Air pollution is one of the most pressing environmental problems which affects likewise urban, industrial and rural areas. Environmental planners, regulators and decision makers need reliable, scientifically based tools to find out strategies for controlling air pollution in a cost-effective way, taking into account the whole productive system. In this framework the basic elements of energy-environmental planning have to be extended to include also waste processing technologies amongst the usually considered pollution sources. Bottom-up optimizing models, based on linear programming techniques and customized for specific cases, represent a powerful tool in energy-environmental management. This paper focuses on the integrated modeling of material flows and energy system performed on a local scale case study (Basilicata Region, Southern Italy) using the linear programming model IEA-MARKAL. We have evaluated the feasibility of the model in representing the waste management system to estimate the environmental impact of the waste processing technologies in the context of the whole productive system. A sensitivity analysis has been carried out to emphasize the connections between tariffs, waste disposal technologies assessment and atmospheric emissions. The debate concerning occupational safety and health (OSH) interventions has recently focused on the need of improving the evaluation of interventions, and in particular on the need for providing information about why the intervention worked or not, under what circumstances and in which context. Key concepts in the analysis of the context are the drivers, i.e., those factors enabling, fostering or facilitating OSH interventions. However, the concept of driver for an OSH intervention is both confused and contested. Although the term is widely used, there is little consensus on how drivers should be understood, how important they are in different contexts and how they can facilitate interventions. This exploratory study based on interviews with the owner-managers and the safety officers of small and medium-sized enterprises (SMEs) gives an overview of the most characteristic drivers for OSH interventions. The results will be used to make an initial evaluation of SMEs' needs, and will help orient interventions and future research.  相似文献

This paper focuses on the dynamics the formation of operational costs of waste management in Italy and the effect of economic measures. Currently incentives and penalties have been internalized by the system no differently from other cost items and revenues. This has greatly influenced the system directing it towards solutions that are often distant from the real environmental objectives. Based on an analysis of disaggregated costs of collection treatment and recovery, we provide the basic elements to compose a picture of economic management in various technical–organizational scenarios.In the light of the considerations contained in the paper it is proposed, e.g. for controlled landfills, that the ecotax, currently based on weight, could be replaced by one based on the volume consumption. Likewise, for tax reduction on disposal system, instead a pre-treatment might ask an environmental balance of the overall system.The article presents a reflection on the last hidden costs associated with the consumption of goods and packaging, and how to reduce waste production is the necessary path to be followed in ecological and economic perspectives.  相似文献

The present article is aimed at illustrating a methodology for a rapid and effective assessment of pollution hazard connected with the presence of uncontrolled landfills. In particular, by means of a fuzzy approach, the criterion adopted allowed a comparison of the results obtained from a cross analysis of some intrinsic characteristics of the single landfills and the territory where they are located. Their identification shows the most relevant environmental problem. Therefore, we have classified each site within a hazard scale enabling us to understand which one requires to be checked more urgently, to do instrumental surveys and, if needed, to do restoration and reclamation. Moreover, the sensitivity analysis we carried out allowed us to identify which is the best membership function belonging and which is the best defuzzification method. That is, in particular, the trapezoidal function and the centroid method. The proposed fuzzy approach, supported by the sensitivity analysis, has revealed to be an important tool for supporting decisions, in order to optimise technical and economic resources.  相似文献

The present study addresses the theme of recycling potential of old open dumpsites by using landfill mining. Attention is focused on the possible reuse of the residual finer fraction (<4 mm), which constitutes more than 60% of the total mined material, sampled in the old open dumpsite of Lavello (Southern Italy). We propose a protocol of analysis of the landfill material that links chemical analyses and environmental bioassays. This protocol is used to evaluate the compatibility of the residual matrix for the disposal in temporary storages and the formation of “bio-soils” to be used in geo-environmental applications, such as the construction of barrier layers of landfills, or in environmental remediation activities. Attention is mainly focused on the presence of heavy metals and on the possible interaction with test organisms. Chemical analyses of the residual matrix and leaching tests showed that the concentration of heavy metals is always below the legislation limits. Biological acute tests (with Lepidum sativum, Vicia faba and Lactuca sativa) do not emphasize adverse effects to the growth of the plant species, except the bioassay with V. faba, which showed a dose–response effect. The new developed chronic bioassay test with Spartium junceum showed a good adaptation to stress conditions induced by the presence of the mined landfill material. In conclusion, the conducted experimental activities demonstrated the suitability of the material to be used for different purposes.  相似文献

