This paper examines smallholder farmers' perceptions of the implementation of climate change disaster preparedness strategies in Mpigi district in Central Uganda. Furthermore, existing community early actions against climate change disasters were investigated. Data were collected through semi-structured interviews and focus group discussions at the community level. Using the Statistical Package for Social Sciences version 16, data obtained through semi-structured interviews were subjected to quantitative analysis to generate percentages for several variables and cross-tabulation analyses between selected variables. Farmers perceived prolonged droughts, increased pests and diseases outbreaks in crops and livestock as a consequence of climate change as the major climate change disasters. They considered the implementation of climate change disaster preparedness at community and village level as inadequate. This triggered implementation of various early actions by farmers as responses to climate change disasters. These actions constitute an informal community-based early warning system against climate change disasters.  相似文献

This paper examines whether the hypothesis presented in Ocho Rios in 1984 is still valid and relevant. The first part of the paper revisits the central tenets of the 1984 paper. The second part of the paper gives a broad overview of how community-based approaches have been taken up and evolved over the last quarter-century. The third part of the paper examines, with the benefit of hindsight, to what extent the approaches advocated in Ocho Rios are still valid. Finally, the paper examines the role of community-based and local-level approaches looking into the future. The paper is written as a personal reflection, without any pretence to academic rigour and also without systematically surveying the thousands of ongoing community-based or local-level initiatives in disaster risk management, referred to in this paper as community-based disaster risk management and local-level disaster risk management, respectively.  相似文献

In this paper we examine the role of community-based organisations (CBOs) in the environmental policy regime of Philadelphia, through a citywide survey (N?=?40) and interviews with leaders from three types of CBOs: community development corporations (CDCs), civic associations (CAs), and business-improvement organisations. We found that CBOs of all types have changed their organisational missions and identities in response to their pursuit of sustainability goals, but that CDCs more so than either CAs or business organisations have integrated sustainability into their governance structures. Second, we found that a growing number of CBOs have expanded their work to involve environmental policy and programming. Third, we found that the work of local non-profit organisations has become directly linked to the city's broader sustainability plan, Greenworks.  相似文献

Species monitoring, defined here as the repeated, systematic collection of data to detect long-term changes in the populations of wild species, is a vital component of conservation practice and policy. We created a database of nearly 1200 schemes, ranging in start date from 1800 to 2018, to review spatial, temporal, taxonomic, and methodological patterns in global species monitoring. We identified monitoring schemes through standardized web searches, an online survey of stakeholders, in-depth national searches in a sample of countries, and a review of global biodiversity databases. We estimated the total global number of monitoring schemes operating at 3300–15,000. Since 2000, there has been a sharp increase in the number of new schemes being initiated in lower- and middle-income countries and in megadiverse countries, but a decrease in high-income countries. The total number of monitoring schemes in a country and its per capita gross domestic product were strongly, positively correlated. Schemes that were active in 2018 had been running for an average of 21 years in high-income countries, compared with 13 years in middle-income countries and 10 years in low-income countries. In high-income countries, over one-half of monitoring schemes received government funding, but this was less than one-quarter in low-income countries. Data collection was undertaken partly or wholly by volunteers in 37% of schemes, and such schemes covered significantly more sites and species than those undertaken by professionals alone. Birds were by far the most widely monitored taxonomic group, accounting for around half of all schemes, but this bias declined over time. Monitoring in most taxonomic groups remains sparse and uncoordinated, and most of the data generated are elusive and unlikely to feed into wider biodiversity conservation processes. These shortcomings could be addressed by, for example, creating an open global meta-database of biodiversity monitoring schemes and enhancing capacity for species monitoring in countries with high biodiversity. Community-based watershed management is different from the traditional natural resources management. Traditional natural resources management is a way from up to bottom, but the community-based watershed management is from bottom to up. This approach focused on the joining of different stakeholders in integrated watershed management, especially the participation of the community who has been ignored in the past. The purpose of this paper is to outline some of the important basic definitions, concepts and operational framework for initiating community-based watershed management projects and programs as well as some successes and practical challenges associated with the approach.  相似文献

Abstract:  We compared and integrated marine protected areas proposed through community and scientific assessments in 2 regions of British Columbia, Canada. The community priorities were identified during individual and group interviews with knowledgeable resource users. The scientific priorities were developed with abiotic and biotic data in Marxan, a decision-support tool. The resulting maps of community-based and science-based priorities were very similar for the inshore areas, which lent credibility to both approaches. The resource users thought the science-based maps were fairly good at highlighting areas important for conservation, but preferred the scenarios that integrated the 2 maps to either constituent map. Incorporating spatial variation in human impacts on the marine areas and commercial fishing, which are both costs of protection, into our Marxan analyses led to scenarios that were different from either constituent map. Our results show the value of integrating community-based and science-based approaches in conservation planning to achieve community acceptance and conservation utility. They also reveal that people's assessments on the basis of their traditional ecological knowledge may serve as a reasonable proxy for scientific approaches in selecting areas of ecological value.  相似文献

船载式监控系统通常是地面监控系统的衍生品,在海洋的环境下存在信号阻隔以及监控传输缓慢的现象,并且传输过程没有报警系统,针对上述问题,设计一套在船载CCTV海洋环境下的实时监控系统.选用BMG-COZ-NDIR传感器减少来自海洋环境对监控质量的影响,MSP430F149型号微处理芯片处理监控数据时能够分析出异常数据,并发出报警信号,重新修订传感器信号数据压缩编码,完成实时监控指令,设置报警传输编码,执行报警命令.通过编码信令的搭配实现船载海洋环境下的实时监控.通过设计仿真实验得到结论:(1)设计的船载CCTV海洋环境下实时监控系统在海洋环境下能够保持无阻隔的实时监控;(2)实时监控数据的传输质量以及传输效率优于传统监控系统;(3)对异常数据发出警示.  相似文献

The Kuna are a strong and independent culture, however outside influences are imposing growing pressure on their people. Overpopulation and large-scale overfishing are among the most severe threats. The Kuna have developed their own management strategies to address these pressing issues. This study presents local perceptions and attitudes towards marine resource management of six indigenous fishing communities in Kuna Yala, Panama. Results highlight significant general and comparative differences in fishermen's attitudes and perceptions based on socio-cultural structures of communities, occupation and role in local decision-making. The level of cultural survival in communities was a strong indicator for different priorities and attitudes. Differences were also evident based on the level of marine resources used for income generation. Participation in local decision-making processes had positive impacts on levels of knowledge and information, and fostered critical thinking among participants. In addition, the results also denoted that conservation and development were more effective in the long term if the host population could develop strategies and plans for biodiversity conservation. Ownership and empowerment were strong indicators that influenced local livelihood to promote sustainable use of marine resources.  相似文献
