Estimating the future health impact of global environmental change requires scientific methods that extend beyond conventional health risk assessment in relation to existing exposures. The dynamic and non‐linear nature of these changes in large complex biophysical systems, the interactions between them, and the reference to future scenarios all contribute uncertainty. Potential health impacts can be estimated from historical analogues, by mathematical modelling, or by reasonable foresight (especially in relation to social and economic disruptions). Integrated assessment methods draw upon all these techniques. In particular, integrated mathematical modelling techniques are evolving, as scientists (and policy‐makers) come to terms with this complex scenario‐based impact assessment task. 相似文献

The types and rates of pollutant emissions from a coal-fired power plant depend upon plant design, coal characteristics, and environmental control policy. In the past, air pollution regulations were often promulgated without rigorous analysis of the resulting energy penalties and secondary environmental impacts that occur in other environmental media (air, land, or water), which are counterproductive to overall environmental quality. This paper describes a Comparative Assessment Model that has been developed to consider systematically such tradeoffs for conventional and advanced coal-to-electric technologies. The model is applied to quantify the secondary (“cross-media”) environmental and resource impacts resulting from alternative air pollution control policies that reduce sulfur dioxide emissions from a 1000 MW power plant. Multimedia pollutant burdens are presented, together with the increased requirements for coal, limestone, and water that are incurred in generating a fixed net quantity of electricity. The development of sound public policy requires that environmental regulations be sensitive to adverse effects in all environmental media, and that tradeoffs involved in the regulation of specific pollutants to one medium be rigorously and systematically characterized. 相似文献

The Ecological Society of America has evaluated current U.S. national policies and practices on biological invasions in light of current scientific knowledge. Invasions by harmful nonnative species are increasing in number and area affected; the damages to ecosystems, economic activity, and human welfare are accumulating. Without improved strategies based on recent scientific advances and increased investments to counter invasions, harm from invasive species is likely to accelerate. Federal leadership, with the cooperation of state and local governments, is required to increase the effectiveness of prevention of invasions, detect and respond quickly to new potentially harmful invasions, control and slow the spread of existing invasions, and provide a national center to ensure that these efforts are coordinated and cost effective. Specifically, the Ecological Society of America recommends that the federal government take the following six actions: (1) Use new information and practices to better manage commercial and other pathways to reduce the transport and release of potentially harmful species; (2) Adopt more quantitative procedures for risk analysis and apply them to every species proposed for importation into the country; (3) Use new cost-effective diagnostic technologies to increase active surveillance and sharing of information about invasive species so that responses to new invasions can be more rapid and effective; (4) Create new legal authority and provide emergency funding to support rapid responses to emerging invasions; (5) Provide funding and incentives for cost-effective programs to slow the spread of existing invasive species in order to protect still uninvaded ecosystems, social and industrial infrastructure, and human welfare; and (6) Establish a National Center for Invasive Species Management (under the existing National Invasive Species Council) to coordinate and lead improvements in federal, state, and international policies on invasive species. Recent scientific and technical advances provide a sound basis for more cost-effective national responses to invasive species. Greater investments in improved technology and management practices would be more than repaid by reduced damages from current and future invasive species. The Ecological Society of America is committed to assist all levels of government and provide scientific advice to improve all aspects of invasive-species management. 相似文献

High-precision lead isotope ratios and lead concentrations have been compared statistically and graphically in women of child-bearing age (n = 77) from two smelter communities and one general urban community to evaluate the relative contributions to blood lead of tissue lead stores and lead from the contemporaneous environment (soil, floor dust, indoor airborne dust, water, food). Blood lead (PbB) contents were generally low (e.g. <10 g dL–1). Statistically significant isotopic differences in blood and environmental samples were observed between the three cities although isotopic differences in blood for individual subjects living in close proximity (200 m radius) was as large as the differences within a city. No single environmental measure dominated the biological isotope profile and in many cases the low levels of blood lead meant that their isotopic profiles could be easily perturbed by relatively small changes of environmental exposure. Apportioning of sources using lead isotopes is possibly not feasible, nor cost effective, when blood lead levels are <5 g dL–1. Interpretations based on statistical analyses of city-wide data do not give the same conclusions as when the houses are considered individually. Aggregating data from multiple subjects in a study such as this obscures potentially useful information. Most of the measures employed in this study, and many other similar studies, are markers of only short-to-medium integration of lead exposure. Serial sampling of blood and longer sampling times, especially for household variables, should provide more meaningful information. 相似文献