In recent years, the replacement of natural raw materials with new alternative materials, which acquire an economic, energetic and environmental value, has gained increasing importance. The considerable consumption of water has favoured the increase in the number of drinking water treatment plants and, consequently, the production of drinking water sludge. This paper proposes a protocol of analyses capable of evaluating chemical characteristics of drinking water sludge from surface water treatment plants. Thereby we are able to assess their possible beneficial use for geo-environmental applications, such as the construction of barrier layers for landfill and for the formation of “bio-soils”, when mixed with the stabilized organic fraction of municipal solid waste. This paper reports the results of a study aimed at evaluating the quality and environmental aspects of reconstructed soils (“bio-soil”), which are used in much greater quantities than the usual standard, for “massive” applications in environmental actions such as the final cover of landfills. The granulometric, chemical and physical analyses of the sludge and the leaching test on the stabilized organic fraction showed the suitability of the proposed materials for reuse.The study proved that the reuse of drinking water sludge for the construction of barrier layers and the formation of “bio-soils” reduces the consumption of natural materials, the demand for landfill volumes, and offers numerous technological advantages.  相似文献

Northern Latium (Italy) is an area where the Rn risk rate is potentially high because of the extensive outcropping of Neogene U-rich volcanics and the presence of major active tectonic lineaments. The lack of data on Rn risk rates in that area, which is undergoing major urban and industrial development, has prompted this study. It proposes a methodology to evaluate the maximum potential diffusive Rn flux from soils based on the measurement of 226Ra, 232Th and 40K activities by γ-ray spectrometry, and the measurement of main soil parameters influencing the Rn emanation. This methodology provides a simple, reliable and low-cost tool for drawing up radon flux maps useful to both public planners and private individuals, who want to operate safely in the study area. The proposed methodology may also be applied to other geographic areas outside the prescribed study area.  相似文献

The use of municipal wastewater in agriculture requires a careful monitoring of a range of hygiene parameters. Yearly hygienic impact assessments on soil and fruit were made between 2000 and 2006 in an olive (Olea europaea L.) grove established near a municipal wastewater treatment plant in Southern Italy (Ferrandina–Basilicata region, 40°29′ N, 16°28′ E). The experimental grove was managed in two plots. The first plot, non-tilled, was drip irrigated daily with reclaimed wastewater. The second plot was unirrigated (i.e. rainfed) and subject to conventional management for the region. Samples of wetted soil from different depths and of treated wastewater were analysed for Escherichia coli, enterococci, sulphite-reducing Clostridium spores and Salmonella spp. Fruits were collected both from the canopy and from nets spread on the ground and analysed for faecal contamination. The average annual quantity of wastewater distributed was 293 mm. E. coli concentration in the wastewater varied considerably, being frequently above the stringent Italian mandatory limit of 10 CFU 100 mL?1 and also the WHO limit of 1000 MPN 100 mL?1. Salmonella was never detected in the wastewater, the soil or on the fruit samples. Slight increases in the other bacteria were observed in the wastewater-irrigated soil during the irrigation season and especially in the top 10 cm. Soil resilience and bacterial mortality/inactivation probably explains the seasonal decrease of soil bacteria content over the 7 years of the study. Because of their high resistance to disinfection treatments and to environmental conditions, the spores of the sulphite-reducing bacterium Clostridium could be useful as an indicator of contamination in future guidelines that might be enacted for the use of wastewater in agriculture. No significant microbial contamination was recorded on fruit harvested directly from the canopy of the wastewater-irrigated trees. Contaminations on fruits sampled from the ground in the wastewater-irrigated plot were always low and usually similar to, or lower than those observed on drupes collected from the rainfed plot. In the rainfed plot, the recorded occasional contaminations were probably due to a number of factors, such as grazing of farm stock, presence of wild animals and surface water runoff from adjacent agricultural areas. This work confirms that, under suitable conditions, low-quality wastewater can be useful as an additional water resource for olive irrigation in water-scarce Mediterranean environments.  相似文献
