由试点转向全国推广积累经验.     

Overall Planning of Development of Urban-Rural Areas: A Policy Mechanism for Urban-Rural Coordinated Growth

Abstract

While analyzing overall planning and coordinated development of urban-rural areas, this paper shows that overall planning for the development of urban-rural areas is a requirement for the best use of productive forces. It means the setting up of a policy mechanism for coordinated growth. Recognizing this, the government should set up a way to lead and manage a unified program to increase service and decrease controlling administration power, while safeguarding and fulfilling the farmers' ownership to the means of production.

依靠科学管理和科技进步与推行全口径安全管理相结合，上海电力安装二公司在吴泾、金山火电工程建设中，实现了两个工程全口径无人身死亡、无重大火灾等火电工程施工中容易发生的恶性事故。本文结合工程实例系统地介绍了在工程建设中推行全口径安全管理的做法与经验，不仅在电建系统，而且在建筑全行业都具有借鉴与推广的价值。