Virtually every environmental planner at some time deals with environmental impact assessment (EIA). Public participation is required in most environmental impact assessment programmesaround the world. However, citizen involvement is often reduced to a procedural exercise instead of a substantive process to include the public in environmental decision making. This paper examines public participation in EIA and provides ways to improve its effectiveness. We first examine the rationales for public involvement and its institutionalization through EIA. Next, we analyse the shortcomings and strengths of common approaches to public involvement. Our analysis, supported by two case studies, suggests that going beyond the minimum requirements can benefit the public, the project proponent and the final plan. We conclude with practical steps to improve public participation programmes in environmental planning and decision making. 相似文献

Cities are rapidly increasing in importance as a major factor shaping the Earth system, and therefore, must take corresponding responsibility. With currently over half the world’s population, cities are supported by resources originating from primarily rural regions often located around the world far distant from the urban loci of use. The sustainability of a city can no longer be considered in isolation from the sustainability of human and natural resources it uses from proximal or distant regions, or the combined resource use and impacts of cities globally. The world’s multiple and complex environmental and social challenges require interconnected solutions and coordinated governance approaches to planetary stewardship. We suggest that a key component of planetary stewardship is a global system of cities that develop sustainable processes and policies in concert with its non-urban areas. The potential for cities to cooperate as a system and with rural connectivity could increase their capacity to effect change and foster stewardship at the planetary scale and also increase their resource security. 相似文献

Global climate change is likely to have a range of consequences for human health as a result of disturbance or weakening of the biosphere's natural or human-managed life support systems. The full range of potential human health impacts of global climate change is diverse and would be distributed differentially spatially and over time. Changes in the mortality toll of heatwaves and changes in the distribution of vector-borne infectious diseases may occur early. The public health consequences of sea level rise and of regional changes in agricultural productivity may not occur (or become apparent) for several decades. Vulnerability is a measure of both sensitivity to climate change and the ability to adapt in anticipation of, or in response to, its impacts. The basic modes of adaptation to climate-induced health hazards are biological, behavioural and social. Adaptation can be undertaken at the individual, community and whole-population levels. Adaptive strategies should not introduce new health hazards. Enhancement of the acknowledged public health infrastructure and intervention programmes is essential to reduce vulnerability to the health impacts of climate change. In the longer-term, fundamental improvements in the social and material conditions of life and in the reduction of inequalities within and between populations are required for sustained reduction in vulnerability to environmental health hazards. 相似文献

The southeastern United States supports one of two large loggerhead turtle (Caretta caretta) nesting aggregations worldwide and is therefore critical to global conservation and recovery efforts for the species. Previous studies have established the presence of four demographically distinct nesting populations (management units) corresponding to beaches from (1) North Carolina through northeastern Florida, (2) peninsular Florida, (3) the Dry Tortugas, and (4) northwest Florida. Temporal and geographic genetic structure of the nesting aggregation was examined utilizing partial mitochondrial control region haplotype frequencies from 834 samples collected over the 2002 through 2008 nesting seasons from 19 beaches as well as previously published haplotype data. Most rookeries did not exhibit interannual genetic variation. However, the interannual variation detected did significantly impact the interpretation of spatial genetic structure in northeastern Florida. Based on pairwise F ST comparisons, exact tests of population differentiation, and analysis of molecular variance, the present study upholds the distinctiveness of the four currently recognized management units and further supports recognition of discrete central eastern, southern (southeastern and southwestern), and central western Florida management units. Further subdivision may be warranted, but more intensive genetic sampling is required. In addition, tools such as telemetry and mark-recapture are needed to complement genetic data and overcome limitations of genetic markers in resolving loggerhead turtle rookery connectivity in the southeastern USA. 相似文献
